  1. Americas Northrop Grumman Systems won a $75.5 million contract for the Global Hawk RQ-4 UAV. The contractor will provide multi-country aircrew and maintenance training consisting of program management support, courseware modification and development, pilot training, sensor operator training, and airframe and ground maintenance training to support the US government and Air Force Security Assistance Training international partners’ mission objectives. Foreign Military Sales (FMS) funds will be obligated at the time of task order award. The RQ-4 Global Hawk is a high-altitude, long-endurance unmanned aircraft system with an integrated sensor suite that provides intelligence, surveillance and reconnaissance, or ISR, capability worldwide. According to a press release, the Navy declared initial operational capability for the Joint Precision Approach and Landing System (JPALS) earlier this month. JPALS has been supporting F-35B deployments on LH-class amphibious assault ships with early operational capability since 2016 and can now provide the precision navigation and landing capability for F-35s on aircraft carriers as well, says the Navy. Middle East & Africa Senior House Democrats appeared to back away from a plan to urge the Biden administration to delay a $735 million US weapons sale to Israel despite opposition from some of the committee’s members. House Foreign Affairs Committee Chairman Gregory Meeks, D-N.Y., said he decided against requesting a delay after the Biden administration agreed to hold an “informational session” with lawmakers, likely for May 19. “The purpose of the letter initially was to make sure that there’s dialogue, conversation,” Meeks said according to CNN. Europe Slovenia became the second Balkan state to receive the new Joint Light Tactical Vehicle (JLTV) manufactured by American company Oshkosh. The Slovenian Defense Ministry announced that 38 of the vehicles arrived at the port of Koper on May 11. The only other Balkan country that has taken delivery of the tactical vehicles is Montenegro, which received its first 4×4 JLTVs in October 2020. Oshkosh is delivering the vehicles to Slovenia under a contract worth 32 million euros that was signed in November 2018. Asia-Pacific The US State Department has given the green light for Turkey to export the T129 attack helicopter to Philippines, Serdar Demir, marketing and communications director of Turkish Aerospace Industries (TAI) said. Philippines has an order for six attack helicopters but the sale has been delayed as approval from the United States is necessary for the CTS800-4A turboshaft engine which is made by LHTEC (Light Helicopter Turbine Engine Company), a joint venture between Rolls-Royce and Honeywell. Noise measurements at Mageshima, Japan started on May 16 as Tokyo evaluates the possibility of nearby Iwojima island as a landing practice site for US Navy aircraft. The Defense Ministry is planning to relocate the US military’s landing practice site from Iwoto island, also known as Iwojima, south of Tokyo, to Mageshima island, which lies off Nishinoomote city. Americas Lockheed Martin won a $194.7 million contract modification, which adds scope to provide non-recurring engineering, integration and testing of the aircraft interface module in support of ASQ-239 electronic warfare/countermeasures system upgrades planned for F-35 Lot 17 aircraft deliveries for the Navy, Marine Corps, Air Force, and non-Department of Defense participants. The AN/ASQ-239 provides offensive and defensive options to enable the F-35 to identify, monitor, analyze, and respond to threats like radar-guided anti-aircraft missile batteries and air-search radars. Work will take place in New Hampshire and Texas. Expected completion will be in April 2024. Babcock and Leonardo that they are to team on Canada’s Future Aircrew Training (FAcT) programme. Babcock Canada and Leonardo Canada have signed a letter of intent (LOI) to offer a joint solution to meet the country’s military flight-training requirements. “Babcock and Leonardo can offer a modern and comprehensive solution, drawing on their long experience as leading providers of civil and military fixed-wing, rotary-wing, and mission training services. The companies stand ready to offer an innovative and comprehensive turnkey solution to meet all of the Royal Canadian Air Force’s training requirements,” the companies said in a joint statement. Middle East & Africa Two RAF Typhoons have successfully bombed a group of Islamic State jihadis in Iraq, according to UK militarily chiefs. According to the UK Ministry of Defense, Iraqi security forces recently encountered a group of Islamic State terrorists in a strong defensive position about twenty five miles south west of Mosul. The MoD said the fighter jets used precision-guided bombs to take-out heavily armed IS militants who were dug-in at a site near to the city of Mosul. Europe The 209 new Lynx infantry fighting vehicles recently ordered by Hungary will be equipped with Rheinmetall’s StrikeShield hard-kill active protection system (APS) under a new $171 million contract signed. StrikeShield is the third and latest generation of Rheinmetall’s Active Defence System technology, a specific variant of hard-kill APS. It is a distributed system whose sensors and countermeasures are integrated into the contours of the entire vehicle. StrikeShield has the lowest emissions in the electro¬magnetic spectrum on the market, as well as the fastest reaction time in ambush and multi-hit situations. It protects the vehicle from shaped charge warhead threats such as rockets or missiles by neutralizing incoming projectiles before they hit the platform itself. Navy vessels from 10 nations are massed off the Scottish coast for a NATO interoperability exercise to include live missile fire. The three-week integrated air and sea missile defense exercise involves over 3,000 personnel, and began on Saturday in the British Defense Ministry’s Hebrides Range in western Scotland. Asia-Pacific According to Japan’s Ministry of Defense and the US Navy, two US Navy MQ-4C Triton drone aircraft will move from Guam to Japan this month. Many of our NATO allies have their own concerns in the Pacific independent of the USA's, with significant territorial possessions and economic interests from the African Indian Ocean coast to the Eastern Pacific. When they do good and responsible activities there, we get a nice secondary security benefit. France always seems to want to have an outsized presence on the international scene, and they are making a new play for more influence in the Indo-Pacific theater. We should welcome that. Via The Diplomat: Largely by virtue of its considerable strategic real estate in the mega-region, in the Pacific as well as the Indian Ocean, Paris is increasingly becoming the partner of choice for many other regional powers who have sought to diversify their partnerships in that strategic theater in face of Chinese intransigence as well as U.S. policy uncertainty in the past. Did you catch that? This is smart positioning. There are many nations that are "Western adjacent" who have no desire to be in the Chinese orbit but for a variety of reasons do not want to get all that close to the USA. France would be a good option, with a positive secondary effect on USA goals. ...and France intends to assume strongly its international responsibilities. In a strategic context focused on the growing competition between the U.S. and China, France could be a credible alternative for many countries in Southeast Asia thanks to its status as permanent member of the United-Nation Security Council (UNSC) and its forces of [military] presence and sovereign territory, permanently based in Indo-Pacific and reinforced by regular deployments of metropolitan [mainland] resources. Knowing there are powerful friends who do not have a territorial claim, political schemes, or tricks for economic servitude as China does can be a way to strengthen the spine of Indo-Pacific nations. France is doing good work here for everyone. To face those various threats together, France is fully engaged in cooperation about Maritime Domain Awareness. In order to achieve the best possible knowledge of activities at sea in Asia-Pacific, France’s ambition is to promote bilateral and multilateral partnerships such as Information Fusion Centers (IFC) in Singapore, India, or Madagascar, with French liaison officers present there since their respective creation. This knowledge is also reinforced by the French maritime and diplomatic community, as well as warships and aircraft operating in the area. France had, in particular, created in 2016 the MICA (Maritime Information Cooperation & Awareness) center, with aims to share permanently maritime information and analysis all over the world through an international maritime network. We know the UK is making a renewed effort to see and be seen in the Indo-Pacific, and even Germany. More nations who share a desire for a stable international environment free of an authoritarian Chinese hegemon should too. It is true that [many other] European countries have recently showed a growing interest in the Indo-Pacific area. And from a French perspective it is very good news. The recent publication of German and Dutch strategies underlines the strategic interest of the Indo-Pacific for Europe. German and British deployment projects are, from my point of view, an excellent opportunity to promote a multilateral approach in the area. There is good news and efforts out there if you look for them. I just hope that we have smart people in DON and DOS who are working to leverage and connect to these independent efforts ... and deconflict for the greater good.   4. Americas BAE Systems won a $15.7 million contract modificationfor spare parts necessary for initial training and fielding for Armored Multi-Purpose Vehicles. The Armored Multi-Purpose Vehicle (AMPV) is a family of next generation, highly survivable vehicles essential to the future of the US Army. The AMPV is to replace the Vietnam War-era and legacy M113 Family of Vehicles. The program is a part of the future of the Armored Brigade Combat Team (ABCT). The AMPV will be integrated with the ABCT and is required to operate alongside the M1 Abrams tank and the M2 Bradley infantry vehicle. Work will take place in Pennsylvania. Estimated completion date is January 1, 2023. The US Air Force completed the Project Strike Rodeo (PSR) munitions proof-of-concept that validated loading five Lockheed Martin AGM-158 Joint Air-to-Surface Stand-off Missiles (JASSMs) on a Boeing F-15E Strike Eagle, according to a service statement. The proof-of-concept performed by the 85th Test and Evaluation Squadron started in January. A team of expert tacticians worked through a specific scenario that relied on the ability to escort a bomber loaded with stand-off munitions to a release point in a highly contested environment. Middle East & Africa While the Israel Gaza conflict is still ongoing, the Iron Dome proves successful against Gaza rockets. The Israeli-made and US-funded anti-rocket Iron Dome intercept system has reportedly stopped 90 percent of the missiles fired into Israel since the beginning of the conflict in early May. Israel has been using the Iron Dome since 2011. A battery consists of a radar unit and a control center that can detect projectiles soon after their launch and calculate their trajectory and target. It takes seconds for an approaching projectile to be detected. Europe Northrop Grumman won a $17.7 million order, which provides technical and sustainment support for E-2C/D aircraft common and unique requirements for the Governments of France and Japan. The E-2C Hawkeye aircraft supplied by Northrop Grumman is an all-weather airborne early warning aircraft to the naval task force. The next-generation E-2D Advanced Hawkeye has a new radar system, theatre missile defence capabilities, multi-sensor integration and a Northrop Grumman Navigation Systems tactical glass cockpit. Work will take place in Florida, Japan, and Ohio. Expected completion will be in April 2022. German company Rheinmetall announced that it signed a contract worth $359 million with the country’s defense procurement agency for the supply of 44 Kodiak armored engineering vehicles (AEVs) for the German Army. Production will begin in 2023, with delivery scheduled to be completed by 2029, said the company. According to Rheinmetall, the Kodiak is an AEV and mine clearance tank that can meet the technical and tactical needs of modern combat engineers. It features a bulldozer blade with adjustable cutting and tilt angles. The Kodiak vehicle is known as the “Pionierpanzer 3 Kodiak” in German. It is based on the Leopard 2 main battle tank that was developed by German company Krauss-Maffei Wegmann (KMW). Asia-Pacific The Chinese People’s Liberation Army (PLA)’s Xinjiang Military Command has taken delivery of three new advanced weapon systems – armored vehicles, howitzers and self-propelled rocket launchers – over the past week. The unit deployed in a snowy plateau region at an elevation of more than 4,500 meters inducted dozens of Type 08 eight-wheeled armored vehicles of different variants.   5. No, it is not.Today, no nation can find lasting security without addressing the climate crisis. We face all kinds of threats in our line of work, but few of them truly deserve to be called existential. The climate crisis does…climate change is making the world more unsafe, and we need to act. - Secretary of Defense Lloyd Austin, at the Leaders Summit on Climate, April 22, 2021 As a species, humans have thrived under drastically higher and lower sea levels; colder and warmer climates. The slow changes we are seeing now are not existential. Not even close. It is a challenge - maybe in some areas a mounting crisis, but not existential. It is something that, even if a mounting crisis, does not have a military solution. From the top, all of this is simply because the military is following the orders of the CINC. That is how it works. As this is a fun topic this week; yes, this is political and the military is involved in it. In line with the President and the Secretary of Defense’s direction, the Army is prioritizing climate change considerations in its threat picture, strategic plans, operations and installations. If your orders are legal, you carry them out. As such, 90% of this is about exactly what I would submit as a staff officer if so tasked by my boss. I don’t fault anyone involved with this per se … as there are a few subversive Easter Eggs here. That won’t stop me … as … well … in the milbogg’n ecosystem, I have a job to do. Let’s get to it. The whole issue around global cooling/warming/climate change and whatever new iteration will be used later when these become stale long ago left the realm of science for politics. Long ago. I’m just old enough to remember the 1970s global cooling scare. It made good copy to sell magazines and keep people panicked after “silent spring” petered out (after the Green Revolution took out the Malthusian panic). Everyone coasted along for about a decade when the usual suspects invested time in SANE/FREEZE or other large paper mâché doll consuming activities to buck up the tottering Soviet Union in its final days, but when the Cold War ended, it took awhile for them to find the latest hook. They knew they had the right topic when the patron saint Al Gore took up the global warming crisis and helped smooth a new path in a pursuit of power, government control, full-time paychecks, and most importantly for rent-seeking grifters – government contracts. A crisis, real or created, is a great excuse to grab power by those who lust after it. If you can scare the masses and then tell them you are there to save them, the herd will give you that power. You can enjoy the power for power’s sake, and to gain allies to extend your high, use it to enable others that will back you to pursue other agendas you couldn’t pursue otherwise. To keep progress progressive, as it were, also reward your friends and punish your enemies. “Climate” is the perfect kind of crisis. We have a lot of great scary movies about it, and is for many it is a secular religion. The zealots to use as enforces are legion. “Climate change” is always happening. Mammoth bones in the North Sea, archaeologists exploring underwater caves off Central America and the Gulf of Mexico for evidence of Ice Age human settlements, and beach sand a few hours inland prove that. No one can deny climate change as it has been going on for billions of years before our ancestors decided to leave the trees for the plains. The great unknown is how much of today’s change is related to human activity. Is it low single digit %, or in the middle double digits? If we knew that, then based on reason we could discuss cost/benefit analysis of what if anything we could do to address it and how to mitigate its effects. We’d have a better understanding of timelines we are facing in geologic times. Sadly, the rub is that last bit. According to all the earlier warnings, we should all be dead right now, NYC would be flooded, and we would be a decade past the 10-yr-until-it-is-too-late point. I’m still here. Water levels are the same at my house and the Obama’s. A few decades after we all should have drowned or starved to death, we still suffer from powerful people ruled by emotion being pushed by people motivated by more base drivers; lust for power and greed. That is how you should read the latest from the US Army. Make no mistake, this is all politics and money driving well meaning people’s emotionally based fear. Read it all, but here we go. First, remember how we are all told by reliable sources that climate is not weather, and likewise? Well, fail out of the gate (or Easter Egg?) The Army has a lot to be proud of, yet there is a lot of work to continue to operate efficiently across extreme weather and climate conditions. Next, tell me how any of this helps the Army win the upcoming fight west of Wake? Strategizing and planning to mitigate climate threats, with emphasis on Soldier resilience, energy reform, and capability enhancement and procurement. Advancing development and use of renewable energy, energy and water efficiency and consumption, and other environmental initiatives that steward the land, air and water to enable Army operations and maximize readiness. Poised to lead the way in technology development for tactical vehicles that balances increased capability with decreased climate impacts. In the above, all the bolded items are simply taking the Army budget to Solyndraize a few companies. What would I 100% support the Army doing because it is a real, actionable series of activities that would address real issues, has reliable metrics to track progress and creates sustainable stewardship examples future generations can enjoy? I’ve underlined them. Not all of this is bad … but the politics and grift is transparent. This sad little document ends with one of the secular religion’s chant. It really should be in Latin, or perhaps Esperanto. Climate change leads to competition for scarce resources and can increase the spread of infectious diseases. To secure the American people and their interests in the homeland and abroad, the Army must continue to address the challenges a changing climate poses to the people, territories, capabilities, and other resources upon which U.S. security depends. You know what right now and for the next 5, 10, and 15 years we know is and will be driving, “…humanitarian disasters, undermine weak governments and contribute to long-term social and economic disruptions.”? Mass migration, high birth rates, environmental pollution. That's what. We have real metrics that that are statistically sound and objectively observable. If we must expend Army funds in this area … then do it here. This will see results … but to be quite honest, they are more the responsibility of USAID and other governmental organizations. The Army can support them … but it really isn’t their job – and it shouldn’t be. Americas Textron Systems won a $15.8 million contract for a one-time mid-life upgrade engineering change proposal for the advanced boresight equipment (ABE) system to modernize and bring 100 fielded domestic and Foreign Military Sales units up to the current commercial off the shelf configuration. Additionally, this contract procures depot repair and upgrade support for the ABE currently installed on AH-1Z, AH-1W and MH-60R combat aircraft, ashore and afloat. Depot repair and upgrade support includes tear down and evaluation of ABE, as well as restoration, modification, and procurement of spare parts in support of ABE component and assembly repairs and upgrades. Work will take place in Hunt Valley, Maryland. Expected completion date is in May 2026. Raytheon won a $9.4 million order to support the Evolved Seasparrow Missile (ESSM) Block 2 life, parts, and ESSM Block 1 test equipment supplies. The ESSM is a medium-range, surface-to-air missile developed to protect warships from advanced anti-ship cruise missiles. Work will take place in California and Arizona. Estimated completion will be by September 2022. The order combines purchases for the US Navy, international consortium nation navies, and the government of Japan under the Foreign Military Sales program. Middle East & Africa Nigeria will induct its three JF-17 fighters into service on May 20 at Airforce Base Makurdi. The three jets were delivered there in March. The base is also home to the Tactical Air Command (TAC). Europe Georgia’s Minister of Defense Juansher Burchuladze revealed that the country is in talks to buy mobile anti-air missile defense systems from Rafael. The negotiations are to be concluded by end of the year and the new systems will protect manoeuvring forces. Leonardo is pitching its M-346FA as a potential replacement for Poland’s ageing fleet of Sukhoi Su-22 ‘Fitter’ aircraft, the company announced on May 14. Declaring its intention to bid its M-346FA light attack aircraft as a replacement for the Polish air force (Inspektorat Si? Powietrznych: ISP) fleet of nearly 30 Warsaw Pact-era Su-22M4 aircraft that have been in service since 1985, Leonardo noted the synergies that the ISP could reap given that it already operates the baseline M-346 Master trainer version. Asia-Pacific The Malaysian government has decided to retain state-affiliated Boustead Naval Shipyard (BNS) as the shipbuilder for the country’s troubled Maharaja Lela (Gowind)-class Littoral Combat Ship (LCS) programme. The decision was made in early May by a ministerial committee that was convened to examine options for the long-delayed programme, the country’s defense minister, Ismail Sabri Yaakob, said in a statement. RIM-162: sections (click to view full) The RIM-162 Evolved Sea Sparrow Missile (ESSM) is used to protect ships from attacking missiles and aircraft, and is designed to counter supersonic maneuvering anti-ship missiles. Compared to the RIM-7 Sea Sparrow, ESSM is effectively a new missile with a larger, more powerful rocket motor for increased range, a different aerodynamic layout for improved agility, and the latest missile guidance technology. Testing has even shown the ESSM to be effective against fast surface craft, an option that greatly expands the missile’s utility. As a further bonus, the RIM-162 ESSM has the ability to be “quad-packed” in the Mk 41 vertical launching system, allowing 4 missiles to be carried per launch cell instead of loading one larger SM-2 Standard missile or similar equipment. This is DID’s FOCUS article for the program, containing details about the RIM-162 Evolved Sea Sparrow missile family, and contracts placed under this program since 1999. The Sea Sparrow was widely used aboard NATO warships, so it isn’t surprising that the ESSM is an international program. The NATO Sea Sparrow Consortium includes Belgium, Canada, Denmark, Germany, Greece, The Netherlands, Norway, Portugal, Spain, Turkey, and the USA – as well as non-NATO Australia. Foreign Military Sales ESSM customers outside this consortium include Japan, Thailand, and the United Arab Emirates. ESSM: The Missiles More Than An Upgrade RIM-7 Sea Sparrow Launch (click to view full) The RIM-162 is based on the RIM-7P, but it’s a new missile in almost all respects. The ESSM is a tail-controlled missile with strakes instead of the RIM-7 Sea Sparrow’s wings and fins, using thrust vectoring to achieve a 50g maneuvering capability. ESSM also features a larger and completely new boost-only solid rocket motor (25.4 cm, 10 in diameter), a new autopilot, and a new insensitive-munition blast-fragmentation warhead. Effective range is significantly bigger than that of the RIM-7P, making ESSM a short to medium-range surface-to-air missile that fits in between “zone defense” options like the SM-2/3 and short-range point defenses like Mistral, RBS-70, RIM-116 SeaRAM, et. al. ESSM Block I is a semi-active radar homing missile that depends on reflected radiation from the ship’s radar to see its target. Within that approach, the missile proceeds through various modes and phases. Generally speaking, there are 3 fundamentally different guidance modes used by ESSM Block I: Home All the Way (HAW), S-Band Midcourse Guidance (SB MCG), and X-Band Midcourse Guidance (XB MCG). During Home All the Way operation, ESSM receives target illumination and rear reference for the entire flight from launch to intercept. This limits the number of missiles the ship can guide against multi-path saturation attacks, because on ships that must use HAW, limited shipboard radar resources must focus completely on one target if they focus at all. The only way to get around this limitation of the launching ship is to use missiles with active seeker heads of their own, sacrificing radar power and hence accuracy against difficult targets. ESSM Block II will begin to offer that option. The RIM-162 missile always begins in the transition guidance mode where the missile safely exits the launcher, clears the ship’s structures, and then completes the pitch-over maneuver. At this time, the Thrust Vector Control (TVC) unit is jettisoned, and midcourse guidance begins unless it’s operating in HAW mode. For ships whose systems are advanced enough to use it, midcourse guidance allows search radars to keep track of multiple incoming missiles, offering navigation updates to each ESSM missile in the air. This lets them all remain roughly on target as they close in. SB MCG is the mode used when operating with the S-band AEGIS radar & combat system. XB MCG is the mode used with combat systems with X-band Multi-Function Radars (MFRs) like APAR, SPY-3 and CEAFAR/CEAMOUNT. ESSM flies an energy efficient profile during midcourse guidance, switching to proportional navigation and full homing guidance from the ship during the last moments before intercept. This gives the missile maximum accuracy, while minimizing the use of limited shipboard radar resources. ESSM Variants ESSM stages (click to view full) The RIM-162A. Has an S-band uplink for SB MCG use with AEGIS-equipped ships, and is the most frequently produced version. It equips some American Arleigh Burke Class destroyers, and some Ticondergoa Class cruisers are also being modified to carry it. Foreign AEGIS ships that are slated to carry it include Japan’s Kongo Class destroyers, Norway’s Fridjhof Nansen Class frigates, Spain’s F100 Alvaro de Bazan Class frigates, and Australia’s derivative Hobart Class destroyers. RIM-162B. A version for use on non-AEGIS ships equipped with the MK 41 Vertical Launch System; as such, it lacks the AEGIS S-band uplink. It’s used with on ships like Germany’s F124 Sachsen Class frigates and their Dutch De Zeven Provincien Class counterparts, which use advanced Thales APAR X-band radars. Australia ANZAC Class frigates being upgraded to add new CEAFAR/CEAMOUNT radars, which allow XB MCG. The RIM-162C and RIM-162D. These are derivatives of the RIM-162B, for use with the MK 48/56 VLS and MK 29 box launchers, respectively. The UAE’s Baynunah Class corvettes, for instance, will pack the RIM-162C, fired from the MK56 8-cell vertical launchers. US Carriers and LHD/LHA amphibious assault aviation ships pack the RIM-162D in 8-box launchers, as the USA replaces RIM-7 missiles on those platforms and builds new ships with RIM-162 ESSM. RIM-162 Block II. This program is just beginning. Right now, it aims to define the changes needed in order to address emerging aerial threats, and assess their cost, technical risks, and potential development time. The biggest goal for Block 2 is to give the missile an active seeker option that allows independent guidance. That would make ESSM much more effective against saturation attacks, though ESSM would also retain the ability to home in on reflected radiation from the ship’s much larger and more powerful radar. The bottom line is simple: as more competitors are fielded with independent guidance (Raytheon SM-6, Eurosam Aster-15, MBDA Sea Ceptor, etc.), ESSM needs to keep up. Older ships will find active guidance especially useful, but even some newer ships could benefit in certain scenarios. So can a wholly different class of equipment… Go to Ground. A different change involves work to make the RIM-162 a ground-based air defense option. Norway’s Kongsberg is leading the way integrating ESSM missiles into both its AMRAAM-based NASAMS system, and into older MIM-23 Hawk missile systems that are still used by 17 countries. Raytheon is even working with Poland’s WZU to convert old Russian-built SA-6 systems into modern ESSM launchers, with the addition of new missile canisters, radars, etc. If they succeed at that, it could open up a big market. ESSM Block II’s active guidance will be especially helpful to land-based air defense systems, which are constantly under threat from enemy missiles, rockets, etc. Air defense systems can foil some radar-killing missiles by intermittently shutting off their radars. They can also use transmitted results from other search radars, while depending on their own active seeker missiles to handle target tracking once they get close. Countries that already deploy naval ESSM and ground-based NASAMS systems include the Netherlands, Norway, and Spain. Countries that already deploy both naval ESSM and ground-based Hawk missiles in their militaries include Greece, Spain, Turkey, and the UAE. Countries like Morocco, which deploys advanced Hawk missiles, or Finland, which adopted an AMRAAM based system as its main air defense option, may also find diversification into ESSM appealing. ESSM Program: The USA, and Beyond Under the NATO Sea Sparrow Consortium, Raytheon’s Missile Systems business unit is leading a team of 18 companies from 10 countries (as of late 2002) in developing and producing various aspects of the Evolved Sea Sparrow Missile system. Different launch platforms and configurations mean that only some of these components are common for all customers. One aspect that makes the ESSM program unusual is that the design responsibility for each sub-system is vested in the industrial partner producing it, rather than at the prime contractor level. The average cost per missile varies slightly with annual production, but seems to be consistently in the $1.3 – 1.5 million range. Note that Mitsubishi Electric Corporation also has a final assembly line, under a 2012 license-production agreement with Raytheon. The international program’s full timeline follows: ESSM-Related Contracts & Key Events Related systems (click to view full) Unless otherwise noted, contracts are issued by the US Navy’s Naval Sea Systems Command in Washington, DC to Raytheon Co. in Tucson, AZ. Fiscal years are by US fiscal year, which ends on September 30th. Note that ORDALT stands for ORDnance ALTeration. It usually means that a ship which had been configured to carry RIM-7 Sea Sparrow missiles is having those launch systems swapped out for the RIM-162 ESSM package. FY 2016-2021 Fired (click to view full) May 17/21: ESSM Support Raytheon won a $9.4 million order to support the Evolved Seasparrow Missile (ESSM) Block 2 life, parts, and ESSM Block 1 test equipment supplies. The ESSM is a medium-range, surface-to-air missile developed to protect warships from advanced anti-ship cruise missiles. Work will take place in California and Arizona. Estimated completion will be by September 2022. The order combines purchases for the US Navy, international consortium nation navies, and the government of Japan under the Foreign Military Sales program. April 16/20: Engineering Support Raytheon won a $13.7 million modification to exercise options in support of the Evolved Sea Sparrow Missile (ESSM) Design Agent, in-service support and technical engineering support services. The ESSM program is an international effort to design, develop and test missiles to improve ship defense. It forms part of an international defense agreement between the US and nine of its military allies. The Evolved Sea Sparrow Missile (ESSM) (RIM-162) is a medium-range, surface-to-air missile designed and manufactured by Raytheon Missile Systems. The missile is currently in service with the US Navy and some of the 12 NATO Sea Sparrow consortium nations. Work will take place in Arizona, the Netherlands, Norway, Germany, Australia, West Virginia, Canada, Spain, Turkey and Greece. Expected completion will be by December 2020. August 29/19: ESSM Block II The US Navy contracted Raytheon with a $190 million low-rate initial production contract for ESSM Block 2 missiles featuring a new guidance system with a dual mode active and semi-active radar. Raytheon says in a press release that the award follows the Navy’s decision to shift from development to production on the enhanced intermediate-range, surface-to-air missile, placing the Block 2 variant on track for initial operating capability in 2020. The ESSM Block 2 program is a co-operative effort between the USN and its 11 NATO SeaSparrow Consortium partners to develop an upgraded ESSM ‘front-end’ to counter current and future threat capabilities within the existing envelope. These include anti-ship cruise missiles, anti-ship ballistic missiles, and surface threats. March 20/19: Block 2 The Naval Sea Systems Command tapped Raytheon Missile Systems with a $97.8 million modification to obtain materials needed for fiscal 2019 Evolved Sea Sparrow Missile (ESSM) Block 2 low-rate initial requirements. The ESSM is a medium-range, surface-to-air missile that is currently in service with the US Navy and some of the 12 NATO Sea Sparrow consortium nations. Consortium members include Australia, Canada, Denmark, Germany, Greece, Netherlands, Norway, Spain, Turkey and the US. The missile is equipped with a tail-control system to obtain high speed and maneuverability. It can operate in all weather conditions and has a length of about 3.64m, diameter of 254mm and a weight of 280kg. The Evolved SEASPARROW Missile program is an international cooperative effort to design, develop, test, and procure ESSM missiles. Work will take place in Canada, Germany, Australia, Spain, Netherlands, Mexico, Greece, Denmark, Turkey, Portugal as well as various sites within the US and is scheduled to be finished by March 2023. December 27/18: USN modifies contract The US Navy is modifying a support contract with Raytheon. Valued at $38 million, the modification provides for design-agent and in-service support as well as for technical engineering support services which support Evolved Sea Sparrow Missile (ESSM) production. ESSM missiles are designed to protect Navy ships from incoming missiles and aircraft. Work will be performed at Raytheon’s factory in Tucson, Arizona and at facilities in the Netherlands, Germany, Norway and Australia. The contract is paid with FY2019 Navy and Foreign Military Sales funds. December 19/18: Saudi purchase The Kingdom of Saudi Arabia is increasing its stocks of Evolved Sea Sparrow Missiles (ESSMs). Raytheon is being awarded with a cost-only contract that provides for the delivery of ESSMs and spares at a cost of $24.7 million. The ESSM is designed to protect navy ships from incoming missiles and aircraft. The RIM-162 Block 1 features a semi-active radar that is guided by reflected radiation from the ship’s radar. The missile is designed to counter supersonic maneuvering anti-ship missiles. The order includes Foreign Military Sales funds in the amount of $23.8 million. Work will be performed in Raufoss, Norway; Mississauga, Canada; Richmond, Australia. Performance is expected to run through December 2021. The ESSM will equip Saudi Arabia’s new Multi-Mission Surface Combatant (MMSC) ships. August 28/18: Block I The Navy is stocking up on spares for its Evolved Sea Sparrow Missile. Raytheon is receiving a firm-fixed-price contract that provides for the provision of ESSM Block I life-of-type-buy and assembly-level spares at a cost of $25.1 million. The RIM-162 is used to protect ships from attacking missiles and aircraft, and is designed to counter supersonic maneuvering anti-ship missiles. The ESSM Block I is a semi-active radar homing missile that depends on reflected radiation from the ship’s radar to see its target. Work will be performed at multiple locations inside and outside the US, including Andover, Massachusetts; Hengelo OV, Netherlands and Richmond, Australia. Work is scheduled for completion by June 2021. August 13/18: ESSM for Mexico The US State Department is determined to approve a foreign military sale to Mexico. The country want to purchase six Evolved Seasparrow tactical missiles (ESSM) and two Evolved Seasparrow telemetry missiles for an estimated cost of $41 million. The RIM-162 Evolved Sea Sparrow Missile (ESSM) is used to protect ships from attacking missiles and aircraft, and is designed to counter supersonic maneuvering anti-ship missiles. The potential deal would also include one MK56 VLS launcher (for RIM-162D) with eight launching cells and eight MK30 canisters, as well as services ranging from training to engineering support services. The Mexican Navy plans to equip its Sigma 10514 Class ship with the ESSM. The system allows the Navy to better protect critical sea lanes against potential foes while also increasing its maritime partnership potential. July 24/18: Material Support Raytheon is being tapped to conduct ordnance alteration efforts for LHA and LHD class vessels. The awarded cost-plus-fixed-fee order has a value of $7.5 million and allows for the acquisition of materials necessary to support Mk 57 Sea Sparrow and Evolved Sea Sparrow Missile (ESSM) systems. The RIM-162 Evolved Sea Sparrow Missile (ESSM) is used to protect ships from attacking missiles and aircraft and is designed to counter supersonic maneuvering anti-ship missiles. Compared to the RIM-7 Sea Sparrow, ESSM is effectively a new missile with a larger, more powerful rocket motor for increased range, a different aerodynamic layout for improved agility, and the latest missile guidance technology. LHA and LHD class ships are a key element of the Seapower 21 doctrine pillars of Sea Strike and Sea Basing. Those vessels will be the backbone of US amphibious assault capabilities. Work will be performed at the company’s location in Hauppauge, New York and Yorktown, Virginia and is expected to be complete by July 2019. May 21/18: Block 2 Incoming The Naval Seas Systems Command is contracting Raytheon Missile Systems in support of the Evolved Sea Sparrow Missile (ESSM) system. The firm-fixed-price contract is valued at $77 million and provides for the engineering, test equipment, material and management necessary to transition the ESSM Block 2 engineering. January 8/18: Engineering Support Raytheon received Wednesday, a $37.5 million DoD contract modification for technical and engineering support on the RIM-162 Evolved Sea Sparrow Missile (ESSM). Awarded by the US Naval Sea Systems Command, the agreement will task Raytheon with supporting the missile’s design agent, in-service support, and technical engineering support services. The majority of the work will take place at the firm’s Tucson, Arizona plant, with other work to take place in Norway, Germany, the Netherlands, Australia, Canada, Spain, Turkey, Denmark and Greece, and is expected to be completed by December 2018. Designed as an upgrade to the RIM-7 Sea Sparrow Missile, the ESSM is a collaborative effort between the US and 11 other NATO allies for a naval ship armament capable of defense against short-range anti-ship missiles. Raytheon may also receive additional funds if the company happens to run into cost overruns, with the reimbursement fee negotiated before the contract is finalized. November 20/17: Contracts-Spares The Navy awarded Raytheon a $7.7 million firm-fixed-price modification to an existing contract for the procurement of spares for the RIM-162 Evolved Sea Sparrow Missile (ESSM) under 2016-2017 Block I multi-year production requirements. The majority of the work will be performed in Tucson, Ariz., and other locations across the US, Germany, Australia, Canada, Norway, Spain, the Netherlands and Greece, with a scheduled completion time of May 2020. In other missile news, Raytheon said it would not offer an air-to-air variant of the Extended-Range (ER) AIM-120 Advanced Medium-Range Air-to-Air Missile (AMRAAM). Instead, the AMRAAM-ER will be offered as a ground-launched, air defence missile for the National Advanced Surface-to-Air Missile System (NASAMS)—a joint development between Raytheon and Norway’s Kongsberg. April 12/17: Future US Navy frigates may come with added air defense capabilities as a new study group is being commissioned to examine adding such a platform to the requirements. At present, service specifications call for a vessel to have enough surface-to-air missiles to protect itself. The new idea is to double the RIM-162 Evolved SeaSparrow Missile (ESSM) load from 8 to 16 or having a Mark 41 Vertical Launching System loaded with eight Standard Missile-2 (SM-2). Upgunning the frigates will change the Navy designation for the ships from FF, meaning frigate, to FFG — guided missile frigates able to provide area air defense. May 13/16: Raytheon Missile Systems has been awarded a $76 million contract from the US Navy for long lead support for the production of the Evolved Sea Sparrow Missiles (ESSM) Block I. The procurement will last for fiscal years 2016, 2017 and 2018. The ESSM program is an international cooperative effort to design, develop, test, and procure ESSM missiles for the US Navy and the governments of Australia, Denmark, Germany, Netherlands, and Norway as part of the NATO Sea Sparrow Consortium. November 2/15: November 2/15: Thailand has been cleared by the State Department to buy RIM-162 Evolved Sea Sparrow Missiles. The potential deal is estimated to value $26.9 million, including canisters and other auxiliary equipment. The Royal Thai Navy became the thirteenth ESSM customer in January 2013, with the country signing a letter of acceptance with prime contractor Raytheon following a DSCA request in August 2012. FY 2014 – 2015 Nov 14/14: Support. BAE Systems Technology Solutions & Services Inc. in Rockville, MD receives an $8.5 million cost-plus-fixed-fee contract modification, exercising Option Year 1 for a NATO Seasparrow Consortium support contract. It covers the RIM-162 ESSMs, RIM-7P NATO Seasparrows, the Stalker long range electro-optical sensor suite, and day-to-day office operation in support of the 12 nation consortium. $4 million in FY 2015 US Navy and international funds is committed immediately. Work will be performed in Arlington, VA (90%), and Chesapeake, A (10%), and is expected to be complete by October 2015 (N00024-14-C-5404). Sept 30/14: Support. Raytheon Missile Systems in Tucson, AZ, receives a $10.7 million firm-fixed-price contract modification for FY 2014 ESSM spares, on behalf of the United States (94.75%), and the governments of the United Arab Emirates (2.77%), and Japan (2.48%), under the Foreign Military Sales program. $9.5 million in FY 2014 US Navy and international funds is committed immediately. Sept 26/14: Launchers. Raytheon IDS in Portsmouth, RI receives a $12.1 million contract modification for FY 2014 NATO Seasparrow Surface Missile Systems (NSSMS) MK 57 MOD 13 and Guided Missile Launching System (GMLS) MK 29 MOD 4/5. The upgraded MK57 NSSMS integrates commercial off-the-shelf hardware for processing and displays, state-of-the-art microprocessors for signal processing, and new solid-state transmitter technology. The result is an open system that integrates seamlessly with the SSDS combat system, optimizing the detect-to-engage capabilities with the advanced ESSM. The MK 29 is also a valid launch platform. All funds are committed immediately, using FY 2014 US Navy budgets. Work will be performed in Portsmouth, RI, and is expected to be complete by July 2016 (N00024-13-G-5413). May 9/14: Raytheon Missile Systems in Tucson, AZ receives a $30.9 million contract modification to previously awarded contract for MK 698 Guided Missile Test Sets with Evolved Seasparrow Missile and Standard Missile test capability, upgrade kits, installation kits, repair tool kits, associated spares and technical support. This contract includes Foreign Military Sales to Australia and the Netherlands (100%). The MK 698 GMTS is common to the RIM-162 ESSM and RIM-67 SM-2 Standard, and has also been used with the RAM missile. $22.5 million in FY 2013 Navy procurement, foreign funding, and NATO Seasparrow Consortium funding is committed immediately. Work will be performed in Tucson, AZ (86%), Australia (10%), and the Netherlands (4%), and is expected to be complete by December 2016. NAVSEA in Washington, DC manages the contract (N00024 13 C-5409). March 4-11/14: FY15 Budget. The US military slowly files its budget documents, detailing planned spending from FY 2014 – 2019. ESSM buys are dropping slightly each year vs. the FY 2014 plan, in parallel with a steady rise in R&D spending as work begins on ESSM Block II with its active seeker head. Average cost per missile remains in the $1.4 – 1.5 million range through 2019. See the chart above for full figures. Oct 31/13: BAE Systems Technology Solutions and Services in Rockville, MD receives a $21.7 million cost-plus-fixed fee contract for major production and in-service efforts such as the Evolved Sea Sparrow Missile, NATO Sea Sparrow Surface Missile System, Stalker Long Range Electro-Optical Sensor Suite and day-to-day office operation in support of the 12 nations that comprise the NATO Sea Sparrow Consortium. This is a follow-on, continuing efforts that were performed under contract N00024-08-C-5404. $2.7 million are committed immediately. This contract was not competitively procured based upon International Agreement IAW 10 U.S.C. 2304(c)(4). US Naval Sea Systems Command in Washington DC manages the contract (N00024-14-C-5404). FY 2013 Multi-year contract; 1st Thai order. HTMS Naresuan (click to view full) May 14/13: Testing. Raytheon announces that an ESSM missile successfully destroyed a high-diving, supersonic threat during a recent firing from the U.S. Navy’s Self-Defense Test Ship. The short warning time from low-altitude flight, and violent maneuvering at the end, make this a challenging target profile. That challenge, and the added damage done by blasting through lightly-armored decks toward the ship’s keel, is why a number of supersonic anti-ship missiles use this approach. Initial order, as Raytheon announces a Letter of Offer and Acceptance with the U.S. government for 9 ESSMs, making them the 13th country to order the missile. Per the Aug 8/12 DSCA request, below, these ESSMs are destined for the 8-cell MK.41 vertical launchers on Thailand’s 2 Naresuan Class frigates, which are currently undergoing overhauls and upgrades. By using the MK 25 Quad Pack canisters, each ship could carry up to 32 RIM-162s, but Thailand’s initial order looks set to fit only 1 VLS cell on each ship, plus 1 spare. Raytheon. Thai order Jan 17/13: DOT&E testing. The Pentagon releases the FY 2012 Annual Report from its Office of the Director, Operational Test & Evaluation (DOT&E). The ESSM is included tangentially, under the SSDS combat system: “The CVN-68 ship class [DID: Nimitz Class aircraft carriers] combat system continues to have several problems that hinder it from successfully completing the ship self-defense mission. Specific problems include deficiencies in weapon employment timelines, sensor coverage, system track management, and NATO ESSM performance [emphasis DID’s], as well as deficiencies with the recommended engagement tactics for use against multiple ASCM [DID: Anti-Ship Cruise Missile] threat classes.” They aren’t more specific, for understandable reasons, but DOT&E’s recommendations include: “Develop combat system improvements to increase the likelihood that ESSM and RAM [DID: RIM-116 short-range air defense missile] will home on their intended targets.” Dec 27/12: Production. The MSPO 2012 show has an interesting display, courtesy of Raytheon and Poland WZU: a 2K12 Kub/ SA-6 “Gainful” launcher, modified to incorporate 4 RIM-162 ESSM launch canisters instead of the Russian missiles. Raytheon is building upon on the successful May 2012 Norwegian tests, involving a NASAMS launcher and the HAWK XXI High-Power Illuminator (HPI) radar. The modified “Pelican” launch vehicle is a useful step, but the team will have to either let the ESSM work with the system’s Russian radars, or (more likely) create a mobile radar system refit that uses a modern system like NASAMS’ AN/AMPQ-64F1 Improved Sentinel. Poland is looking to modernize its national air defense system at all levels, and Raytheon hopes to offer a unique, low-cost solution for mid-tier air defense. If the team succeeds, Poland isn’t the only NATO country with Soviet equipment and an interest in air defense modernization. The SA-6 was widely deployed beyond the Warsaw Pact, which could create a very interesting market niche for Raytheon’s SL-AMRAAM/ ESSM solutions. Army Recognition. Aug 8/12: Thai request. The US DSCA announces [PDF] Thailand’s request to buy an initial lot of 9 RIM-162 ESSM missiles, 3 MK25 Quad Pack canisters to fit into a Mk41 Vertical Launch System, 4 MK783 shipping containers; plus spare and repair parts; support and test equipment; publications and technical documentation; personnel training and training equipment; and other forms of U.S. Government and contractor support. The prime contractors will be Raytheon Missile Systems in Tucson, AZ and BAE Systems in Aberdeen, SD. The estimated cost is up to $18 million. The proposed FMS case includes support equipment, training and technical assistance required for the Royal Thai Navy to effectively incorporate the ESSM into its fleet. Which is a very interesting story all by itself. After a poor initial experience buying Chinese Type 053H2 Jianghu-III frigates, improved Thai familiarity and Chinese processes led Thailand to place a follow-on order for 2 stretched Type 053 frigates later in the decade. HTMS Naresuan and HTMS Taksin were very different, however, in that they had western systems on board. Recent upgrades give them an array not seen on any other Chinese ships: Thales radars, Saab’s 9LV combat system and datalinks, BAE’s 127mm naval gun, Boeing’s RGM-84 Harpoon missiles, and an American 8-cell Mk41 vertical launch system intended to host 32 ESSM missiles. The missiles and packs noted above appear to be test articles, and once the upgrades are all tested, the 3,000t Naresuan Class will become the Royal Thai Navy’s most advanced ships. Thai request Aug 2/12: #2,000. Raytheon announces that they’ve delivered the 2,000th Evolved SeaSparrow Missile to the NATO SeaSparrow Consortium, and expect continued production past 2017. Raytheon announces that the Royal Norwegian Air Force has successfully fired ESSM from a Norwegian NASAMS (National Advanced Surface-to-Air-Missile System) launcher, which usually fired AIM-120 AMRAAM missiles. The risk-reduction firing event used the NASAMS Fire Distribution Center (FDC) and launcher, but ESSM Block I also needs a radar to illuminate the target for guidance. Kongsberg and Raytheon used the Hawk air defense system’s High-Power Illuminator radar (q.v. May 2012) for that purpose. During the test at the Andoya Rocket Range in Northern Norway, the ESSM intercepted and destroyed its aerial target. NASAMS has now fired AIM-120 AMRAAMs with active seeker heads, shorter-range infrared guided AIM-9X missiles, and ESSM Block I with its semi-active seeker head. Land firing: NASAMS May 2012: Onto land. The United States Security Assistance Management Directorate, Royal Norwegian Air Force (RNoAF), Raytheon, and Kongsberg co-operate to test-fire a RIM-162 ESSM missile from a Hawk XXI air defense system. The missile successfully engaged its air target at the Andoya Rocket Range in Norway. Kongsberg makes the point that: “…HAWK system is deployed by 17 nations worldwide. The ESSM ground launched missile will enhance HAWK’s capability and provide operators with an in-production replacement missile.” That’s an attractive offer, but the Hawk version required for that level of compatibility is fielded only by Morocco, South Korea, Romania & Turkey. Other Hawk customers could choose to perform a similar upgrade, of course, which involves an almost complete switch of radar and control systems. The selling point would be continued use of their MIM-23 Hawk missiles, with new electronics that are easier to maintain and replace, combined with “future-proofed” options to launch AIM-9X Sidewinder, AIM-120 AMRAAM and RIM-162 missiles. Raytheon announces a 2-year Direct Commercial Sale contract to provide Japan’s Mitsubishi Electric Corporation (MELCO) the components and assemblies necessary to license-build ESSMs for the Japanese Ministry of Defense. Licensed production will take place at MELCO’s facility in Japan. They announce it as part of a pair of orders totaling $212.8 million, and the numbers and dates strongly suggest that the other contract is the Sept 30/11 entry, below. That would value the MELCO license-production contract at $68.9 million. License production Dec 22/11: A $26.7 million contract modification for calendar year 2012 Evolved Sea Sparrow Missile (ESSM) production support. This includes RIM-162 missiles, associated shipping containers, and spares. This contract action combines purchases for the US Navy (27.9%, $40.1M), and the governments of Australia (32.2% $46.3M), Denmark (29.8%, $42.9M), Germany (4.2%, $6.0M), Norway (3.4%, $4.9M), Greece (0.8%, $1.2M) and Canada (0.6%, $863k) under the NATO Sea Sparrow Consortium, plus Foreign Military Sales to Japan (1.1%, $1.6M). US Naval Sea Systems Command, Washington, DC, is the contracting activity (N00024-07-C-5431). 2011 order Aug 30/11: Australia’s government gives both 1st pass and 2nd pass approval to an Evolved Sea Sparrow Missile Upgrade program, also known as SEA 1352 Phase 1A. It will begin with an A$20 million to the NATO Sea Sparrow Project Office, to conduct the study to develop an upgraded ESSM, the “RIM-162 Block 2,” that can replace the current production “Block 1” missiles currently serving on Australia’s upgraded FFG-7 Adelaide Class, and on its ANZAC Class frigates. Australia’s DoD says that this multinational study is meant to look at emerging aerial threats, and figure out what kind of performance, and hence cost and risk, might be needed to counter them. The NATO Sea Sparrow Consortium would then have to consider cost targets and associated performance tradeoffs, before finalizing a design, and paying for system development. Once that’s complete, Australia can choose to order upgrades, or new missiles, depending on what makes the most sense. From an operational point of view, it will be some time before this new weapon is deployed to sea. When it does, the Royal Australian Navy plans to begin by installing the RIM-162 Block 2 as the primary air defense weapon aboard its (probably-upgraded) ANZAC frigates, and as the second-tier air defense weapon on its Hobart Class air defense ships, behind the SM-2/SM-6. The total cost of Project SEA 1352 Phase 1 is cost capped between A$ 1-2 billion in current the Public Defence Capability Plan. RIM-162 Block 2 study June 22/11: Onto land. At the 2011 Paris Air Show, Raytheon announces that the ESSM will follow its larger SM-3 counterpart onto dry land as an air defense option. It won’t take on ballistic missiles like the SM-3, but it becomes a serious medium range competitor against options like SLAMRAAM and even Patriot, while offering more commonality for countries already using the ESSM at sea. April 11/11: Industrial. Raytheon announcesthat the firm delivered 366 ESSM missiles in 2010, more than doubling 2009’s total, while still using an international manufacturing base. Feb 21/11: UAE. UAE’s The National reports on Raytheon’s industrial offset commitments, which are attached to the UAE’s 2008 Patriot missile buy (vid. Dec 17/08 entry). The firm is waiting for the UAE’s Offset Program Bureau to approve 2 new facilities: A joint venture with Abu Dhabi Ship Building to build an intermediate level maintenance facility for missiles used by the UAE Navy, incl. Raytheon’s RIM-116 RAM and RIM-162 ESSM ship defense missiles. A 3 way joint-partnership with Lockheed Martin and Emirates Advanced Investment’s Global Aerospace Logistics, to build a consolidated maintenance facility for Patriot missiles. The equipment will support the DDG 1000 and CVN 78 classes of ships, which use the new Dual Band Radar. Nov 24/08: An $11.3 million modification to previously awarded contract N00024-07-C-5432 for ESSM technical engineering support. ESSM loading into VLS (click to view full) June 3/08: A $16.5 million modification to previously awarded contract N00024-07-C-5432 for ESSM production support. This contract action will fulfill required production support activities for FY 2008 for multiple production contracts. Work will be performed in Tucson, AZ (55%), Camden, AZ (2%), Australia (11%), Canada (7%), Denmark (1%), Greece (1%), Germany (8%), The Netherlands (6%), Norway (5%), Spain (3%), and Turkey (1%), and is expected to be complete by May 2010. This contract modification procures production support for the ESSMs for the NATO Sea Sparrow Consortium. Tasks under this contract include maintaining the integrity of the missile requirement and design, maintaining missile reliability, monitoring parts obsolescence, maintaining data package configuration, system safety monitoring, quality assurance, risk management, test equipment, configuration management, performance verification testing, manufacturing qualification, logistics impacts, and other activities needed to support the production of an effective ESSM missile. May 12/08: A $21.2 million modification to previously awarded contract (N00024-06-C-5435) for 68 MK 20 MOD 1 Canisters and 156 MK 20 MOD 1 Frangible Covers in support of the EESSM. The MK 20 MOD 1 Canisters are for Canada. The MK 20 MOD 1 Frangible Covers are designed to keep seawater out of the canister, then break harmlessly when the missile is fired and begins rocketing out. The covers are being ordered for Canada, Netherlands and Belgium. The NATO Sea Sparrow consortium will fund this modification. Work will be performed in Hooveveen, the Netherlands, and is expected to be complete by December 2010. May 9/08: BAE Systems Applied Technologies, Inc. in Rockville, MD received a $10 million sole source, cost-plus-fixed-fee contract for engineering and technical services to the to support the NATO Sea Sparrow Program Office (NSPO) “in support of the NATO Sea Sparrow surface missile system, target acquisition system, MK48 guided missile vertical launching system, and the Evolved Sea Sparrow Missile (ESSM) and any improvements thereto.” The contract includes 4 options which would bring the cumulative value of this contract to $46.3 million, if exercised. Work will be performed in Arlington, VA (72%); Silver Spring, MD(12%); and Chesapeake, VA (16%), and is expected to be complete by April 2013. Contract funds in the amount of $311,845 will expire at the end of the current fiscal year (N00024-08-C-5404). This contract is actually a follow-on effort, which was previously performed under contract (N00024-01-C-5402). UAE initial buy Aug 20/07: Australia. The Australian Oliver Hazard Perry Class frigate HMAS Sydney fires an ESSM against a Kalkara unmanned airborne target, destroying it. The missile was launched from a new Vertical Launch System, which was recently installed in HMAS Sydney as part of Australia’s FFG Upgrade Program. The firing was supported by the Australian Distributed Architecture Combat System (ADACS) software, developed and delivered by Thales Australia. The FFG Upgrade Project is scheduled for completion in December 2009. This Evolved Sea Sparrow Missile firing is the first from an FFG-7 class frigate, which presumably uses the RIM-162B missile and homing all the way guidance. Australian DoD announcement & photos. This effort is a follow on to NAVSEA Contract N00024-97-C-5171 which procured the AEGIS computer program and support for the Spanish F-100 AEGIS Combat System program. The new effort described herein is the upgrade to the AEGIS Computer Program to include the addition of Evolved Sea Sparrow Missile (ESSM) and SM-2 BLK IIIB functionalities. A $21.5 million letter contract to procure Mk 57 Mod 12/13 NATO Sea Sparrow Surface Missile System (NSSMS) ordnance alteration (ORDALT) kits, MK 73 solid state radar transmitter ORDALT kits, MK 29 guided missile launcher system Evolved Sea Sparrow Missile (ESSM) ORDALT kits, and related spares for Navy aircraft carrier and amphibious assault ship installations. Work will be performed in Portsmouth, RI (60%); Long Island, NY (20%); and Waterloo, Canada (20%), and is expected to be complete by June 2008. These upgrades appear to improve capabilities on these ships, allowing Ship Self Defense System Mk 2 combat systems and Mk 57 NSSMS on-board hardware to be capable of mounting and fully using ESSM missiles. The core of the NSSMS consists of the Mk 91 Guided Missile Fire Control System (GMFCS), and the Mk 29 Guided Missile Launching System (GMLS). The Mk 73 is the focus of the US navy’s Solid State Continuous Wave Illuminator Transmitter upgrade program. This will allow the solid state Mk73 radar to illuminate targets for the Standard Missile family (SM1-3), the RIM-7 Sea Sparrow Missile, and the RIM-162 Evolved Sea Sparrow Missile (ESSM). The GMFCS Mk 91 is a computer-operated fire control system that provides automatic acquisition and tracking of a designated target, and generates launcher and missile orders. In automatic mode, it can initiate firing as soon as a target can be engaged, albeit with operator intervention and override at any time. The GMLS Mk 29 is a swiveling, lightweight 8-box launching system, and associated electronics. On many ships, it still contains the old RIM-7 Sparrow series, which is much less capable than ESSM. Armament : 5 - Triple 6"/47 main battery 4 - Dual 5"/38 DP secondary 8 - .50 caliber AA 4 - Curtiss SOC-2 Seagulls (Aircraft) on 2 Aft catapults. Yes kiddies - that is 15 6" guns and 8 5" guns. The Japanese (who if nothing else in WWII had no problem honoring a good fighter) said she had "6-inch machine guns." Read all about her here - but let's look at her final battle, the Battle of Kula Gulf. Background On 5 July, Task Group 36.1, commanded by Rear Admiral Walden L. Ainsworth, and consisting of light cruisers USS Helena, USS Honolulu, and USS St. Louis, plus four destroyers, had received word of another Tokyo Express run down "the Slot", and proceeded northwest past New Georgia. The Allies were in the process of launching their next offensive in the Solomon Islands, having just landed troops on the island of Rendova as a preliminary step in seizing the major Japanese airstrip at Munda on New Georgia. In support of this landing, which was to set up an initial beachhead for moving U.S. troops across Blanche Channel to New Georgia, Ainsworth had the night before conducted a cruiser bombardment of Vila on Kolombangara and Bairoko on New Georgia and, short on fuel and ammunition, was in the process of retiring to the Coral Sea to replenish. A Marine landing was scheduled on the north shore of New Georgia on 10 July and would require further support. Battle At 01:06 off Kolombangara, the task group came into contact with a Japanese reinforcement group commanded by Admiral Teruo Akiyama which consisted of ten destroyers loaded with 2,600 combat troops, bound for Vila, which they used as a staging point for movement into Munda. The Japanese were divided into two forces, and a formation of three escorts trailing the main column first came under attack. The U.S. ships opened fire at 01:57 and quickly sank the destroyer Niizuki and killed Admiral Akiyama. However the Helena had expended all its flashless powder the night before and was forced to use smokeless, illuminating itself to the Japanese ships with every salvo. Two of the Japanese destroyers launched their Long Lance torpedoes and sank Helena. The main Japanese force, which had countermarched away from Vila with the first contact, broke away having landed only 850 of the 2,600 troops. Nagatsuki ran aground, while Hatsuyuki was damaged. Both forces began to withdraw from the area, but one Japanese and two U.S. destroyers remained in the area to rescue survivors and, at about 05:00, Japanese destroyer Amagiri and USS Nicholas exchanged torpedoes and gunfire. Amagiri was hit and retired. The beached Nagatsuki, abandoned by her crew in the morning, was bombed and sunk by U.S. planes. Aftermath USS Radford and Nicholas both stayed behind to rescue survivors from Helena. While rescuing over 750 men, Radford and Nicholas had to reengage the enemy three times and were awarded the Presidential Unit Citation for their rescue. Amagiri escaped and later was the ship that cut PT-109 in half in Blackett Strait southwest of Kolombangara. Catch that last bit? For the want of one well place 5" round .....   9. Americas Huntington-Ingalls Industries won a $115 million contract modification for engineering and technical support for USS John F. Kennedy (CVN-79). The USS John F. Kennedy is the second Gerald R. Ford Class aircraft carrier. The ship was launched on October 29, 2019. Work will take place in Newport News, Virginia. Expected completion will be by June 2024. The Naval Sea Systems Command, Washington, DC, is the contracting activity. According to Defense News, the Missile Defense Agency aims to get the first one Next Generation Interceptor by 2028. It will replace the current ground-based interceptors that make up the ballistic missile defense system of the United States’ homeland, but the director of the agency expects to be able to move faster. “If you look at the timeline to get to the first emplacement in 2028,” which is the government’s schedule, “through competition, we know that date is going to come to the left,” Vice Adm. Jon Hill, said at the McAleese and Associates conference May 12. Middle East & Africa Israel Shipyards announced that it has won a tender to supply Shaldag Mk V fast patrol boats to the navy of an East Asian country. The agreement was signed between Israel Shipyards, the Israeli Ministry of Defense, and the customer. According to Israel Shipyards, the deal includes a knowledge transfer and training regarding the construction and maintenance of the 32.65 m-long vessels, as well as an upgrade of the customer’s shipyard for this purpose. Europe A Litening III targeting pod on a Royal Air Force Eurofighter was damaged beyond repair after it dropped from the jet during testing. The Telegraph reported on the news, but did not mention if the accident happened in the air or on the ground. The damage was worth $847,260. The UK signed a contract worth $1.9 billion for the purchase of 14 new Chinook aircraft over the next 10 years. According to a press release by the Royal Air Force, the helicopter can operate in a diverse range of environments, from the desert to the arctic, and transport up to 55 personnel or ten tonnes of cargo. Asia-Pacific Exercise Arnhem Thunder 21 is taking place at RAAF Bases Darwin and Tindal with the F-35A deploying to Darwin for the first time. Americas Sikorsky won a $17.3 million contract modification, that adds scope to provide production system engineering and program management support in support of CH-53K aircraft low-rate initial production. The CH-53K is the United States Marine Corps’ (USMC) heavy lift replacement for the CH-53E. The CH-53K is a new-build helicopter that will expand the fleet’s ability to move more material, more rapidly throughout the area of responsibility using proven and mature technologies. Work will take place in Stratford, Connecticut and is expected to be finished in June 2022. The US Navy issued Northrop Grumman with a prototype and risk reduction contract for the development of a sense-and-avoid (SAA) capability for the MQ-4C Triton high-altitude, long-endurance (HALE) UAV. SAA is geared at enabling the Triton to operate in controlled airspace and is a focus of the next developmental increment of the co-operative development programme for the USN and RAAF. Middle East & Africa According to Africa News, the defense ministers of Burkina Faso and neighbouring Ivory Coast said they would step up their fight against Islamists ravaging the region. A jihadist conflict in the Sahel nations of Mali, Niger and Burkina Faso has left vast swathes of territory outside of state control, and thousands of people dead. More than 1,300 people have been killed in Burkina Faso and one million have fled violence since 2015, when jihadists emerged in the formerly tranquil West African nation. Europe According to a notice by the Ministry of Defense, it is launching a competition that aims to develop alternative future concepts for the Early Warning systems currently deployed in Maritime Task Groups. Current early warning maritime capabilities are delivered by sensors mounted aboard airborne platforms, with the current assumption for a follow-on for Crowsnest (an airborne early warning system fitted to the Merlin Mk2 helicopter) being a singular large radar sensor mounted on an uncrewed air platform. We are seeking a potential successor to Crowsnest, which has a planned out-of-service date of 2029.” Asia-Pacific Japanese ground troops joined American and French counterparts in their first three-way exercise on Japanese land, as they seek to strengthen military ties amid growing Chinese assertiveness in the region. The “ARC21” exercise started on May 11 at the Ground Self-Defense Force’s Ainoura base in Nagasaki prefecture. Japan is seeking to expand its military ties beyond its alliance with the United States to include “like-minded” countries such as France, Defense Minister Nobuo Kishi told reporters. US Air Force Chief of Staff Gen. Charles Q. Brown Jr. told the House Appropriations defense subcommittee on May 7 that his service now has more F-35As compared to the A-10, F-15C/D and F-15E fleet. The news of the last 48-hrs about DarkSide and the pipeline held hostage is just another chapter in a long story; The ransomware group linked to the extortion attempt that has snared fuel deliveries across the U.S. East Coast may be new, but that doesn’t mean its hackers are amateurs. Who precisely is behind the disruptive intrusion into Colonial Pipeline hasn’t been made officially known and digital attribution can be tricky, especially early on in an investigation. A former U.S. official and two industry sources have told Reuters that the group DarkSide is among the suspects. You should recognize this for exactly what it is; piracy. The cyber domain, a global common in a fashion, is not that different from another global common, the high seas. Human society has a template thousands of years old of this kind of crime. We also know how to solve it. Piracy is like any other business, if there is a profit to be made, more people will try to make it. Piracy usually starts with small victims with small costs. Governments and corporations, both often dangerously short sighted, accept it as the cost of doing business and not worth the trouble. They ignore it as it grows, but eventually it gets too big and too powerful, and hopefully that trigger point is small enough to be quickly managed. If you wait too long, the threat to commerce becomes a national security threat. For decades, criminals, nee pirates, in the cyber domain have been holding small companies, local governments, and even individuals hostage, blackmailed, or even vandalized. The government, in the responsible law enforcement entity of FBI and DOJ, have not been engaged to the level they need to be going after this international criminal conspiracy. They have been doing other things while this threat has grown. It is so effective that the non-state and quasi-non-state actors have been joined by governments in this enterprise for fun and profit. Enough. Nation states cannot let piracy stand. It is best to crush them when a small threat, but when large, the need is even greater. Americas Sikorsky won a $22.5 million contract modification, which adds scope for the procurement of four VH-92A aircraft MT-1 cabin interiors and MT-1 spares in support for depot level stand up for the Presidential Helicopters Replacement Program. The new Marine One, also referred to as VH-92A, is the next-generation presidential transport helicopter being developed for the US Marine Corps (USMC). Sikorsky Aircraft, a Lockheed Martin company, is responsible for the production of the VH-92A helicopter. Work will take place in Washington, Pennsylvania, Illinois and Connecticut. Expected completion will be in July 2022. Argentinian media reported that a Chinese team is in the country for sales discussion of the JF-17 to the local air force. The team from China National Aero-Technology Import & Export Corporation (CATIC) is negotiating the sale of 12 fighters. Middle East & Africa The Pakistan Navy (PN) announced that keel-laying ceremonies were recently held for both the third Type 054A/P frigate and the third Milgem Class corvette on order for the service. The keel for the frigate, which is one of four vessels of the class being acquired from China, was laid in late April at the Hudong-Zhonghua shipyard in Shanghai: about three months after the same yard launched the second Type 054A/P frigate for the service. The keel laying ceremony for Pakistan Navy’s third Jinnah Class (MILGEM type) corvette was held on May 1st at Istanbul Naval Shipyard (INSY), Turkey. In July 2018, a contract was signed between Military Factory and Shipyard Management Corporation (ASFAT) of Turkey and the Pakistani National Defense Ministry Ammunition Production and Karachi Shipyard for the construction of four Milgem Class vessels. Europe The Royal Air Force is preparing to send its Eurofighters and Voyager aerial refueling tanker to South East Asia for Exercise Bersama Lima 2021 in October. The British government had earlier announced that the Carrier Strike Group will be participating in the same exercise as well. This marks the second time that a RAF contingent is joining a British aircraft carrier for the Five Power Defence Arrangements (FPDA) exercise, usually carried out off Peninsular Malaysia in the South China Sea. The first was back in 1988 when HMS Ark Royal came to the Far East for Exercise Lima Bersatu. A press release issued last week by the Swedish Ministry of Defense revealed that Sweden and its neighbor Finland intend to jointly procure a new type of service rifle for their armies. The Firearm Blog website, which reported the news, said that Sweden currently uses the AK5, a Swedish version of the FN FNC that uses 5.56x56mm NATO ammunition, while Finland uses a variety of RK 62 and RK 95 (7.62x39mm) rifles. The question remains which rifle will be procured, and what caliber of ammunition will be used. Asia-Pacific The sixth batch of three more Rafale fighter jets took off from France for India last week, the Indian embassy in France said. They will be part of the Indian Air Force’s second squadron of the Rafale jets. This boosts the Indian Air Force’s Rafale count to 21. The first Rafale squadron is based in Ambala air force station. Last week, you may have noticed this little jewel come across your scan; China is working with the tiny Pacific island state of Kiribati to explore the feasibility of improving an airstrip on one of its remote islands, China’s foreign ministry said late Friday. Reuters reported on Wednesday, citing Kiribati lawmakers, that China has drawn up plans to upgrade an airstrip and bridge on the tiny island of Kanton (also spelled Canton), a coral atoll strategically located midway between Asia and the Americas. This is just part of a pattern of China using a combination of economic promise to the poor, a little graft to grease the skids, and you have all sorts of access from the small Pacific Islands, long suffering African republics, European mercantilists, and DC thinktanks. Why should we worry about one more? Kanton Island. No accident. Always ... and I mean ALWAYS ... get ye to a chart ... better yet, a globe. You WWII history geeks will remember this was one of the staging areas for our progress through the Gilbert Islands (Tarawa etc). The US was nice enough to build an airbase there. Americas The Advanced Anti-Radiation Guided Missile – Extended Range (AARGM-ER) carried out a captive carry flight on an F/A-18F on April 22 and the missile was able to communicate with the host aircraft for the first time. This flight is in support of the first live fire test of the AARGM-ER that is scheduled this spring. A series of aerial maneuvers done during the flight validated the compatibility of the missile with the F/A-18E/F. The first two F-15EX fighter planes of the US Air Force are participating in an Alaska training exercise, the Air Force said. Two of the new-model aircraft have been built, and both are elements of the Northern Edge 21 exercise underway until May 14 at Joint Base Elmendorf-Richardson, Alaska, the branch said in a press release. The planes are variants of the F-15C, and are equipped with improved maneuverability, acceleration, durability, computer power and armament, according to their manufacturer, Boeing. Middle East & Africa A news report from Nigeria says the country will take delivery of the first 6 M346FA jets from Italy before the third quarter of this year. The African nation is said to have bought 24 of the advanced jet trainers last year. Relyant Global LLC won a $19.6 million deal for construction of a new airfield, security fencing and other facilities at Kainji Air Base. Bids were solicited via the internet with six received. Work will take place in Nigeria. Estimated completion date is August 1, 2023. La Tribune reports that Egypt is preparing to buy a spy satellite and two MRTT tankers from France. La Tribune says Paris agreed to provide a $6.5 billion loan to Egypt and only $4.5 billion will go towards the purchase of 30 Rafale fighters that was recently announced. Europe Rheinmetall BAE Systems Land has signed a deal with the British Defense Ministry to upgrade Challenger 2 main battle tanks. The $1 billion contract has been agreed to supply the Army with 148 upgraded, fully-digitised tanks as part of a major overhaul of the armed forces. The Challenger 3 tanks will replace the existing Challenger 2 vehicles, which have been in use since 1998. Under the military restructure the overall number of tanks will be cut from 227. Asia-Pacific China’s Chengdu Aircraft Industry Group (CAIG) has signed a deal with the provincial government of Sichuan to develop an industrial park in the region, dedicated to unmanned aerial vehicles (UAVs). A statement by the Sichuan government said the new facility will be located in Zigong, in the center of the province, and will focus on both military and commercial UAVs. “We will develop a world-class manufacturing industry cluster,” said the statement. West was a football coach at Wurtland (KY) for some time From the, "you never know what that old man has seen" school .... Attention to citation: Pfc. West distinguished himself by conspicuous gallantry above and beyond the call of duty in action against the enemy. He voluntarily accompanied a contingent to locate and destroy a reported enemy outpost. Nearing the objective, the patrol was ambushed and suffered numerous casualties. Observing his wounded leader lying in an exposed position, Pfc. West ordered the troops to withdraw, then braved intense fire to reach and assist him. While attempting evacuation, he was attacked by 3 hostile soldiers employing grenades and small-arms fire. Quickly shifting his body to shelter the officer, he killed the assailants with his rifle, then carried the helpless man to safety. He was critically wounded and lost an eye in this action but courageously returned through withering fire and bursting shells to assist the wounded. While evacuating 2 comrades, he closed with and killed 3 more of the foe. Pfc. West's indomitable spirit, consummate valor, and intrepid actions inspired all who observed him, reflect the highest credit on himself, and uphold the honored traditions of the military service. West stands with two other Medal of Honor recipients shortly after receiving their medals from President Dwight D. Eisenhower. From left: Edward R. Schowalter, Jr., West, Eisenhower, and William R. This contract provides for the program management, field service representatives, travel and per diem, data, replenishment of spares and other sustainment tasks. The Lockheed Martin C-130 is the US Air Force’s principal tactical cargo and personnel transport aircraft. The C-130J Hercules is the latest model, featuring a glass cockpit, digital avionics and a new propulsion system with a six-bladed propeller. Work will take place in Bae Aerienne, France as well as in Marietta, Georgia. Expected completion date is January 1, 2023. A planned test of a Minuteman III missile was aborted before the missile left Vandenberg Air Force Base, California, on Wednesday, the US Air Force said. The Minuteman III intercontinental ballistic missile, which can be nuclear-armed but was unarmed for the test, was to be launched within a six-hour window beginning at 12:15 am on Wednesday. They seem harmless, and just pop up now and then. Here's a typical example from 2019; Unless you've been to one of their meetings, read their literature, or subjected your admin department to processing their flood of self-serving awards, you may not have insight in to where they are in the diversity industry ecosystem and what role they play in keeping people divided along sectarian lines. They know what they are and what their mission is - heck look them up yourself - but only now and then to they let the mask slip. Lucky for you, the affinity group advocates in the educational branch of government in Sacramento decided to do that for us; ... in Racial Affinity Groups, white people can discover together their group identity. They can cultivate racial solidarity and compassion and support each other in sitting with the discomfort, confusion, and numbness that often accompany white racial awakening. They can also discern white privilege and its impact without the aid of or dependence on People of Color (POC). White people who have formed Racial Affinity Groups report that they recognized their collective commonality and shared history, as well as the impact that their privilege has had on other races and on each Racial Affinity Group member. While many POC may not need an affinity group to help them relate to their racial group membership, they may need to explore the diversity that exists among POC and across POC without having the distraction of having to educate white people on whiteness and its harm. A habitual focus on white people can distract POC from knowing themselves as a diverse body. Exploring this tender territory in a Racial Affinity Group can be a wholesome alternative to expecting white people at large, who often are not aware of being racial beings, to relieve the intense distress experienced by POC. Americas The State Department announced it has reached a $13 million settlement with US defense contractor Honeywell International over allegations it exported technical data concerning fighter jets and other military vehicles to foreign countries, including China. The settlement resolves 34 charges the State Department leveled against the company for disclosing dozens of engineering prints showing dimensions, geometries and layouts for manufacturing parts for aircraft, gas turbine engines and military electronics. The 174th Attack Wing is working with multiple Pentagon contractors and academic researchers to establish new capabilities for the MQ-9 Reaper drone aircraft, the Air National Guard announced. According to a press release from the wing, the new capabilities include battlefield and airspace communications enhancements as well as target identification tracking and processing. Middle East & Africa The US Marine Corps Systems Command is working toward the next phase of replacing its legacy armored vehicle with an advanced, modern reconnaissance vehicle called the ARV. Elbit and Textron are jointly offering a prototype. Elbit Systems will provide a 360-degree situational awareness system, based on the company’s IronVision solution, for the vehicle. The Advanced Reconnaissance Vehicle, or ARV, is intended to replace all of the LAV-25 light armored vehicles built by General Dynamics Land Systems that have been in use since the 1980s. Europe IMENCO UK Ltd, a supplier of marine and naval visual surveillance systems based in Aberdeen and Wick, Scotland, announced a major contract win from Babcock International Group for the supply of CCTV systems for the Royal Navy’s Type 31 programme. The contract covers five Type 31 general purpose frigates being constructed at Babcock’s Rosyth facilities. Asia-Pacific The Sri Lanka Air Force (SLAF) has defended its decision to buy four Mi-171 helicopters from Russia. Opposition politicians and social media activists have criticized the purchase during the current pandemic. The SLAF argued that the new helicopters are needed to replacing aging rotorcraft that the island had sent to Africa as part of its United Nations peacekeeping commitment. The Sankei of Japan says the United King Carrier Strike Group (CSG) is expected to reach Sasebo or Yokosuka in July.   23. Americas Oshkosh Defense announced a three-year extension of its contract with the US Army on Monday to build heavy vehicles, valued at $146.8 million. The deal calls for modernization of vehicles in the US Army and US Army Reserve Family of Heavy Tactical Vehicle, also known as FHTV, fleets, which include 354 Heavy Expanded Mobility Tactical Trucks, or HEMTT, and Palletized Load System, or PLS, trucks, as well as the construction of new PLS trailers. The FHTV fleet is designed to accommodate many mission packages, allowing it to support multi-domain operations as the battlefield continues to evolve, according to the company. Lockheed Martin Rotary and Mission Systems won a $15.6 million contract modification for the implementation of configuration management changes on select Freedom-variant Littoral Combat Ships (LCS). The LCS new construction contract provides for the design, construction, integration, and testing of the Littoral Combat Ship, which operates with focused-mission packages that deploy manned and unmanned vehicles to execute a variety of missions, including anti-submarine warfare, surface warfare, and mine countermeasures. Work will take place in Marinette, Wisconsin. Estimated completion will be by May 2022. Middle East & Africa The US Army Corps of Engineers, Europe District has completed a Hardened Hangar project in Israel to support the latter’s F-35 fleet. A ribbon-cutting ceremony was held on March 10 to mark the handover. US Army Corps of Engineers, Europe District Commander Col. Patrick Dagon said the hardened hangars and operations facilities will house a squadron of F-35s. Work is already underway for multiple additional similar facilities to be constructed in the coming years, says the news release. Egypt has confirmed that it will buy another 30 Rafale fighters from France, after the deal was disclosed by investigative website Disclose on May 3. Disclose had said that the deal is worth $4.5 billion. Egypt revealed that it will take a 10-year loan for the purchase. Europe The F-35Bs assigned to the Royal Air Force’s 617 Squadron will carry out airstrikes in Iraq and Syria during the maiden deployment of the UK Carrier Strike Group (CSG21). There are eight F-35Bs from 617 Squadron. They are joined by 10 F-35Bs from the U.S. Marine Corp’s VMFA-211. Asia-Pacific A man portable air defence system (MANPADS) fired by the Kachin Independence Army (KIA) shot down a Myanmar military helicopter on May 3. THAAD on HEMTT (click to view full) In 2009, with its bridge buy of FMTV medium trucks in place, and initial awards for the potential JLTV Hummer replacement designs underway, the next order of business on the US Army’s agenda was a new Family of Heavy Tactical Vehicles multi-year contract: FHTV-III. That multi-billion dollar FHTV-III contract has been awarded – not as a re-compete like FMTV, but as a single-source solicitation. Oshkosh has provided the core of this capability for over 20 yeas now. Its Heavy Expanded Mobility Tactical Trucks (HEMTT) and their 13-ton payloads are the mainstay of the FHTV fleet, serving in variants that include M977/985 Cargo, M978 Fueler, M982/983 Tractors, and M984 Wrecker/Tow; they also serve as heavy transporters for Patriot and THAAD air defense systems. M1074/75 Palletized Load Systems (PLS) and PLS trailers (PLST) are best known for their automated container/pallet loading arms, and for their Universal Power Interface Kit (UPIK) that can add modules for firefighting, construction, cranes, cement mixing, etc. The M1000/1070 Heavy Equipment Transporters (HET) are flatbeds that can transport a 70-ton Abrams tank – or anything less – in order to save wear and tear on expensive armored vehicles and on the roads. A specialized FHTV truck called the M1977 CBT can even lay bridges. M1 tank (click to view full) Most of the US Army’s HEMTT trucks are the A2 version; Oshkosh celebrated the delivery of the 20,000th HEMTT truck on Feb 14/08. The HEMTT A4 is the latest improvement to the line. HEMTT A4 will be produced in several models, including the the basic M997A4 cargo truck, M982A4 and M983A4 tractors for use as tractor-trailers, an M984A4 recovery truck fitted with cranes and winches, the M978A4 fuel servicing truck (tanker), and the M1120A4 load handling system variant, whose loading-assist arms & winch system is lighter than the M1074/75 PLS. The hybrid drive HEMTT A3 variant is still in development. It claims to offer the same 13-ton cargo capacity and C-130 transportability, with a 20% improvement in fuel economy thanks to diesel-electric propulsion. Its configuration also gives the vehicle an on-board generator that can export 100 kW of military-grade power to power devices, weapons and sensors, or even a small remote installation. The A3’s electrical power potential was attractive to Raytheon’s Mobile Centurion prototype, for instance, which mounts a modified Phalanx radar-guided, electrically-driven 20mm gatling gun turret on the truck in order to shoot down incoming mortars, rockets, and artillery rounds. The new HEMTT A4 production variants feature a 500 hp Caterpillar C-15 engine, an Allison 4500 SP/5-speed automatic transmission, rated for 600 hp, power-train upgrades to 1,750 pounds of torque, suspension upgrades, and major changes and additions to the cab. The HEMTT A4 shares common cab, parts, and support with the new palletized load system (PLS-A1) truck, reducing the need for separate spares. An improved climate control system that can handle tropical conditions is built into that cab, rather than requiring a retrofit as is the case for the HEMTT A2s. A corresponding HEMTT A4 Light Equipment Transporter (LET) adds a special “hitch” for light trailers, etc. For heavier hauling, the new HET A1 features numerous upgrades to the M1070 HET, including a 700-horsepower engine and an Allison 4800SP transmission, as well as better diagnostics, improved seats, higher capacity front suspension, standard air conditioning and an available 3rd door. HET trucks often use the M1000 heavy-duty trailer, as in the picture above. HEMTT A4 w. LTAS-B (click to view full) Many of these upgrades actually revolve around the US Army’s Long Term Armor Strategy (LTAS). This LTAS-A armor can be augmented with a standardized, bolt-on LTAS-B kit for greater protection, and an integrated mounting allows fast installation of a protected gunner position (GPK) and machine-gun mount on the cab roof. HEMTT-A4 and their forthcoming companions the PLS-A1 and HET-A1 will come off the assembly line fitted with upgraded suspensions, the engine improvements noted above, different cab designs, and integral composite armor. Oshkosh Defense’s director, Army Tactical Vehicle Programs Mike Ivy is quoted in AUSA’s April 2008 article as saying that Israeli firm Plasan Sasa played a large role on designing the FHTV LTAS-B armoring kit, but Finmeccanica’s DRS will be the main supplier for the program. The Army’s new medium FMTV-A1P1 trucks that are currently produced by BAE Systems have their own LTAS-A and LTAS-B kits, extending the LTAS up-armoring approach across the US Army’s entire truck fleet. LTAS-related changes aren’t the only updates under consideration. A J1939 databus gives the new HEMTT trucks the same kinds of capacity for self-diagnosis and automated troubleshooting that the FMTV medium truck fleet has used so effectively. C4ISR updates are also under consideration. Ivy: “We are installing in one of our prototype trucks, located at Aberdeen Proving Ground, Md., a number of installation kits for the suite of C4ISR [command, control, communications, computers, intelligence, surveillance and reconnaissance] systems that soldiers expect to see in vehicles today… That includes things like the Movement Tracking System, GPS, Battle Command System [DID: Blue force Tracker] the whole suite of systems that gives the soldier increased situational awareness. Although there is nothing inherent in the A4 for the Future Combat System-equipped brigade, it could easily be adapted to that, given the right installation kits.” The integration of the installation kits by Oshkosh will allow the Army to test a range of potential C4ISR capabilities for the new platforms.” HET and IqAF MiG-25B: no RECAP for you! (click to view full) Some FHTV-III orders are defined as RECAP orders, however, and won’t be new build machines. RECAP is part of the US Army’s planned sustainment triad of RESET, RECAP, and Replace. Recapitalization is depot-level maintenance activity that completely rebuilds the vehicles from the frame up, inspecting all parts and replacing worn items, while adding selected enhancements to benefit from more modern parts and technologies. Under the HEMTT overhaul/ remanufacturing contract, for instance, Oshkosh integrates LED marker lights, two-piece wheels, engine and transmission upgrades, and air ride seats. Ancillary equipment such as cargo bodies, cranes, and fifth wheels are also overhauled and reassembled for use on the remanufactured vehicles. The tires and all electronics, such as wire harnesses, gauges, etc. are replaced with new. The vehicles are reassembled on the same integrated vehicle assembly line as a new truck, with a new “zero hours/zero miles” bumper-to-bumper warranty. All at significant savings over the cost of building a new vehicle. June 19/15: Oshkosh Defense was awarded a $780.4 million contract to recapitalize over 1,300 Heavy Expanded Mobility Tactical Trucks, 435 palletized load systems (PLS) and over 1,000 new palletized load system trailers, as well as other equipment. The contract will run to 2022, with the multi-year contract incrementally funded. Jan 9/12: Icahn Proxy battle. The proxy skirmish with Icahn for control of Oshkosh turns into a war. Icahn’s SEC DFAN14A materials express concern about the coming FHTV re-bid, and identify Oshkosh’s FMTV win strategy as 1 of 2 devastating strategic mistakes (the 2006 JLG acquisition being the other) that have consumed management’s attention and driven down profitability, even as other business segments have floundered and need focus: “We believe that the FMTV represents the single largest problem with the future of this company… We believe this unprofitable contract represents management’s unrealistic attitude and poor planning, as well as the board’s lack of oversight on a product that represents over half of segment revenue.” The expressed fear is that Oshkosh’s strategy of wildly underbidding and creating an unprofitable contract will be followed again with FHTV, destroying the company’s military segment in the pursuit of market share over viable business. The company responds by raising serious questions about Icahn’s Board choices, ethics, and lack of an expressed strategy – a charge Icahn also makes about company management, as he advocates divesting JLG and exploring a merger with Navistar. Meanwhile, an analysis from the Lexington Institute sounds a cautionary note for the US Army: “The company finds itself in this predicament because it made some ill-timed acquisitions at the top of the sub-prime real estate boom (most notable lift-maker JLG), and then sought to compensate for its error by bidding very aggressively on Army truck contracts… Oshkosh executives apparently thought they could win more favorable terms on the Army work by proposing design enhancements, but the customer insisted on sticking with the original contract terms… [A commercial suppliers strategy] ignores the loss of control implied for the Army customer. When you are by far the biggest source of demand for a company’s products, then you can pretty much dictate the terms of the relationship. May 7/10: A $6 million firm-fixed-price contract for 25 Heavy Expanded Mobility Tactical Truck (HEMTT) M983A2 light equipment transporter trucks. Note that these are the A2 version, not the A4 version; but they are on the FHTV-III contract (W56HZV-09-D-0024). The first $8 million contract will supply more than 90 HEMTT A4 “B-kits” for additional armor, over and above factory-installed “A-kit” armor. The B-kits can be installed in-theater, and delivery is expected to be complete by September 2010. A second award valued at more than $5 million will apply self-sealant coating to more than 300 new and recapitalized M978 A4 Tankers, continuing work that began in December 2009 and extending it to September 2010. The coating seals punctures from small-arms fire or other small, high-velocity objects – which sounds like a pretty good idea if you’re driving a truck loaded with diesel fuel. April 20/10: Oshkosh Defense announces a US Defense Logistics Agency (DLA) award worth more than $6 million to supply 600 axles for the HEMTT A4. Production is expected to begin in October 2010 and be complete by January 2011. March 18/10: Oshkosh Defense announces an $11.4 million delivery order for “more than 40” next-generation HEMTT A4 heavy trucks to the United Arab Emirates. The HEMTT variants included in this contract are the Patriot tractor, wrecker and guided missile transporter. The vehicles will be built and delivered July through September 2011, and the order was issued under the FHTV-III) contract to take advantage of volume pricing. Feb 22/10: A $13 million delivery order to supply more than 35 HEMTT A4 trucks to the US Army Reserve. The variants include M984A4 wreckers and M1120A4 load handling systems. Production is expected to begin in September 2010 and be complete in June 2011. Feb 11/10: Oshkosh Defense announces a $5 million delivery order for “more than 15” HEMTT A4 trucks. Vehicles include M985A4 guided missile transporters (GMT) that deliver missile 4-packs to THAAD launchers using an integrated crane, M977A4 electrical power plant (EPP) trucks , and large repair parts transporter (LRPT) cargo trucks. Production is expected to begin in July 2010 and be complete in September 2010. Feb 5/10: DRS Sustainment Systems, Inc. in St. Louis, MO receives a $93.7 million firm-fixed-price delivery order for 275 HET M1000 trailers. Feb 1/10: The US DoD releases its FY 2011 budget request. It includes a total of $741.9 million for the FHTV-III program, split $553.2 million in the regular defense budget, $188.7 in “OCO” supplemental funding buys, and $3.5 million for Research, Development, Testing & Evaluation. The request must pass through Congress and be approved before it translates into actual appropriations. Jan 28/10: Oshkosh announces a $21+ million delivery order under FHTV-III, to produce more than 60 recapitalized M984 HEMTT A4 wrecker trucks, plus components and engines. Production is expected to begin in January 2011, and be complete in April 2011. The heavily used vehicles are returned to Oshkosh, stripped to their frame rails, completely rebuilt to like-new condition, and upgraded to the new A4 configuration. Jan 21/10: Oshkosh announces 4 awards from the US Defense Logistics Agency, valued at $89 million, for its M-ATV MRAPs and FHTV trucks. When asked, Oshkosh representatives break out the contracts, explaining that the contract for 2,400 HEMTT A2 and A4 axle assemblies is worth over $25 million, and the contract for “more than” 430 HET engines is worth over $13 million. Work under these orders is expected to be complete by December 2010. Jan 6/09: Oshkosh Defense and Boeing announce that the HEMTT A4 has been selected as the platform for the U.S. Army’s High Energy Laser Technology Demonstrator (HEL TD) program. Boeing officials received the HEMTT A4 in December 2009 , and integration of the HEL TD system will begin in spring 2010 at Boeing’s Huntsville, AL facility. With its critical design review complete, Boeing will now attempt to build a rugged beam control system on the widely used truck. The beam control system includes mirrors, high-speed processors and high-speed optical sensors for the electrically powered, solid state laser. The system must acquire, track, and select an aimpoint while the system receives the laser beam from the laser device, them reshape and align the beam, and focus it on the target. Boeing completed a vehicle trade study for HEL TD, and identified the HEMTT A4 as the best solution for this demonstrator phase. Boeing representatives added that the hybrid drive HEMTT A3 is a viable candidate for the future objective system if it’s fielded, and that its extra onboard power capacity would be seen as a plus. Dec 29/09: A $31.9 million firm-fixed-price requirements contract to change another 728 M1075 PLS trucks from the A0 configuration to the A1 configuration. Dec 29/09: Oshkosh received a $31.75 million firm-fixed-price requirements contract for the purchase of 110 new M977 HEMTT A4 trucks under the existing FHTV-III contract (W56HZV-09-D-0024). Work is to be performed in Oshkosh, WI, with an estimated completion date of Sept 30/12. Dec 18/09: Oshkosh Defense announces a $56 million delivery order from US Army TACOM LCMC, to supply the Army with the first set of 207 M983 HEMTT A4 Light Equipment Transporters (LET). The LETs have a special “hitch” for trailers, etc., and already serve in the HEMTT A2 configuration. These are the first A4 configuration vehicles for this model. Unusually, the Oshkosh announcement precedes the Pentagon’s Dec 29/09 announcement of this $56.4 million firm-fixed-price requirements contract. Work is to be performed in Oshkosh, WI, with an estimated contract completion date of Sept 30/12. Production and delivery is expected to be complete in September 2010. The award brings the U.S. Army’s total Family of Heavy Tactical Vehicles (FHTV) contract to more than $3.2 billion, under the FHTV-III contract (W56HZV-09-D-0024). Dec 16/09: Oshkosh Defense announces an order valued at more than $63 million from the U.S. Army TACOM LCMC, to supply more than 1,150 Palletized Load System (PLS) trailers. The trailers feature a removable cargo bed (flatrack) with a 16.5-ton payload capacity. Production is expected to be complete in June 2011. Oct 21/09: Oshkosh Defense announces a $35 million contract modification from for 102 HEMTT A4 heavy trucks, on behalf of the US Army’s National Guard units. The vehicles will include HEMTT M985A4 cargo truck and M1120A4 load handling system models, and will be delivered by March 2010. Sept 29/09: Oshkosh announces an $801 million delivery order from the U.S. Army TACOM LCMC for more than 1,190 new next-generation HEMTT A4s, more than 180 new HEMTT A2s and more than 80 Palletized Load System Trailers for the U.S. Army. Oshkosh also will deliver more than 1,020 recapitalized HEMTT A4s. Total: over 2,470 new and recapitalized HEMTT and PLST trucks. Work is expected to be complete by May 2011. Sept 8/09: Oshkosh Defense received a delivery order worth more than $23 million from TACOM LCMC for 45 HEMTT M984 A4s wreckers. Production will begin in March 2010 and is expected to be completed by May 2010. The Oshkosh HEMTT M984 A4 wrecker is a heavy duty tow truck equipped with a crane and winches to recover disabled vehicles. The wrecker can tow disabled vehicles as well as perform vehicle maintenance in severe off-road conditions. July 7/09: Oshkosh Defense announces a $9.4 million contract modification from TACOM Life Cycle Management Command to begin durability and performance testing of the new Heavy Equipment Transporter (HET) A1 model. Testing will take place at Yuma Proving Ground, AZ. Once testing is completed, full-rate production of the Oshkosh HET A1 is scheduled for early 2010. June 18/09: Oshkosh Corp. in Oshkosh, WI received a maximum $31.1 million firm-fixed-price, indefinite-delivery/ indefinite-quantity contract for HEMTT engines, on behalf of the US Army. There was originally one proposal solicited with one response, and contract funds will expire at the end of the current fiscal year on Sept 30/09. The contract itself will run until June 19/12, managed by the Defense Logistics Agency Warren (DSCC-ZG) in Warren, MI (SPRDL1-09-D-0025). June 15/09: Oshkosh Defense announces a $38+ million delivery order for more than 100 new HEMTT M978A4 fuel tanker and M985A4 cargo trucks, on behalf of the U.S. Army National Guard. The U.S. Army Tank-automotive and Armaments Command (TACOM) Life Cycle Management Command (LCMC) will be managing this order. May 21/09: DRS Sustainment Systems received a $103.9 million firm-fixed-price contract for 274 M1000 heavy equipment transporter semitrailers. DRS Sustainment will perform the work at its facility in Saint Louis, MO, with an estimated completion date of May 30/12. One bid was solicited and received by TACOM-Warren, AMSCC-TAC-ATBC, in Warren, MI (W56HZV-09-D-0107). The M1000 semitrailer [PDF] carries armored vehicles and other heavy equipment loads weighing up to 80 tons. The M1000 is able to load, unload, and transport the M1 Abrams tank and other heavy equipment on-road, off-road and cross country, in all weather conditions. May 21/09: Oshkosh Defense announces a delivery order with the U.S. Army Tank-automotive and Armaments Command Life Cycle Management Command (TACOM LCMC) for more HEMTT trucks and trailers. The delivery order, valued at more than $28 million, includes M1120A4 Load Handling System (LHS) and M978A4 fuel tanker trucks. The US Army Reserve will receive more than 70 HEMTT A4s, and more than 30 Palletized Load System Trailers (PLST) with an automated loading arm. The US Marine Corps will receive 30 PLSTs, which will be integrated with their Oshkosh LVSR heavy trucks. May 20/09: Oshkosh Defense announces a $40 million delivery order for “more than 130” HEMTT A4 trucks. Most will be new-build, but 3 vehicles will be RECAP. April 20/09: A maximum $8.3 million firm-fixed-price, 5-year contract, covering transfer cases with containers for the Heavy Expanded Mobility Tactical Truck (HEMTT). This was originally a sole source competition, and the date of performance completion is April 20/14. TheDefense Logistics Agency in Warren, MI manages this contract (SPRDL1-09-D-0007). Feb 25/09: Oshkosh Defense announces a $477 million delivery order calls for more than 1,350 HEMTT A4s (750 new, 600 RECAP) and more than 1,000 of the Palletized Load System Trailers (PLST) that help with loading and unloading. This latest order pushes the total value of the FHTV-III contract so far to more than $2.1 billion. Feb 25/09: Oshkosh Defense unveils its new HET A1 variant at the Association of the United States Army (AUSA) Winter Symposium and Exposition in Fort Lauderdale, FL. Dec 31/08: Oshkosh Corp. in Oshkosh, WI received a maximum $1.121 billion firm-fixed-price, indefinite-delivery, sole source contract for heavy and medium tactical truck support, if all 9 option years in this 10-year contract are exercised. Under the contract, Oshkosh Defense will supply the DLA with replacement parts to support Oshkosh’s medium and heavy tactical vehicles, which include the US Marines’ Medium Tactical Vehicle Replacement (MTVR) truck, and the Army’s FHTV Heavy Expanded Mobility Tactical Trucks (HEMTT) and Palletized Load Systems (PLS). Oshkosh also supplies replacement parts for other manufacturers’ medium and heavy-payload vehicles. The first contract order is valued at $17.5 million and is for approximately 2,300 replacement part numbers to support Oshkosh’s tactical vehicles. This follows the previous 8 year contract, which was structured as a one-year contract with 7 option years, each of which were exercised, that ended in December 2008. There were originally 2 proposals solicited, but only one response. The contract’s base year will end on Dec 31/09, but options could continue this agreement to 2018. Dec 22/08: Oshkosh Defense announces a $5 million contract modification to RECAP approximately 30 M1977 Common Bridge Transporters (CBT). Under the modification, Oshkosh Defense will tear down the 10-year-old HEMTT A0-derived CBTs, and upgrade them to HEMTT A2 Load Handling System (LHS) equivalents with computer-controlled engines and transmission systems, as well as a lighter load handling system. HEMTT A3 with ProPulse(R) and PLS (click to view full) Dec 15/08: Oshkosh Defense announces a $9.4 million contract modification with the U.S. Army Tank-automotive and Armaments Command (TACOM) for continuing research and development of their diesel-electric drive HEMTT A3 variant. The contract modification will fund additional improvements to the current HEMTT A3 technology demonstrator, by upgrading the vehicle’s engine horsepower and incorporating the U.S. Army’s LTAS armoring strategy. Under this contract, the firm will end up delivering 2 new HEMTT A3 vehicles. One will be provided to the U.S. Army for a 20,000-mile durability test at its Aberdeen Test Center. The 2nd vehicle will be benchmarked for performance against the current HEMTT A2/A4 production vehicles. Oshkosh Defense President John Stoddart described this contract as: “…among the first steps that could establish the HEMTT A3 as the Army’s next-generation support vehicle.” Time will tell. Nov 26/08: Oshkosh Defense announces a $51 million contract with the for more than 660 LTAS-B up-armoring kits for HEMTT A4 trucks. The $51 million contract includes a recent $15 million armor kit contract modification. The LTAS-A kit is armoring installed at the factory, and delivered with the trucks. The LTAS-B kit is the add-on armor which the HEMTT A4 has been designed from the outset to carry, if necessary. It can be installed by a 2-soldier crew with no special tools, other than the required lifting devices to get the pieces into position. Since Oshkosh’s Palletized Load System (PLS) A1 trucks will share a common cab with the HEMTT A4 , they will also be able to use these armor kits when they are fielded. Nov 4/08: Oshkosh Corp. in Oshkosh, WI received the new FHTV-III multi-year contract, which will add more than 6,000 upgraded vehicles to the U.S. Army’s FHTV fleet. The initial delivery order is a $1.267 billion requirements contract firm-fixed-price contract to buy 2,285 new HEMTT-A4 trucks, 768 HEMTT RECAP trucks, and to upgrade a lower model truck. Work will be performed in Oshkosh, WI with deliveries expected to begin in November 2008 and an estimated completion date of Sept 30/12. One bid was solicited and one bid was received by TACOM in Warren, MI (W56HZV-09-D-0024). A series of orders that were issued in February and March 2008 raised initial HEMTT A4 orders to 1,745 new and 292 RECAP trucks, with production slated to begin in July 2008. The initial delivery order under FHTV-III will more than double this total.   25. One little nugget I’ve said too much that last week or so is that to many in the national security nomenklatura – especially in DC – the process is the product. The measure of effectiveness isn’t the ultimate delivery of useful kit to the fleet, but adherence to the process. Billions upon billions of dollars can be made for years and POM-cycles on end getting ready to think about possible things that might be of some use … maybe. We wind up with dead end programs that produce nothing. No one really is held to account. At the end of the day you have to do one of two things: 1. Like with the fail to transition that was ZUMWALT, you have to restart the legacy ARLEIGH BURKE line in order to keep a steady state or so of battleforce ships. 2. Shrug your shoulders with a, “I failed” like we did with CG(X), and then stare in to the abyss with the worn out equipment it was supposed to replace, in this case the TICO. You hope something will show up before you are deploying with museum pieces. As a nation, it isn’t just the Navy who failed to perform, to do its job, to at least match the performance of previous generations of program managers – the other services too. This doesn’t just cost money or put the nation at strategic risk – it can cost lives. The USMC has a perfect example of this. The amphibious assault vehicle mishap that killed eight Marines and a sailor in July 2020 has spurred many “lessons learned” that leaders say will prevent anything so “tragic” from happening again.... When the 13 vehicles were delivered to the 15th Marine Expeditionary Unit in April 2020, 12 were not operational. But they were deemed ready for landborne operations after months of repairs by 15th MEU mechanics, and by July, the AAVs had achieved “what we thought” was waterborne capabilities, Olson said. However, the vehicles did not meet the standards required for waterborne operations, as became clear after the accident. More than 54 percent of the AAVs in the fleet did not meet watertight integrity standards, an investigation revealed. “What we found in our subsequent inspections after a safety of use message came up on the 31st of July was that we had a problem across the fleet with our watertight integrity,” Olson said. Only now finding that out? Really? Why? Make no mistake – those who failed to produce a viable replacement for the AAV share a lot of this blame. An institutional mindset that will take unnecessary risks with lives in order to not embarrass the Chain of Command who failed to properly equip it – they too share a lot of the blame. Who will hold them to account?
