Americas Northrop Grumman won a $12.9 million contract modification, which exercises an option to provide continued support for integrated test team operations in executing advanced development experimentation flights and development testing in support of future delta system software builds for the Navy E-2D Advanced Hawkeye aircraft. The E-2D Advanced Hawkeye (AHE) is the newest variant of the E-2 aircraft platform. It features a state-of-the-art radar with a two-generation leap in capability and upgraded aircraft systems that will improve supportability and increase readiness. Work will take place in Patuxent River, Maryland. Estimated completion will be in July 2022. The US Marine Corps announced last week that its 3rd Marine Aircraft Wing’s Marine Fighter Attack Squadron 314 (VMFA-314) declared full operational capability (FOC) for the F-35C Lightning II. FOC is significant in its confirmation that VMFA-314 is fully prepared and equipped successfully deploy aboard United States Navy aircraft carriers, marking the first FOC declaration for Marine Corps. This inaugural event is met after VMFA-314 received their first F-35C on January 21, 2020 when their first jet arrived at Marine Corps Air Station (MCAS) Miramar from Naval Air Station Lemoore. Middle East & Africa The US State Department approved a contract to Kuwait for heavy tactical vehicles. The contract, estimated to be worth $445 million, will cover 517 total Heavy Tactical Vehicles consisting of Heavy Expanded Mobility Tactical Trucks (HEMTT) and Heavy Equipment Transporters (HET). These items include: 31 HEMTT Wrecker Trucks (M984A4 ten-ton with crane and winch); 100 HEMTT Fuel Tanker Trucks (M978A4, ten-ton, 2,500?gallon); 188 Guided Missile Transporter Trucks (M985A4, ten-ton with winch); 50 Heavy Equipment Transporter (HET) Trucks (M1070A1); 50 635NL Commercial Trailers for use with HET prime movers; 49 Palletized Load System (PLS) Trailers (M1076A0); PLS Flat Rack (M1077 with sides); and related equipment and support, Defense Security Cooperation Agency (DSCA) said in a release today. VSE Corp. won a $31.6 million delivery order for an in-country technical assistance team (ICTAT) to the Egyptian Navy for follow-on technical support. This contract involves Foreign Military Sales (FMS) to the government of Egypt under FMS Case EG-P-GKB. The contractor shall provide ICTAT to include technical, logistics, training, and facilities and administration support to the Egyptian Navy for work on multiple ship platforms. Work will take place in Egypt and Virginia. Estimated completion will be by June 2023. Europe BAE Systems said it received the first contract from the Space and Missile Systems Center’s Space Production Corps to deliver M-Code Military Global Positioning System User Equipment to Germany. Under a Foreign Military Sales contract, BAE Systems will deliver advanced M-Code GPS technology to Germany, enabling precise, resilient, and secure geolocation and positioning capabilities that improve the effectiveness of allied operations. Asia-Pacific The US Army has deployed a PAC-3 air defense missile battery from Okinawa to Amami for the first time as part of Orient Shield 21-2. The unit carried out joint training with the 8th Anti-Aircraft Artillery Battalion from the Japan Ground Self-Defense Force. Americas The Long Range Stand Off Weapon (LRSO) has entered the engineering and manufacturing development (EMD) phase with the award of $2 billion to Raytheon Missiles and Defense. The LRSO is a new air-launched cruise missile to replace the AGM-86. The missile will have a nuclear-armed capability and Raytheon will have to complete the development work by February 2027. Lockheed Martin won a $28.2 million contract modification, which exercises an option to procure mission computers (MC) and flight management computers (FMC) retrofit kits to upgrade the MH-60R/S aircraft. The quantities are as follows: 205 Generation 3i/5i MCs to upgrade from Generation III/V/VI, to include 187 for the Navy, nine for the government of Australia, five for the government of Saudi Arabia and four for the government of Denmark; 200 Generation 3i/5i FMCs to upgrade from Generation III/V FMCs, to include 182 for the Navy, nine for the government of Australia, five for the government of Saudi Arabia and four for the government of Denmark. Additionally, this modification procures 153 wiring kits to include 136 for the Navy, nine for the government of Australia, four for the government of Denmark, and four for the government of Saudi Arabia. Work will take place in New York and Florida. Estimated completion will be in March 2024. Middle East & Africa Jane’s reports that Israel Aerospace Industries through its ELTA Systems group is delivering dozens of its ‘Drone Guard’ Counter-UAS (CUAS) systems to a country in South Asia in a deal, worth tens of millions of dollars. IAI develops and manufactures the Drone-Gard System from start to finish including the advanced Radar capabilities. The Drone Guard system handles hundreds of targets simultaneously and provides a solution to multiple evolving threats Worldwide. The system’s advantage derives from the multi-layer implementation concept using a high-resolution 3D X-Band radar a key for drone-detection, an integrated COMIN ESM, multi-channel jamming and high resolution EO/IR with integrated AI capabilities. Europe The British government has given $4.8 million to the Defence Science Technology Laboratory (Dstl) for the Co-operative Strike Weapons Technology Demonstrator (CSWTD) program. The aim of the program is similar to the U.S. Air Force’s Golden Horde Vanguard, which will allow weapons to collaborate amongst themselves. Scientists will investigate how inter-missile communication and cooperative behaviors can be technically achieved over the next two years. A court in Paris has ordered a probe by the National Financial Prosecutors’ Office into a 2016 deal to sell 36 Rafale figher jets to India by Dassualt Aviation. French investigative news website Mediapart reported: “as confirmed to us by the National Financial Prosecutor’s Office (French acronym-PNF), the Paris court on June 14 opened a judicial investigation, entrusted to an examining magistrate, on the sale by France to India of 36 Rafale fighters.” Asia-Pacific Asahi reports that Japan has decided that it will develop the engine for the F-X fighter with help from Britain. Britain’s Rolls-Royce will partner with Japan’s IHI Corporation. Both will also offer the engine for the export market. Anonymous Japanese officials told the news outlet that Japanese Prime Minister Suga spoke on the issue with British Prime Minister Johnson during the G7 summit last month. At the end of June, officials from Japan’s Defense Ministry traveled to Britain for talks on the issue. DID - Australia’s MH-60R Maritime Helicopters
MH-60Rs fire Hellfire (click to view full) Australia’s AIR 9000, Phase 8 project aimed to buy 24 modern naval helicopters to 16 existing S-70B-2 Seahawks, along with the disastrous A$1.1 billion, 11-helicopter SH-2G “Super Seasprite” acquisition attempt. With a total sales and support value of over A$ 3 billion, it was a highly coveted award. The finalists were familiar, and both had roots in Australia. Sikorsky’s MH-60R is a modernized descendant of the RAN’s existing S-70B anti-submarine helicopters, and Australia’s army operates the S-70A utility helicopter. On the other hand, a multi-billion dollar 2006 order made the European NH90-TTH (“MRH-90”) the Army’s future helicopter, and some MRH-90s will even serve as Navy utility helicopters. NHI/Eurocopter’s NH90-NFH naval variant builds on that base. So why did the MH-60R make Australia its 1st export win? Australia’s Winner MH-60R Seahawk click for video A combination of problems with its “MRH-90s,” slow NH90 TTH development, MH-60R naval interoperability benefits with Australia’s principal ally, and the MH-60R’s low-risk already-operational status tipped the balance. Australia’s MH-60Rs will be entirely standard US Navy designs; the only differences will be their paint scheme, and the addition of tamper-proofing to 4 avionics boxes that are considered “sensitive.” Australia’s DoD states that the fleet of 24 will: “…provide at least eight warships with a combat helicopter at the same time, including ANZAC Class frigates [8 bought] and the new Air Warfare Destroyers [3 bought]. The remainder will be based at HMAS Albatross in Nowra, New South Wales, and will be in various stages of the regular maintenance and training cycle.” There’s a regular cycle of ship maintenance and training, as well as deployments, which means Australia never has all of these ships at sea at one time. The helicopters can rotate among ships as they enter training & service stages, allowing full coverage with some helicopters left over. Unless the 4-ship Improved Adelaide Class is added to this mix, however, the decision as discussed does raise the question of how to equip Australia’s expensively-upgraded FFG-7 frigates with naval helicopters. One option may involve some sort of service-extension program for the existing S-70B-2s, whether through refurbishment, or by rotating a larger pool of S-70Bs among a small set of operational ships. The RAN currently has 4 MH-60Rs flying as RAN 725 Squadron, alongside 3 full US Navy MH-60R squadrons in Jacksonville, FL. Australian crews and maintenance personnel are trained in operations and tactics there, until they return to Australia with their machines at the end of 2014. They’ll become the training squadron at the air station in Nowra, New South Wales, and Initial Operational Capability for the Royal Australian Navy as a whole is scheduled for August 2015. Deliveries to Australia will continue until 2016. The larger RAN 816 Squadron will fly the MH-60Rs from Australian ships, while using Nowra, NSW as its home base. July 2/20: Computers Lockheed Martin won a $12.9 million delivery order, which provides for the production and delivery of 62 Audio Management Computer-Lite computers to be used as spares in the MH-60R Seahawk helicopter in support of the Naval Supply Systems Command, the government Australia and Saudi Arabia and to support the development of the Operation Test Program Set for the Navy. Additionally, this order provides for the production and delivery of 33 flight management computers for installation on the Navy MH-60 Seahawk helicopter and 50 SP-103E circuit cards for retrofit computer upgrades. MH-60R Seahawk is a multi-mission helicopter manufactured by Sikorsky Aircraft. It is considered to be the world’s most advanced maritime helicopter. The helicopter is equipped for a range of missions, including anti-submarine warfare (ASW), anti-surface warfare (ASuW), search-and-rescue (SAR), naval gunfire support (NGFS), surveillance, communications relay, logistics support and personnel transfer, and vertical replenishment. Work will take place in New York and expected completion will be by August 2023. June 3/20: Retrofits Lockheed Martin won a $37.8 million order, which provides for retrofits from the Generation III, V and VI Mission Computer configuration to the Generation 3i and 5i MC configuration on the MH-60R/S Seahawk helicopter (186 for the Navy, seven for the government of Australia, five for the government of Denmark, and two for the government of Saudi Arabia). MH-60R Seahawk is a multi-mission helicopter manufactured by Sikorsky Aircraft. The rotorcraft replaces the SH-60B and SH-60F helicopters in the US Navy’s fleet and combines the capabilities of these aircraft. The MH-60R is also referred to as ‘Romeo’. The helo is equipped for a range of missions, including anti-submarine warfare, anti-surface warfare, search-and-rescue, naval gunfire support, surveillance, communications relay, logistics support and personnel transfer, and vertical replenishment. Work will take place in New York and Florida. Estimated completion date is in May, 2023. April 10/20: LHD Trials First-of-class flight trials for Royal Australian Navy’s (RAN’s) MH-60R ‘Romeo‘ maritime multirole helicopters aboard landing helicopter dock (LHD) vessel HMAS Adelaide will begin shortly, the RAN announced on April 7. The trials, which will take place off the Queensland coast, will determine the safe operating limits of the Lockheed Martin-made anti-submarine- and anti-surface warfare-capable helicopters aboard the 27,500 tonne LHD in a range of sea states and wind speeds at both day and night. They will also include aviation facilities assessments, equipment calibration, and evaluation of the interface between a particular helicopter type and class of ship. February 4/20: Maintenance Lockheed Martin won a $185.9 million contract, which provides program management, various levels of maintenance, training and logistics support to sustain the operational capability of 24 Royal Australian Navy MH-60 Romeo aircraft. The Australian Navy became the second operator of of the MH-60R Romeo helicopter in 2013. Its acquisition program was structured in such a way to allow it to have a say on what new capabilities are added. The Australian MH-60R is equipped with a highly sophisticated combat systems designed to employ Hellfire air-to-surface missiles and the Mark 54 anti-submarine torpedo. The primary missions of the Romeo is anti-submarine warfare and anti-surface warfare. Secondary missions include search and rescue, logistics support, personnel transport and medical evacuation. Lockheed Martin will perform work in Australia as well a New York, Connecticut and Florida. Estimated completion will be in January 2024. December 7/17: Final Flight The last S-70B-2 Seahawk operated by the Royal Australian Navy has flown its last flight as the service completes its transition to the Sikorsky MH-60R. 24 models of the new anti-submarine and anti-surface warfare helicopter have been delivered since 2014 and are operated by the 725 Sqn from Nowra, New South Wales. The last Seahawk was flown to the Australian War Memorial in Canberra, where it will be preserved. The departing model was used during operations in the Middle East from the 1990-1991 Gulf War onwards. August 3/16: Australia has taken delivery of their last MH-60R Seahawk helicopter from manufacturer Lockheed Martin. Replacing the older S-70B-2 Seahawks, the MH-60Rs now complete a requirement for a fleet of 24 next-generation, multi-role naval combat aircraft. The cost of the replacement is believed to be in excess of $2.2 billion. July 30/14: Testing & Deliveries. The Australians fire their 1st Hellfire missile from the new helicopter, and also update their delivery status and plans. The RAN has 4 MH-60Rs; the first pair were accepted in the United States in December 2013, and the second pair were accepted in February 2014. They’re currently flying as RAN 725 Squadron, alongside 3 full US Navy MH-60R squadrons in Jacksonville, FL. Australian crews and maintenance personnel are trained in operations and tactics there, until they return to Australia with their machines at the end of 2014. May 13/14: Sensors. Australia’s new MH-60Rs of NUSQN 725 “commence dipping operations” with the new AQS-22 ALFS sonar off of Jacksonville, FL, as part of their training. NUSQN 725 will begin a phased return to the Fleet Air Arm’s home base at HMAS Albatross (Nowra Airport, SSW of Sydney) in October 2014, and current plans involve a full return of all members by Christmas. Lockheed Martin Corp. in Owego, NY receives $13.1 million firm-fixed-price delivery order for 19 radar receiver processors, used in support of Australia’s MH-60R buy. All funds are committed immediately. Work will be performed at Owego NY (56%) and Syracuse NY (44%), and work is expected to be complete by March 2017. This was a non-competitive requirement in accordance with FAR 6.302.1 by US NAVSUP Weapons System Support in Philadelphia PA (SPRPA1-09-G-002Y). 2013 Support contract Phase 2 awarded; MK-54 torpedo request; 1st helicopters delivered. RAN MH-60R (click to view full) Dec 17/13: ANAO Report. Australia’s National Audit Office releases their 2012-13 Major Projects Report. Overall, the MH-60R program is seen as stable in its early stages, and its truly off-the-shelf nature is expected to keep it that way. The helicopters are arriving earlier than predicted, but basing and support facilities may not be ready in time. As ANAO puts it, “there is no float in the construction program.” The RAN is looking at temporary or shared hangar and administrative facilities, and may operate the initial MH-60Rs in the US to mitigate risk and consolidate training – whose infrastructure may fall behind its own February 2015 target date. Meanwhile, how many ships will actually be ready to host MH-60Rs once the whole fleet has arrived, in 2016? It may be just 3-4 ships. While Australia’s ship certification baseline is the existing S-70B-2 Seahawk helicopters, there are differences. As such, the 3 new Hobart Class air defense destroyers will have to be modified for MH-60R use, and that won’t happen until their 1st docked servicing program after they enter the fleet. As things stand now, HMAS Hobart won’t even be declared operationally capable by the end of 2016, and the 3rd ship won’t be delivered until 2019. The 8-ship ANZAC frigate Class will be looking to make any required changes during their extensive Anti-Ship Missile Defense upgrade; 6 ships will be ready by the end of 2017, excepting HMAS Perth (already done), and HMAS Arunta (already in progress). The final point ANAO makes is that overseas travel restrictions have become a problem for the project. People need to attend key engineering, project management and airworthiness activities in the USA, but can’t go. The RAN’s proposed solutions involve videoconferencing and teleconferencing, which doesn’t work especially well from Australia to Jacksonville, FL, and also using “contracted staff to represent overseas rather then ADF or Australian Public Service (APS) staff.” None of that seems like a useful solution to the actual problem. Dec 16/13: ALFS. Raytheon IDS in Portsmouth, RI receives a maximum $42.6 million sole source, firm-fixed-price contract from the Royal Australian Navy for “the manufacture and delivery” of AN/AQS-22 ALFS dipping sonar systems. Australia has ordered 25 systems already (q.v. Dec 22/11), which is more than enough for installation in each helicopter. Spares? Upgrades? Additional reserve units? Finalized payment? Raytheon’s Dec 20/13 release is uninformative. If the 2 orders are combined, they total $123.4 million. Work will be performed in Rhode Island, with a February 2017 performance completion date. The US Defense Logistics Agency Aviation in Philadelphia, PA manages this contract, unlike the 2011 contract which was managed by US NAVAIR (SPRPA1-09-G-001Y-5027). Dec 10/13: Australia accepts the first 2 MH-60R helicopters, at a delivery ceremony in Owego, NY. The expected in-service date remains June 2014. Source: Lockheed Martin, Dec 10/13 release. Delivery Nov 5/13: Mods. Lockheed Martin in Owego, NY receives a $10.5 million firm-fixed-price delivery order for electronics modifications, on behalf of Australia. They’ll develop and test system configuration 15 series modifications to the MH-60R’s VHF Omni-directional Range/Instrument Landing System, crash data recorder, and ABS-B Out. All funds are committed immediately. Work will be performed in Owego, NY, and is expected to be complete in February 2016. US Naval Air Systems Command in Patuxent River, MD manages the contract as Australia’s agent(N00019-09-G-0005, #4092). Nov 4/13: Sub-contractors. Textron’s AAI Test & Training receives a $1.6 million award to provide Advanced Boresight Equipment for Australia’s MH-60Rs. ABE is a gyro-stabilized, electro-optical angular measurement system designed to align systems on any land, sea or air vehicle before a mission begins. The base system is widely used, but adds platform-specific “personality modules” for customization. The US Naval Air Warfare Center Aircraft Division at Lakehurst, NJ manages the contract, and deliveries are expected to take place throughout 2014. The Sikorsky/ Lockheed Martin “Maritime Helicopter Support Co.” partnership in Trevose, PA receives a 6+ year, $170.4 million firm-fixed-price contract modification for the RAN’s MH-60R Through Life Support program (q.v. Feb 2/12), Phase II. They’ll perform depot level Phased Maintenance Interval, and also handle the corresponding back office services of squadron administrative management of aircraft and support equipment, data and aircraft inventory reporting, and supply chain management. All funds are committed immediately. MHSCo also performs this kind of work for the US Navy. Work on Australia’s behalf will be performed in Yerriyong, New South Wales, Australia (73%); Owego, NY (15%, LMCO); and Stratford, CT (12%, Sikorsky); and is expected to be complete in December 2019. US Naval Air Systems Command in Patuxent River, MD acts as Australia’s agent (N00019-13-C-4000). July 24/13: The 1st RAN MH-60R arrives at Lockheed Martin Mission Systems and Training in Owego, NY, to have its digital cockpit and integrated mission systems and sensors installed. The Defense Security Cooperation Agency announces Australia’s formal export request for up to 100 MK-54 All-Up-Round Torpedoes, 13 MK-54 Exercise Sections, 13 MK-54 Exercise Fuel Tanks, 5 Recoverable Exercise Torpedoes, support and test equipment for upgrades to MK 695 Mod 1 capability, plus spare and repair parts, and various forms of US government and contractor support. Raytheon Integrated Defense Systems in Keyport, WA is the contractor, and the DSCA says that: “Australia will use the MK 54 torpedo on its MH-60R helicopters and intends to use the torpedo on a planned purchase of the P-8A Increment 2 Maritime Patrol and Response aircraft.” Note that this is Australia’s 2nd request (q.v. Oct 5/10), totaling 300 torpedoes now, which they have begun buying (q.v. Oct 18/12). Australia’s uses Eurotorp’s MU90 as its standard lightweight torpedo, but that weapon isn’t integrated with the MH-60R or the P-8A. Australia decided that they’d rather have 2 separate stocks of lightweight torpedoes, instead of paying to integrate the MU90 on those platforms. The cost implications would require a full study; meanwhile, opponents have their lives complicated by knowing that they need to defeat or avoid 2 different weapon types. DSCA: 100+ Mk-54s for Australia June 29/13: The RAN’s 1st MH-60R Seahawk is officially delivered by Sikorsky Aircraft and accepted by the US Navy. At this point, however, it’s just the base airframe. Delivery and flight may have happened 6 months ahead of the original schedule approved by the Australian Government in 2011, but the formal delivery of the helicopter to Australia hasn’t changed, It’s still December 2013. Officially delivered by Sikorsky Aircraft and accepted by the U.S. Navy on June 29, the Seahawk was flown from Sikorsky’s Stratford, Conn., facility by U.S. Navy pilots to the Lockheed facility to have the digital cockpit and integrated mission systems and sensors installed. “Delivery and first flight of an Australian MH-60R aircraft in late June occurred only two years after contract signature, some six months ahead of the original schedule approved by the Australian Government in 2011, May 15/13: Training. The first 2 Australian crew complete NATOPS certification for the MH-60R at NAS Mayport, FL, USA, after extensive experience in the RAN’s S-70B helicopters and a 9-week, 17/7 schedule. The team have a few more weeks to absorb the aircraft’s mission and weapon systems, then they’ll move to USN test squadron HX-21 at NAS Patuxent River, MD to work on testing the Australian configured MH-60R. Initial MH-60R deliveries are still expected by December 2013. RAN. 2012 New umbrella contract for global MH-60R buys; Sub-contracts. Upgraded HMAS Perth (click to view full) Dec 19/12: ANAO Report. Australia’s National Audit Office releases their 2011-12 Major Projects Report. Project SEA 9000, Phase 8 has A$ 2.91 billion budgeted. The official In-Service Date (ISD), defined as 2 aircraft in US Navy configuration, is June 2014. Cited risks include an unapproved Helicopter Aircrew Training System (Project AIR 9000 Phase 7). In addition, staffing and work pressures at Australia’s Defence Support Group have hurt the schedule for the facilities required to house the new helicopters. The schedule has slipped by 12 months vs. its Second Pass baseline, and has become a possible issue for the helicopters’ initial operational capability milestone. At sea, Australia’s new MH-60R Seahawks won’t achieve full capability until all ANZAC Class frigates are modified for interoperability. Unfortunately, ANAO says that can happen only after each updated ship is accepted into naval service, and a suitable maintenance period for the modifications becomes available. The same issues will be present for Australia’s Hobart Class destroyers. It seems likely that Australia’s S-70B Seahawks will be needed well past their successors’ entry into service. Oct 18/12: Weapons. Raytheon announces a $45.3 million contract to provide MK 54 lightweight torpedo hardware, test equipment, spares and related services for the US Navy, Australia, and India. This non-commercial contract was procured and solicited on a sole source basis by the US Naval Surface Warfare Center in Crane, IN, acting as Australia’s FMS agent (N00164-12-G-JQ66). July 11/12: MH-60Rs under MYP-8 contract? Sikorsky signs an $8.5 billion firm-fixed-price umbrella contract with the US government to buy 653 H-60M, MH-60S, and MH-60R helicopters, with options for up to 263 more that could push the contract as high as $11.7 billion (W58RGZ-12-C-0008). Interestingly, Sikorsky adds that: “To reach the full baseline value of $8.5 billion, the services are ordering aircraft in the base agreement to be sold via the U.S. Government’s Foreign Military Sales program. Simmonds Precision Products (United Technologies’ Goodrich Sensors and Integrated Systems) in Vergennes, VT receives a $9.6 million firm-fixed-price contract for 120 various Integrated Mechanical Diagnostic System kits in support of The US Navy and Australia’s MH-60R/S helicopters. As their name implies, these embedded sensors are used to detect mechanical problems in critical areas of the helicopter, allowing maintenance to shift from a regular schedule regardless of need, to a “condition-based” response to problems while they’re still small. The US Navy gets 11 retrofit kits and one Delta retrofit kit, 18 integrated vehicle health management units and data transfer units, and 18 production kits. Australia receives 24 Troy kits, 24 integrated vehicle health management units and data transfer units, and 24 production kits for its 24 MH-60Rs. Work will be performed in Vergennes, VT, and is expected to be complete in March 2014. This contract was not competitively procured pursuant to FAR 6.302-1. US NAVAIR manages the contract (N00019-12-C-2015). June 11/12: Sikorsky Aircraft Corp. in Stratford, CT receives a $19.1 million firm-fixed-price delivery order for one-time engineering efforts to support delivery of 24 Australian baseline MH-60R helicopters. Work will be performed in Stratford, CT, and is expected to be complete in September 2017. Contract funds will not expire at the end of the current fiscal year. Lockheed Martin Mission Systems and Sensors in Owego, NY receives a $126.5 million modification to Australia’s previous advance acquisition contract, which turns its preliminary order for 24 MH-60R mission systems and common cockpits into a finalized firm-fixed-price contract. This brings all contracts related to these sub-systems up to $315.1 million, or $13.13 million per helicopter. Note that “mission systems” reach well beyond the cockpit, to include things like the maritime radar, integration of the dipping sonar and sonobuoy systems, weapons capabilities, etc. Work will be performed in Owego, NY (58%); Farmingdale, NY (25%); Woodland Hills, CA (4%); Ciudad Real, Spain (3%); East Syracuse, NY (2%); Victor, NY (2%); Everett, WA (1%); Stratford, CT (1%); St. Charles, MO (1%); Bennington, VT (1%); Lewisville, TX (1%); and various locations throughout the United States (1%), and is expected to be completed in March 2017. Thales produces the system’s sonar, which is why most work will be performed in Neuilly-sur-Seine, France (68%). It includes both long-lead materials to begin building cockpits, and “end-of-life components” so the Australians have enough of certain items to support their 24 Royal Australian Navy MH-60Rs. Work will be performed in Farmingdale, NY (53%); Owego, NY (32%); Ciudad Real, Spain (5%); Victor, NY (4%); St. Charles, MO (3%); Lewisville, TX (1%); Windsor Locks, CT (1%); and various locations throughout the United States (1%). June 16/11: MH-60R wins. Sikorsky’s MH-60R beats the NH90-NFH for Australia’s 24-helicopter, A$3+ billion (over $3.16 billion) AIR 9000, Phase 8 helicopter competition. The Commonwealth of Australia has signed the Letter of Acceptance with the US Navy, who will manage the acquisition on behalf of its Australian client under Foreign Military Sales procedures. A subsequent GE release value the T700-401C engines and associated Total Logistics Support package at approximately $100 million. “Team Romeo” includes Sikorsky (MH-60R) and Lockheed Martin (sensor/ weapon/ mission systems integration), plus CAE (training simulators), GE (engines), and Raytheon (sonar and sensors). The team has pledged to bring long-term industrial benefits to Australian industry valued at $1.5 billion over 10 years, which was a necessary move to compete with Eurocopter’s established in-country MRH-90 infrastructure. Australia completes its “full diagnostic review” of the MRH-90 program, after engine failures, transmission oil cooler fan failures and the poor availability of spares ground the fleet. To date, 13 of 46 MRH-90 helicopters have been accepted by Australia’s DoD and are being used for testing and initial crew training. They aren’t operational yet. So far, the Army helicopters are 12 months behind schedule and the Navy utility helicopters, 18 months. The review doesn’t consign the program to the infamous “Projects of Concern” list – yet. It does ask for a remediation plan, before a follow-up diagnostic review later in 2011 looks at the project again. With the Australian naval helicopter contract looming, a good follow-on review is important to Eurocopter. Australian DoD. March 3/11: Sub-contractors. Sikorsky signs a Memorandum of Understanding (MOU) with Trakka Corp. in Melbourne, Australia. Searchlights are Trakka’s specialty, and they are integrated into a highly efficient pan and tilt gymbal, allowing slewing up to 60 degrees per second. Internal filtering allows the searchlight to choose the appropriate light spectrum for the mission, while precision optical elements and a low power light source deliver a more intense and efficient on-target beam than conventional reflector-type searchlights. This MoU goes beyond just Australia’s naval helicopter competition. Trakka develops and manufactures aviation searchlight products in its AS9100 certified facility in Australia, but it also has operations in Scottsdale, AZ to support its U.S. customers, including U.S. Customs and Border Patrol and the U.S. Coast Guard. The MoU covers H-60 Black Hawk and Seahawk helicopters. Sikorsky. Feb 25/11: Sub-contractors. Lockheed Martin has issued a Request For Information to Australian firms to supply MH-60R weapons pylons, with selections expected by the end of 2011. The RFI is issued under the auspices of a recently signed Global Supply Chain (GSC) Deed, giving Australian companies new opportunities to compete for subcontracts on a range of Lockheed Martin products and services. Lockheed Martin’s naval helicopter program head, George Barton: “Growth in orders for the MH-60R has resulted in an urgent need for an expanded supply base, and Australian industry has a depth of capability that would be an ideal supplement to our dedicated supplier base.” The pylons are just the 1st opportunity, and tie into the billion-dollar naval helicopter competition there, featuring the MH-60R vs. the NH90-NFH. Lockheed Martin. Feb 2/11: Competition. The US Defense Security Cooperation Agency announces [PDF] Australia’s formal request to buy a 10-year Through-Life-Support (TLS) contract for 24 MH-60R helicopters, including associated equipment & part, at an estimated cost of up to $1.6 billion. With the ADF’s MRH-90 program facing difficulties and receiving increased scrutiny, the support offer caps what amounts to a $3.7 billion maximum (A$ 3.66 billion) offer for 24 MH-60Rs, plus 10 years of support (vid. July 20/10), to set against the NH90 NFH. The principal contractors will be Sikorsky Aircraft Corporation in Stratford, CT; Lockheed Martin of Owego, NY; GE of Lynn, Massachusetts; and the Raytheon Corporation of Portsmouth, RI. Implementation would require temporary assignment of approximately 20 U.S. Government and contractor representatives to Australia on an intermittent basis over the life of this Foreign Military Sale case. DSCA request: support Feb 1/11: Competition. The Australian DoD makes an announcement concerning its MRH-90s: “Mr Smith and Mr Clare also announced that a high-level comprehensive diagnostic review of the MRH-90 helicopter project would occur this month. As reported in both the Defence Annual Report and the ANAO Major Project Report released last year, the project has suffered delays of 12 months for the Navy’s helicopters and 18 months for the Army’s helicopters. Delays are due to a series of key issues, including engine failure, transmission oil cooler fan failures and the poor availability of spares… 13 MRH-90 helicopters have been accepted by Defence to date and are currently being used for testing and initial crew training. Minister Smith said that the full diagnostic review would be supported by external specialists. It will provide recommendations to Government on the actions necessary to fully implement this important project.” 2009 – 2010 Competition announced and underway; US DSCA request. NH90 NFH (click to view full) Oct 23/10: Competition. The Australian reports on the Project AIR 9000, Phase 8 helicopter competition. A navy evaluation team reportedly test-flew the MH-60R in early October 2010, and wants to fly the NH90 NFH as well, even though its mission systems software won’t be ready until mid-2011, and the helicopter won’t be operational until late 2011 – well after Australia’s decision deadline. The paper believes that the Navy will simply declare both helicopters capable of meeting specs, so the buy could simply come down to price in the current budget environment. Oct 5/10: Weapons. The US DSCA announces [PDF] Australia’s official request to buy up to 200 MK 54 All-Up-Round Torpedoes, 179 MK 54 Flight in Air Material Kits to mount them onto aircraft, 10 MK 54 Exercise Sections, 10 MK 54 Exercise Fuel Tanks, 10 MK 54 Dummy Torpedoes, 6 MK 54 Ground Handling Torpedoes for safe training, plus support and test equipment to upgrade Intermediate Maintenance Activity to full MK 54 capability, spare and repair parts, technical data and publications, personnel training and training equipment, and other forms of U.S. government and contractor support. It’s an interesting request, because Australia had picked the Eurotorp MU90 as its lightweight torpedo, but an MH-60R pick would require either a MK-54 purchase or expensive integration work. The estimated cost is up to $169 million, and the prime contractor will be Raytheon Company Integrated Defense Systems in Keyport, WA. DSCA: 200 MK-54s for Australia July 9/10: Competition. The US DSCA announces [PDF] Australia’s formal request to buy 24 MH-60R Seahawk Multi-Mission Helicopters, along with 60 T-700 GE 401C Engines (48 installed and 12 spares), communication equipment, support equipment, spare and repair parts, tools and test equipment, technical data and publications, personnel training and training equipment, and other support services. The estimated cost is up to $2.1 billion, but that will not be settled until and unless a contract is negotiated. The prime contractors are Sikorsky Aircraft Corporation in Stratford, CT (helicopter); Lockheed Martin in Owego, NY (mission systems); General Electric in Lynn, MA (engines); and Raytheon Corporation in Portsmouth, RI (sensors). Implementation of this proposed sale would require the assignment of 10 contractor representatives to Australia to support delivery of the MH-60R helicopters. DSCA requests are not contracts, and in this case, it doesn’t even indicate intent. The MH-60R is competing against the NH90 NFH in Australia, and it isn’t unusual for countries to submit requests during competitions, in order to ensure that the American equipment has full export clearances. DSCA request: 24 MH-60Rs April 28/10: Australia issues its formal solicitation for “AIR 9000, Phase 8” to buy naval helicopters: either the NH90 NFH or the MH-60R, with a decision expected in 2011. Ministerial release. RFP Jan 6/10: Competition. Australia’s Daily Telegraph reports that Australia’s Labor Party government has rejected a DoD request to approve a $4 billion “rapid acquisition” of 24 MH-60R Seahawk helicopters, plus related equipment including training weapons, etc. The buy would have been an emergency replacement for the long-running, ill-starred, and canceled SH-2G Super Seasprite program. Instead, successful lobbying by Eurocopter will force a competition between Sikorsky’s MH-60R, in service with the US Navy, and the European NH90 NFH variant, which is expected to be ready for service some time around 2011-2012. Sole-source buy rejected Oct 23/09: Recommendation. The Australian reports that the country’s military chiefs have recommended the MH-60R as Australia’s next anti-submarine helicopter, citing it as a cheaper and lower risk solution compared with the NH90 NFH, with better allied interoperability. Australia would be looking to buy 24 helicopters for service by 2014, per its 2009 Defence White Paper. Australia currently flies 16 older S-70B Seahawks that lack the full range of capabilities required, and delays to the NH90 program do add risks that aren’t present in the already-operational MH-60R. That’s particularly sensitive in light of the A$ 1+ billion SH-2G Super Seasprite fiasco; the Navy is operating none of the planned 11 SH-2G helicopters, and the Labor government who made a big issue of the Seaprite acquisition is aware that delays or overruns in the follow-on program would put them in a very bad situation. On the other hand, Australia’s Army is standardizing on the NH90-TTH (MRH-90), and Australia has invested large sums of money in building its Eurocopter affiliations through the MRH-90 and Tiger ARH attack helicopter programs. Sikorsky and Lockheed Martin are talking about A$ 1 billion of investment in local industry if the expected A$ 4 billion deal goes through, and assure the Australians that delivery under the ongoing MH-60R program could be made by late 2011. If the US government wishes to trade some of its MH-60R production slots, that date could even move up. Which leaves Australia’s Labor Party government with a decision to make. DID – Australia and USA Collaborating on New Small-Ship Radars. They’ll be the core of the 8 refitted ANZAC Class frigates, which will also get a helicopter upgrade in the MH-60R. DII – Australia’s Canberra Class LHDs. Not slated to host MH-60Rs, but they could certainly do so in a revival of the anti-submarine escort carrier role. The question would be datalinks and other interoperability issues, in order to go beyond mere “lily pad” status. DID – Australia’s Hazardous Frigate Upgrade. The project to upgrade its FFG-7 frigates didn’t go well, but it was finished. Left hanging: what helicopters will they carry, now that the Seasprites are gone? DID – Australia’s Ill-Starred SH-2G Seasprite Project. Canceled, after an A$ 667 million deal for 11 refitted helicopters turned into over A$ 1.1 billion for 11 helicopters, which were years late and deemed not yet ready for service by the RAN. DID - NGJ-MB To Enter LRIP | IAI Updates Sri Lankan Kfirs | Switzerland Picks F-35s And Patriots
Americas Lockheed Martin won a $1.8 billion undefinitized contract action, which provides for the procurement of recurring logistics services for delivered F-35 Lightning II Joint Strike Fighter air systems in support of the Air Force, Marine Corps, Navy, non-US Department of Defense (DOD) participants and Foreign Military Sales (FMS) customers. Services to be provided include ground maintenance activities, action request resolution, depot activation activities, automatic logistics information system operations and maintenance, reliability, maintainability and health management implementation and support, supply chain management and activities to provide and support pilot and maintainer initial training. Work will take place in Texas, Florida, South Carolina, the UK and California. Estimated completion will be in December 2021. The Next Generation Jammer Mid-Band (NGJ-MB) will enter Low Rate Initial Production (LRIP) after obtaining Milestone C approval on June 28. The NGJ-MB will replace the ALQ-99 Tactical Jamming System on the EA-18G, it has flown for more than 145 hours. The US Navy is working with the Royal Australian Air Force to develop the NGJ-MB. Middle East & Africa Earlier this year, it was reported that the Sri Lankan Air Force was in talks with Israel to overhaul five Kfir fighters. Now Israel Aerospace Industries (IAI) has confirmed that a deal worth $50 million was signed recently with Sri Lanka. The Israeli defense company says the Kfirs will be getting new advanced radars, sensors, communication systems, and new helmets to bring them to advanced 4+ generation. The upgrade process will also include transfer of knowledge and skills for refurbishment to Sri Lankan Air Force personnel. Europe The Swiss Federal Council announced that it is set to propose that Parliament approve the procurement of 36 F-35A fighter aircraft from US manufacturer Lockheed Martin and five Patriot fire units from US manufacturer Raytheon together worth 8 billion CHF ($ 8.64 billon). The Federal Council based its decision on a comprehensive technical evaluation of four new fighter aircraft candidates (Eurofighter by Airbus, Germany; F/A-18 Super Hornet by Boeing, USA; F-35A by Lockheed Martin, USA; Rafale by Dassault, France) and two candidates for a longer-range GBAD system (SAMP/T by Eurosam, France; Patriot by Raytheon, USA), a council statement said. The Dutch government has entered into a contract to sell 12 F-16 jets belonging to the Royal Netherlands Air Force (RNAF) to a private US company, Draken International as it makes way for F-35 aircraft which it is gradually inducting. Draken International offers contracted air support to air forces around the world during exercises. The company earlier bought F-16 Fighting Falcons which were retired from the Israeli Air Force. Asia-Pacific The Republic of China (RoC) Coast Guard received the second of a planned fleet of 12 Anping Class missile-capable patrol boats on June 25. Named Cheng Kung, the vessel was handed over in a ceremony held at the facilities of the Jong Shyn Shipbuilding Group in the southern port city of Kaohsiung, according to a statement by Taiwan’s Coast Guard Administration. The last few Thursdays we've pushed back rather hard on the Chief of Naval Operations, Admiral Gilday, USN. To be frank, he's earned it not just from me, but from Congressmen, Senators and commentators all over. If you recall, we tried to warn him back in February that his addition of the book "How to be Anti-Racist" by the highly problematic Ibram X. Kendi was a mistake. In the end, his defense of his choice and the excuses he gave - and those of the Chairman of the Joint Chiefs of Staff, General Milley, USA - have been hollow mostly because their is nothing on the list that promotes the "critical thinking" they say they want, or attempts to get a full view of the challenge. Instead, there is just one partisan and sectarian side of the argument provided and defended. That is the essence of advocacy, not inquiry. That is not shocking when one considers the diversity industries taxpayer funded permanent nomenklatura they injected in to staff and advisory positions. Senior leaders foolishly take their advice, mostly out of fear. The USN and US military senior leadership has, rightfully, been seen as taking sides - and in so doing, taking a side that assumes the worst of them, their service, and the nation we all serve. If they were really interested in an objective discussion - and an argument could be made this is highly counter productive exercise regardless of how they do it reading list wise - then their would need to be balance. What could have been done to provide at least an attempt of neutrality? Another world view. Better yet - and Kendi is mostly emotion driven - a view based on fact and scholarship. If Kendi must be on the list, then he should be balanced with the like of Charles Murray. The book, his latest, Facing Reality: Two Truths about Race in America. This book is presently the #1 Best Seller in Discrimination & Racism What is the book about? The charges of white privilege and systemic racism that are tearing the country apart float free of reality. Two known facts, long since documented beyond reasonable doubt, need to be brought into the open and incorporated into the way we think about public policy: American whites, blacks, Hispanics, and Asians have different violent crime rates and different means and distributions of cognitive ability. The allegations of racism in policing, college admissions, segregation in housing, and hiring and promotions in the workplace ignore the ways in which the problems that prompt the allegations of systemic racism are driven by these two realities. What good can come of bringing them into the open? America’s most precious ideal is what used to be known as the American Creed: People are not to be judged by where they came from, what social class they come from, or by race, color, or creed. They must be judged as individuals. The prevailing Progressive ideology repudiates that ideal, demanding instead that the state should judge people by their race, social origins, religion, sex, and sexual orientation. We on the center left and center right who are the American Creed’s natural defenders have painted ourselves into a corner. We have been unwilling to say openly that different groups have significant group differences. Since we have not been willing to say that, we have been left defenseless against the claims that racism is to blame. What else could it be? We have been afraid to answer. We must. DID - Lockheed Martin Tapped For MH-60R Production | Rheinmetall To Upgrade German Puma IFV | Ajax Trials Halted Again
Americas Lockheed Martin won a $129 million contract modification, which increases the scope for the production and delivery of three MH-60R aircraft as replacement-in-kind for the Navy. MH-60R Seahawk is a multi-mission helicopter manufactured by Sikorsky Aircraft. The rotorcraft replaces the SH-60B and SH-60F helicopters in the US Navy’s fleet and combines the capabilities of these aircraft. Work will take place in New York, Connecticut and Alabama. Estimated completion date is in May 2025. Honeywell International won a $10 million delivery order for V-22 spare parts. The deal was a sole-source acquisition using justification 10 US. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. The V-22 Osprey is a joint-service, medium-lift, multimission tilt-rotor aircraft developed by Boeing and Bell Helicopters. Work will take place in Arizona. Estimated completion date is December 31, 2021. Middle East & Africa Textron Aviation Defense won a $7.6 million deal for support and sustainment of the Iraq Peace Dragon Program. Operation Peace Dragon is a US Air Force program in support of the IqAF for Iraqi border patrol utilizing King Air 350 ER intelligence, surveillance and reconnaissance aircraft. The contract provides support of the field service representatives, program management, core/field engineering and repair-and-return. Work will take place in Kansas and Iraq. Estimated completion date is September 30, 2021. Europe German Bundeswehr signed an agreement with Rheinmetall to upgrade the first lot of their Puma infantry fighting vehicles, bringing them up to a uniform enhanced design status. The deal worth over half a billion euros was issued through the joint venture company PSM GmbH. PSM GmbH is co-owned by Rheinmetall and Krauss-Maffei Wegmann, each of which holds a 50 percent share in the company. Trials of the British Army’s new Ajax armoured vehicles have been halted for a second time after concerns were again raised over noise. New light tanks that have so far cost the army £3.2 billion have been withdrawn for a second time after more troops reported suffering hearing loss during trials. Earlier in the month we reported that trials of Ajax armoured vehicles were halted at the end of last year to March this year due to excessive vibration and noise, leaving crews suffering from nausea, swollen joints and tinnitus. Asia-Pacific British military bridge manufacturer WFEL will supply a number of its Dry Support Bridges to the Philippine Army under the Horizon 2 phase of the revised AFP Modernization Programme. The DSB systems can be deployed in around 90 minutes to provide temporary infrastructure and will be supplied with pedestrian walkways, for use in disaster relief operational situations, as well as other military scenarios. Americas Boeing won a $128.8 million contract for the F-15 Mission Training Center (MTC) simulation services to support the Air Combat Command, Pacific Air Forces and Air Force in Europe locations. The contractor will provide all personnel, equipment, supplies, transportation, tools, materials, supervision and other items to perform all MTC services. These services will provide simulation capability to train F-15 pilots and system operators in high-fidelity training devices. Work will take place in Missouri, Japan, Idaho, Nevada, the UK and North Carolina. Estimated completion will be in December 31, 2021. The US Air Force’s multi-intelligence reconfigurable pod – AgilePod – recently demonstrated Precision, Navigation and Timing (PNT) concept of operations during six Phase I flights in Colorado. Three PNT technologies, the Vision Navigation (VisNav), Signals of Opportunity (SoOP) and magnetic anomaly navigation (MAGNAV), were demonstrated. The Vision Navigation (VisNav) and Signals of Opportunity (SoOP) technology were fused into a single system and the experiments proved that the idea can work in a wide range of aircraft and environmental conditions. Middle East & Africa Three Royal Air Force C-130J Hercules aircraft supported the British Army’s 16 Air Assault Brigade on exercise in the Middle East. The sortie included dispatching between 70 and 80 paratroopers from two separate Hercules aircraft. A third C-130J dispatched a Container Delivery System. Europe General Atomics won a $79.4 million deal for the France MQ-9 Block 5 aircraft procurement program. The MQ-9 Reaper is the primary offensive strike unmanned aerial vehicle for the US Air Force. The Reaper is part of a remotely piloted aircraft system. Work will take place in California. Estimated completion date is March 29, 2024. A detachment of German Air Force Eurofighter fighters were in Romania to undertake combined Quick Reaction Alert training alongside the British Typhoon fast jets already deployed there, according to the RAF. This was the third time since 2020 that both air forces have joined forces on active deployments as part of the bi-lateral Eurofighter Interoperability Enhancement programme. Asia-Pacific South Korea’s defense project promotion committee headed by defense minister Suh Wook approved a $2.6 billion project to develop its own interceptor system similar to Israel’s Iron Dome. Work on the project is expected to begin next year. Last year, the defense ministry pledged to build such an air defense system as a longer-term plan. The Iron Dome is designed to detect, identify and destroy incoming threats, such as short-range missiles, artillery shells and unmanned aerial vehicles. Why are Naval Academy football players dying? In the last seven years, three Midshipmen who played at least two years of football at the US Naval Academy and the Naval Academy Prep School have died of natural causes. 2014: Will McKamey, 19, 5-9, 170-pounds: died after collapsing and falling in to a coma during practice. History of brain injury. 2020: David Forney, 22, 6'3" 305 pounds: died of cardiac arrest in his room. 2021: Michael Myles James, 22, 5'11" 230 pounds (2018): unspecified natural causes in his sleep. Recruited to play football, went to NAPS, played freshman year. I have kids the same age as these MIDN, that is what first caught my attention. I cannot imagine getting that phone call, or walking it to that room ... it is a living nightmare I would not want to see happen to anyone. In life, death can happen to anyone and no activity is safe. Football is known to be more dangerous than most sports, and at each level the players and the hits get larger and harder. Still, in a college as small as USNA and with people so young, those numbers seemed unusually large. That got me to start pulling a string. The Capital Gazette has some interesting numbers we should look at: This is the 14th midshipman death in eight years, and the second in a year’s time at the academy, according to previous Capital reporting. Midshipman 1st Class John Johnson died in December while on leave. Johnson is the first midshipman to receive his posthumous degree under a new policy that allows midshipmen who have met the academic requirements for their degrees and are approved by the academic board. Midshipman 1st Class David Forney and Midshipman 3rd Class Duke Carrillo died in February 2020. Forney, of Walkersville, Maryland, was found unresponsive in his dormitory room Feb. 20. Carrillo, 21, collapsed while taking a physical readiness test Feb. 8 and was later pronounced dead at Anne Arundel Medical Center. The midshipman will be the fourth off-duty/recreational death in 2021 for the United States Navy, according to the Naval Safety Center statistics. Nine members of the Navy, including Johnson, died while off-duty in 2020. This is an incomplete dataset that could be improved, but there is more than enough here to start asking some questions. For instance; - While in the eight-year period there were 14 deaths, it is difficult to break out how many were from accidents. Ideally they should be pulled out of the dataset. If they were, the numbers would be even worse. If I could get a list - I asked a few USNA alumni if there was a memorial page or such that listed MIDN who died while at Annapolis but it appears there isn't - I could pull the name/names off year 8 so as to be the same period of time of 7 years of the football player deaths. That would make the football player percentage even larger as well. We'll stick with what we have and run with it anyway. - While MIDN James was not on the team this year, he went to NAPS where he played and he played his 4th Class year. Two of his four years he was playing. He counts. That gets us to the numbers: - Plus or minus a hundred or so, there are ~4,576 MIDN at Annapolis. - The last USNA football roster has 104 players. That means 2.3% of the MIDN population is on the football team. If you include people who were once on the team but are not on the roster, a bit more, but not that many more. - In this eight-year time span football players represented 3/14 deaths. That is 21.4% of the deaths. That number should concern everyone. That should give pause. That brings up all sorts of questions: - In other colleges across the nation, is there a difference between the death rate of football players relative to the rest of the student population? More or less, especially for natural causes? - If we looked not just as this 8-yr time period at USNA, but further, 15, 20, 25 years, do these numbers hold, or is this simply a "rough spot" in time? Americas Members of the 101st Combat Aviation Brigade got a look at development of the SB-1 Defiant vertical lift helicopter, the Army said. The active duty and National Guard soldiers of the brigade, headquartered at Fort Campbell, visited the Sikorsky Development Flight Center in West Palm Beach, Florida., to learn about the design of the medium-lift helicopter destined to replace the UH-60 Black Hawk, which first saw service in 1974. Northrop Grumman will install an upgraded Large Aircraft Infrared Countermeasure (LAIRCM) system that includes the new Common Infrared Countermeasure (CIRCM) on aircraft and helicopters under a $146 million order from the US Air Force. The award is part of an existing contract to Northrop Grumman for LAIRCM upgrades, modifications and installations on a wide range of aircraft, including the C-17, C-5, C-130J, P-8, CH-53K, KC-46 and platforms operated by international customers. Middle East & Africa Turkish automotive manufacturer, BMC has received a contract to export 41 Kirpi (Hedgehog) mine-resistant ambush-protected vehicles and five Kirpi 4×4 ambulances to Tunisia. Shipments of the vehicles will be made in batches in the coming months. With this deal, the number of vehicles that BMC has recently put into use in Tunisia will reach 92. Tunisia will become the country with the largest Kirpi fleet after Turkey, Anadolu agency reported. Europe ARTEC GmbH, on behalf of its parent companies Krauss-Maffei Wegmann (KMW) and Rheinmetall, officially handed over the last of the Boxer armoured transport vehicles (GTK) ordered to date by the Bundeswehr to representatives of the Federal procurement agency (BAAINBw) and the Ministry of Defense. The contract CCG 2nd batch, which was concluded in December 20015, comprised 131 GTK Boxers and was worth EUR 478 million. All the experience gained with modifications from the successful Afghanistan mission have been incorporated into this A2 version. Asia-Pacific A long-range standoff missilebeing developed by Japan could be an option to replace the AGM-158C LRASM that Tokyo had wanted to mount on the F-15. Spiraling costs of the F-15JSI program has forced Japan to consider other options to have an anti-ship missile with standoff range. Northrop Grumman announced the first flight of Japan’s second RQ-4B Global Hawk high-altitude, remotely-piloted, surveillance aircraft. Global Hawk is the only high-altitude, long-endurance unmanned air vehicle (UAV) to deliver near real-time on demand data around the clock. Once fielded, Global Hawk will integrate with other Japanese intelligence assets, including ground-based command and control units. DID - CH-53K Lot 5 Deal For 9 Aircraft Awarded | Kenyan Mi-171E Crashed | DoS Approved $2.9B FMS To Philippines
Americas Sikorsky won a $735.9 million modification, which increases the scope for nine Lot Five low rate initial production CH-53K heavy-lift aircraft and associated aircraft, programmatic and logistical support. The Lot 5 contract contains an option for Lot 6 award for another nine helicopters. While each helicopter cost $97.6 million under the Lot 5 contract, the price will decrease to $94.7 under Lot 6. Work will take place in Connecticut, Kansas, Utah, Missouri, West Virginia, Washington, Canada, the UK, Wisconsin and Florida. Estimated completion date will be in December 2024. A Canadian board of inquiry has released its report into the crash of a CH-148 off Greece in April 2020. Six onboard the helicopter died. The pilot was performing a turning maneuver called “return to target” when the helicopter’s autopilot took control of the aircraft at the end of the turn. The pilot realized too late that the autopilot was flying the aircraft into the sea and pulled back the cyclic. He had overridden the autopilot for an extended period of time while executing the maneuver. The board of inquiry found that the autopilot software accumulates commands when it is not turn off. This could reduce pilot’s control of the helicopter in special cases. During the certification of the CH-148, this scenario whereby the autopilot was overridden for extended time was not tested. Middle East & Africa A Kenya Air Force Mi-171E helicopter has crashed twenty minutes after it took off from Moi airbase at 8.10 am local time on June 24. A number of people onboard did not survive. Europe Two MiG-31Ks, which can carry the Kh-47M2 Kinzhal hypersonic ballistic missile, have been deployed to Syria. The deployment was made possible due to the availability of a second runway at Khmeimim airbase. Asia-Pacific The State Department has approved the potential sale of F-16 jets, AGM-84 Harpoon missiles, and AIM-9X Sidewinder missiles, along with other equipment, to the Philippines, the Defense Security Cooperation Agency announced June 24. All told, the sales would total up to nearly $2.9 billion, with the majority of those funds going to the sale of a dozen F-16 aircraft and accompanying weaponry and equipment. Two of the jets will be two-seat F-16Ds, and 10 will be F-16Cs. However, one day after the DoS. cleared the sale of 12 F-16s to Philippines, the country’s Defense Secretary Delfin Lorenzana says the price of the foreign military sales package is too high. Lorenzana told media that the Philippine Air Force (PAF) “is evaluating others.” He had previously said the two options are under consideration, the F-16 and the Saab JAS29. India’s Defense Research and Development Organisation (DRDO) successfully test fired extended range version of indigenously developed Pinaka rocket from a Multi-Barrel Rocket Launcher (MBRL). The tests were conducted on 24-25 June 2021 at Integrated Test Range (ITR), Chandipur off the coast of Odisha in Eastern India, a Ministry of Defence release said. Twenty-five Enhanced Pinaka Rockets were launched in quick succession against targets at different ranges. All the mission objectives were met during the launches. DID - Canada’s CH-148 Cyclones: 4th Time Lucky?
CH-148 Cyclone (click to view full) Canada’s Maritime Helicopter Replacement Program has been a textbook military procurement program over its long history. Unfortunately, it has been a textbook example of what not to do. While Canada’s 50-year old Sea King fleet aged and deteriorated to potentially dangerous levels, political pettiness and lack of concern turned a straightforward off-the-shelf buy into a 25+ year long odyssey of cancellations, lawsuits, rebids, and more. Eventually, the Canadian military settled on Sikorsky’s H-92 Superhawk as the basis of its new CH-148 Cyclone Maritime Helicopter, which will serve from the decks of Canada’s naval ships and bases. The civilian S-92 has gone on to some commercial success. To date, however, Canada has been the H-92’s only military customer – with all of the associated systems integration and naval conversion burdens that one would expect. After a long series of badly missed milestones and delivery delays, there are also deeper questions being raised concerning both the machines’ fitness, and DND’s conduct of the program as a whole. This article covers the rationale for, history of, and developments within Canada’s Maritime Helicopter Program. CH-148 MHP: Systems & Program CH-149: Rescue me! (click to view full) The 5-bladed EH101 had been the New Shipboard Aircraft Program’s initial winner in July 1992, and serves in a naval and anti-submarine helicopter role with the British and Italian navies. A civilian version currently serves Canada in a search-and-rescue role as the CH-149 Cormorant, but they were bought long after the naval helicopter contract was canceled for political reasons. Reliability and readiness issues with the Canadian CH-149s have added further strains to Canada’s relationship with AgustaWestland. Canada chose a different naval helicopter platform when they restarted the Maritime Helicopter Replacement Program, but the ride has been rough and the delays have been long. Many of those delays arose because a project touted as an off-the-shelf buy became nothing less than the development of a new helicopter platform for the global military market, with specifications that no existing off-the-shelf machine could meet. The MH-92/ CH-148 Naval Helicopter CH-148: DND rendering (click to view full) The H-92 Superhawk platform Canada chose for its “CH-148 Cyclone” maritime helicopters is a larger derivative of the ubiquitous H-60 family that comprise most of the US Navy’s current fleet. it makes heavier use of rust-proof composite materials, and also sports uprated engines, a rear ramp, and other features that place it in a similar class to Europe’s delayed NH90 NFH model, whose schedule has also slipped until it is also expected to become fully operational around 2013. Initial Cyclone specifications called for GE’s 3,000 hp class CT7-8C engines, but helicopter weight growth will force another engine upgrade before the final design is ready. Standard self-sealing fuel tanks can carry up to 3,030 kg of fuel, and an in-flight refuelling probe allows in-air refueling for extended range flights. The 17 cubic meter cabin is fitted with a cargo handling system with a centerline 1,814 kg/ 4,000 pound capacity cargo winch, floor rollers, and cargo tie-down points. A 6 foot-wide aft ramp allows easy and fast loading and unloading of cargo and troops. A 272 kg/ 600 pound capacity hydraulic rescue hoist can reportedly be added to the helicopter if necessary. A Telephonics APS-143B radar, a HELRAS active dipping sonar system supplemented with launched sonobuoys, and a Star SAFIRE-III day/night surveillance turret, offer a good mid-level sensor set by the standards of new western naval helicopters. Mk.46 loading, CH-124 (click to view full) Armament has not been discussed. Other naval helicopters generally hold 2-4 mounting points for some combination of lightweight torpedoes, depth charges, and light anti-ship missiles. Some, such as the Cyclone’s smaller MH-60 cousins, can also mount machine guns, rockets, or short-range anti-armor missiles on their wing stubs. Canada’s history suggests that a minimalist approach is likely, involving only Canada’s Mk46 torpedoes. On the other hand, enough re-use of existing MH-60 family systems could leave the Cyclones fitted “for, but not with” a wider variety of weapons. Sikorsky is known to be eyeing potential exports, and would benefit from having a wide range of available weapon options. Survivability will be handled using the helicopter’s AN/ALQ-210 radar warning and locator system, linked to the AN/ALQ-144Av5 countermeasures suite. The nature of their missions, however, means that these helicopters’ most dangerous enemy is likely to be… nature. This is also true for their crews. If the worst should come to pass, Canada’s frigid waters challenge sailors to survive long enough to be rescued. To address that, the CH-148 includes emergency flotation systems under the cockpit and in the tailboom; they’re deployed automatically, and are expected to work up to Sea State 5 conditions. If they fail, or aren’t practical, a 15-man life raft is installed in each side wheel sponson. A number of CH-148s won’t be fielded to this standard, at least initially. Program delays eventually pushed Canada’s DND to accept “interim” helicopters that could be used for some training, but weren’t ready for service. Overall, the CH-148 interim helicopters will be deficient in 4 areas: 1. Mission system software which controls all weapons and sensors won’t be ready. 2. Messaging functionality/ tactical data exchange capability (automated data-link exchanges of tactical data between designated units, including the ships and aircraft) won’t be fully installed. 3. Mission flight endurance will be 21 minutes less than the contracted requirements. 4. The ability to operate on a single engine, even at high temperatures that cost helicopters their lift. The first 2 issues will be solved with software and electronics upgrades. The latter 2 issues are expected to be solved by uprated turboshaft engines. All of these upgrades will, of course, require extensive testing of their own. The CH-148 Program CH-148: Developmental (click to view full) In 2000, Canadian program costs for 28 maritime helicopters were estimated at C$ 2.8 billion. That escalated to C$ 3.1 billion in 2003. By 2010, the program had hit C$ 6.2 billion, including purchase costs, 20 years of in-service support, training, and extra spending in order to keep the CH-124 Sea King fleet operational during project delays. Those delays have also been substantial. Initial CH-148 delivery was originally scheduled for November 2008, but that was pushed back twice, and the new December 2010 milestone would be for “interim” helicopters that were missing key capabilities. Those standards were relaxed even further to eliminate night or over-water flights, but Sikorsky still missed the delivery date. In the wake of a very vague announcement about contract renegotiation and further program delays, observers began questioning whether the program’s initial dates were ever realistic, and whether even the revised dates could be depended upon. As of September 2013, the program hasn’t even had a single interim helicopter accepted. It has missed every milestone so far, and shows no signs of changing that record. The timeline below captures most of the program’s shifting dates and promises, along with its progress to date: Meanwhile, the H-92 seems likely to become the base helicopter for the USA’s new Presidential helicopter fleet, but hasn’t been able to secure other military sales. If Canada collapses as a customer, the USA’s VXX program could still go ahead, because the civil S-92 is already the base machine for several heads of state. Its military future beyond that would become very tenuous, however, and the S-92 would likely join the S-76 as proposed military machines that became reasonably successful civil-only platforms. Plan B: Other Options Dutch NH-90 NFH (click to view full) In September 2013, Canada’s government confirmed that they were seriously considering other helicopters for their naval needs, in conjunction with cancellation of the CH-148 contract. By January 2014, they decided to renegotiate the CH-148 contract one more time. While sunk costs should be discounted, all alternatives to the H-92/CH-148 would have involved some type of cancellation fee, even if Canada terminates for breach of contract. Beyond that, each model had its own strengths and drawbacks. AW101. AgustaWestland’s AW101 naval serves in a full anti-submarine role with Britain and Italy. The British are upgrading their fleet to a stable Merlin Mk2 configuration, and the helicopter is more advanced and proven than it was when the S-92 beat the AW101 in 2004. The flip side is that Canada’s AW101/ CH-149 search and rescue machines have had consistent issues with reliability and demand for spare parts, and Britain’s figures indicate that the problem isn’t limited to Canada. The Mk.2 hopes to improve that situation, but there isn’t enough operational data yet to know how much improvement has actually been delivered. AW101s would also require an associated weapons buy, or a sub-project to integrate the helicopter with American weapons in Canada’s stocks. AW159 Lynx Wildcat. If Canada is willing to consider a significantly smaller helicopter, the new AW159 variant of the globally popular Lynx family offers them more versatility for shipboard deployment, without major structural upgrades. The new AW159s are very capable anti-submarine helicopters, but won’t have the same utility helicopter versatility as Sea Kings, S-92s, or other large counterparts. They also wouldn’t have space for Canada’s extra TACCO (tactical control officer) in back to monitor the sensors and make tactical decisions. Their purchase cost would be lower, but like the AW101, they’d require added weapons integration or purchases, as well as an investigation of flotation options. EC725 Super Cougar. Eurocopter’s machine lacks a folding tail boom for storage aboard navy ships, and would need to integrate naval equipment (radar, dipping sonar, sonobuoys, weapons). Canada has been there and done that with the S-92, and they’re deeply unlikely to do it again. MH-60R & ALFS, Bermuda (click to view full) MH-60R Seahawk. Sikorsky’s smaller but proven MH-60R has been in service with the US Navy for several years, and Australia won’t be its last export customer. It offers great interoperability, compatibility with Canada’s existing weapons is assured, and deliveries would take place quickly from a full-rate production line. MH-60Rs could be an option if Canada decides to negotiate them as part of a broader settlement with Sikorsky. Its problem is that it won’t qualify unless Canada scraps the flotation requirements, which exist because Canadian crews have to fly over a lot of lethally cold water. Canada also wouldn’t have space to include their extra TACCO (tactical control officer) in back, to monitor the sensors and make tactical decisions. NH90 NFH. The European NHI consortium’s helicopter has an strong installed base within NATO, and offers Canada the advantage of ongoing modernization investments from multiple partner countries. The NH90 NFH variant was very developmental in 2004, but as of 2013, the naval version is finally being delivered in its operational configuration. NHI is publicly unclear re: integrated weapons options, and so Canada would need to investigate that. The NH90’s problem has been late, late delivery, and the company remains backlogged. Given cutbacks in orders from their core customers, they’d certainly welcome the business. The questions are: Can NHI deliver? And how much stock can Canada place in a helicopter that doesn’t have much operational history in its operational configuration? CH-148 Industrial Partnerships The basic S-92 helicopter is assembled in Stratford, CT, but key parts are made elsewhere. It is used in industries like offshore oil & gas, and has carved out a niche as a government VIP helicopter. Industrial partners for the S-92 civil helicopter and CH-148 maritime patrol helicopter include: CH-148 MHP: Contracts & Key Events 2016-2021 At Paris 2011 June 28/21: Return To Target Crash A Canadian board of inquiry has released its report into the crash of a CH-148 off Greece in April 2020. Six onboard the helicopter died. The pilot was performing a turning maneuver called “return to target” when the helicopter’s autopilot took control of the aircraft at the end of the turn. The pilot realized too late that the autopilot was flying the aircraft into the sea and pulled back the cyclic. He had overridden the autopilot for an extended period of time while executing the maneuver. The board of inquiry found that the autopilot software accumulates commands when it is not turn off. This could reduce pilot’s control of the helicopter in special cases. During the certification of the CH-148, this scenario whereby the autopilot was overridden for extended time was not tested. June 6/18: Cormorant modernization The Canadian government has reaffirmed its intention to proceed with Leonardo Helicopters-led modernization of its AW101 Cormorant search and rescue rotorcraft, and to potentially increase its fleet size from 14 to 21 examples. Canada and Leonardo are currently during the final finalization stages of outlining the requirements for the CH-149 Cormorant Mid-Life Upgrade program, including fleet augmentation, simulation and training. The Cormorant is a medium-lift helicopter used in both military and civil applications. It is based on AugustaWestland’s AW-101. The potential deal provides for new avionics equipment, electro-optical and infrared sensors, as well as the integration of Leonardo’s Osprey active electronically scanned array radar. Canada has operated the AW101 as its primary rotary-wing search and rescue capability since 2002. Canada aims to extending the lifetime of its CH-149 fleet to 2040 and beyond. May 23/18: New Deal? The Royal Canadian Air Force is looking to modernize its fleet of search and rescue helicopters. Canada’s Air Force currently has 14 Cormorant helicopters in its inventory and recently started to introduce Cyclone maritime helicopters into its service. The Cormorant, a variant of the EH-101, is built by the Italian defense contractor Leonardo. The Cyclone is the military variant of Sikorsky’s S-92. Canada has had a very rocky procurement history regarding its SAR helicopter fleet. It has been a textbook example of what not to do. While Canada’s 50-year old Sea King fleet aged and deteriorated to potentially dangerous levels, political pettiness and lack of concern turned a straightforward off-the-shelf buy into a 25+ year-long odyssey of cancellations, lawsuits, rebids, and more. The Air Force is now working on a project to modernize its search and rescue fleet, but it has yet to decide whether to buy new aircraft or upgrade the Cormorants. Depending on its decision, the cost of the project would range from $391 million to $1.2 billion. March 9/18: Rectified issues An issue with the Block I versions of Canada’s new CH-148 Cyclone naval helicopters has resulted in them unable to land on warships with its sonar attached safely. Information provided by the Royal Canadian Air Force said the service determined that the Cyclone’s sonar might strike the ship mounted assisted recovery system on a warship during high sea state condition as it cannot be fully retracted into the fuselage after deployment. The issue has already been resolved for the Block IIs already delivered and the affected Bock Is have already been sent back to manufacturer Sikorsky for modifications. November 7/16: A Canadian CH-148 Cyclone has conducted its first anti-submarine warfare testing with the HMCS Windsor off the coast of Nova Scotia. The Sikorsky-made naval helicopter was tested as part of its Operational Test and Evaluation (OT&E) carried out by the Helicopter Test and Evaluation Facility (HOTEF). Crews onboard the CH-148 employed Expendable Mobile ASW Training Targets (EMATTs) to simulate submarine movements and noise patterns, which allowed HOTEF crews to further develop those tactical procedures that will be used by operational crews following CH148 Release to Service. 2014 June 23/14: Concessions. What trade-offs did Canada’s government make, in order to get a CH-148 helicopter that could be built and accepted? CBC News reports that they traded away: The ability to secure the helicopter’s ramp in various positions during flight. Crew comfort systems that could handle extreme temperature operations, as in Afghanistan or Libya. Unobstructed hand and foot holds for technicians to conduct maintenance. The ability to self start in very cold weather. Cockpit ergonomics factors. A system to automatically deploy personnel life rafts in emergency situations. That last concession could be an issue in Canada’s lethally cold oceans, but the biggest concession is that the Canadian military will default to FAA civilian standards under “FAR Part 29,” instead of insisting on on 30-minute “run dry” capability if the main gearbox loses all of its oil. That’s exactly what happened in the S-92 crash off of Newfoundland (q.v. March 11/09), causing Canada’s Transportation Safety Board to recommend that the FAA do away with FAR Part 29’s “extremely remote” loophole. Sikorsky parent firm United Technologies: “United Technologies Corp. (NYSE: UTX) today announced Sikorsky Aircraft Corp.’s signing of a contract amendment with the Government of Canada on the Canadian Maritime Helicopter Program, pursuant to the previously disclosed Principles of Agreement [q.v. April 15/14]. The amended contract enables Canada’s Department of National Defense to take delivery of operationally relevant CH148 Cyclone helicopters and facilitates retirement of the Sea King fleet starting in 2015. As a result of the amended agreement, Sikorsky will record sales of approximately $850 million and a charge of $440 million in the second quarter of 2014 reflecting the cumulative effect of progress to date toward completion of the program, as modified [see also $157 million charge taken Jan 23/13].” It has been a good quarter for the S-92, as Sikorsky received an $1.245 billion contract on May 7/14 to develop the S-92 into the next US Presidential helicopter. April 15/14: Agreement #4. Canada and Sikorsky have reportedly reached an agreement regarding the CH-148 program, but it isn’t public yet. Anonymous sources are telling CP that Canada won’t pay more money, will accept up to 8 interim capability helicopters, and will pay only for “the delivery of capable aircraft.” The catch is that Canada had to be realistic about what that meant, and distinguish between capabilities they needed to have, vs. capabilities they wanted to have. It’s amazing that this hadn’t been done during previous contract amendments, but there you have it. CP adds: “Documents obtained under the Access to Information Act show that in addition to a report by consultants, officials also conducted an independent analysis of the financial implications of the existing program on the country’s defence industry. [Competitors] were also asked what they might be able to provide…. Internal documents showed last January that more than $1.7 billion has already been spent in preparing to receive the troubled choppers.” Sources: The Canadian Press, “Ottawa and Sikorsky agree on new terms for Cyclone choppers: sources”. 3rd contract amendment April 14/14: FAA on S-92. The FAA issues a warning that may have some bearing on the CH-148 program: “The FAA has issued a Special Airworthiness Information Bulletin… [re:] the possibility of salt encrustation and engine performance degradation while operating the Sikorsky Aircraft Corp. S-92A in a heavy salt spray environment. At this time, the airworthiness concern is not an unsafe condition…. For operations that take place in a heavy salt spray environment, the pilot should monitor turbine gas temperature (TGT) relative to engine torque. Any abrupt rise in TGT might indicate salt encrustation and possible engine power degradation or imminent compressor stall. If a rise in TGT is observed while maintaining constant engine torque, the pilot should give priority to exiting the heavy salt spray environment. Canada will negotiate a 4th contract with Sikorsky to deliver the CH-148: “Today, the Government of Canada and Sikorsky Aircraft Corporation announced that a Principles of Agreement (POA), which will form the basis of formal contract negotiations…. Canada will see delivery of helicopters with operational capability sufficient to begin retirement of Sea Kings in 2015, and a program to enhance those capabilities culminating in a fully capable CH 148 Cyclone Maritime Helicopter in 2018…. Sikorsky has committed to deliver the needed helicopter capability at no additional cost to Canada… the Government of Canada will only issue further payment to Sikorsky upon capability delivery…. Sikorsky has agreed to pay Canada $88.6 million in liquidated damages for non-delivery.” Shifting risk to Sikorsky makes for an attractive offer, under circumstances where other options would either have great difficulty delivering anything earlier, or create significant integration problems on their own. The question was whether the CH-148’s remaining problems could be solved, without jettisoning important operational and safety features. Hitachi seems to think so (q.v. Sept 4/13), but that has yet to be proven. Initial training and testing will continue in Shearwater, and Hitachi Consulting will retain some role in the project. Keep fixing ’em… (click to view full) Dec 13/13: The Canadian Press reports that Canada is back in talks with Sikorsky to salvage the CH-148 program, which remains their primary option: “[UTC CEO] Louis Chenevert… told analysts in a conference call on Thursday that the company is having “productive discussions with the Canadian government” on the Cyclone program and that the talks are in the “advanced stages.” Public Works Minister Diane Finley conceded the government “is in discussions” with Sikorsky to see if they can put together a plan to go forward.” Oct 4/13: Other Options. The Canadian Press reports that the the Canadian government is actively putting together a “Plan B” for the maritime helicopter program. “The attempt to chart a new course for the long-delayed Sea King replacement program took place in Ottawa on Thursday at an unusual meeting that involved not only government officials and executives of AgustaWestland and NH Industries, but also Cyclone manufacturer Sikorsky.” Helicopters of interest reportedly involve the AW101 Merlin, NH90 NFH, and MH-60R Seahawk. The Official Opposition’s defence critic Jack Harris [NDP, St. John’s East] formally asks Conservative Party Defence Minister Rob Nicholson to confirm that (a) the MHP still has a requirement to run for 30 minutes with no lubrication; and (b) that the CH-148 either has this capability, or will have it when Sikorsky delivers its helicopters. Harris specifically references an S-92’s fatal 2009 crash off of Newfoundland (q.v. March 11/09), which was blamed in part on the helicopter’s failure to run after a mechanical failure drained its oil. The government, and Sikorsky, both refuse to answer his questions. CBC News, “Sea King helicopter replacement standard questioned by NDP”. Oct 17/13: Small is complicated. While DND is supposedly considering smaller machines like the MH-60R or AW159 as CH-148 alternatives, Canada would either have to change the way it uses helicopters, or place a difficult upgrade aboard its ships. The biggest problem is Canada’s habit of using a TACCO (tactical control officer) in back to monitor the sensors and make tactical decisions, up to and including firing weapons. The MH-60R and AW159 wouldn’t have space for one. Canada could then do 1 of 2 things. It could rely on modern electronics to eliminate the TACCO, and let the pilot team handle that. Or, it could try to retrofit a TACCO space and equipment into the operations rooms of its current and future ships. Sources: CBC, “Smaller Sea King replacements would mean big changes to navy”. Sept 12/13: Tech issues. The CBC reports that current CH-148’s engines and cockpit are at risk because of certified “E-3” vulnerabilities to powerful electromagnetic waves (q.v. July 2013). Their source is “defence sources with intimate knowledge of the troubled program”, and E-3 fixes could be a real problem: “The aircraft was not designed from the ground up with this kind of shielding in mind,” said the source. “Military aircraft, the skin of military aircraft, are sometimes embedded with a fine copper screen or mesh to prevent the intrusion of electromagnetic interference.” One solution could involve retroactively installing screens around sensitive electronics, but that could add as much as 136 kilograms to the weight of the helicopter. That worries engineers who have long been concerned whether the Cyclone’s engine is powerful enough to comfortably lift its existing weight.” The article also claims that the CH-148’s flight limitations over water stem from “separate, unresolved concerns about the flotation system”. June 2013 statements by Public Works Minister Rona Ambrose seemed to hint that Canada was looking for a way out of the contract. That’s no longer just a hint. Public Works spokesperson Amber Irwin says that the report from Hitachi Consulting “is not yet finalized,” but she does confirm that: “We are conducting an analysis of price and availability of other aircrafts manufactured by other vendors….” …sources inside National Defence said the effort is “quite serious” and more than just a warning to Sikorsky…” Canada has reportedly sent a team to Britain to look at their AW101 Merlin naval helicopter, which is a militarized counterpart to the CH-149 search and rescue helicopters that Canada already operates. It was also the naval helicopter that Canada originally ordered in the 1980s, at the beginning of this whole sorry saga. An AgustaWestland spokesperson says that they’ve conducted an internal analysis, and believe the AW101 is “more compliant today than we were at the time of bidding.” Other potential options, including Sikorsky’s smaller MH-60R Seahawk, Europe’s NH90 NFH, and AgustaWestland’s AW159 Lynx Wildcat, also have their pros and cons discussed in the “CH-148 Program” section. Sept 4/13: Report. Hitachi Consulting delivers its CH-148 Program Report to the Canadian government. They say that there is a “reasonable expectation” that the project is salvageable, but only if the government treats it like the developmental project it is, and reorganizes how the project is managed within 3 months. Most of all, the government needs to let go of a specification set that couldn’t be met by any existing naval helicopters, and create the authority for “trade space” that will give up some of those specifications in return for cost, space, and time improvements. That, says Hitachi, has been the project’s fundamental flaw from Day 1. The 3-month period would see the governance model changed, and the specification trades negotiated with Sikorsky and the RCAF. Aug 4/13: The Canadian Naval Review delivers a hard body-check to recent Canadian defense reporting, on the dubious occasion of the CH-124 Sea King’s 50th anniversary in service. CNR: “It is highly likely that the movement on the Cyclone file came from developments in the United States, not in Canada, and particularly relate to the renewed competition for the presidential helicopter. According to a report in the New York Times, “Few Suitors to Build a New Marine One” by Christopher Drew (28 July), Sikorsky will be the sole bidder for the contract to replace the presidential Sea Kings. This contract, along with a potential order for the USAF Combat SAR helicopter, both using the Cyclone airframe/engine combination, has effectively created a “critical mass” which makes the prospect of the resolution of whatever technical (as opposed to legal) issues affect the Cyclone more attractive to Sikorsky.” July 2013: E-3 XX. DND’s directorate of air worthiness gives the interim CH-148s a restricted flight certificate, and imposed restrictions on the helicopter’s operations because of electromagnetic compatibility, electromagnetic vulnerability and electromagnetic interference (E-3 concerns). Civilian helicopters aren’t designed to take the full brunt of emissions from a high-power naval radar or similar source, while military machines design resistance in from the outset. Sikorsky has reportedly reached agreement with the Canadian government to begin fight testing with the 4 helicopters it has delivered as of early August 2013, without having Canada formally accept them as meeting requirements. They’re also proposing a deal that would retire the 50-year old Sea Kings sooner, in return for CH-148s that would be below previously-agreed standards, then phase them into full service over time using software upgrades. Canada’s Sea King helicopter fleet is grounded, after a CH-124 accident at CFB Shearwater near Halifax. It had landed after a 5-hour training mission and taxied to a hangar, then stopped and tipped forward while the rotors were still spinning. The blade fragments dented walls and broke glass on surrounding buildings, but didn’t hurt anyone. The helicopter sustained extensive damage, and the operational fleet may shrink to 22 machines. Canada rules out mechanical failure as an issue, and the fleet begins flying again while investigations continue. Winnipeg Free Press |QMI, via Sun Media. June 25/13: What’s Canada preparing for? As maintenance of Canada’s CH-124 Sea King fleet continues to get harder, CBC News reports that Public Works Minister Rona Ambrose has hired an outside consultant to study Sikorsky’s work, and Canada’s contract. The question? Whether it’s even possible to deliver the aircraft Canada ordered. Minister Ambrose: “I have employed the services of an independent consultant and contractor to undertake a review of the ability of this company to deliver this to the government…. I am very disappointed in Sikorsky…. They have not met their contractual obligations to date. They have missed every deadline and every timeline…” Which is partly because Canada kept changing the specifications, a fact that places Canada in a weaker legal position than it might otherwise enjoy. Ambrose adds that the 4 / 6 interim helicopters delivered to date don’t even meet minimum interim specifications, and offered that gap as an explanation for her department’s refusal to allow Canadian Forces personnel to train with them. That’s astonishingly bad defense policy, but refusing to take any delivery does make sense if you’re thinking of escaping the contract altogether. Come to think of it, so does removing the planned deck strengthening for some frigate updates, and hiring an independent consultant to examine what amounts to a question of contractor default. CBC News. Feb 21/13: 2015? RCAF head Lt.-Gen. Yvan Blondin tells a Postmedia interview that: “In the short term, the Sea King can fly.” The report adds that: “That flexibility will likely be needed amid recent reports that the air force won’t receive the first of its planned Sea King replacements, U.S. aerospace giant Sikorsky’s Cyclone maritime helicopters, until 2015 – seven years later than scheduled.” Feb 17/13: Why so long? A DND analysis obtained by Postmedia says that as of 2011, it takes an average of 199 months/ 16.5 years for military acquisitions over 55 sampled projects. This has been a long term problem. the average was 190 months in 1998, but assistant deputy minister Alan Williams at the Defence Department implemented initiatives that dropped it to 89 months under Liberal prime ministers Jean Chrétien and Paul Martin. Does the report offer an explanation? No: “It is impossible to pinpoint what is delaying the cycle time, further in-depth analysis needs to be conducted to review the whole acquisition process. Progress has not been made in reducing the overall acquisition cycle time.” Williams, who left the public service in 2005, offers a fairly simple explanation: sole-source procurements give the upper hand to the vendor, so contract negotiations drag on indefinitely. That probably part of it, but Canada’s balkanized responsibilities, consistent insistence om specifications not met by anything in the marketplace, and an unaccountable public service culture which has included deceiving Parliament, must also be considered as factors. Ottawa Citizen. Feb 11/13: CCPA & Rideau. The left-wing CCPA and Rideau Institute issue a joint paper about the CH-148 program, which borrows its title from minister MacKay’s July 2012 comments. “The Worst Procurement in the History of Canada” chronicles Canada’s maritime helicopter replacement efforts since 1990, and notes the recent 50th anniversary of CH-124 Sea King operations. With respect to those Sea Kings: “Sea King operations suffer because of a lack of spare parts, increasing maintenance hours, and concerns resulting from accidents. Between 1995 and 1998, the Auditor General found the Mission Capable Rate (MCR) of Sea Kings fell from 42% to 29%.18 The number of “aborts” increased substantially — to more than 60 aborts per 1,000 flight-hours — between 1990 and 2000.19 By the year 2000 an average of 30 hours of maintenance was required per flight-hour.20” Another 12 years hasn’t helped matters. Meanwhile, the CH-148 has become a Mexican standoff. As CCPA explains: “One reason for the lack of collection [on late delivery fees] seems to be that DND and Public Works introduced new requirements for the helicopter after the contract was signed. Sikorsky therefore might have a basis for legal action against the government if they are fined. This may also explain why Public Works reduced the penalty from $250,000 per day in the original Request for Proposal to $100,000 a day, and why it capped that penalty at one year.94 Canada thus finds has itself between a rock and a hard place, unable to secure new helicopters without pressuring Sikorsky, and unable to pressure Sikorsky for fear of being sued.” CCPA recommends that Canada explore alternatives to the CH-148s, including AgustaWestland’s AW101 naval, Eurocopter’s EC725 Super Cougar, Europe’s NH90 NFH, or Sikorsky’s smaller but proven MH-60R. Unfortunately, as noted above, every one of these options is problematic. With that said, CCPA is correct in pointing out that looking elsewhere would strengthen their recommendation to toughen negotiations with Sikorsky, who won’t want the S-92’s only military customer to ditch it. They’re on more fanciful ground with their 1st recommendation, for “full transparency on the Maritime Helicopter Project, so that the public can judge the appropriateness of any approach to dealing with the crisis.” Not going to happen – certainly not from this government, and probably not from any other party’s government, either. The culture of denial and coverup in Canada’s public service is too established and too deep, and none of the 3 major parties shows any signs of challenging it. Parent firm UTC holds its Q4 2012 conference call for investors, which includes references to the Canadian Maritime Helicopter program. The company is taking a USD $157 million charge related to costs associated by expected program delays, or about $5.6 million per helicopter. They’re maintaining their projection of 8 helicopters delivered in 2013, which would make 12 total at Shearwater, but don’t offer any definitive forecast regarding requirements compliance and acceptance. What they do say is that they’ll lose $14 million on each CH-148 delivered in 2013. It left that same month, however, and has just returned after a round of modifications at Sikorsky’s West Palm Beach facility. Source. Aug 3/12: #3 in. A new CH-148, MH-807, arrives at CFB Shearwater. That makes 3 helicopters on site, but the government still hasn’t taken delivery. Sikorsky still operates and maintains the machines. Training for CH-148 technicians also begins this month. Source. July 12/12: Worst. Procurement. Ever. That’s the opinion of… Defence Minister Peter MacKay. His exact words: “Unlike shipbuilding, that was a brand new design that was put in place through negotiations by a prior government. We inherited this contract. This is an example of how procurement can go badly wrong. This is the worst procurement in the history of Canada, including the $500-million cancellation costs that are attached to the Maritime helicopter program [cancellation by the Liberal Chretien government in the 1990s] and then the costs of further maintenance to fly 50-year-old helicopters…. I saw a Sea King aboard the Charlottetown when we were in the [Persian] Gulf and that aircraft has been replaced piece by piece, almost in its entirety, so there is urgency to get the Maritime helicopter program on track…” July 4/12: 2017? CBC News reports: “Canada’s long-promised fleet of new Sikorsky naval helicopters… likely won’t be delivered and ready for combat for up to another five years, informed industry sources tell CBC News…. industry insiders familiar with the Sikorsky project say the Cyclone helicopters being built for Canada are a new design with a lot of sophisticated electronics and military mission systems that aren’t yet even installed, all of which will take years to integrate and become combat-ready. ….Public Works Minister Rona Ambrose, whose department is responsible for enforcing deadlines in the contract with Sikorsky, tells CBC she wouldn’t even guess when the company might deliver the entire fleet. “They haven’t given us a date…. As we know, their dates – the promises they have made to us – have shifted numerous times.” “ July 2/12: Nothing, Still. Canada’s Globe and Mail reports that the deadline to begin delivering fully operational helicopters has now passed, without even interim helicopters that have been accepted for service. “Sikorsky and the federal government are remaining vague about the problems with the Cyclone program, but it is clear the company is struggling to obtain the “airworthiness certification” that is mandatory for the helicopters to fly off on military missions. In addition, the company is still working to ensure the helicopters have the necessary engine power to meet the government’s mandatory endurance requirements… Public Works and National Defence are stating that they expect the delivery of the interim helicopters to occur “later this year.” This suggests the delivery of the fully compliant helicopters – initially scheduled for 2008 – will not happen until 2013.” June 16/12: #2 in. A new CH-148, MH-808, arrives at CFB Shearwater. That makes 2 helicopters on site, but the government still hasn’t taken delivery. Source. June 7/12: #1 in. A new CH-148, MH-805, arrives at CFB Shearwater to replace MH-806 in the initial training role. We’re calling it #1, because it’s the first one that’s staying. Source. May 17/12: CH-148 out. The Navy’s lone CH-148 training helicopter, MH-806, leaves CFB Shearwater and flies to Palm Beach, FL, for modifications. Source. Jan 27/12: More delays, more penalties. The Winnipeg Free Press reports that things are about to become more difficult for the CH-148 program. The CH-148 safety certification process, and other delays, make it very unlikely that Sikorsky can begin delivering fully capable CH-148s with all mission software, for acceptance by June 2012. Instead, an unnamed defense source says they’re only committed to 5 interim training helicopters in 2012. That would trigger another C$ 80 million in contract penalties, on top of the C$ 8 million levied for not delivering the interim helicopters on schedule. “But senior defence officials said that penalty and the anticipated additional $80 million be deducted… out of reduced [maintenance] payments and in-service support over time… said the senior official. “If you beat them up now, you disincentive the company from giving you completed aircraft. If you take it out of in-service support costs, it’s easier for them to manage and it lowers our operating costs.” Jan 3/12: Late fees. The Ottawa Citizen reports that Public Works and Government Services Canada still intends to get the much-reduced $8 million in late fee damages from Sikorsky, but has no timeline for when. That mirrors the helicopter itself, which still has no interim status CH-148 flying, even though they were supposed to have begun flying in summer 2011: “In its attempts to help Sikorsky along, DND officials reduced the criteria for the interim aircraft to receive a military airworthiness certification… [that] would have allowed for safe flying of the aircraft but the helicopter would have been restricted in what it could do. It would not have been allowed to fly over water or at night… Sikorsky has sent an interim helicopter to Shearwater, NS but DND has not accepted delivery of that aircraft. “The CF (Canadian Forces) will take formal delivery and assume ownership of the helicopter once a Canadian military airworthiness clearance is granted and once initial aircrew flight training is conducted,” DND noted in an email. DND will not say when that first interim helicopter will be accepted but noted that Sikorsky has maintained that it plans to deliver maritime helicopters to Canada sometime in 2012.” 2011 1st interim CH-148 arrives, but not fit for flight training; Infrastructure investments; Flight testing. CH-148: Waiting to fly (click to view full) Nov 28/11: No flight training. The Canadian Press reports that the helicopter flown to Shearwater AB in Halifax earlier is still being used to train ground crew. Despite defense minister MacKay’s promises of an operational flight training helicopter by summer 2011, DND spokeswoman Tracy Poirier says they don’t have it yet: “Critical work remains outstanding before the Defence Department can take official delivery and assume ownership of the interim helicopter in accordance with the contract”… the federal government will only accept the helicopter when it receives a Canadian military air worthiness certificate. A spokesman for the federal Department of Public Works said in an email that Ottawa has assessed $8 million in penalties against Sikorsky for delays with the Cyclone procurement program — the maximum that can be applied. But Sebastien Bois declined to say whether the fines have been paid.” May 12/11: Interim CH-148 Arrives. The first interim CH-148 Cyclone model, MH-806, arrives at 12 Wing Shearwater in Nova Scotia. It will be used to support ground-based training of Canadian Forces (CF) aircrew and technicians, and will remain under Sikorsky ownership and control for now. The Canadian Forces will take formal delivery, and assume ownership of the helicopter, once a Canadian military airworthiness certificate is granted, and once initial aircrew flight training is conducted. That formal delivery is expected before the end of summer 2011 – but that isn’t what happens. Canada DND | CASR. “Interim” CH-148 arrives March 7/11: Rotorhub reports from Heli-Expo in Orlando, FL, where Sikorsky CEO Jeff Pinto says that despite yet another delay (vid. Jan 7/11 entry), the firm is “weeks rather than months away” from finally delivering the first interim CH-148. That delivery was scheduled for November 2010, under a June 2010 agreement that ratified long-standing delays and set out a new baseline. Key milestones completed so far include 750 flight hours, and finalized certification. The publication adds: “Pino said although the delays in delivery had resulted in penalty payments, these could be ‘rationalised’ [DID: written off in stages] over the life of the programme. ‘This is a very interesting and lucrative contract where the Canadians want to pay to fly and leave the rest to the OEM,’ Pino said. The company was working with the Canadian government on the possibility of a bigger transmission for the CH-148, although it may take six months for the final configuration to be determined.” In the wake of the Cougar Helicopters crash (vid. March 11/09 entry), the Transportation Safety Board of Canada (TSB) had raised issues with the certification of the civilian S-92’s gearbox. Pino said that no S-92 changes were planned in response to that incident, however, adding that the new transmission mount is unrelated. For the military version, a bigger transmission would be a likely follow-on from engine power upgrades the Canadians are requesting. The civilian S-92 changes are focused on weight, reliability, and operating cost improvements, plus electronics upgrades, and an internal auxiliary fuel certification for the SAR configuration. Feb 22/11: Infrastructure. The government of Canada announces a C$ 155 million project to replace a 60-year-old hangar near Victoria International Airport on Canada’s west coast, with a 20,000-square-meter merged operations and support facility at Canadian Forces Base Esquimalt, British Colombia. Given the requirement for more space, and the need for an appropriate fire-suppression system, it was cost effective to build a new facility, rather than renovate the current 60-year-old hangar. CFB Esquimalt is the home of Canada’s Pacific Fleet. The facility will be ready by 2014, in order to house 443 Squadron’s 9 new CH-148 helicopters. The project includes the hangar, an exterior aircraft parking apron for up to 5 CH-148s; a taxiway linking this apron to the runway; a re-fuelling and wash area; parking for up to 300 vehicles; and a guard house with security barriers and a perimeter security fence. At least one existing building will be demolished during the project, and the new facility is expected to accommodate 350 people. No contractors have been picked yet. Prime Minister’s Office | Postmedia | Rotorhub. Jan 31/11: Testing. Canada’s DND announces that a CH-148 Cyclone, which arrived at Shearwater base on Jan 6/11, will be undergoing several weeks of testing on board the frigate HMCS Montreal, under the direction of Sikorsky International Operations Inc. The tests will revolve around its operational limits in ship-borne use, and “the vessel has undergone considerable modification so that the tests may be conducted in optimal fashion.” Since the modifications were made, HMCS Montréal has successfully completed Air Work-Ups, which tested the abilities of the crew to conduct routine flying operations, respond to in-flight emergencies and to a helicopter crash, and combat shipboard fires. Jan 7/11: Sikorsky: “We have notified the Canadian government that there will be a short delay in delivery of the first aircraft due to an issue outside of our control. Our contract contains provisions for such events, and we are now in discussions with the Crown in keeping with those provisions.” 2010 Auditor General report faults DND for evading rules, not being honest with Parliament; 2nd contract renegotiation involves “interim” helicopters now; CH-148 prototype arrives for SHOL testing. Oct 28/10: OAG Report. Canada’s Office of the Auditor General (OAG) releases its 2010 Fall report. The report’s main focus is on Canada’s C$ 61 billion economic stimulus program, which rates an unusual verdict of being well managed. Canada’s CH-148 program, on the other hand, rates a far more negative verdict. The biggest issues involve huge cost and time inflation, but the 2008 contract amendment also comes in for criticism because the original procurement strategy was based on a lowest price bid, giving no credit to bids offering more capability. OAG points out that by signing a contract to upgrade the S-92’s engines in 2008 (q.v. Dec 23/08 entry), DND effectively acknowledged that its contracting strategy had misled bidders on 2 key counts: the importance of an off-the-shelf platform, and the requirements themselves. Key excerpts: “In 2000, total indicative costs of the 28 maritime helicopters were estimated at $2.8 billion and revised to $3.1 billion in 2003, exclusive of the cost of providing in-service support. The cost of purchasing and providing in-service support for the helicopters, and of training personnel, is currently estimated to be $5.7 billion over 20 years. This estimate does not include costs related to contracted Sea King support, new infrastructure, Canadian Forces personnel, and ongoing operating costs [which raise the program to C$ 6.2 billion for 28 helicopters]. In addition, the project has experienced delays. Delivery of the first fully capable Cyclone, initially expected in 2005, was delayed to 2008 and is now expected to occur in 2012. “We found that National Defence has been slow to assess the full life-cycle costs, and some elements of these costs have still not been completely determined. As early as 2000, information provided to National Defence’s Program Management Board for preliminary project approval described the proposed acquisition project as non-developmental… [but] The project specifications included nearly 3,000 technical requirements. The winning bid by Sikorsky was to convert an existing commercial helicopter (the S-92) to military service, adapt it for marine use, and integrate numerous individual existing mission components and new technologies. According to National Defence officials, this will result in a state-of-the-art helicopter that has never existed before. The initial acquisition contract reflects this complexity in that it included $612 million for one-time engineering costs… The developmental nature of the Cyclone helicopter, along with its novel features, also has implications for certifying its airworthiness. “…the full life-cycle costs were not–and some still have not been–presented to decision makers at key decision points… Moreover, without sufficient funds, National Defence may have to curtail planned training and operations… On the basis of the bid received from Sikorsky, $2.3 billion in estimated costs for contracted in-service support for 16 years (based on flying 10,000 hours annually) was presented for effective project approval in 2004. By this time, National Defence realized that personnel, operations, and maintenance costs would exceed those associated with the Sea King by $1.1 billion over 20 years. This is significant because National Defence did not seek additional funding for the in-service support provisions, so these incremental costs will need to be covered by its existing operations and maintenance budget… National Defence initially assumed that, despite known deficiencies, the hangars and other facilities used for the Sea King helicopters could be used for the new helicopters… In 2005, however, National Defence determined that there was a need for significant investment in new infrastructure. It has since initiated approximately $340 million in projects for maintenance, spare parts warehousing, training, and squadron facilities… There was also a need to extend the life of the Sea King helicopters longer than originally anticipated… An option to extend the period was exercised in November 2007 for an additional $168 million to cover the period up to 2014. Key Report: Canada’s OAG July 26/10: New deal. Canada’s Department of National Defence clarifies the new arrangements with Sikorsky, and the state of the program. The first 4 phases of Ship/Helicopter Operating Limitations (SHOL) trials (vid. April 19/10 entry) successfully tested and validated the design of hangar and flight deck modifications aboard Canadian ships, maintenance support, developed standard operating procedures for ship and flight crew personnel, and defined safe flight parameters. Subsequent SHOL trials will be conducted in extreme weather conditions to define those parameters. Mission software development has become an issue for the program, and Sikorsky’s inability to meet contract requirements forced a contract amendment, so the Navy could take delivery of interim CH-148s with partially-functional mission systems. The interim helicopters will not be deployed on operations, Instead, they’ll be used for initial cadre training of aircrew and maintenance personnel, and initial operational testing and evaluation (IOT&E) to develop procedures for the Cyclone’s flight and operations, and to develop support systems like supply chains for spare parts, and maintenance processes and procedures. Once delivery of the fully compliant CH-148s begins in 2012, the interim helicopters will be retrofitted and returned by December 2013. June 30/10: The Canadian government and Sikorsky sign an agreement to amend their CH-148 contract. In return for changes to acceptance criteria for the initial helicopter set, to the overall delivery schedule, and to milestone payments and liquidated damages provisions, Sikorsky will: Withdraw an existing arbitration claim against the government; Invest another C$ 80 million in contracts/ R&D work with Canadian firms; Offer payments for any future MH-92 maritime helicopter sales that could amount to more than US$ 30 million; Charge reduced interim helicopter in-service support rates until acceptance of the fully compliant helicopters in June 2012. Liquidated damages requirements will now be triggered only by failure to deliver interim helicopters starting in November 2010, and for failure to deliver the fully compliant helicopters beginning in June 2012. The C$ 3.2 billion 20-year in-service support contract will run until March 2028. Source. 2nd contract amendment Shearwater arrival (click to view full) June 8/10: From late to later. Sikorsky will deliver its CH-148s to the Canadian Armed Forces late, even by the revised schedule. Borrowing a leaf from the NH90 NFH’s playbook, Sikorsky will begin delivering only “interim helicopters” for testing and training by the renegotiated date of November 2010. Then, instead of delivering at a rate of one per month, Sikorsky will deliver only 6 helicopters by June 2012. The remaining 22 helicopters will be fully operational versions, including upgraded engines. They are promised as of June 2012, and as they arrive, the initial 6 helicopters will be pulled back for engine retrofits and any other required modifications. Recall that the original contract’s initial delivery date for the CH-148 was November 2008. Halifax Chronicle-Herald | CTV. June 7/10: German exports? Canada may not wind up alone. Germany is the NH90 TTH’s biggest customer, but the helicopters have had problems, and it has delayed any NH90 NFH anti-submarine helicopter buy. Now Sikorsky is looking to pursue a 30-helicopter bid to replace Germany’s H-3 Sea Kings with their MH-92 Cyclone instead of Eurocopter’s NH90 NFH. They also want to compete with the H-92 for an 8-19 helicopter Combat Search And Rescue (CSAR) opportunity to replace German UH-1Ds. A German decision is expected in late 2010, if proposed budget cuts don’t derail the programs. At the ILA 2010 airshow in Berlin, Sikorsky signed a Memorandum of Understanding “to explore opportunities” in aftermarket support involves their long-standing partner ZF Luftfahrttechnik GmbH (ZF Aviation Technology), while the other involves Switzerland’s RUAG, and will explore “Maintenance and Repair Operation as well as integrated logistics support and completion capabilities.” Rheinmetall and MTU are also reputed to be involved in discussions. The H-92 might be operational in a maritime role before the NH90 NFH, and the firm has some H-92 CSAR design experience from its participation in the aborted American CSAR-X competition. Their bid remains something of a long shot, but Sikorsky representatives are quoted as saying that the partnerships and experience will stand them in good stead to bid the future CH-53K heavy-lift helicopter for the Franco-German HTH program. Sikorsky has reportedly secured American export approval for the Cyclone, and would conduct final assembly in Germany. Aviation Week | Flight International | Shephard Group. April 16/10: Testing. The CH-148s have begun SHOL (Ship Helicopter Operational Limitations) testing off of Nova Scotia. Testing started shortly after the test helicopter arrived in Feb 19/10 and is taking place in 4 phases: Phase 1 tests confirmed that the prototype aircraft’s flight test instrumentation systems could operate in close proximity to the electromagnetic emitters of the ship. Phase 2 evaluated how the test helicopter and the Canadian Recovery, Assist, Securing and Traversing (C-RAST) work together. The C-RAST moves the helicopter in and out of the hanger, and locks the helicopter in place on the ship so it doesn’t slide off. The 3rd phase was completed earlier in April and involved take-offs, departures, landings and utility evolutions conducted during the day, in order to establish the standard operating procedures for the aircraft. The 4th and final phase is expected to be complete by the end of April. These tests will be conducted at sea in the North Atlantic under increasingly challenging weather conditions and sea states, in order to determine a safe envelope for the helicopter to operate from the Halifax class ship with medium winds and deck motions. Further testing is planned later in the program to test the full capabilities of the aircraft at high winds and high deck motions. Feb 19/10: Testing arrival. Sikorsky’s prototype CH-148 Cyclone maritime helicopter arrives at CFB Shearwater, Nova Scotia, for several weeks of “ship helicopter operational limits” trials with the Halifax-class frigate HMCS Montreal. “Aircraft 801” reportedly first flew in November 2008. Canadian Navy | Aviation Week Ares. 2009 Pattern of government dishonesty begins to surface; Civil S-92 crash off Newfoundland has implication for CH-148. CH-148 first flight (click to view full) Nov 8/09: The Ottawa Citizen’s David Pugliese reports on the CH-148’s slow progress. While the first helicopter is scheduled to arrive at CFB Shearwater in December 2009, actual sea trials aren’t scheduled until February 2010 or later, and even when those are done, other steps are required before Canadian pilot training can begin: “…sources say while the first helicopter is expected to arrive in early December from Sikorsky, it is not being actually accepted by the Canadian Forces… The first Cyclone (MH02) has just finished being painted at West Palm Beach in Canadian Forces colors… The sea trials should have been completed almost 20 months ago according to the delivery schedule contracted with Sikorsky in 2004. Successful completion of the sea trials, followed by development and approval of the ship-helicopter operating limitations (SHOL) for the new helicopter, which will require several months at least, are a MHP contractual obligation that must be met long before Canada accepts delivery of the first aircraft and can begin training its own pilots on the Cyclone…” Cougar Helis S-92 (click to view full) March 11/09: S-92 accident. An S-92 operated by Cougar Helicopters goes down in the sea off of Newfoundland, Canada with 18 people aboard, while ferrying workers to one of the offshore oil rigs. In the end, only 1 of the 18 passengers survives. Standard procedures give all passengers immersion suits, but winds were running between 25-35 knots, with a 3m/ 9-10 foot swell, and water temperatures near freezing. The problem ends up involving shearing in some of the helicopter’s titanium studs, which caused the loss of all oil. The helicopter crashed about 10 minutes after that, which calls the 30-minute “run dry” requirement into serious question. The Globe and Mail | See also CBC and Flight International report & photos re: later Canadian TSB findings. Feb 20/09: The Ottawa Citizen’s David Pugliese continues to investigate the specifics behind the December 2008 announcement of a contract settlement with Sikorsky. In “New Engnes for the Troubled Cyclone Helicopter?” he quotes Canada’s DND: “Sikorsky is making a number of improvements to the current design of the helicopter to meet the performance requirements specified in the current contract. An improvement being made that was not in the original contract will provide the helicopter with growth potential for the engine and main transmission.” Pugliese points out that this is a problem, for 2 reasons: “The weight growth requirement was actually stated in the MH Statement of Operational Requirement (SOR) and was initially included in the RFP Requirements Specification but was later removed at Sikorky’s request… [however,] In order to use a [Lowest Cost Compliant ] selection methodology, PWGSC and DND both had to assure the Auditor General in 2003 that the MH performance and equipment requirements (as stated in the RFP) would be finite and that no extra funds would ever have to be allocated for additional capability over the entire life of the aircraft, otherwise a Best Value selection methodology whereby additional capability could be acquired at minimal additional cost was mandated.” DND responses add that they are also looking at technological improvements that will become available as a spin-off from Sikorsky’s R&D. They include “an enhanced rotor blade design, larger tail rotor and a new 5-bladed rotor hub”, which could add another 500-600 pounds of payload capacity. Aerospace analysts contacted by Pugliese respond that: “The new rotor design that the response refers to is the one being considered for Sikorsky’s bid for the USAF’s CSAR helicopter. It involves very significant structural changes to the aircraft including a substantial increase in the aircraft’s overall length both with rotors turning and when folded which would raise major issues for ship compatibility. Since DND and PWGSC are inexplicably avoiding the engine question, we suggest you dig further.” Winter 2009: SNAFU. Plain Talk: The Process of (Not) Acquiring Maritime Helicopters [PDF format] is published in the Canadian Naval Review by Jane’s Canadian correspondent Sharon Hobson. Hobson reports that Sikorsky was exempted from key performance requirements during the bidding phase, unlike its competitors NIH Industries (NH90) and Lockheed Martin/ AgustaWestland (EH101). Additionally: “…In order to speed things up during the bidding process, the project office only required that the bidders provide proof of compliance for 475 [mandatory technical requirements]. The bidders were allowed merely to state that they would comply with the other 1,000. When things started to go wrong – and they started to go wrong fairly quickly – the project office went into crisis management mode. When I interviewed the project manager in February 2006, he told me that the preliminary design review (PDR) had been completed in January, and that the critical design review (CDR) would be completed by the first week of June. However, in September 2006, the same official conceded to another reporter that the PDR was not yet complete. The project office does not appear to have given a media interview since then. Moreover, it turns out that because Sikorsky was unable to complete fully each milestone within the PDR and CDR, the project office subdivided the milestones so that the payments would continue to flow… 2007 – 2008 Reports of impossible schedule prove true – contract renegotiated; RWR & ESM picked. Canadian Parliament (click to view larger) Dec 23/08: Contract failure, change. Canada’s government announces that they have renegotiated the contract with Sikorsky. DND will now begin receiving helicopters by November 2010, allowing necessary operational testing and training to begin prior to the delivery of mission-ready helicopters beginning in 2012, and all helicopters by 2013. The effect of these changes is to delay operational use of the helicopters for 2 years. The original contract had penalty clauses for late delivery, but those clauses appear to have been waived in exchange for these contract amendments. The government release also took pains to state that it “…has determined that the delays experienced were largely outside the control of the Contractor.” Most of the contract modifications appear to concern “upgrades.” These have not been specified, except to say that they have an estimated value of $77 million for the 28 helicopters, and $40 million for the 20 years of In-Service Support contract, based on the Canada/ US currency exchange rate of December 2008. One key excerpt: “Your blog notes that Sikorsky is now claiming the first article will fly “before the end of the year”. Rumors in the industry suggest that any such flight will be without the mission system, which is still not in formal lab testing. Compare this to Sikorsky’s original (public) promise to fly a fully equipped first article by September 2007.” January 2008: Sikorsky formally advises the Canadian government of delays in the original schedule. April 18/07: RWR/ESM. Lockheed Martin announces a $59.4 million U.S. Navy Foreign Military Sales contract to provide the helicopters with Radar Warning Receiver (RWR)/Electronic Support Measure (ESM) systems derived from its AN/ALQ-210 system, which will also be deployed on the US Navy’s new MH-60R multi-mission naval helicopters. The ALQ-210 passively detects, identifies and geo-locates hostile radar transmitters. The systems provided to Canada’s Department of National Defence will also feature new functionality designed to meet specific Canadian Forces requirements. Honorary Col. Rick Mercer of 423 Maritime Helicopter Sqn will be relieved, we’re sure. Jan 23/07: Strike! The Globe and Mail reports that CH-148 delivery will be at least 5 1/2 weeks late because of a strike at Sikorsky’s factory. Canada’s federal government deems the delay to be reasonable, and they are reportedly foregoing the late penalty provisions in the contract. Those terms could allow Canada to charge up to $100,000 a day for late delivery, to a maximum of $36 million. 2004 – 2006 Contract for 28; Radar & surveillance turret picked. CH-148 concept (click to view full) Dec 6/05: Sikorsky Aircraft opens the company’s new MH-92 helicopter fly-by-wire system integration lab with a ribbon cutting ceremony in Stratford, CT. The new lab will develop, integrate and test the fly-by-wire and avionic systems for the MH-92, and the CH-148 Cyclone will be the system’s inaugural customer. BAE Systems will be Sikorsky’s team-mate on this sub-project, which is expected to lead to companion fly-by-wire integration labs for Sikorsky’s H-60, CH-53K, and X2 aircraft. Fly-by-wire differs from traditional helicopter flight control systems by replacing the mechanical linkages to the cockpit controllers with a redundant, purely electrical system that is more responsive, more survivable if hit, saves weight, and reduces maintenance costs. Europe’s competing NH90 already has fly-by-wire built in, so Sikorsky is playing catch-up in this area. Sikorsky release. Fly-by-wire lab open June 14/05: FLIR. FLIR Systems, Inc. announces a “competitively awarded” subcontract from General Dynamics Canada of Ottawa, Ontario, for its popular Star SAFIRE III airborne multi-sensor imaging systems with multi-year in-service support. The total subcontract value, including potential option awards, is in excess of $20 million (USD). Deliveries will commence within 9 months of contract award, and continue until 2009. FLIR’s Star SAFIRE III is used on a wide variety of systems, and has options to include laser rangefinding and targeting features. June 5/05: Radar. Griffon Corp. subsidiary Telephonics announces a subcontract award from General Dynamics Canada. They will supply 31 ship sets of their APS-143Bv3 multi-mode imaging Maritime Surveillance Radar, fully integrated with their Mark XIIA Identification Friend or Foe (IFF) interrogator sub-system hardware. The contract also contains options for initial spares and 20 years of in-service support for the Canadian Maritime Helicopter Project (MHP), and could exceed $50 million in value if all options are exercised. The internal, fully integrated Mark XIIA IFF interrogator has been designed to be compatible with the IFF interrogators being supplied for the US Navy’s MH-60R LAMPS helicopter, the Canadian CP-140 Aurora upgrade program, and the US and International Air Force’s AWACS platforms. This program will be managed from Telephonics’ facilities in Farmingdale, NY, with a portion of the work being performed in Canada as defined in the Industrial Regional Benefit plan included in Telephonics proposal. The first test aircraft system is scheduled for delivery in July 2007. April 21/05: Infrastructure. L-3 Communications MAS launches the construction of a new $45-million Maritime Helicopter Training Centre for the Canadian Forces in Shearwater, Nova Scotia. L-3 MAS has lead responsibility for the Cyclone’s in-service support, which includes provision of the training facility and training. The actual construction is subcontracted to PCL Constructors Canada Inc., and the center is expected to be operational in April 2008. It is expected that over 160 new jobs will be created directly and indirectly during construction of the 3-storey facility, which will be LEED(Leadership in Energy and Environment Design) Silver Certificate certified. The building will include flight and mission simulators, and serve as the home for 406 Squadron. Sikorsky release. April 12/05: Project office open. Sikorsky Aircraft Corp. and Canadian government officials today formally inaugurate a new Canadian Maritime Helicopter Project (MHP) office located here in the company’s main manufacturing facility in Stratford, CT. The newly renovated 25,000 square-foot space includes a 5,000 square-foot secure area to accommodate a detachment of 17 Canadian government employees overseeing the project. What have you seen in your life? What have you done in your life? When your time comes, will you feel you gave it all you can? I offer to you Commodore David Hughes, Royal Navy; He joined the Royal New Zealand Sea Scouts with his twin brother John aged 14 and then the Royal New Zealand Navy as midshipmen. After sea training with the Swedish Navy aboard the Prince Oregon, a three-mast sailing vessel, the brothers attended Britannia Royal Naval College in Dartmouth for officer training, then on to Collingwood and Excellent for training as gunnery officers. David was subsequently assigned to motor torpedo-boats and made three trips to Dunkirk during the evacuation as a sub lieutenant, while his twin brother was killed as navigator of a Q ship – used to lure enemy submarines into a trap – which was sunk by the Japanese in the Indian Ocean. He remained on the Dover Patrol, grappling with German E-boats, supply vessels and coastal batteries and took part in the legendary St Nazaire raid in 1942, suffering a shrapnel wound to the stomach. Recovered, he served in Normandy and was then assigned to the staff of Winston Churchill as a liaison officer, accompanying the premier to Yalta in 1945. After a spell on secondment with the US Navy and post-war service with the RN, he joined the MOD… but never disclosed his job due to its secrecy. He settled in Whiston, near Rotherham, in South Yorkshire and became an active member of the nearby branch of the Royal Naval Association in Mexborough, serving as its president. Even at the age of 106 he strove to keep in touch with the modern Royal Navy. He was gutted at missing out on a visit to look around flagship aircraft carrier HMS Queen Elizabeth (aged 105) and similarly hoped to look around the Imperial War Museum, where his medals are held. Commodore Hughes passed away earlier this month, just short of his 107th birthday. A long life, well lived. DID - Raytheon Wins $136M For MK 15 | US Reduces Antimissile Systems in Middle East | Helicopter Takeoff and Landing Training On Hainan
Americas Raytheon won a $136.4 million deal for MK 15 close-in weapon system upgrades and conversions, system overhauls and associated hardware. MK 15 Phalanx CIWS provides ships of the US Navy with an inner layer point defense capability against anti-ship missiles, aircraft and littoral warfare threats that have penetrated other fleet defenses. Phalanx automatically detects, evaluates, tracks, engages and performs kill assessment against ASM and high-speed aircraft threats. This contract combines purchases for the Navy (85%); and the government of South Korea (15%), under the foreign military sales program. If all options are exercised, work will continue through September 2026. The 325th Fighter Wing’s Formal Training Unit, which trains pilots to fly the F-22, will be permanently located at Joint Base Langley-Eustis, Virginia. The unit is currently located at Eglin Air Force Base. It was forced to settle in Florida after Hurricane Michael damaged its original home at Tyndall in 2018. The move will bring 28 F-22s and 16 T-38s to Virginia. Middle East & Africa According to reports, the Biden administration is sharply reducing the number of US antimissile systems in the Middle East in a major realignment of its military footprint there as it focuses the armed services on challenges from China and Russia, administration officials said. The Pentagon is pulling about eight Patriot antimissile batteries from countries including Iraq, Kuwait, Jordan and Saudi Arabia, according to officials. Another antimissile system known as a Terminal High Altitude Area Defense, or Thaad system, is being withdrawn from Saudi Arabia, and jet fighter squadrons assigned to the region are being reduced, those officials said. Europe An experiment by Johns Hopkins Applied Physics Laboratory (APL) Boundary Layer Transition (BOLT) flight experiment team will soon determine whether the boundary layer transition of a hypersonic vehicle is laminar or turbulent. The team is targeting a late-June launch of the vehicle from the Esrange Space Center (SSC) in Kiruna, Sweden. Understanding the transition provides valuable information in the design of hypersonic aircraft and missiles. Duqm Naval Dockyard, the Joint Venture between Babcock International and the Oman Drydock Company, has completed a first of its kind double engine replacement for the Royal Navy in the Middle East. Undertaken at Asyad dry dock facility at Duqm, in Oman, the operation to replace the Forward Auxiliary Machinery Room generators was a package of more than 500 items, and enabled the Royal Navy to sustain operations within the region as the latest example of Babcock’s global reach. Asia-Pacific The Chinese People’s Liberation Army (PLA) Navy’s first Type 075 Yushen Class amphibious assault ship Hainan recently conducted helicopter takeoff and landing training. The ship has a two-digit number 31 on its hull, indicating its likely role as a small aircraft carrier. Several 13 ton-class Z-8 transport helicopters could be seen landing on the large, straight flight deck of the newly commissioned warship, local news reported. Today we're going to build off of last week's DivThu that was focused on the CNO, Admiral Giday, USN. We are going to tie in the connection between Critical Race Theory, Antiracism, and Marxism - topics everyone is talking around for reasons best explained by them if you can get them to actually answer a question. If you missed last week, click here and read it, watch the videos, then come back, We'll leave last week at the House, and go to the CNO in the Senate in this remarkable exchange with Senator Tom Cotton (R-AR). The CNO did not answer the question. He just repeated talking points from last week. He brings up unrelated topics ... as if Kendi's work has anything to do with critical thinking, China or Russia. No other side contra to Kendi's world view is on the reading list that one can reference to have a discussion about the issue, or "think critically." There is no balance here at all. The CNO has chosen a side. He has become political on a domestic issue, dragging his Navy along with him. The CNO has read Kendi, I'll take him at his word, and by all indications is a true believer. Hoist that onboard and accept it. I have. From here on out it is important to remember that when the CNO uses the words, "racism" and "equity," he does not define it as you and I do - but as Kendi does, In his book,"How to be an Antiracist," Kendi defines racism as; Racism is a marriage of racist policies and racist ideas that produces and normalized racial inequities. Next, equity: Racial equity is when two or more racial groups are standing on a relatively equal footing. An example of racial equity would be if there were relatively equitable percentages of all three racial groups living in owner occupied homes... Apply that concept to nuclear power school, medical schools, as well as biathlon and NBA teams. You can only get there by using a 1920's KKK definition or race married with strict quotas. That is the remedy being injected right in to the veins of our Navy. What a shame. Many (D) oppose the Navy because a larger Navy was a Trump thing, and as such it must be opposed and resisted because orange man bad. Now we have many natural allies of our Navy on the (R) side not all that sympathetic to other issues the CNO may bring up because in word and action, the Navy now seems the most woke of all the services. Then again, maybe not. Perhaps we have a savior. Then this Wednesday we had the Chairman of the Joint Chiefs of Staff, General Milley, USA up in the House. Again, we have unrelated talking points that clearly show that they do not know what they are reading, if they have read it in full. Mostly the Chairman and CNO sound like they are just repeating what their briefers from the DOD/DON branch of the diversity industry told them. "White rage?" That isn't in Kendi, and wasn't about the events of 1/6/21. There are all sorts of strange defections here. Watch it yourself. He brings up Mao, Marx, and Lenin. Huh. Funny he should say that. I want to bring to your attention a 4-minute segment from a podcast by Jonah Goldberg from last week. You can listen to the full podcast here if you want, but this segment from ~the 16-20 minute mark are germane. Here's the transcript; “The Ibram X. Kendi, I think that’s his name, the foremost guy in this anti-racism stuff. That’s basically, if that is what we are calling Critical Racism theory, right, which is that, this anti-racism thing that it doesn’t matter wether if you don’t bigotry in you heart, that if you don’t affirmatively support what he and his milieu of activists define as anti-racist policies, then you are objectively racist. And, people keep asking why does this has anything to do with, why do people call this Marxist, actually I was had a long conversation with my wife about this the other day. To the extent it draws on Marxism, which it does as a matter of intellectual history, even though I doubt one in a thousand people who talk about Critical Race Theory as a good thing could explain to you what its roots in Marxism are, but it goes back to this idea of Material Conditions that is in Marx and a lot of Marxist thought. It’s very much like this anti-racism stuff in this way. It used to be Marxists when they had their conferences or gave their speeches or whatever, that would say, “It is objectively true that…”, right, and they would argue that, “it is objectively true” because they liked to use the phrase “It is objectively true..” because it conjured, it drew upon the myth that Marxism was scientific. This has nothing to do with one person’s opinion or a contest of values, they always liked to steal authority on the cheap by claiming it was scientific. That’s largely gone now, but instead what’s left is this same sort of Marxist argument they used to make which is that if you were not with the program of the communists or the socialists or whatever, and you had a point of view that wasn’t for the revolutionary overthrow or radical revolutionary transformation of society, then you were objectively on the side of the ruling class, the aristocracy, the industrial class or what Randy Weinegarten called the ownership class. That’s where this whole thing about class consciousness comes out of in that is where you are part of the proletariate, the working class, the lumpen proletariate, all those kind of things, once you achieve class consciousness, once you actually see the exploitation inherent in the system, then of course you will act in solidarity with the other members of your class for the overthrow of the established order, and if you don’t agree with all of that, then you are objectively on the side of the oppressors. So that’s the psychological-rhetorical trick that Critical Race Theorists use or at least Anti-racist theorists use when they talk about race insofar that they say that we have a monopoly on the truth. We have a monopoly on what constitutes racist policy and not racist policy and if you don’t affirmatively side with us in pushing anti-racist policies, and philosophies, and ideas, then you are objectively on the side of racism and it doesn’t even matter whether you are personally racist, because you are on the wrong side of the defining Material Conditions of how society is organized. That would be wrong enough and bad enough except for the fact that because most of these people don’t actually understand that that they are mimicking Marxist arguments, they take it an step further in they say that not only are you on the side of racism, but you must actually be a racist in your heart if you disagree with us." DID - Pentagon Launches Artificial Intelligence Effort | Boeing To Deliver 14 Chinooks To UK | Malaysia Launches LCA Tender
Americas The Pentagon launched Artificial Intelligence (AI) and Data Acceleration (ADA) initiative, goal of which is to rapidly advance data and AI dependent concepts, like joint all-domain command and control. Speaking virtually to the opening of the Defense Department’s Artificial Intelligence Symposium and Tech Exchange, Deputy Defense Secretary Kathleen H. Hicks said DOD’s operators must come to trust the outputs of AI systems; its commanders must come to trust the legal, ethical and moral foundations of explainable AI; and the American people must come to trust the values DOD has integrated into each of its applications. Northrop Grumman has successfully flight demonstrated its new Terracotta sensor. The sensor is a digital open mission systems (OMS)-compliant wideband active electronically scanned array (AESA). Terracotta’s nearly 200 wideband digital channels can be molded cooperatively or segmented for unique purposes, including electronic warfare, airborne early warning radar, active and passive sensing, and communications. This most recent flight verified Terracotta’s ability to simultaneously perform active and passive radio frequency capabilities. The flight test was a follow-on to successful ground and flight demonstrations of Terracotta conducted last fall. Middle East & Africa Nordic Monitor has obtained and published a technical agreement document between Qatar and Turkey. While the agreement is to permit Qatar to send up to 36 military aircraft and not more than 250 personnel to Turkey for training. The agreement also allows Qatar to transport Turkish military equipment, material, dangerous goods, ammunition, personnel or humanitarian aid materials inside and outside of Turkey. Under point 10, “in case of a support requirement of (Turkey), (Qatar) is to avail of its other type of aircraft in (Qatar’s) inventory for transportation of (Turkey’s) military equipment, material, dangerous goods, ammunition, personnel or humanitarian aid materials, if it is deemed suitable by competent authority of Qatar.” Europe Boeing won a $580.6 million delivery order for 14 Chinook H-47 extended range rotary wing aircraft that satisfy the United Kingdom’s requirement for heavy assault, rotary wing aircraft. This modification exercises an option that was awarded on an existing delivery order. Foreign Military Sales funding from the United Kingdom in the amount of $580.6 is being obligated at the time of award. The United Kingdom will be the first international operator of a Block II Chinook. Deliveries are scheduled to start in 2026. The Block II variant was officially launched in 2017. Block II Chinook improvements are applicable to “regular” CH-47Fs, and Boeing began flying a Block II CH-47F trials aircraft on March 28, 2019, albeit initially lacking the new rotors. Work will take place in Pennsylvania. Expected completion will be by July 2026. Damen Naval and German ship classification society DNV, signed a contract for the comprehensive classification and verification of the new F126 frigates that a Damen-led team is building for the German Navy. Americas Sikorsky won a $73.2 million modification, which adds scope to procure 362 spare parts and support required for the repair and maintenance of the CH-53K low rate initial production configuration aircraft. The CH-53K is the United States Marine Corps’ (USMC) heavy lift replacement for the CH-53E. The Super Stallion can be fielded from amphibious assault ships for the transportation of personnel and equipment. It will also be used to carry external cargo loads. Work will take place in Connecticut, Canada, Washington, Pennsylvania, the UK, Mississippi, Wisconsin, Iowa, Texas and Massachusetts. Estimated completion date will be in December 2026. Raytheon won a $17 million contract modification, which exercises an option to provide software engineering and testing, avionics integration and testing and avionics acquisition support to include classified and unclassified laboratories, configuration and data management and release of avionics software products and related systems in support of V-22 Software Support Activity systems. Work will take place in Indiana. Estimated completion will be in December 2023. Middle East & Africa The Israeli Ministry of Defense (MoD)’s research organization, Mafat, Elbit Systems and the Air Force have completed a series of experiments during which UAVs were intercepted at different ranges and flight altitudes using an aerial laser system installed on an aircraft. The ability to destroy air threats from the air is an innovative capability with the potential for a strategic change in the air defense capability of the State of Israel, the Israeli MoD announced. Europe Saab has signed a contract for the delivery of live training systems and services to the Dutch armed forces. The order comprises the supply of new equipment and functionality at $85.1 million, with a 10-year support contract with an annual value of $7.8 million. The total order over the ten year period is valued approximately $163.9 million. The contract also has an option for five years additional support following the initial 10-year period. The third and final Royal Navy autonomous minehunting boat has been delivered to Clyde Naval Base. “RNMB Hebe, named after the ancient Greek goddess of youth, has now joined sister vessels Harrier and Hazard as part of the Royal Navy’s crewless minehunting programme Project Wilton. Hebe, four metres longer than her sisters and with more technology on board, is able to work in isolation on operations but also integrated with existing equipment, the Royal Navy said in a press release. Asia-Pacific Jane’s reports that the Indonesian Ministry of Finance has given the green light to seek foreign loans up to $700 million for the acquisition of two aerial tankers for the Indonesian Air Force. That squeamishness is reflected in other recent policies and remarks, including Labour’s peculiar position in the parliamentary debate over whether to use the term genocide to refer to Beijing’s policies towards Uyghurs, ... The government’s decision not to join a January 10 statement with Five Eyes allies on arrests of democracy activists in Hong Kong, saying it had communicated its concerns bilaterally to Beijing, raised eyebrows when a few weeks later Wellington and Beijing agreed to upgrade a free trade agreement. Ardern has had to publicly defend her government against allegations that New Zealand was giving Beijing a free pass on its human rights record. ... No New Zealand government has thoroughly confronted Chinese state and Chinese Communist Party influence in New Zealand. Human institutions often reflect, and are motivated, by the same things as the humans who run them. Though a generalization, human actions are generally driven by the desire for four things deeply rooted in the brainstem; money, status, sex (aka social clout/influence), and resentment. The order can change from person to person, but scratch the surface of any problem, and one of these will be right there under the surface, usually supported by the other three. These drivers can be seasoned by other aspects of human nature, virtue and sin. When you look at a policy being pursued that seems good from your perspective or bad, look at the four motivations. What seems to be driving it? If you are having trouble, look at the flavorings that shape the four motivators for good or bad. Though I’m not Catholic, I’ve always held their theological work in the highest regard – especially the easily grasped portions. Let’s use those for our flavorings. You have the Seven Heavenly Virtues, first four from classic scholarship, the last three of a more theological underpinnings; prudence, justice, temperance, courage, faith, hope, and charity. Then you have the Seven Deadly Sins; pride, greed, wrath, envy, lust, gluttony, and sloth. How does this help us understand New Zealand’s actions? My take is this is mostly driven by money (economic) not so much flavored by sin, but by a lack of virtue – specifically courage. If they had more courage, it would decrease the primary desire for money, and would bring status to the front. A status bolstered by justice, hope, and charity (for the oppressed). Poor leadership is always the result of a lack of virtue. Poor leaders are not necessarily driven by sins – though that is more common than not – but by a weakness of virtue. That “weak” in “weak leadership” is just that – leaders weak in virtue. New Zealand’s problems are a reflection of weak leadership. New Zealand took an opposite fork in the road from its close brother Australia when it comes to China. Will the New Zealand people catch up to the Australian view? In their isolation and leadership, hard to say … but this has to soak in at some point. The character of the New Zealand people will be reflected in how much they accept this kind of leadership. I am a fan of the German thinking here; German officials also want to offset nationally what they consider insufficient attention to the fields of electronic warfare, mission planning, weapons interfaces, and the secure distribution of sensor data, according to the document. Americas Lockheed Martin won a $9.4 million contract modification for HELLFIRE and Joint-Air-to-Ground Missile engineering services. The AGM-114 Hellfire II is an air-to-ground missile developed primarily for the anti-armor role. It is a combat-proven tactical missile system using multiple launch platforms based on air, sea and ground. Joint Air-to-Ground Missile (JAGM) is an Army led program managed by PEO Missiles and Space, Joint Attack Munitions Systems (JAMS) Project Office. JAGM is a multi-sensor air-to-ground missile that is the successor to the combat proven HELLFIRE Romeo and HELLFIRE Longbow missiles. Work will take place in Florida. Estimated completion date is June 16, 2023. Insitu won a $12.5 million modification, which increases the ceiling to provide additional air vehicles, support equipment and spares in support of the RQ-21A Blackjack Unmanned Aircraft Systems (UASs) and ScanEagle UAS for the Navy and Foreign Military Sales customers. The Blackjack can be deployed in persistent maritime and land-based tactical intelligence, surveillance and reconnaissance, data collection, target acquisition and dissemination missions. ScanEagle has a range of 1,500km and an endurance of more than 28 hours. The air vehicle can operate at speeds between 80km/h and 126km/h and the cruise speed is 90km/h in level flight. Middle East & Africa Turkey’s tactical fixed-wing loitering munition, ‘Alpagu’ hit a target with pinpoint accuracy in a test fire by the military. Weighing less than two kilograms, Alpagu can be operated by a single soldier. Its small size makes it nearly immune to radar and the target’s defensive systems are unaware of the killer drone’s presence until the last moment. Europe The UK Royal Navy’s newest Offshore Patrol Vessel HMS Spey has been commissioned into the Royal Navy during a ceremony alongside the Ross-shire town of Invergordon. HMS Spey has been undergoing a programme of operational sea training to ready her for action. Asia-Pacific Chief of the Air Staff of the Indian Air Force, Air Chief Marshal RKS Bhadauria, said the MiG-21 will be phased out of service within three years. Bhadauria was speaking at the combined graduation parade at the Air Force Academy in Dundigal. He said once the Rafale is fully operational, the service can turn its attention to inducting the LCA. The indigenous jet will replace the MiG-21. Separately, Times of India also reported that the Indian Air Force has stand up 101 Squadron as the second Rafale Squadron. The unit is now at Ambala and will officially induct at Hasimara air base within a month. Sea trials of India’s first indigenous aircraft carrier INS Vikrant has been delayed due to travel and quarantine issues caused by COVID-19. Americas Lockheed Martin won a $191.2 million contract modification for the US and United Kingdom to provide strategic weapon system Trident SSI Increment 8 production of inertial navigation systems and associated inertial spares for the Ohio and Columbia ballistic missile submarine shallow water submersible platforms for the fleet ballistic missile program. The Trident II D5 is the latest generation of the USN’s submarine-launched fleet ballistic missiles. First deployed in 1990, the Trident II D5 missile is currently onboard the US Ohio Class and UK RN Vanguard Class submarines. Work will take place in Ohio, California, New York and Virginia. Estimated completion date is February 28, 2028. The US Air Force has revised upwards the money required to re-engine the B-52H bomber. The program will now cost $11 billion. Acting Air Force Secretary John P. Roth told lawmakers that this represents a 9 percent jump, he also refuted recent press reports of a 50 percent increase as incorrect. Gen. Timothy M. Ray of Air Force Global Strike Command revealed that depending on the scenario, the new engines would reduce the requirement for aerial refueling by up to 50 percent.
