August 21, 201213 yr Try this: Shut down the game. Download and run the tool to clear registry settings, which you can find here at HG in the Tools section of Downloads, which will reset window sizes. When you start the game again, the pop up windows and dialogs should be ok. You will have to re-arrange the game windows again to your personal tastes.
August 21, 201213 yr Being a smart-aleck I'll say the best resolution is the highest resolution at which the game is enjoyable for you. I have grown accustomed to the expansiveness of 1920 x 1080 over a 23"+ monitor but for me that resolution is too high on the 15"+ display of the laptop itself. Your real question is about DPI settings and once you know about the clear game options registry thingamabob the answer again falls to whatever suits you (within reason).
