SEOUL - North Korea's military said Feb. 10 it would no longer engage in dialogue with South Korea's armed forces following the breakdown of talks the previous day. [excerpt]

Does it seem a little strange that the military is saying no more talks and not Our Dear Leader? That was my first thought anyway.

I think it's not a signal of internal changes of power in North Korea. It's an usual system: if something goes wrong in the talks , you can blame those military for it, and the Dear Leader reputation keeps untarnished. And also, the Dear Leader can send some military to previsibly non successful talks, and later, as "consequence" because the failure purge those military and ride out of them.

This case remembers me about the Cuban General Ochoa case, and we must remember it's the usual dynamic of purges in the communist dictatorships.

General Arnaldo Ochoa was a prominent Cuban military, from the early times of the "revolution". Later he was a war hero in the Cuban campaings in Africa.

But when Fidel Castro think was a good time, he was judged and executed (and remember, Fidel Castro comes from a rich Cuban family, and her studies and modus operandi are those of a Lawyer, not those of a military man):
