The development and testing program continues, but so does the struggle to reduce the cost. A relevant quote I saw today from Shay Assad, former US DoD director of defense procurement and acquisition: "[Control costs] so we don’t go down the path of spending a tremendous amount of money in [development] only to find out that what we’ve designed and developed, we can’t afford".

Can't say I would characterize many of these kinds of systems as either exclusively offensive or defensive.

The struggle continues, obviously. I expect most everyone will agree that Qaddafi and his 'infrastructure' proved a tougher nut to crack than anyone would have believed, excepting those who are aware of the limits of airpower, and 'limited' airpower at that.

Heh. If I had to guess how many 'virtual' Harpoons have been tossed around - heck, even shot down - over the years, I'd hazard a guess that the number would far exceed 7,200 missiles.
