DID - Lockheed Martin Wins $663.7M For Hellfire Missiles | RAF Red Arrows Train In Greece | NG Tapped For Japan Global Hawk Program
Americas A former US Marine Corps (USMC) V-22 test pilot has urged the US Army to select the Defiant-X as its next helicopter instead of the V-280. Scott Trail says based on the Army’s mission objectives, the compound helicopter is the better choice and cheaper solution. Lockheed Martin won a $663.7 million contract modification for Hellfire II missile production. The Hellfire II air-to-ground missile system (AGMS) provides heavy anti-armor capability for attack helicopters. It is a 100lb class air-to-ground precision weapon delivering multi-target capability and precision strike lethality. The Hellfire II missile is in service with the armed forces of the US and 16 other nations. Work will take place in Orlando, Florida. Estimated completion date is September 30, 2024. Middle East & Africa The US Coast Guard cutter USCGC Hamilton conducted exercises with the Turkish Navy in the Black Sea, the US Navy Sixth Fleet said. The Legend-class cutter, which entered the Black Sea this week after transiting the Atlantic Ocean earlier in April, conducted a passing exercise and cross-platform helicopter operations with the Turkish Navy’s Yavuz-class TCG Turgutreis. Europe The Royal Air Force Aerobatic Team, the Red Arrows, has deployed to Greece to carry out essential pre-season training. The Royal Air Force say that the five-week visit, which has recently got underway, is known as Exercise Springhawk and concludes at the end of May. The hull of Type 26 Frigate HMS Glasgow now sits as part of the Glasgow city skyline, BAE Systems said. The aft block of HMS GLASGOW, the first City Class Type 26 frigate being built for the Royal Navy, has been rolled out of the build hall to join the forward block at the BAE Systems shipyard on the River Clyde. The aft block contains the versatile mission bay and hangar which is capable of supporting helicopters, boats, mission loads and disaster relief stores, while the flight deck is capable of landing a Chinook helicopter for transport of embarked forces. Asia-Pacific Northrop Grumman Defense Services won a $58.6 million deal for the Japan Global Hawk program. This contract provides for contractor logistics support services to include, but not limited to, in-country personnel, mission planning, contractor field teams, contractor inventory control, reach back support and software maintenance. Work will take place in Misawa Air Base, Japan. Estimated completion will take place in September 30, 2022. One aspect of the Afghanistan conflict that I think will stick in time's craw the hardest is what we allowed Pakistan to do. I was lucky enough to be at the table at C5F when this all kicked off - one of the many quiet O4s in the back of the room watching and listening as the big guys got us ready for what was to come. From almost day-1, a regular refrain - besides looking for sidearms and chem gear for all the terrorists with mustard gas mortar shells that intel told us could show up any day from Iraq ... ahem ... - was how we could not let Pakistan be for Afghanistan what Cambodia and Laos was for the North Vietnamese. "No safe havens!" we told ourselves literally over and over as Task Force K-Bar was put together ... but then the folks in DC and Tampa had different ideas, and almost immediately Pakistan was allowed to be a safe haven. There were all sorts of reasons, but we did what we did - ground convoys and airspace don't become permissive on their own dontchaknow. Of course we had to go in a decade ago down the street from Pakistan's West Point to kill Osama. Of course. Pakistan has played on both sides of the field in Afghanistan, contributing to the Taliban's success, a senior US senator has reminded his colleagues, a day after Washington announced plans to withdraw all troops from the war-torn Asian country by September 11. Chairman of Senate Armed Services Committee, Senator Jack Reed, on the Senate floor Thursday afternoon, said "a crucial factor contributing immensely to the Taliban's success" has been the inability of the US to "eliminate the "eliminate the sanctuary the Taliban was granted in Pakistan." Referring to a recent study, Reed said the Taliban sanctuary in Pakistan and state support from organisations, like Inter-Services Intelligence (ISI), have been essential to their war effort and the US' failure to undermine this safe haven may be Washington's most significant mistake of the war. Senator Reed (D-RI) was and is one of the good guys. I know he's seen the same intel I've seen ... and a lot more. With time, the larger American public will find out more that game Pakistan played. Americas The project manager for the US Army’s Future Long-Range Assault Aircraft(FLRAA) says the final request for proposal is to be released this summer. Col. David Phillips said the final document will not have any major changes relative to the draft proposal that was release late last year. Raytheon won a $16.5 million deal for the Advanced Medium Range Air-to-Air Missile (AMRAAM) program for Gordian Knot (GK) application-specific integrated circuit (ASIC) life-of-type buy. This effort provides for a life-of-type procurement of GK ASIC in support of production and sustainment through the AMRAAM program of record. The AIM-120 Advanced Medium-Range Air-to-Air Missile, or AMRAAM is an American beyond-visual-range air-to-air missile (BVRAAM) capable of all-weather day-and-night operations. Work will take place in Arizona. Estimated completion date is May 31, 2023. Middle East & Africa Sallyport Global Holdings won a $240 million contract action to provide base operations support, base life support, and security services in the support of the Iraq F-16 program. This contract is the result of a sole-source acquisition and involves Foreign Military Sales to Iraq. Work will take place at Balad Air Base, Iraq. Expected completion date is January 30, 2022. Europe Four Italian F-35As have deployed from Amendola Air Base, Italy to Ämari Air Base, Estonia to augment the NATO Baltic Air Policing Mission. This marks the first time the F-35 is used for this mission. As part of the “Baltic Eagle II” mission, the Italian F-35A aircraft, operating within the Task Group Falco of the Task Force Air Estonia will replace the German Air Force Eurofighters which have been deployed to Amari since late August. Asia-Pacific A Royal Australian Air Force E-7A early warning aircraft flew to Hawaii for the inaugural exercise Pacific Edge last month. The E-7A were joined by F-22s from the Hawaii Air National Guard as blue force. The red force was played by F-16s from the 442nd Training and Evaluation Squadron. Seventeen F-22 pilots also flew inside the E-7A during the three-week exercise to provide real-time feedback to the E-7A on what is happening inside the F-22 cockpit during air-to-air engagements. The US State Department has approved a possible Foreign Military Sale of six P-8I maritime patrol aircraft to India for an estimated cost of $2.42 billion. In November 2019, the Defense Acquisition Council, chaired by Defense Minister Rajnath Singh, approved the procurement of the long-range maritime surveillance aircraft manufactured by Boeing. This proposed sale will support the foreign policy and national security of the United States by helping strengthen the US-Indian strategic relationship and improve the security of a major defensive partner. DID - Australia’s Troubled E-7A “Wedgetail” AWACS Program
E-7A Wedgetail over New South Wales (click to view full) The island continent of Australia faces a number of unique security challenges that stem from its geography. The continent may be separated from its neighbors by large expanses of ocean, but it also resides within a potential arc of instability, and has a number of important offshore resource sites to protect. Full awareness of what is going on around them, and the ability to push that awareness well offshore, are critical security requirements. “Project Wedgetail” had 3 finalists, and the winner was a new variant of Boeing’s 737-700, fitted with an MESA (multirole electronically scanned array) radar from Northrop Grumman. That radar exchanges the traditional AWACS rotating dome for the E-7A’s “top hat” stationary antenna. That design, and the project as a whole, have run into severe turbulence, creating problems for Boeing earnings, the ADF, and other export orders for the type. DID’s FOCUS articles offer in-depth, updated looks at significant military programs of record. This one covers contracts, events, and key milestones within Australia’s E-7A program, from inception to the current day. Project Wedgetail: Program and Participants The Competition E-7A Cutaway (click to view full) In 1997 Australia’s AIR 5077 Project aimed to field a next generation aircraft that could monitor the airspace and even the waters around Australia. They named their AWACS project “Wedgetail,” in honor of their native eagle. Rather than picking the larger E-767, as the Japanese had done, they wanted to be able to buy a larger number of smaller and less expensive aircraft within their allotted budget. A set of small Initial Design Activity contracts were issued to 3 shortlisted firms in 1997, followed by bid submissions in early 1999 and selection of a preferred bidder. MESA radar In 2000, a Boeing/Northrop Grumman team beat 2 competing offers. Raytheon’s offer involved the Israeli Elta Phalcon stationary active-array radar, mounted on an Airbus A310 widebody airframe. The Phalcon system is currently mounted on Israel and Singapore’s Gulfstream G550 jets, Chilean 707s, and India’s Russian-built IL-76s. Lockheed Martin’s offer involved C-130J-30s fitted with rotating radomes derived from the E-2C Hawkeye carrier-launched AWACS. The C-130J-30 is used by the ADF as a transport aircraft, and the E-2C is in wide use by the USA, Egypt, France, Mexico, Singapore, and Taiwan. Boeing’s 737-700 offered Australia a very successful, in-production commercial aircraft that could maintain consistent high-subsonic speeds. That gave it a coverage advantage over the C-130J, but not the A310. Its accompanying Northrop Grumman MESA radar was seen as the newest technology choice, however, which could deliver the best performance if it lived up to its claims. That seems to have given the 737 an edge over Raytheon’s Airbus offer – but it also led to a lot of problems with a developmental radar that wasn’t truly ready. Program & Industrial Team KC-135 & E-7 (click to view full) The initial contract wasn’t signed until December 2000, and the price quoted at the time was A$ 3 billion. DoD releases issued after Australia exercised 2 of its options for additional planes have used a figure of A$ 3.45 billion. ANAO’s 2012-13 report places the figure at A$ 3.83 billion, including factors like monetary inflation and currency exchange. The real turbulence began in 2006, when a project that was held up as a model of acquisition reform, and reported as on time and on budget, suddenly “found” itself way behind schedule and over cost. This has led to widespread unhappiness in Australia. The first 2 E-7A aircraft were supposed to be delivered in November 2006, and enter service in 2007. Full Operational Capability was originally scheduled for December 2008. Bottom line? Australia’s E-7As will be about 5 years behind schedule. Initial aircraft were delivered without key electronics, and began limited service and training over Australia at the end of 2009. The 1st aircraft in a ‘final’ configuration, which would still fall short in high-end war fighting scenarios, eventually arrived in May 2012. Initial Operational Capability and final acceptance actually began in November 2012, and Final Operational Capability isn’t expected until June 2015. Boeing was also unhappy, as the A$ 3.45 billion contracts were structured in a way that shifted risk to the contractor. That has forced the firm to take hundreds of millions of dollars in write-offs. A 1999 Boeing release set out team responsibilities: Boeing (737-700, systems integrator) Boeing Australia (systems engineering and airplane modification support, product support, ground support segments) Northrop Grumman (MESA 360-degree steerable beam radar). BAE Australia (ESM signal detection, electronic warfare self-protection subsystem, operational mission simulator and mission support segment, AEW&C support facility) Qantas Airlines (maintenance support) Contracts & Key Events 2019-Today May 3/21: Pacific Edge A Royal Australian Air Force E-7A early warning aircraft flew to Hawaii for the inaugural exercise Pacific Edge last month. July 30/19: UK UK’s Marshall Aerospace signed a contract with Boeing to start work for the E-7 Wedgetail Airborne Early Warning & Control (AEW&C) program. Marshall is responsible for the conversion and delivery of the new fleet. The program has Marshall turn 737 Next-Generation aircraft into E-7s, including adding the Northrop Grumman multi-role Electronically Scanned Array surveillance radar, communication and mission computer systems. The E-7 is a twin-engine airborne early warning and control aircraft. The aircraft was designed for the Royal Australian Air Force. The Wedgetail can control the tactical battle space, providing direction for fighter aircraft, surface combatants and land based elements, as well as supporting aircraft such as tankers and intelligence platforms. March 26/19: Confirmation The UK will acquire five Boeing 737-based E-7 airborne early warning and control (AEW&C) system aircraft. As reported by Flight Global, the UK Ministry of Defense confirmed the $1.98 billion contract that will lead to the replacement of the Royal Air Force’s current Boeing 707-based E-3D Sentry fleet, on March 22. Designed for the Royal Australian Air Force under “Project Wedgetail” and designated E-7A Wedgetail, the E-7 is based on a standard Boeing 737 NG airliner modified to carry a sophisticated Northrop Grumman active electronically-scanned radar. The L-band electronically scanned AEW and surveillance radar is located on a dorsal fin on top of the fuselage, dubbed the “top hat”, and is designed for minimal aerodynamic effect. Last year the UK wanted to proceed with a non-competitive selection of the E-7 with the Ministry of Defense having been keen to acquire an operationally-proven system to replace its current assets. 2018 October 26/18: Critique Flight Global reports that the UK’s planned procurement of the E-7 Wedgetail system jointly produced by Boeing and Northrop Grumman is raising major concerns by rival producers of AEW&C aircraft. Defense secretary Gavin Williamson in early October confirmed that the UK is in early discussions with Boeing linked to a potential E-7 purchase, describing the 737-based system as “the stand-out performer in our pursuit of a new battlefield surveillance aircraft”. Saab is fiercely stepping up its efforts to halt the non-competitive acquisition. “We are concerned by the lack of competition and the lack of dialogue and response from MoD,” said Andre Walton, head of Saab UK, who notes that Saab’s “significant investment in the UK” is premised on an understanding that the nation is committed to “fair and transparent, free-market competition”. In a recent letter to Defense Committee chairman Julian Lewis, Walton offered the integration of Saab’s Erieye AESA and mission equipment onto the RAF’s A330 Voyager aircraft, which would reduce program costs by removing the need to acquire new aircraft. Flight Global states that factors behind the UK’s preference for the E-7 system stem from a reluctance to invest in a potentially risky development activity, with an acquisition to instead draw on Australia’s large investment in, and operational experience with the Wedgetail’s capability. October 4/18: UK purchase? Britain’s defense minister confirms that the government is looking into the purchase of a fleet of Wedgetail E-7 AWACS aircraft. In a recent interview, Gavin Williamson said that following an initial market analysis and a series of discussions, the Ministry of Defence can now conclude “that the potential procurement of the E-7 represents the best value for money option for the UK against need”. The UK is also currently in talks with Australia regarding a potential cooperation and collaboration on the Wedgetail program. Australia already operates a fleet of Wedgetails, and a small number of British Royal Air Force personnel have been training on the aircraft since mid-year. Williamson did not specify the timeframe, quantity and cost of the planned procurement, nevertheless it is likely that up to six E-7s will replace the ageing E-3Ds. The program will likely cost more than $2.6 billion, putting more pressure on an already exhausted British defense budget. 2017 July 7/17: Australia has contracted Boeing to carry out upgrades to the early-warning and control capabilities of its fleet of E-7A Wedgetail aircraft. Valued at $442.4 million, the aircraft will be fitted with new sensors as well as tactical data links, and communication and encryption systems. The project will be completed by mid-2022. Wedgetail aircraft are configured Boeing 737-700, with the addition of advanced Multi-Role Electronically Scanned Array (MESA) radar and 10 mission crew consoles. Australia currently has the aircraft deployed to the Middle East region as part of its contribution to the fight against the Islamic State. 2015 Feb 25/15: Real-world results.An RAAF officer spoke to media about the two real-world taskings the Wedgetail pulled: the marshaling of disparate aircraft in the search for Malaysia Airlines MH370 and in recent operations against ISIS. Wing Commander Paul Carpenter said the reliability rate was 90 percent or higher. He also said that since the platform is based on the Boeing 737, when it operated away from Australia, it benefited from high availability of the 737 support chain. 2014 Support contract gets 5-year extension. Flares test (click to view full) March 17/14: Support. A 5-year, A$ 901 million support contract extension (q.v. July 29/13) to Boeing Defence Australia will help No.2 Sqn in Williamtown with program management, supply-chain management, engineering, and maintenance services until at least 2019. Deeper E-7A aircraft maintenance support and training services will also continue under this deal, but only to 2016. Australia’s DoD intends to open them up to competition after that, and Boeing will have to win again to keep that work. The extension features 48% Australian content: A$ 433 million is being spent in Australia, including A$ 275 million in Newcastle, A$ 80 million Brisbane and Ipswich and $78 million in Adelaide. The contract’s scope covers all 6 E-7A Wedgetail aircraft, a full flight simulator, an operational mission simulator, a software development and test laboratory, and maintenance facilities. The contract could be extended via annual extensions based on performance metrics, and Boeing’s key contract partners remain BAE Systems and Northrop Grumman. COPE NORTH 2012 (click to view full) Dec 17/13: ANAO Report. Australia’s National Audit Office releases their 2012-13 Major Projects Report. AIR 5077 Phase 3 Wedgetail is one of the projects whose completion has slipped the most in the last year, adding a 20 month delay to make Final Operational Capability 78 months (6.5 years) late, in June 2015. That helped contribute to an A$ 91.4 million underspend in the past year. The program has spent A$ 3,452.5 million of A$ 3,843.7 budgeted, but it also has been adversely affected by inflation (A$ 1,111.1 million) and exchange variation (A$ 108.8 million) over that period. While Wedgetail was removed from the Projects of Concern list at Materiel Release 3 / Initial Operational Capability in November 2012: “The performance shortfalls and technical difficulties are adversely affecting the transition into operational service and sustainment…. due to problems with sub?system integration, hardware availability, radar and electronic support measures maturity and aircraft modification.” Final acceptance of the Mission Support Segment, Operational Mission Simulator, and Airborne Early Warning and Control Support Facility took place in December 2012, but Final Materiel Release has been delayed until December 2014, when Boeing is scheduled to finish remediation work. Ongoing work with Boeing and Northrop Grumman has helped change minds at Australia’s DMO, and they now believe that they will fix almost all of the performance shortfalls through the settlement with Boeing. Radar performance in the clear has been “substantially remediated,” performance in clutter expected to see “substantial improvement” by December 2013, and a number of shortfalls in Electronic Support Measures (ESM), Electronic Warfare Self Protection (EWSP), communications datalinks/ data forwarding, and residual integrated system performance are getting better. Work also continues on system stability. July 29/13: Support. Boeing Defence Australia Australian industry receives A$ 140 million to take on the E-7A Wedgetail support contract from Boeing USA (q.v. Jan 19/10). They’ll provide engineering, maintenance, spare parts and training support to Number 2 Squadron at RAAF Williamtown NSW, until the contract ends in 2015. Australian DMO | Australian DoD | Boeing. Support passes to Boeing Australia Dec 19/12: ANAO Report. The ANAO releases their 2010-2011 Major Projects Report. With respect to the E-7 program, ANAO says that successive software builds delivered to Australia’s fleet have improved integrated system performance. Unfortunately, other issues remain: “….a radar remediation program was established. This program includes a radar collaborative research and development program. A contract for the collaborative program was signed on 21 June 2010. The program has been very successful and consequently the period of performance has been extended to the end of 2012. Radar performance in the clear has been recovered to very close to specification and substantial improvement in performance in clutter is anticipated by mid 2013. Further technical challenges in the development of the Communications, ESM, Electronic Warfare Self Protection (EWSP) and ground support systems are still being encountered…” Dec 12/12: No concern. The Australian government officially removes the Wedgetail program from DoD’s “Projects of Concern” list. Australia DoD. Off “Projects of Concern” list Nov 19/12: IOC. Minister for Defence Materiel Jason Clare announces that the Airborne Early Warning & Control (AEW&C) Wedgetail aircraft has achieved Initial Operational Capability (IOC). For Australia, IOC is the minimum standard required to operate the fleet, including the readiness of a platform’s support infrastructure. Since 2011, the E-7A fleet has participated in Exercise Bersama Lima in Malaysia, Exercise Cope North Guam, Exercise Bersama Shield, the Red Flag multinational meet in Alaska, and most recently Exercise Rim of the Pacific (RIMPAC) 2012. The announcement also marks final acceptance. ANAO attributes the delays in aircraft final acceptance to delays in completing the large volume of formal documentation required. Australia’s DoD has no word on when to expect Full Operational Capability. Australia DoD. May 31/12: Final delivery. The Australian government announces that Boeing has delivered the 6th and final E-7A Wedgetail aircraft, which is now based with the rest of No. 2 Squadron at RAAFB Williamtown. This is the very 1st E-7 delivered to Australia in ‘final’ configuration. There has, as yet, been no announcement regarding acceptance of the “final” configuration Wedgetail. In response to queries, Australia’s DoD said that Initial Operating Capability is expected by the end of 2012, adding that “Boeing plans to offer all six aircraft for final acceptance in the third quarter of 2012.” Deliveries end May 10/12: Exercise. Australia completes Exercise Bersama Shield 2012 with Malaysia, which included RAAF E-7A Wedgetail, AP-3C Orion, B300 King Air and F/A-18 Hornet aircraft, along with the frigate HMAS Ballarat and submarine HMAS Collins. Feb 14/12: Exercise. Australia deploys 6 of its F/A-18F Super Hornet fighters, and 1 E-7A Wedgetail plane, and 3000 RAAF personnel to Guam for exercise COPE NORTH 2012. They will join the USAF’s B-52 bombers, F-15Cs, F-16s, F-16CJs and KC-135, and Japan’s F-15Js, F-2s and E-2Cs. More than 1,000 military personnel from around the world are expected to participate. It’s the Wedgetail’s 2nd foreign deployment, but the plane is still operating in the very limited initial configuration. Dec 20/11: ANAO Major Projects Report. The report lists the aircraft’s current schedule, and adds that: “The Wedgetail test aircraft participated in the Canadian exercise, Trident Fury, during May 2011. The flights showed varying success, with some radar fixes flown showing excellent results. However, there were still issues with system stability, consistency and repeatability which undermined overall mission system utility. Electronic Support Measures (ESM) remains the most significant concern and schedule risk. Reliability, maintainability and supportability are the key ESM issues that have been highlighted during recent testing. The resolution of these ESM issues will be a primary driver of Final Acceptance.” ESM systems are used to detect radar and other emitters, and backtrack them to their location. The report also says that “some radar deficiencies will remain at final delivery.” December 2011: E-7 Increment 2. Upgrades are done on all 4 initial E-7A aircraft, bringing them to the 2nd increment of their initial configuration. Source: ANAO. Nov 1/11: Exercise. An E-7A Wedgetail participates in the type’s 1st foreign deployment, at the Bersama Lima 2011 exercises with Malaysia. The RAAF shares the RAAFB Butterworth base in Malaysia with the RMAF, as part of a regional defense accord. An Australian E-7A had participated in RIMPAC 2010, but Australia’s DoD confirms that the Hawaiian exercise was conducted by Boeing crew and maintainers, as part of the development program. Australia DoD. July 2011: Manage Different. The Australian DMO’s bulletin magazine [PDF] covers the changed relationship between the DMO and Boeing, within the Wedgetail project. In early 2010, DMO/RRAF staff worked separately from Boeing, with security doors preventing access. DMO Flight Lieutenant (FLTLT) Rebecca Sharp: “It was a real case of us versus them and these attitudes were deep seated,” she said. “The DMO staff felt as if the contractor was just in it for the money while the Boeing staff felt as though they were being used.” Changes began amidst the program’s difficulties, beginning with co-locating in the same building, followed by joint mapping of business processes and value streams (Engineering, Operations, Maintenance, Supply Chain, HR/Training), and the application of LEAN business principles. The contract itself has reversed to outsource all Systems Project Office functions to Boeing, unless the fixed-fee contract explicitly says that they belong to the DMO or RAAF. These changes have led to others. A co-located finance team shares project financial data for the 1st time in the DMO’s history. A common AEWCSPO Storyboard displays metrics related to cost, downtime, and capabilities. A Joint Integration Group (JIG) of representatives from Boeing, DMO, and the RAAF, meets on a weekly basis to share problems, ideas and issues. The JIG can also make operational decisions, instead of directing everything up to management level and creating endless delays. Similar groups exist higher up the food chain, but the JIG allows them to focus on strategy and future planning. The DMO says that these measures are saving money as well as time, while creating fundamental changes in the parties’ relationships. Jan 28/11: Boeing losses. Flight International reports that Boeing’s Q4 and year-end 2010 earnings statement includes a new charge against earnings for its E-7A program, valued at $136 million. It covers “additional software development and testing required for acceptance of the Wedgetail aircraft” as well as “resolution of issues associated with the test program” for the Turkish air force’s similar “Peace Eagle” 737 AEW&C program. It’s not clear whether these revelations mean more delays in store. The first 2 Wedgetail aircraft are formally accepted by Minister for Defence Material and Science Greg Combet, during a ceremony at RAAF Base Williamtown in Newcastle, Australia. The RAAF will now work with Boeing to train personnel in operating the aircraft over the next 12 months. Combet acknowledges that the program will remain on Australia’s “projects of concern” list, noting performance shortcomings in his speech: “In particular, I look forward to the delivery of the Electronic Support Measures and Electronic Warfare Self Protection Subsystems and improvements in both radar performance and integrated system performance over time… the MESA radar will be subject to a collaborative research and development program to examine potential improvements. This could provide real improvements in the radar and develop the radar expertise of Australian industry. Thales Australia announces a 5-year agreement with Boeing Defence Australia to provide through-life maintenance and engineering support for the Royal Australian Air Force (RAAF) Wedgetail program’s Operational Flight Trainer (OFT). Price was not disclosed. Developed by Thales in Australia and the UK, the Wedgetail OFT offers flight performance, air-to-air refuelling, flight deck and pilot tactical training capabilities. It’s customized to reflect unique characteristics of the Wedgetail AEW&C system, including controls for the communication, aerial refueling, and Electronic Warfare Self Protection systems. This OFT will be the sole Wedgetail pilot training device for the RAAF. The OFT was awarded the highest level of Australian flight simulator accreditation in June 2008, and allows the RAAF to graduate Wedgetail pilots with 100% of their type conversion training completed on the simulator. The term is called ‘zero flight time pilot training’, which is actually something of a misnomer because they will have a number of flying hours in other aircraft first. Jan 19/10: Support. Boeing signs a 5-year, USD $600 million (A$ 800 million) In-Service Support contract from Australia’s Defence Materiel Organisation, for Project Wedgetail’s 6 aircraft. Under the performance-based logistics (PBL) contract, Boeing will provide acquisition, program management, integration and engineering services, with specified rewards for meeting or exceeding contract benchmarks. Boeing Defence Australia will support the program with engineering, maintenance and training services and supply chain management. Subcontractor Northrop Grumman will support the aircrafts’ Multirole Electronically Scanned Array (MESA) radar. Boeing claims that the contract is expected to create more than 100 jobs in Newcastle, Australia, while providing continued and new employment for more than 100 personnel in Queensland, Australia. As part of planned tests for Australia’s Project Vigilare NC3S (Network Centric Command and Control System) the system completes its first data transmission with an RAAF Wedgetail aircraft. The Vigilare system installed at the RAAF’s Northern Regional Operations Centre in Northern Territory, Australia, successfully sent Link 16 transmissions to an airborne Wedgetail aircraft performing training missions over Australia’s east coast. Other platforms planned for this network include Australia’s F/A-18 Hornets, F/A-18E/F Super Hornets, its future P-8A Poseidon sea control aircraft, and its future Hobart Class Air Warfare Destroyers. Developed by Boeing Defence Australia, Project Vigilare NC3S will combine data from land, sea, air and space platforms, sensors and data links, in order to help the ADF provide tactical and strategic surveillance across wide geographic regions, and perform battlespace-management operations as needed. Boeing release. Nov 26/09: Delivery. Delivery of the first 2 Wedgetail aircraft to RAAFB Williamstown, in Australia, follows a commercial settlement with Boeing. As a result of this agreement, Boeing is making these 2 aircraft available to the RAAF for familiarization training, while it continues to work on the program. Australian Aviation writes that: “The initial delivery denotes that the aircraft have been provided by Boeing to the RAAF for training purposes, but will not be formally handed over to their new owner until March 2010. Despite wearing their ADF serial numbers – A30-001 and A30-004 – the aircraft will remain on Boeing’s books and the US civil register until that time, and Boeing must provide a pilot in command and a flight test engineer on all RAAF training flights until the official handover.” The aircraft also lack key electronics, but can be used along with the Williamstown AEW&C Support Centre’s Wedgetail Operational Flight Trainer, Operational Mission Simulator, and Mission Support System, in order to allow the RAAF to begin familiarization training for flight, mission and maintenance crews. Boeing confirms that it successfully completed tests of the Counter Measures Dispenser System (CMDS) for Project Wedgetail in September and October 2009. Tests were held off the Washington coast and over Puget Sound, over 19 flights that dispensed more than 500 units of chaff and flares. Testing of BAE Systems’ CMDS system is just one step toward verification of the Wedgetail AEW&C aircraft’s overall Electronic Warfare Self-Protection (EWSP) capability, which will include LAIRCM defensive systems as well as chaff. Australian Defence Magazine reports that late December 2009, Wedgetail aircraft will begin service over Australia in a training and domestic surveillance role. They will be limited to those uses, because the first 2 E-7As will not have operational electronic counter-measures systems that would allow their use in conflict zones. A total of 5 aircraft have received the basic Wedgetail conversion at this time, and the other 4 fully-equipped aircraft (plus 2 initial deliveries, for 6 total) are expected by the end of 2010. The report adds that: “One of the final approval tests with the aircraft is expected in Seattle in early November [2009] when ECM tests firing flare and chaff are completed… We understand negotiations about the status and capability of the Wedgetail aircraft, and particularly the performance of their Northrop Grumman MESA radar have been underway for some time between Boeing, Northrop Grumman and the Defence Department.” July 13/09: Radar issues. The Sydney Morning Herald quotes Air Vice Marshal Chris Deeble, who says that the first 2 Wedgetails are on target for delivery by Nov 30/09, and are now ready to be used for training and initial operations. He also says, however, that ironing out key issues with the plane’s radar could take a couple more years, and the report details those issues: “The key remaining radar problems relate to its clutter performance – the ability to detect targets such as low-flying aircraft against a ground or water backdrop in certain circumstances – side lobes – extraneous radar signals which could create false images – and stability, where some combinations of operator commands cause mission computers to halt temporarily or even lock up.” Boeing is scheduled to deliver 4 Wedgetails in full configuration between March and September 2010, after which the first 2 aircraft will also be upgraded to full specification. Depending on how quickly the radar and software issues sort themselves out, further upgrades may become necessary. May 19/09: Testing. The Australian reports that the Wedgetail project has performed well in a series of tests and technical reviews: “Senior defence and industry sources say the Wedgetail, a modified Boeing 737-700 aircraft with a specially developed phased array radar, performed well in flight tests over the Northern Territory a fortnight ago. Ten days ago, a Wedgetail aircraft flying out of Canberra with senior defence officials on board also performed satisfactorily, with its radar detecting RAAF F/A-18 fighters from Williamtown air base, near Newcastle. The aerial trials of the high-tech airborne air defence system followed a lengthy series of laboratory tests earlier this year on the performance of the Wedgetail’s radar by the Massachusetts Institute of Technology’s Lincoln Laboratory. The Lincoln Laboratory assessment found there were no fundamental performance problems with the state-of-the art phased array radar that would place the Wedgetail project in jeopardy.” May 19/09: Certification. The RAAF’s Wedgetail aircraft receive US FAA supplemental type certification. The certification is supplemental because it’s an amendment to the existing civil certification for the 737-700IGW (increased gross weight). International certifications are required in order to fly in civil airspace. The Australian | Aviation Week. FAA certification March 16/09: Testing. Boeing’s two-fer. Australia’s Project JP129 failure has created an opening for Boeing’s ScanEagle UAV, but its flagship “Wedgetail” E-7A AWACS faces questions. Boeing responded by linking 2 birds with one datalink: a live demonstration in which a not-yet-delivered Wedgetail aircraft flying over Washington State, USA, controlled and received sensor data from 3 ScanEagle UAVs. The 3 ScanEagles were launched from Boeing’s Boardman Test Facility in eastern Oregon, approximately 120 miles/ 190 km away from the airborne Wedgetail. Using the company’s UAS battle-management software, airborne operators issued NATO-standard sensor and air-vehicle commands via a UHF satellite communication link and ground-station relay. Operators tasked the UAVs with area search, reconnaissance, point surveillance and targeting, while the UAVs sent back real-time video imagery of ground targets. Boeing will conduct a follow-on demonstration for the Australian government in early May 2009 at RAAF Base Williamtown in New South Wales. A Wedgetail will take control of ScanEagles operated by Boeing Defence Australia personnel at Woomera Test Facility in South Australia, approximately 1,080 miles/ 1,730 km from Williamtown. Feb 27/09: Training. Australia’s Project Wedgetail AEW&C program accepts an operational flight trainer (OFT) from Boeing, as the first segment of the Wedgetail program to be delivered to Australia. The simulator was installed at the Wedgetail AEW&C Support Center at RAAF base Williamtown. The motion-based flight simulator was designed, built and installed by Thales, and managed under a subcontract by Boeing Defence Australia. The OFT is customized to account for the Australian aircrafts’ unique characteristics, including controls for the communication, aerial-refueling and Electronic Warfare Self Protection systems. Prior to delivery, the OFT passed a series of certification tests and was awarded the highest “zero flight time status” accreditation, allowing experienced pilots to train using an accredited simulator instead of an actual aircraft. RAAF pilots have used the OFT since October 2007, in order to familiarize themselves with the Wedgetail AEW&C flight deck and to develop training scenarios. It will now be used for full pilot training. Boeing. Feb 25/09: Update. Aviation Week reports comments by that Wedgetail project manager Air Vice Marshal Chris Deeble to an Australian parliamentary committee. While the initial jet is scheduled for delivery in November 2009 with limited performance, Australia expects the other 5 jets to be delivered to the full specification: “We have made no concessions to Boeing… Neither have they sought any concessions to a reduction in the performance.” But he adds that not all program risks have been mitigated.” Feb 13/09: Testing. The Australian publishes a follow-on story, which covers the MIT Lincoln Lab’s testing of the E-7A’s MESA radar: “The Massachusetts Institute of Technology’s Lincoln Laboratory is undertaking the review, assisted by a small team from Australia’s Defence Science and Technology Organisation… Senior defence sources say the problems with the radar go beyond simple target identification and software integration issues to the basic performance and geometry of the system, which sits on top of the 737’s fuselage. The Lincoln Laboratory assessment is due to be completed by the end of March and will be followed by flight testing over northern Australia in May… Subject to further tests later this year, Boeing expects to deliver an initial 737 aircraft to the RAAF for training tasks in November with the first two planes achieving full capability by March next year.” Jan 21-28/09: Testing. Boeing conducts successful functional airworthiness flights of 2 Project Wedgetail 737-700s from Royal Australian Air Force (RAAF) base Amberley. The flight followed major aircraft modifications performed by Boeing Defence Australia at Amberley, including the installation and checkout of an advanced Multi-role Electronically Scanned Array (MESA) antenna, ventral fins and mission system equipment. The two aircraft will be painted with RAAF markings over the next few weeks. Boeing will finish installing mission system equipment on both aircraft, and conduct a series of ground checkouts later in 2009. Boeing release. Jan 7-10/09: Testing. Boeing and the USAF conduct the first aerial refuelings involving a 737-based aircraft, as part of Project Wedgetail. The fights were conducted at Edwards AFB in California, and involved a USAF KC-10 tanker on Dec 7/08 and a USAF KC-135 on Dec 10/08. Announcements are made that the Wedgetail Project will have its delivery date pushed back yet again, with the first aircraft not expected until late 2009, initial operating capability waiting until 2011, and full operating capability waiting until 2012. Even those dates are not firm, however, as they depend on Boeing’s ability to solve major technical issues. The Australian quotes Australia’s Defence Procurement Secretary Greg Combet, who said the project was on the government’s “Projects of Concern” watchlist but that there were no plans to cancel it: “Just last week there was a summit held in Canberra where we discussed how we are going to move things forward. I am pleased to say progress was made in those discussions but there is much more work to be done yet. This probably the project that keeps me awake the most at night.” Meanwhile, Australia’s Courier News reports that: “Senior military officers have admitted the prime contractor, US giant Boeing, and its sub-contractors have no idea how to fix the main problem – an unworkable radar system… Air Vice-Marshal Deeble qualified his [2011-2012] timetable by saying it depended on solving the technical issues with the MESA radar built by US firm Northrop Grumman… In a desperate bid for answers, the Defence Materiel Organisation has contracted the world-leading independent radar house MIT Lincoln Lab to investigate. “That will be important for us to understand the baseline performance and any path forward for remediation of any shortfall of the radar,” Air Vice-Marshal Deeble told the Senate.” Sources. During an initial 4-hour flight from Boeing Field in Seattle, WA, the crew conducted a series of functional tests as part of a program to measure the mission system’s impact on the aircraft’s power generation capability and environmental controls, such as the liquid and air cooling systems. Boeing release | Gizmag. March 20/07: Testing. Boeing announces that communications, navigation, mission computing, radar and electronic warfare self protection subsystems has been completed aboard a 737 airborne early warning and control (AEW&C) aircraft for Australia’s Project Wedgetail. Functional checkout of the AEW&C system with the aircraft is scheduled for the end of April 2007, and FAA certification and qualification testing are scheduled for summer 2007. Boeing’s release promises delivery of the first 2 Wedgetail aircraft in March 2009, and the remaining 4 aircraft by mid-2009. Boeing conducted tests aboard the aircraft and at its System Integration Lab in Kent, WA, using a variety of simulations. “The tests demonstrated that the systems worked separately and together, and that they were compatible with the aircraft,” said Ross Dessert, Boeing Wedgetail program manager at the time. Feb 2/07: Delays. The Australian reports that the Wedgetail early-warning aircraft project has been delayed again, pushing back the expected acceptance date to 2009 and contributing to another $US 274 million fourth quarter write-off by Boeing. Initial operation capability is now expected in 2010. The report adds that: “Most importantly, it has had problems getting the revolutionary phased array radar — a Northrop Grumman system forming the centrepiece of the new planes — to work properly. The problems have already resulted in a $US496 million write-off in Boeing’s second-quarter results last year and prompted a comprehensive review of the program… But it says it has worked with suppliers to move significant resources to the program and is now confident it can meet its revised timetable as well as the RAAF’s operational requirements.” 2005 – 2006 Sudden flip from “everything’s great and on schedule” to “we’re going to be delayed, and we don’t know how badly.” E-7A Wedgetail (click to view full) June 29/06: Delays. Australia’s Minister for Defence Dr. Brendan Nelson, announces that the Wedgetail project has fallen behind schedule: “During our talks, Boeing CEO Jim Albaugh confirmed the Wedgetail project has slipped behind schedule. Until recently, Boeing was advising that this project had been running well and achieving significant success for one of such complexity… The extent of the delay will be determined by intense project reviews over the next two months… The contract between the ADF and Boeing does include a provision for liquidated damages. The government is reserving its contractual rights in this regard.” June 29/06: Boeing tells its investors that it will recognize charges related to delays on the Project Wedgetail and the similar Turkish “Peace Eagle” project, when it announces second-quarter 2006 results July 26. “Boeing expects to record a charge of between $300 million and $500 million pre-tax due to delays related to its Airborne Early Warning & Control (AEW&C) program for Australia and Turkey… Delivery of the first two Wedgetail aircraft and that effort’s flight test schedule have been delayed up to 18 months because of development and integration issues with certain hardware and software components. Boeing now plans to deliver all six Wedgetail aircraft by the end of 2008 and is developing the Peace Eagle schedule with its Turkish customer.” March 09/06: Testing. Boeing and Northrop Grumman Electronic Systems have completed ground testing of the Multi-role Electronically Scanned Array (MESA) radar aboard a 737 airborne early warning and control (AEW&C) aircraft for Australia’s Project Wedgetail, clearing it for flight testing at full power. Boeing also integrated the radar and Identification Friend or Foe system, allowing for simultaneous operation and more efficient targeting and data collection. Jack Delange, 737 AEW&C integration and test manager: “The testing demonstrated the radar would not interfere with the aircraft’s avionics and engines and is compatible with the mission system hardware and software.” Boeing’s release adds that: “Australia has purchased six 737 AEW&C aircraft. The first two will be delivered for initial operational capability in July 2007. The remaining aircraft are scheduled to be delivered by 2008.” Jan 16/06: Testing. Australia’s DoD announces that a Wedgetail aircraft has successfully conducted a ‘world first’ 360 degree scanning with a fixed airborne phased array radar. Defence Minister Robert Hill says the airborne test of the radar, carried out by the combined Boeing and Defence Materiel Organisation AEW&C project team based in the USA, lasted more than 3 hours and operated trouble-free. Jan 16/06: First delivery of a 737-700 aircraft to Boeing Australia for modifications, as it arrives at RAAF Amberley. Australian DoD | Space Mart. Sept 01/05: Boeing announces the first in-flight test of the Northrop Grumman MESA radar aboard a 737 airborne early warning and control aircraft for Australia’s Project Wedgetail. The 6-hour flight test over Washington state followed 3 weeks of ground testing of the radar in Victorville, CA. The ground testing verified the compatibility of the radar with other aircraft systems while operating and scanning through 360 degrees. The firm is still promising delivery of the first 2 aircraft in 2006. The Northrop Grumman-built MESA antenna is 35.5 feet long and weighs more than 3 tons. June 3/04: Australia formally commits to the purchase of 2 additional Wedgetail Airborne Early Warning and Control aircraft in a special signing ceremony at the Royal Australian Air Force Base Amberley. DoD release: “The $3.4 billion AEW&C project, which is on budget and ahead of schedule, will equip the RAAF with a fleet of six Wedgetail aircraft and provide a state-of-the-art air and maritime surveillance capability. Four of the six aircraft will be modified in Australia. The first of these is scheduled to arrive at RAAF Amberley late next year, with the final Wedgetail due for completion in early 2008. Australian industry involvement in Project Wedgetail is already worth more than $A 400 million. Completion of the four aircraft in Australia will increase that Australian industry involvement by $80 million. Strategic industry development activity worth an additional $99 million has also been included with the purchase of the extra two aircraft. “The Wedgetail project will create around 170 new jobs in South East Queensland – most based at Amberley,” Senator Hill said.” May 21/04: Australia’s DoD announces the first flight of the Royal Australian Air Force’s new “Wedgetail” Airborne Early Warning and Control aircraft, at Boeing Field in Seattle in the United States. May 12/04: Boeing announces that Australia has exercised options to purchase 2 of its 3 optional Project Wedgetail aircraft, raising its total order to 6 fully-equipped planes. The options are valued at approximately $180 million, as the original contract had included 6 AEW&C systems. Boeing’s release adds that: “Delivery of the first two 737 AEW&C aircraft to the Royal Australian Air Force is scheduled for 2006. Australia’s DoD: “Defence Minister Robert Hill today opened the new headquarters for Australia’s $3.27 billion Airborne Early Warning and Control (AEW&C) Wedgetail aircraft. The headquarters at Williamtown near Newcastle is also the official new home of Air Force’s re-formed No 2 Squadron, who will fly the AEW&C Wedgetail when it becomes operational.” The current DoD schedule has the first Wedgetail flight in Seattle in May 2004, and the first 2 aircraft being officially handed over to the RAAF in November 2006. Hill: “The headquarters is the first tangible delivery for the project, which has been leading the way for reform in Defence Materiel Organisation projects… In the three years since project signature, it is still ahead of schedule and on budget. The opening of the headquarters today also marks the beginning of long-term relationship with the Hunter region. Boeing announces a successful critical design review (CDR) for Project Wedgetail’s MESA radar and identification friend or foe subsystems. “The review was completed on schedule and confirmed that the detailed design developed by Boeing S&C teammate Northrop Grumman Electronic Systems is producible, supportable, maintainable and will yield the required performance characteristics… Boeing and Northrop Grumman also examined the interfaces between the design elements of the radar and between the radar subsystem and the other aircraft and mission system elements to make sure the radar/identification, friend or foe (IFF) subsystem will function properly within the entire airborne mission system.” Nov 26/01: Component PDR. Boeing announces a successful preliminary design review (PDR) for the mission computing subsystem hardware in Project Wedgetail. It included a review of the hardware elements of the mission computing subsystem against the requirements assigned to that hardware. BAE Systems, New York is the Boeing subcontractor providing the mission computing hardware. The hardware includes the mission computers, the mission system operator consoles and a tactical display in the cockpit. The contract is worth A$ 3 billion according to the DoD release (about $2.04 billion). Defence Minister Moore: “The AEW&C system is a strategically important capability that will make a major contribution to Australia’s air combat capability, significantly multiplying the combat power of the upgraded F/A-18 fleet. The system will improve command and control, and the capacity for air defence of surface ships. It also will enhance Australia’s strike capability. “Importantly it will also provide support to Coastwatch activities, as it will be capable of covering four million square kilometres during a single 10 hour mission – that’s the equivalent of Darwin to Perth and back again.” The contract involves 4 of its 737-700 systems, 6 AEW&C systems, and an option for up to 3 more aircraft at set prices. Australia’s Minister for Defence John Moore announces that the Federal Government had decided to defer consideration of the Airborne Early Warning and Control (AEW&C) project to establish whether it fits into the balance of the ADF’s required capabilities in the context of the forthcoming Defence White Paper. That White Paper is released on Dec 6/2000. It will be out of date in less than a year. July 21/99: Boeing picked. Boeing announces that its team has been selected as the preferred tenderer for Australia’s Project Wedgetail. The rest of your fleet has left you behind. The enemy is everywhere. You have little defensive or offensive weapons - and you are painfully slow - but you have your ship and your Sailors and your mission, which at this point, is simply to survive. What do you do? Well ... never underestimate a Dutchman; The ship was based at Surabaya in the Netherlands East Indies when Japan invaded in 1941. Following the Allied defeats at the Battles of the Java Sea and Sunda Strait in late March 1942, all Allied ships were ordered to withdraw to Australia. Abraham Crijnssen was meant to sail with three other warships, but found herself proceeding alone. To escape detection by Japanese aircraft (which the minesweeper did not have the armament to defend effectively against), the ship was heavily camouflaged with jungle foliage, giving the impression of a small island. Personnel cut down trees and branches from nearby islands, and arranged the cuttings to form a jungle canopy covering as much of the ship as possible. Any hull still exposed was painted to resemble rocks and cliffs. To further the illusion, the ship would remain close to shore, anchored and immobile during daylight, and only sail at night. She headed for Fremantle, Western Australia, where she arrived on 20 March 1942; Abraham Crijnssen was the last vessel to successfully escape Java, and the only ship of her class in the region to survive. She served her nation a long time, and you can still see her; The ship was removed from the Navy List in 1960. After leaving service, Abraham Crijnssen was donated to the Sea Cadet Corps (Zeekadetkorps Nederland) for training purposes. She was docked at The Hague from 1962 to 1972, after which she was moved to Rotterdam. The ship was also used as a storage hulk during this time. In 1995, Abraham Crijnssen was marked for preservation by the Dutch Navy Museum at Den Helder. She was retrofitted to her wartime configuration. In war, for glory one does not necessarily have to earn a bridge wing full of battle stars or sink and shoot down scores of an enemy to be fullbore. Sometimes you just need attitude. Hat tip PS. Americas Saguaro Business Solutions won a $67.3 million contract for aircrew training and courseware development. This contract provides all personnel, equipment, tools, materials, supervision, and all other items and services that are required to perform 552 Air Control Wing E-3 Aircrew Training and 752nd Operations Support Squadron and Reporting Center support at Tinker Air Force Base, Oklahoma. Estimated completion date is April 30, 2026. Bell Textron won a $8 million deal, which provides engineering and technical field services for the H-1 aircraft to include airframes, avionics, electrical power plant systems and associated equipment, on and off-site proficiency training, technical and unusually complex technical guidance in support of the Naval Air Technical Data and Engineering Service Center. The UH-1Y Venom and the AH-1Y Viper hare 85 percent parts commonality, designed to significantly reduce life-cycle costs and the aircraft’s logistical footprint, while increasing the maintainability and deployability. The AH-1Z Viper attack helicopter provides rotary wing close air support, anti-armor, anti-air, armed escort, armed/visual reconnaissance and fire support coordination capabilities under day/night and adverse weather conditions for the USMC. The UH-1Y Venom multi-role utility helicopter is equipped with a wide range of weapons and mission support configurations to also perform close air support missions, along with combat assault support, search and rescue/causality evacuation, armed escort/reconnaissance, command and control, and special operation support. Work will take place in New Jersey, Louisiana and Hawaii. Estimated completion will be in April 2026. Middle East & Africa Six F-15Es from the 494th Expeditionary Fighter Squadron arrived at Al Dhafra Air Base, United Arab Emirates, April 25 ferrying live bombs from Jordan. This is the first combat tactical ferry mission for the F-15E as part of an Agile Combat Employment operation. Each fighter is carrying more bombs than it can drop in combat. The purpose is to ferry the live bombs to a location without having to use a cargo plane to do so. Europe Romania signed the Letter of Offer and Acceptance (LOA) contract for the Naval Strike Missile (NSM) Coastal Defense Systems (CDS). The General Directorate for Armaments of the Ministry of National Defense signed the contract on behalf of the government. The costs of the systems, which includes four mobile launchers, is about $286 million. Delivery will take place in the last quarter of 2024. Asia-Pacific India is to lease a A330 MRTT from France under government-to-government basis, Hindustan Times reports. The Indian Air Force has issued a request for information (RFI) for this purpose. Another request for proposal will be release in the future to lease another five tankers. The proposal was discussed during Air Chief Marshal RKS Bhadauria’s visit to France last week. Japan is exploring the use of a multihull design for the two vessels that are to be equipped with the Aegis missile defense system that replaces the Aegis Ashore program. Japan’s Hibiki Class ocean surveillance ships uses the small-waterplane-area twin hull (SWATH) design. Such a configuration offers stability in rough seas. The GAO has a report out on LCS maintenance. A long running concern here has been the intentional, and borderline criminal, neglect of maintenance Navy-wide in general. The LCS program, from the manning CONOPS to maintenance has been one long example of bad ideas made flesh by an entire generation of pigheadedness. In 2021, we have good people in hard jobs doing the best they can with the dog's breakfast of a class of ships they were given - and yet we can't seem to build anything straight connected to this crooked timber. We should have stopped building them long ago - but we will have to make do with what we have. If you want to, rage read the whole thing ... but I want to remind everyone - the first LCS was commissioned in 2008, over a dozen years ago. We also found significant unplanned work in maintenance contracts we reviewed—often because the Navy didn't understand ship condition before planning repairs. One effect of unplanned maintenance is schedule delays that limit fleet readiness. ... GAO found in the 18 LCS maintenance delivery orders it reviewed that the Navy had to contract for more repair work than originally planned, increasing the risk to completing LCS maintenance on schedule. A majority of this unplanned work occurred because the Navy did not fully understand the ship's condition before starting maintenance. The Navy has begun taking steps to systematically collect and analyze maintenance data to determine the causes of unplanned work, which could help it more accurately plan for maintenance. Amazing. Simply amazing. It is as if we didn't have a few centuries of experience maintaining warships. The toxic culture of yes-men and happy-talk that begat the LCS program to begin with seems to be impacting maintenance as well. Americas Lockheed Martin won a $22.5 million contract modification, which adds scope to provide support required to establish the common reprogramming tool development network and selection of a service-oriented architecture for the development of enhanced reprogramming tools. This is essential for all standing labs in support of the F-35 aircraft for the Navy, Air Force, Marine Corps, and non-Department of Defense participants. Work will take place in Texas and Florida. Estimated completion is in December 2021. The US Navy has demonstrated that it can use a swarm drone to destroy a surface target during the recently concluded Unmanned Systems Integrated Battle Problem (UxS IBP) 21 conducted off the coast of California. Flag officers made the disclosure to reporters during a teleconference on April 26. An Unmanned Surface Vessel (USV) detected the location of the surface target using its on board Electronic Support Measures (ESM) system and transmitted the coordinates to the surface warfare commander who then attack it with a swarm drone. Middle East & Africa Israel’s Elbit Systems announced that it successfully completed the testing of its combat suites integrated into new patrol vessels of the Hellenic Coast Guard (HCG). The trials conducted in the Aegean Sea included testing of the integration level of the combat systems and subsystems as well as live fire testing of the onboard remote controlled weapon stations. Europe Germany contracted Top Aces to deliver fast jet adversary air training services to its armed forces from January 1, 2022. Announced by the Canadian-based contractor owned and contractor operated (COCO) company, the deal is a follow-on award for Top Aces, which has been providing its services to the German armed forces over the previous six years. It was announced that a further sub-contract has been awarded for the UK Boxer Mechanised Infantry Vehicle Programme. Horstman UK will supply over 250 angular gear boxes and control units for the British Army’s Boxer Mechanised Infantry Vehicle programme. Asia-Pacific HMLA-267 will be replaced by HMLA-169 as the Unit Deployment Program (UDP) squadron at MCAS Futenma, Japan this week. Before departing home for Camp Pendleton, HMLA-267 carried out a Mission Rehearsal Exercise on and around the island of Okinawa, Japan. Americas Rolls-Royce won a $21.8 million contract modification, which exercises an option to provide depot repair of T56-A-427 engines utilized on E-2 Hawkeye aircraft, to include repair of the power section, torque meter, gearbox and accessories in accordance with Navy depot manuals and approved repair practices. The Hawkeye is an s an American all-weather, carrier-capable tactical airborne early warning (AEW) aircraft. Work will take place in Texas, Canada and Indiana. Expected completion date is January 2022. The aircraft carrier USS Gerald R. Ford completed Combat Systems Ship’s Qualifications Trials, a milestone in validating its defenses, the US Navy said. The five-phase trials began in February in the Atlantic Ocean, and followed an assortment of post-delivery tests and trials performed since the vessel’s 2017 commissioning. The CQSST, which wrapped up earlier this month, is a test of safe and effective use of the ship’s firepower and defenses, according to the Navy. Middle East & Africa Turkish Aerospace Industries found an export customer for its armed Hürku?-C single-engine, turboprop aircraft. This was disclosed by TAI General Manager Temel Kotil to private broadcaster CNN Türk. A total of 12 aircraft will be sold but the contract has not been signed yet. A news release from NAVIR’s Air-to-Air Missiles Program Office (PMA-259) International Programs team disclosed that the United Arab Emirates (UAE) had “finalized an agreement with the US this March to procure the F-35.” The country also requested to buy additional AIM-9X missiles for its F-35 fleet. Europe According to a press release from the British government says ships from the UK Carrier Strike Group will “participate in Exercise Bersama Lima to mark the 50th anniversary of the Five Powers Defence Agreement between Malaysia, Singapore, Australia, New Zealand and the United Kingdom.” Exercise Bersama Lima is held yearly in October each year, naval vessels usually deploy to South China Sea off Malaysia for the war game. Defense Secretary Ben Wallace told lawmakers that all Royal Navy sailors will be Covid vaccinated and will have received two Covid-19 jabs by the time the group reaches the Mediterranean. Asia-Pacific The South Korean government has given the green light to proceed with the development for an armed variant of the MUH-1 Marineon helicopter. Our Navy has a problem, or a series of problems, and everyone knows it. It is a problem of long standing that manifests itself in a variety of ways. Our inability to design warships, or properly maintain the ones we have, is one example. Our shrinking carrier airwings - in aircraft numbers and range - is another. Not unrelated to the issues on the pointy end is the groaning weight of staff bloat and a top-heavy leadership structure. Our self-selected elite - in uniform and out - have failed us. The system and structure that motivates, rewards, and encourages them share the blame, but mostly this is a people problem. As such, the cure will have to come from people. Congress can help us by ripping up root and branch the late-Cold War Goldwater-Nichols and its Cult of the Joint - along with the hide-bound, accretion laden acquisition bureaucracy that it spawned. Altogether, they are a dead hand on the tiller of our Navy and about as effective as the palace full of eunuchs was to the last Chinese emperors. As an institution, the Navy does not have to wait for Congress to act. If we are lucky and smart, we can get the right senior leadership in place to kick start change - and that is a change in how we see our job. Focus. We need to focus. Let the bureaucratic structure follow the change, but we need to break things down and start with Question-1: what is our job? To start this, why not leverage one of the fetishes of the last few decades: "What is happening in tech?" We've all seen the field trips. We've all seen working groups. We've all read one of the buzzword-concepts-of-the-quarter, "disruption." What can we do to take what does seem to get people excited, "tech" and "disruption" and find a way to use that in a constructive way? Let's look at what is going on Basecamp, a productivity software maker. Their founder and CEO Jason Fried just put out a letter titled "Changes at Basecamp" to his employees that I'd like to pull some interesting points from - almost all of it. After a soft intro, Fried gets right to the point. We all want different somethings. Some slightly different, some substantially. Companies, however, must settle the collective difference, pick a point, and navigate towards somewhere, lest they get stuck circling nowhere. With that, we wanted to put these directional changes on the public record. Historically we've tried to share as much as we can — for us, and for you — so this transmission continues the tradition. He acknowledges that what he is about to do will not please everyone. He wants his employees to know that, but also wants to step out front an make things clear to everyone. 1. No more societal and political discussions on our company Basecamp account. Today's social and political waters are especially choppy. Sensitivities are at 11, and every discussion remotely related to politics, advocacy, or society at large quickly spins away from pleasant. You shouldn't have to wonder if staying out of it means you're complicit, or wading into it means you're a target. These are difficult enough waters to navigate in life, but significantly more so at work. It's become too much. It's a major distraction. It saps our energy, and redirects our dialog towards dark places. It's not healthy, it hasn't served us well. And we're done with it on our company Basecamp account where the work happens. People can take the conversations with willing co-workers to Signal, Whatsapp, or even a personal Basecamp account, but it can't happen where the work happens anymore. One of the worst things our Navy has done in the last two decades is bit by bit getting involved in socio-political fads that are both a distraction, a time-suck, and as they are socio-political in nature and not mission-focused. They bring division in to the ranks. 3. No more committees. For nearly all of our 21 year existence, we were proudly committee-free. No big working groups making big decisions, or putting forward formalized, groupthink recommendations. No bureaucracy. But recently, a few sprung up. No longer. We're turning things back over to the person (or people) who were distinctly hired to make those decisions. The responsibility for DEI work returns to Andrea, our head of People Ops. The responsibility for negotiating use restrictions and moral quandaries returns to me and David. A long-standing group of managers called "Small Council" will disband — when we need advice or counsel we'll ask individuals with direct relevant experience rather than a pre-defined group at large. Back to basics, back to individual responsibility, back to work. Do you have "pre-meetings" where you have meetings to get ready for meetings? Do you have meetings where you mostly discuss what happened at other meetings? Do you have meeting where you leave them wondering what exactly this did to move the ball forward for your command or the Navy? Do you have people who co-opt your time and command to pursue their personal priorities that are unrelated to the command’s mission? Every do a quick accounting of the amount of people at a meeting times the length of the meeting and see if it created more value than it consumed? Are our leaders overworked, or just overscheduled? 4. No more lingering or dwelling on past decisions. We've become a bit too precious with decision making over the last few years. Either by wallowing in indecisiveness, worrying ourselves into overthinking things, taking on a defensive posture and assuming the worst outcome is the likely outcome, putting too much energy into something that only needed a quick fix, inadvertently derailing projects when casual suggestions are taken as essential imperatives, or rehashing decisions in different forums or mediums. It's time to get back to making calls, explaining why once, and moving on. How long have we been working on cutting steel on a FFG design already in production? Why are we still waiting for our next fighter design? Is this a process or a mindset problem? 5. No more 360 reviews. Employee performance reviews used to be straightforward. A meeting with your manager or team lead, direct feedback, and recommendations for improvement. Then a few years ago we made it hard. Worse, really. We introduced 360s, which required peers to provide feedback on peers. The problem is, peer feedback is often positive and reassuring, which is fun to read but not very useful. Assigning peer surveys started to feel like assigning busy work. Manager/employee feedback should be flowing pretty freely back and forth throughout the year. No need to add performative paperwork on top of that natural interaction. So we're done with 360s, too. Administrative overhead. Thank goodness the 360-deg review high-water mark was years ago, but this paragraph is important. How much time is spent doing FITREPs and EVALs? How much time processing awards - from draft copy to record management? Do they really best help us identify and promote talent? Do they add more value than they consume? 6. No forgetting what we do here. We make project management, team communication, and email software. We are not a social impact company. Our impact is contained to what we do and how we do it. We write business books, blog a ton, speak regularly, we open source software, we give back an inordinate amount to our industry given our size. And we're damn proud of it. Our work, plus that kind of giving, should occupy our full attention. We don't have to solve deep social problems, chime in publicly whenever the world requests our opinion on the major issues of the day, or get behind one movement or another with time or treasure. These are all important topics, but they're not our topics at work — they're not what we collectively do here. Employees are free to take up whatever cause they want, support whatever movements they'd like, and speak out on whatever horrible injustices are being perpetrated on this group or that (and, unfortunately, there are far too many to choose from). But that's their business, not ours. We're in the business of making software, and a few tangential things that touch that edge. We're responsible for ourselves. That's more than enough for us. How much of the public-facing time - and the hours of PAO/HR etc - of our senior leadership is dedicated to addressing the great power competition everyone wants to talk about, much less making sure the senior leaders of 2025, 2035 and 2040 will have to fight and win at sea? Look at where we are in 2021, it sure looks like the senior leaders of 2015, 2010, and 2005 didn't have their eye on the ball. What did they have their eye on, and why? (NB: this blog has been running since 2004. The answers are here for new readers. Longstanding members of the Front Porch already know.) This may look like compression. A reduction, an elimination. And it is. It's precisely that. We're compressing X to allow for expansion in Y. A return to whole minds that can focus fully on the work we choose to do. A return to a low-ceremony steady state where we can make decisions and move on. A return to personal responsibility and good faith trust in one another to do our own individual jobs well. A return to why we started the company. A return to what we do best. This is the best part. We all only have 24-hrs a day. We can only do so much. Is your time focused on what it needs to be focused on? If you need an extra 100-workhours to, oh I don't know, do preservation - then besides asking your people to get 3-hrs of sleep as opposed to 4-hrs of sleep - where do you find it? You compress the number of other things you want them to do, and have them take that time to in what they really need to be doing. This is not a new concept, and asking for it isn't either, but the natural state of a bureaucracy is to demand more time - more reports, more metrics, more meetings - and if you don't push back they win. Before you know it, there is not "time" or money to do what is actually your mission. This fight takes leadership ... leadership willing to make the right enemies. Make no mistake, there are entrenched interests who get a paycheck and tingle up the leg by using our Navy to pursue their personal and political goals - defense of the nation be damned. They will push back. They will play dirty. We just need leaders who can take it. Who's responsible for these changes? David and I are. Who made the changes? David and I did. These are our calls, and the outcomes and impacts land at our doorstep. Input came from many sources, disagreements were heard, deliberations were had. In the end, we feel like this is the long-term healthy way forward for Basecamp as a whole — the company and our products. Americas The Canadian government has taken the first step in allocating funds for modernizing the North American Aerospace Defense (NORAD). “This funding will enable the enhancement of all-domain surveillance of our northern approaches and renewed investment in continental defence more broadly,” said the spokesperson for Defense Minister Harjit Sajjan. The US and Canada created NORAD in the 1950s to protect North America from a Soviet nuclear attack. Strings of radars and air bases were built to detect and stop incoming missiles and bombers, and placed under a unique joint command. All of the 57 active US Air Force B-1B Lancer bombers were indefinitely grounded this week after a fuel filter problem was discovered. Gen. Tim Ray, Air Force Global Strike Command chief, ordered the stand down after one B-1 experienced an emergency relating to its augmenter fuel pump filter housing at Ellsworth Air Force Base earlier in April. A large hole was discovered in the plane’s filter housing after it landed, which could cause a pressurized fuel leak and a pilot’s inability to utilize the plane’s afterburners, known as augmented thrust, Middle East & Africa According to “Israel Defense”, three F-35 “Adir” stealth fighters landed at the Nevatim base in southern Israel and joined the 116th Squadron, named “the Lions of the South”, the IAF’s second squadron of Adirs. The IAF now has reportedly 27 F-35s. The planes flew to Israel from Lockheed Martin facilities. As of the beginning of April, 625 F-35s in nine countries had flown 380,000 cumulative flight hours. They operate from 27 bases, with more than 1,300 pilots and more than 10,000 maintainers. Israel’s Rafael is reportedly on the verge of acquiring Bavarian drone producer EMT, which is in the process of bankruptcy. In response to a question from a Green party lawmaker, the parliamentary state secretary in the Defense Ministry, Thomas Silberhorn, said that Rafael informed Germany’s defense procurement agency BAAINBw that they had an exclusive agreement with the current general representative in the insolvency proceedings to take over the company. Europe Three new helicopters join the QinetiQ fleet at MOD Boscombe Down to expand the fleet of aircraft available to customers. Due to achieve initial operating capability this summer, the new aircraft comprise two Agusta A109S Grand helicopters and a Leonardo AW139 helicopter fitted with an integrated Electro-Optical and Infra-Red (EO/IR) camera turret and a modern, complex avionics suite. Asia-Pacific Taiwan’s new Brave Eagle advanced jet trainer has been tested at Taitung’s Chihhang air base on April 21. It departed the next day. The AIDC T-5 Brave Eagle (Y?ngy?ng) is a supersonic advanced jet trainer under development by the Aerospace Industrial Development Corporation (AIDC) of Taiwan. It has been reported that the aircraft was designed from the beginning to serve dual peacetime training and wartime combat roles. The new jets will start being deployed at the base by the end of the year, with the full order of 66 scheduled for delivery by the end of 2026. The planes will replace the US-built F-5s, which have served Taiwan for some 35 years and have been plagued by fatal accidents. One of the most compartmentalized areas, rightfully, in the national security apparatus involve the electromagnetic spectrum. Has been true for most of the last century. Radar, radio, and now IP based systems - they all can either be used to find or reveal your side or the other's location. "War winning technology" is perhaps an overused phrase, but some of these capabilities seem to be close to that. Some are hidden in plain sight, others with elaborate cover stories, some hidden in riddles and spin. One thing I keep telling myself as I type out my thoughts almost every day, is to remember that what I once knew is with each passing year very dated, and even when in the game, for every bit I was read in to, there was an order of magnitude or more that I was not. We are very good in some areas; very blind in others. Our opponents the same. As our electronic devices become more a normal part of our lives, it is only natural that this day to day convenience would, with smart people out there, be turned in to a vulnerability. Via WSJ; In 2016, a U.S. defense contractor named PlanetRisk Inc. was working on a software prototype when its employees discovered they could track U.S. military operations through the data generated by the apps on the mobile phones of American soldiers. At the time, the company was using location data drawn from apps such as weather, games and dating services to build a surveillance tool that could monitor the travel of refugees from Syria to Europe and the U.S., according to interviews with former employees. The company’s goal was to sell the tool to U.S. counterterrorism and intelligence officials. But buried in the data was evidence of sensitive U.S. military operations by American special-operations forces in Syria. The company’s analysts could see phones that had come from military facilities in the U.S., traveled through countries like Canada or Turkey and were clustered at the abandoned Lafarge Cement Factory in northern Syria, a staging area at the time for U.S. special-operations and allied forces. When PlanetRisk traced telephone signals from U.S. bases to the Syrian cement factory in 2016, it hadn’t been disclosed publicly that the factory was being used as a staging area for U.S. and allied forces. Moreover, the company could monitor the movements of American troops even while they were out on patrol—a serious operational security risk that opened units up to being targeted by enemy forces, according to the people familiar with the discovery. When it saw evidence of U.S. missions in the commercial data, the company raised its concerns with U.S. officials, who were alarmed by the possibilities that others could track American soldiers, according to the people. PlanetRisk was working on a tracking tool with the aim of bringing it to the federal defense and intelligence market. The company, which was beaten to market by other competitors and never finished the work, has since been split up, its pieces sold to other defense contractors. How many of our Sailors - much less the others services personnel - have wifi and bluetooth enabled devices, phones, watches, fitbit, net work of things, etc? How many of these are ready to respond the minute they get in range of a transmitter looking for them? How do you even tempest check for them on things such as a carrier of thousands? I am sure that this is a topic better not discussed too much on this net, about defense or offense, but I would like to think in an optimistic moment that we have the right people with the right answers on this topic. DID - Boeing Wins Engineering & Services Deal For Poseidon | M-SHORAD Deployed To Europe | AC-130J Participates In Live-Firing Practice
Americas Boeing won an $89.6 million deal, which provides systems and software engineering and sustainment support services, to include analysis, design, implementation, integration, testing, prototyping, prototype installation, and maintenance for development and test laboratory capabilities in support of modernizations and improvements to software and associated hardware capabilities for the P-8A aircraft. Seventy-eight percent of work will be conducted in Seattle, Washington, while 12 percent of it will be performed in St. Louis, Missouri. The remaining 10 percent will be held in Huntington Beach, California. The Naval Air Systems Command in Patuxent River, Maryland, awarded the contract. Estimated completion date is December 2024. A team of officers from the Japan Air Self-Defense Force visited the 552d Air Control Networks Squadron at Tinker Air Force Base, Oklahoma, to learn how the unit carried out its cyber defense role. The role of the 552d is to help the E-3 Airborne warning and control system (AWACS) defend itself against cyber threats. It is the only Mission Defense Team (MDT) in the US Air Force to perform this role inside an aircraft. The visitors, including members from the Pacific Air Force, were briefed on the capabilities of a deployable cyber defense weapon system, Cyberspace Vulnerability Assessment/Hunter. Middle East & Africa Yulista Services won an $8.5 million contract for the F-16 Advanced Integrated Defense Electronic Warfare Suite (AIDEWS) ALQ-211 weapon system. This deal involves Foreign Military Sales (FMS) to support air forces of Pakistan and Turkey. Procurement of this services will enhance operational safety, suitability, and effectiveness of the AIDEWS and bolster F-16 FMS fleets’ survivability against electromagnetic threats. AIDEWS provides fighter aircraft with integrated radar warning and RF countermeasures and advanced stand-alone radar warning. The system uses a modular approach in an externally mounted pod, either for EW System upgrades or to add electronic warfare capability to an array of fighter aircraft. Work will take place in Huntsville, Alabama. Expected completion date is April 22, 2026. Europe The Mobile Short Range Air Defense (M-SHORAD) system is to be deployed to Europe by the US Army. The 5th Battalion, 4th Air Defense Artillery Regiment (5-4 ADA) is the first unit to receive the M-SHORAD. The battalion was first activated in 2018. It is a subordinate unit under the 10th Army Air and Missile Defense Command. US Army Europe and Africa’s air defense and missile operations come under the 10th Army Air and Missile Defense Command. Asia-Pacific The US government has cleared the sale of 12 MQ-9B unmanned air vehicles to Australia for an estimated cost of $1.7 billion. The Foreign Military Sale package includes an unspecific number of Leonardo/Selex SeaSpray 7500 maritime radars. The principal contractors will be General Atomic Aeronautical Systems Inc., San Diego, CA; Lockheed Martin Inc., Bethesda, MD; Raytheon Inc., Waltham MA; and Leonardo SpA, Rome, Italy. The purchaser typically requests offsets. Any offset agreement will be defined in negotiations between the purchaser and the contractors. An AC-130J gunship from the 73rd Special Operations Squadron will be participating in the Balikatan exercise in Philippines. Maj. As we see our nation start to emerge from COVID-19 isolation, I have read a bit about "young" people feeling they have lost a year, they can't catch up ... etc. If you are, like my kids, in the young adult category - ignore that crap. Everyone has a headwind right now, but you in other ways don't have time to wallow. You don't have all the time in the world; now is your time. You can do more today than people twice your age. Ignore anyone who says otherwise because of your "limited" experience. Perhaps it was a bit much to move the age to have a beer to 21 from the legal adult age of 18. Perhaps it was a bit off to allow young adults to stay on their parent's insurance until age 26, an age many people have two kids of their own. Perhaps this cultural messaging had you thinking it wasn't quite your time yet. Chew on this from Dana Goldstein at The New Republic; ...some advocates and policymakers are citing research to argue 18 is still too young, and that people up to the age of 25 remain less than fully grown up. ... Researchers are using the term “post-adolescence” or “extended adolescence” to describe this period of development in one’s twenties and early thirties. Social change is as important as biological change in understanding why some people in this age group are drawn to crime. Individuals who are “disconnected”—neither working nor in school—are more likely to get in trouble with the law. While fewer young women are disconnected today than in previous decades, the opposite is true for young men. You can read the rest. This isn't just about criminal justice either; Adolescence no longer ends when people hit 18, according to updated guidelines being given to child psychologists. The new directive is designed to extend the age range that child psychologists can work with from 18 years old up to 25. It is hoped the initiative will stop children being 'rushed' through their childhood and feeling pressured to achieve key milestones quickly, reports the BBC. In the name of all that is holy, we know this. My brain didn't make the flip until age 23 - but it didn't mean I was in "late adolescence" and should be treated like a child. If we are going to go down this route then fine; no one can vote until 25. Actually, I might support that ... but let's get back on centerline. OK, here is a thought; perhaps the problem with our young men (which you will find in the linked article) today is that we do not challenge them enough. We do not demand enough of them. Same with young women. Anyone who has served in the military knows that young men and women can do incredible things. You can give them the highest responsibilities. Properly led and given clear guidance, there is no limit. Every day, you put your life in the hands of 18 and 19 year old people. The concept is rather simple. Set an expectation; provide training and guidance. Provide fair and just consequences for their response to it, good or bad. Good things happen. In a previous age where people developed later, had poorer education and health; what did we expect from them? How did they perform? Let's look at James Lucas Yeo, born 1782; ...he joined the Royal Navy in March 1793 as a boy volunteer. ... as a midshipman at the age of 10. In 1797, he was promoted lieutenant, and assigned to the HMS La Loire... He first saw action as a lieutenant aboard a brig in the Adriatic Sea. Look at your calendar. He was promoted to lieutenant at age 15 and was already in combat. He distinguished himself during the siege of Cesenatico in 1800. At age 18. This was not a one-off performance. Remember, he was leading men more than twice his age in ship's company, most likely. While off the Spanish coast, he was sent to capture the Spanish vessels in the port of El Muros. Storming the fort, he succeeded in bringing out of the port every vessel, armed and unarmed. For this achievement, he was made commander, and given the HMS Confiance, one of the vessels he had taken. When did he do this? 1805. Age 22. Yeo participated in several sea battles during the Napoleonic Wars so successfully that he was made a captain on December 19, 1807, by which time he had already been recognized as an intrepid practitioner of unconventional sea warfare. Age? 24. In 1809, he captured Cayenne, in conjunction with the Portuguese, and was in consequence made post-captain. Age 26. There is more; read it all. Young men and women do not need excuses. They don't need years of medication to make up for a lifetime of weak parenting. They don't need low standards they are encouraged to meet. Our nation and our civilization cannot prosper if we allow people to spend the balance of their most productive years - when they have the best window to think, explore, and test their physical and intellectual boundaries - to be told they are not yet adults and are not capable of agency. No, just the opposite. I've got news for those who think they can start their life like this, by age 26, if you are only now thinking you are ready to be an adult, you are already running behind. As Mr. Waters says; "Ten years have got behind you. No one told you when to run. You missed the starting gun." Your peers who understood this early have a half decade+ head start on you. Wonder why so many people (Hendrix, Morrison, Joplin, Cobain, Hank Williams) kill themselves between the ages of 27 and 30? It is because they all of a sudden look around and realize that they have gone nowhere in their 20s but in circles. Others have moved on with their lives, and yet they can't seem to drink and drug themselves out of a rut they hit at 22. They all of a sudden realize that they need to be an adult, and they can't do it. They were left drifting in the Land of the Lotus Eaters by other people who gained from having them get stuck in a rut for half a decade. When they age out of the profit zone, they are thrown in to a reality of the late-20s to early 30s that they simply cannot adjust to. No one ever is going to be Fullbore by claiming, "I'm just not mentally mature." Sorry, regardless what your doctor may tell you, the world doesn't care. By 16 you should be prepared to be 18, an adult. By 25, you should be helping those 16 to 18 to be an adult - by your example. If you find yourself at 25 trying to map it out, you're lost. The CNO created conditions where the Diversity Maoists will take the his support as top cover to take their divisive and sectarian secular religion in to your workspace. What is "anti-racism?" I highly recommend that everyone read the letter by Paul Rossi, at least at the time he wrote the letter, a teacher at Grace Church High School in Manhattan. “Antiracist” training sounds righteous, but it is the opposite of truth in advertising. It requires teachers like myself to treat students differently on the basis of race. ... (anti-racist doctrine) induces students via shame and sophistry to identify primarily with their race ... Students are pressured to conform their opinions to those broadly associated with their race and gender and to minimize or dismiss individual experiences that don’t match those assumptions. The morally compromised status of “oppressor” is assigned to one group of students based on their immutable characteristics. In the meantime, dependency, resentment and moral superiority are cultivated in students considered “oppressed.” ... Every student at the school must also sign a “Student Life Agreement,” which requires them to aver that “the world as we understand it can be hard and extremely biased,” that they commit to “recognize and acknowledge their biases when we come to school, and interrupt those biases,” and accept that they will be “held accountable should they fall short of the agreement.” A recent faculty email chain received enthusiastic support for recommending that we “‘officially’ flag students” who appear “resistant” to the “culture we are trying to establish.” When I questioned what form this resistance takes, examples presented by a colleague included “persisting with a colorblind ideology,” “suggesting that we treat everyone with respect,” “a belief in meritocracy,” and “just silence.” ... I find it self-evidently racist to filter the dissemination of an idea based on the race of the person who espouses it. What happened to Rossi and how did his leadership react? Read the whole thing. DID - USS Mobile To Be Commissioned | Poland Gets Two BBJ 2 Aircraft | BAE Launched Anson Submarine
Americas Raytheon won a $243.2 million contract modification for one AN/TPY-2 Radar (Radar #13) to support Terminal High Altitude Area Defense (THAAD) Battery #8. The modification brings the total cumulative face value of the contract to $1,244,567,329 from $1,002,297,329. The THAAD missile system is an easily transportable defensive weapon system to protect against hostile incoming threats, such as tactical and theatre ballistic missiles, at ranges of 200km and altitudes of up to 150km. Work will take place in Massachusetts. Estimated completion date is December 31, 2024. The future USS Mobile, the US Navy’s next Independence-class littoral combat ship, will be commissioned on May 27, the Navy announced. The ceremony, restricted because of COVID-19 concerns but scheduled to be livestreamed, will be held in Mobile, Ala., where the ship was built by Austal USA. The vessel will be the 13th Independence variant in the Navy fleet. Littoral combat ships are fast, agile, focused-mission platforms designed for operation in near-shore environments but capable of open-ocean operation, Austral USA said. Middle East & Africa AITC-Fice Domains won a $27.4 million contract from the US Army to provide train, advise, assist and mentor services. Bids were solicited via the internet with one received. Work will be performed in Saudi Arabia with an estimated completion date of October 31, 2024. Fiscal 2021 Foreign Military Sales funds to Saudi Arabia in the amount of $27,375,117 were obligated at the time of the award. Europe The Polish Air Force will take delivery of two Boeing Business Jet (BBJ) 2 aircraft in May and June, Dziennik Gazeta Prawna reported. The service had placed an order for two BBJ 2s and one 737-800 in 2017. The 737 was delivered that year. The first BBJ 2 will arrive home in end of May while the other one is flying home in mid-June. BAE launched Anson, the fifth of seven Astute Class attack submarines it is building for the British Royal Navy, at its worksite in Barrow-in-Furness, Cumbria, in Britain. The submarine was moved out from Devonshire Dock Hall and entered the water for the first time Tuesday, according to a press release from the contractor. Asia-Pacific An Indonesian submarine has gone missing with 53 crew members. The Indonesian government reported the disappearance of submarine KRI Nanggala during a torpedo live fire exercise earlier today, requesting search and rescue assistance from Singapore and Australia. The submarine, a 40-year-old German-built Type 209 boat, was carrying a crew of 53 when it went missing. An Indonesian navy task force has begun to search for the submarine, and Indonesia has called for assistance from both Singapore and Australia. Americas A second F-15EX has arrived at Eglin Air Force Base and the aircraft will be flown by the 85th Test and Evaluation Squadron. This is also the final F-15EX delivery to the US Air Force for FY21. The F-15EX will make its exercise debut at Northern Edge 2021. The two F-15EXs and testers from the 40th Flight Test Squadron and 85th Test and Evaluation Squadron will work together in integrated developmental and operational test, effectively expediting the test timeline. Northrop Grumman won a $2 billion deal for sustaining engineering support and program management support services for the Intercontinental Ballistic Missile (ICBM) propulsion subsystem. The deal with an ordering period of 18.5 years is provided for assistance to the government in maintaining the Minuteman III weapon system. The Minuteman is a strategic weapon system using a ballistic missile of intercontinental range. Missiles are dispersed in hardened silos to protect against attack and connected to an underground launch control center through a system of hardened cables. Launch crews, consisting of two officers, perform around-the-clock alert in the launch center. The location of performance is primarily Corrine and Magna, Utah, with various other locations. Work is expected to be completed November 5, 2040. Middle East & Africa According to Jane’s, Israel Aerospace Industries (IAI) is currently configuring its Barak surface-to-air missile (SAM) for the first of the Israeli Navy’s four Sa’ar 6 corvettes, Boaz Levy, IAI president and CEO. The ships are being built in Germany, with the first, INS Magen, having arrived in Haifa on 2 December 2020, where it is being fitted with its Israeli-made systems, including the ELM-2248 radar. Barak-8 is an operational air & missile defense system used by the Israeli navy. It provides broad Aerial and point defense against a wide range of threats to the marine arena from the air, the sea or the land. The system integrates several advanced state-of-the-art systems as, digital radar, command and control, launchers, interceptors with modern RF seekers, Data link and system-wide connectivity. Europe Greek newspaper Proto Thema says Athens could buy another six Rafale fighters from France to increase the fleet size from 18 to 24. The jets will be assigned to 332 Squadron which is now flying the Mirage 2000 at Tanagra air base. The British government has decided to proceed with the purchase of 14 H-47 (ER) Chinook helicopters, Bloomberg reports. However, it wants to delay deliveries by three years due to budget shortfalls caused by the COVID-19 pandemic. The Letter of Offer and Acceptance was delivered by the British embassy in Washington on March 25. The UK is the largest operator of the Chinook outside United States. The US Defense Security Cooperation Agency had announced the potential sale in October 2018. That notification says Britain is cleared to buy 16 Chinooks. It is likely that the new variant Britain is buying is the MH-47G. Asia-Pacific The US Navy is preparing to operate the MQ-4C from Japan by shipping the Triton Unmanned Air System’s forward operating base (FOB) from NAS Patuxent River to Japan on April 12. Although the location in Japan was not disclosed. Flight tracking data shows the C-17 that transported the equipment over northern Japan on April 15. NAVAIR says this deployment will allow the Maritime Patrol and Reconnaissance Fleet (MPRF) to have additional geographic flexibility to support operations beginning in summer 2021. Americas The US Navy announced the start of its first manned and unmanned capabilities exercise on April 19 at Naval Base San Diego. Executed by the Navy’s 3rd Fleet, “Unmanned Battle Problem 21” will “generate warfighting advantages in integrating multi-domain manned and unmanned capabilities into the most challenging operational scenarios,” ist says in a statement. Unmanned systems, including the MQ-9 Sea Guardian and MQ-8 Fire Scout unmanned aerial vehicles, Sea Hunter and Sea Hawk unmanned surface vessels and small and medium unmanned undersea vehicles with modular payloads will be involved in exercises. The USS Oakland, the Navy’s newest littoral combat ship, was formally commissioned in a weekend ceremony, as the first LCS ships face retirement. The Oakland, an Independence-class trimaran 418 feetlong and designed to carry a crew of 40 in shallow water and ocean-going situations, officially joined the Navy fleet in Oakland, California on April 18. Middle East & Africa The Advanced Electronics won a contract modification for the F-15 Royal Saudi Air Force (RSAF) Electronic System Test Set (ESTS). Services acquired under this effort are to provide the RSAF with an upgraded ESTS. The RSAF currently uses an A31U18240-2 ESTS configuration, and this shall provide the scope to upgrade and install the A31U18240-3 and A31U18240-4 configuration (frequently referred to as -3 and -4, respectively), as well as familiarization training, regression testing, and travel. Work will be performed at the RSAF Central Maintenance Facilities within the Kingdom of Saudi Arabia; the Science and Engineering facility in Huntsville, Alabama; and Robins Air Force Base, Georgia, and is expected to be completed April 16, 2021. Europe The US Naval Air Traffic Management Systems Program Office completed Precision Approach and Landing System (PALS) certification on HMS Queen Elizabeth in March, completing a critical step in preparing the ship for its first operational deployment. The PALS system includes the AN/SPN-41B Instrument Carrier Landing System (ICLS), previously installed by PMA-213 as a foreign military sales (FMS) effort, and the AN/USN-3 Joint Precision and Approach Landing System (JPALS) system, installed as a US asset to support the future embarkation of Marine Fighter Attack Squadron (VMFA) 211’s F-35Bs aboard HMS Queen Elizabeth during its inaugural operational deployment. Asia-Pacific Boeing won a $79.5 million contract modification for KC-46A long lead spares, initial spares and support equipment. This modification provides mission essential long lead spares, initial spares, and support equipment for use on the Japan KC-46 aircraft being produced under the basic contract. The US Air Force awarded Boeing $279 million for the Japan Air Self-Defense Force’s (JASDF) first KC-46A tanker in December 2017. The agreement was completed through the Foreign Military Sale process between the US government and Japan. Japan is now on contract for a total of four KC-46 tankers. Japanese partners produce 16% of the KC-46 airframe structure. Work under the contract modification will take place in Everett, Washington. Estimated completion date is June 30, 2024. News reports from Taiwan say the Ministry of National Defense intends to submit budget request for a new early warning radar system in 2022. As per reports, the new radar is likely to be the same AN/FPS-115 PAVE PAWS that Taiwan had wanted to build in the southern part of the island. Currently, it has only one system on Leshan mountain. General Atomics, Blue Origin and Lockheed Martin are the prime contractors for the deal, according to a DARPA new release. The Demonstration Rocket for Agile Cislunar Operations (DRACO) program has the potential to achieve rapid maneuver in space, which has been challenging because current electric and chemical space propulsion systems have drawbacks in thrust-to-weight and propellent efficiency, respectively, according to the agency. MBDA will equip the Royal Canadian Navy’s new Canadian Surface Combatant, a variant of the Type 26 Frigate, with Sea Ceptor missiles. According to the company, utilising the Common Anti-air Modular Missile (CAMM) as its effector, Sea Ceptor will undertake the Close-In Air Defence System (CIADS) role on-board the new CSC frigates. Middle East & Africa The Biden administration is seeing pushback from Senate Democrats after going ahead with a Trump-era deal to sell F-35 fighter aircraft to the United Arab Emirates. Citing national security concerns, Senate Foreign Relations Committee Chairman Bob Menendez, D-N.J., and Sen. Dianne Feinstein, D-Calif. files a bill to restrict the sale of the most sophisticated F-35 Lightning II fighter jets to the UAE. In December, the Trump administration approved the sale of 50 F-35 fighter jets worth $10.4 billion, 8 MQ-9B drones worth $2.97 billion and a package of munitions worth $10 billion. Europe On April 15, French Armed Forces Minister Florence Parly announced an order for eight H225M Caracal helicopters to support France’s aeronautics industry during a visit to Airbus Helicopters’ plant in Marignane. The helicopters will be used by the French Air Force (FAF) and will be delivered in 2024–25. They will equip a new unit in Cazaux in southwestern France and Djibouti in the Horn of Africa where they will replace three Puma helicopters. Danish and American officials recently celebrated the rollout of the first F-35A Lightning II for the Royal Danish Air Force at Lockheed Martin in Fort Worth, Texas. Like the F-16 before it, the F-35 is spearheading NATO’s air power and ensuring strategic integration of allied combat airpower. The vital interoperability of the fifth generation F-35 binds 13 allies and partners with the US in air dominance and enabling critical joint capabilities. The F-35 will serve as a force multiplier for Denmark, allowing the Royal Danish Air Force to train and fight alongside NATO allies and create a strong deterrent. Asia-Pacific Lockheed Martin won a $66 million contract modification for Japan’s AEGIS weapons system. The deal extends performance and expands Aegis FMS in-scope work including Aegis Combat System computer program development and radar integration/test support services under new contract line item numbers. Case JA-P-NCO funds in the amount of $65,354,942 are being obligated at the time of award. Work will take place in New Jersey. The period of performance will be through through December 31, 2022. The below from Der Spiegel is in Crimea ... so not an easy jump further in to mainland Ukrainian territory ... but ... still. Moscow has been relocating military units near the Ukraine for weeks. Trains with tanks, howitzers and transporters are also rolling into the Crimea, annexed by Russia . A huge new army camp has arisen in the east of the Black Sea Peninsula, as satellite images available to SPIEGEL show. About 30 kilometers from the town of Marfivka near the coast, the Russian military has gradually built a makeshift base, as this animation shows. If the area was still empty on March 15th, you will see more and more vehicles and bodies in the area until April 2nd: ...
