Some old scenarios not opening in GE 2023.006

super slueth TonyD has found a number of older scenarios don't open in GE 2023.006, but can be opened in the current SE, saved with no changes, and they run.

I've attached a zipped scenario that shows this defect.

GE.log included, runs  BS Medc2003, DB HCDB 150621.

Fix coded for 2023.007, but more importantly points out that I seem to have forgotten to add the MessageEvent conversion code to the SE so awful things probably happened to those re-saved scenarios' MessageEvents.  Did they even work?

 

Subtext: The SE should have crashed too since the bug is in code used in the code that converts the older MessageEvent format to the newer one, except the SE never calls that code...

Fix confirmed for affected scenarios.

Wooow, That is weird as the SE would not only open the offending scenario, but if saved (with no changes needed) the new saved scenario would open in the new GE!!!
