Iran sends submarines to the Red Sea
They're small, supposedly built to the North Korean Yono design (the type blamed for sinking the corvette Cheonan). So, depending on the situation, they might be "good enough". A trip to the Red Sea though, even with support, is a pretty long range deployment for these boats.

Oh, I was just pulling potential excuses out of the air, as there could be any number of possibilities. (As an aside, we sell plenty of energy here in Canuckistan - you buy most of it - but that hasn't helped reduce the price at the pumps. I still feel like I have been violated when I fill up the tank).

No worries for Pacific Fleet?
To understand that, you have to consider what the Chinese might like to achieve. Do they want to dominate the entire Pacific and beyond? I doubt they think they need to. Or do they want to build up a force that would allow them to better exert regional influence?
