Americas The US Naval Research Laboratory has demonstrated that its electric unmanned aerial vehicle dubbed Hybrid Tiger can stay airborne for 24 hours using multiple power sources. “The flight was effectively a performance test in worst-case conditions: temperatures falling below zero degrees Celsius, winds gusting to 20 knots, and relatively little solar energy as we approached the solar solstice Dec. 21,” Richard Stroman, one of engineers involved in the testing, said. Daytime power come from solar panels integrated onto the wings and high-pressure hydrogen fuel tank and fuel cell system provides nighttime power. The drone also had algorithms in its flight control software to take advantage of thermals to gain altitude. The US Navy announced that it landed an Osprey V-22 aircraft for the first time on a flight deck aboard a hospital ship. The flight testing is result of a seven-month mission to expand the ship’s capabilities for landing aircraft such as the V-22 Osprey and MH-60 Seahawk. Prior to the testing, the deck of Military Sealift Command hospital ship USNS Mercy was upgraded to allow for the flights to take off. Middle East & Africa Elbit Systems Ltd. announced that it was awarded a contract valued at about $1.65 billion for the establishment and operation of the International Flight Training Center of the Hellenic Air Force, as part of a deal between the Israeli Ministry of Defense and the Hellenic Ministry of National Defense. The company noted that the contract will be performed over a period of about 20 years and will include price indexation. As per the contract, Elbit Systems will supply new M-346 training aircraft and will maintain the entire training fleet, comprised of dozens of M-346 and T-6 training aircraft for a period of approximately 20 years. Europe Northrop Grumman won a $99 million contract modification, which adds scope to procure long lead items and associated services in support of the production and delivery of three E-2D Advanced Hawkeye aircraft for the government of France. The French Navy has been operating the E-2C Hawkeye since 1998 and is the only country other than the United States to operate its E-2 Hawkeyes from an aircraft carrier. This capability enables interoperability exercises that support Hawkeyes from each other’s carrier flight decks. With the US Navy’s fleet transition to E-2D squadrons, the French Navy intends to maintain interoperability and partnership by taking steps to procure three E-2D aircraft. Work will take place in New York, California, North Carolina and Florida. Estimated completion will be in April 2027. The first P-8A Poseidon fuselage for Norway arrived at Boeing. This marked a major milestone in the production of the first of five Poseidons for the Royal Norwegian Air Force. A derivative of the Boeing 737 Next-Generation commercial aircraft, the P-8 is first assembled at Boeing Commercial Airplanes’ 737 production line, where the fuselage receives additional wiring and systems needed to support military components, equipment and operation. Asia-Pacific Japan’s first RQ-4B Global Hawk made its maiden flight on April 15, 2021 from Palmdale, California. “The unarmed RQ-4B Global Hawk will provide Japan with on-demand intelligence, surveillance and reconnaissance information supporting the Japan Air Self-Defense Force’s missions of protecting borders, monitoring threats and providing humanitarian assistance in times of need,” said Jane Bishop, vice president and general manager, autonomous systems, Northrop Grumman, in a press release. “This successful first flight is a significant milestone in delivering Global Hawk to our Japanese allies.” Today’s Video Watch: Japan’s RQ-4B Global Hawk high altitude Makes First Flight!   3. Does this guy look badass enough for you? You have no idea. In the summer of 1897 tribesmen of the North-western frontier of India (now a part of Pakistan) began attacking and intimidating British forces in the area. The Indian Government decided that the unprovoked attacks by the Afridis and the Orakzais tribesmen could not go unpunished and decided that a show of force in Tirah, the tribe’s summer home, was appropriate. Accordingly, Sir William Lockhart was ordered out from Britain and appointed to command a force of 32,882 officers and soldiers. The intention was to advance into the Chagru valley on 20 October but the Alikhel tribesmen had seen the preparation of a mountain road by the army working parties. They anticipated the route to be taken by the army and occupied the village of Dargai and the Narik spur. This formed the western boundary of the valley and completely dominated the road along which the Expeditionary Force was to descend. It was therefore necessary to dislodge the tribesmen from their position. The water supply of Dargai was some distance away from the village and General Palmer saw that adjacent heights would have to be taken if it were to be reached. The tribesmen were not expected back and the order to retire was given. Two companies of the Gordon Highlanders were left to hold the tribesmen in check till the other regiments had taken up a new position. First one company was ordered to retire and then the other. Only half of the last company remained when the enemy appeared behind them from over a hill only thirty yards away. The Gordon Highlanders promptly formed up as the enemy fired and rushed them thinking them defeated. The men stood their ground and killed six of the tribesmen only yards from them. The other tribesmen turned and ran. General Kempster’s brigade was ordered to storm the Heights and the 1st Division was strengthened by the 2nd Derbyshires and the 3rd Sikhs. They were to be supported by three batteries with another on Samana Sukh if required. The Gurkhas, Dorsets and Derbys all suffered terrible casualties and were met by such intense fire, from only 200 yards away, that those who were not cut down in the charge could do no more than hold onto the position they had reached. Over 100 men lay dead and wounded. The tribesmen rejoiced, waving their standards and beating their drums as victory seemed assured. General Kempster ordered the Gordon Highlanders to the front. The Gordon Highlanders advanced. The dead and wounded of the other regiments were brought back. On getting to the spot reached by the Derbys and Dorsets, the Gordons lay under cover for three minutes as the guns again concentrated their fire on the summit. The moment came to advance. The Pipe-Major of the Gordon Highlanders was superintending the bringing up of the reserve ammunition when the order to advance came through and he was still doing so when the order to charge was given. Lance-Corporal Piper Milne was the next most senior piper and he led Pipers Findlater, Fraser, Wills, and Kidd into action. In his despatch to the Adjutant-General in India on 9 December 1897, Sir William Lockhart recalled that, "The Gordon Highlanders went straight up the hill without check or hesitation. Headed by their pipers, and led by Lieut-Colonel Mathias, CB, with Major Macbean on his right and Lieutenant A F Gordon on his left, this splendid battalion marched across the open. It dashed through a murderous fire…" As the Gordon Highlanders burst into the field of fire Major Macbean fell almost immediately, shot through the thigh. He dragged himself to the shelter of a boulder and cheered on his men as they passed. A bullet hit Piper Milne in the chest and he fell, unable to continue. Three-quarters of the way across the exposed strip of land Piper Findlater was shot in the ankles. He fell and, leaning against a rock, continued to play his pipes as blood ran from his wounds, dying his kilt red. Of the five pipers who led the charge only Piper Kidd made it to the Heights. The first division reached the sheltering rocks and paused for breath. As their numbers increased to 400 they started again up the precipitous path to the crest of the hill. Reaching the top they rushed along the succession of ridges as the tribesmen took flight. The position was won at 3.15pm. The Gordon Highlanders gave three cheers for Colonel Mathias. As he came over the last ascent the Colonel had rather breathlessly commented to a colour-sergeant, "Stiff climb, eh, Mackie? Not quite - so young - as I was - you know." With a friendly slap on his commanding officer’s back the sergeant replied, "Never mind, sir! Ye’re ga’un vara strong for an auld man!" Major-General Yeatman-Biggs reported favourably on several Gordon Highlanders. "Major F Macbean, who was the first to spring out of cover and lead his company to the attack... Piper Findlater, who after being shot through both feet and unable to stand, sat up under heavy fire playing the regimental march to encourage the charge... Private Lawson, who carried Lieutenant Dingwall, when wounded and unable to move, out of a heavy fire, and subsequently returned and brought in Private Macmillan, being himself wounded in two places in so doing... I recommend Piper Findlater and Private Lawson for the Victoria Cross." Later, Findlater wrote, "I remember the Colonel addressing the regiment, telling them what they were expected to do. I remember again the order for the regiment to attack, and the order "Pipers to the front". I am told that the ‘Cock of the North’ was the tune ordered to be played, but I didn’t hear the order, and using my own judgement I thought that the charge would be better led by a quick strathspey, so I struck up ‘The Haughs o’ Cromdale’. The ‘Cock o’ the North’ is more of a march tune and the effort we had to make was a rush and a charge. The battle fever had taken hold of us and we thought not of what the other was feeling. Our whole interest being centred in self. Social positions were not thought of, and officers and men went forward with eagerness shoulder to shoulder. When I got wounded the feeling was as if I had been struck heavily with a stick. I remember falling and playing on for a short time; but I was bleeding profusely and in a few minutes sickened. I am told that the time I continued playing after falling was about five minutes. After the position was won, and the wounded taken to the rear, my first thoughts on recovery were how lucky I had been in getting off so easily. It never occurred to me that I had done anything to merit reward. What I did I could not help doing. It was a very great surprise when I was told that my action had been brave, and a recommendation had been made to award me the soldier’s prize - the VC."   4. Americas Oshkosh Defense and BAE Systems will deliver prototypes of the US Army’s next Cold Weather All-Terrain Vehicle, the companies announced. The National Advanced Mobility Consortium, which is an alliance of defense contractors and research organizations involved in providing the US government access to technology developers, narrowed its choice down to the two companies. BAE Systems announced that its Beowulf vehicles were chosen. According to a statement, the vehicle has a modular design and can be reconfigured for multiple missions, such as logistical support, disaster and humanitarian relief, search and rescue, and other missions as required. Oshkosh Defense’s prototype is derived from the Bronco 3 and is in production by ST, which said the vehicle can traverse “swamps, desert, snow or water bodies to satisfy the most demanding mobility requirements of expeditionary forces,” the company said. French shipbuilder Naval Group formally delivered a second Bouchard Class multimission offshore patrol vessel to the Argentine Navy. Piedrabuena (P 52) is the second of four Gowind OPVs ordered by Argentina under a $380 million contract signed with Naval Group in 2018. The contract included the refurbishment of OPV L’Adroit, which was built by Naval Group as a private venture and operated by the French Navy from 2011, as well as three new-build ships. The new-build OPVs are being built in France by Kership: a joint venture between Naval Group and Piriou. Middle East & Africa The US State Department is moving forward with the sale of F-35 Joint Strike Fighters and MQ-9 drones to the United Arab Emirates, a decision which will now face a legal challenge from a nonprofit seeking to halt the weapons agreement. At stake is an arms package approved in the waning days of the Trump administration, which includes 50 F-35s,18 MQ–9B Reapers, as well as thousands of munitions and hundreds of missiles. The total sale comes with an estimated $23 billion price tag. Europe Poland inked an agreement to procure five C-130H transport aircraft from the US under the Excess Defense Articles (EDA) program, the country’s defense minister announced. The aircraft will join the existing C-130E fleet at 33rd Transport Aviation Base in Powidz. Babcock International won a two year contract with the UK Ministry of Defense, for continuation of in-service support to the Phalanx Close-in Weapon System (CIWS). Phalanx CIWS is a rapid-fire, computer-controlled radar and 20mm Gatling gun system and is the Royal Navy’s primary defence for ships against the threat of anti-ship missiles. Asia-Pacific The president of Taiwan’s National Chung-Shan Institute of Science and Technology (NCSIST) Chang Chung Ch’eng told lawmakers today that work on the next generation fighter is progress ahead of schedule. Chang said the program is split into research into the overall design and power. This phase of the program is expected to complete in 2024. The development program is progressing smoothly. The engine program has a budget of $309 million while the fighter design portion has a budget of $59 million. A total of 24 key technologies are to be studied.   6. Americas Bell Boeing won a $143.2 million delivery order from the US Navy for the logistics and repair support of MV-22B, CMV-22 (Navy) and CV-22 (Air Force) Osprey components. The Navy is planning to use the CMV-22 variant as a replacement of the Grumman C-2 Greyhound for carrier onboard delivery. The service marked a milestone last November, when a CMV-22B conducted the first carrier landings, take-offs and refueling on the USS Carl Vinson. COD deployments should begin sometime later this year. All work will be performed in Fort Worth, Texas. Work is expected to be completed by December 2025. The Air National Guard Air Force Reserve Command Test Center C-130 Hercules Detachment was at Davis-Monthan Air Force Base to test the LITENING targeting pod. The pod is being evaluated in its role to aid precision airdrops. “The pod helps the C-130 airdrop mission by adding the ability to generate airdrop location coordinates, locate and avoid enemy and sensitive objects, such as people or structures; and track airdropped supplies following the airdrop release,” Lt. Col. Justin Brumley, AATC director of operations said. Middle East & Africa Bell announced that it has started the production of 12 Lot-16 AH-1Z attack helicopters for Bahrain. Deliveries to the Royal Bahraini Air Force is set to start from later this year. A delegation from Bahrain toured the Bell Amarillo production facility to observe the production line and ceremoniously sign on the first rotorcraft. Europe IAI and Thales UK are offering what they call a “next Generation ship-killing solution” to the Royal Navy. Sea Serpent has anti-ship and anti-surface attack capabilities at ranges “in excess of 200km”. According to a press release, the Sea Serpent deploys an innovative RF seeker head and a sophisticated data analysis and weapon control system to provide precise target detection, discrimination and classification. Elbit Systems will supply an additional J- MUSIC Direct Infrared Countermeasures self-protection system to the Multinational Multi-Role Tanker Transport Fleet. The MMF programme is a multinational pooling and sharing initiative. The fleet consists of nine A330 Multi-Role Tanker Transport aircraft able to provide strategic transport, air-to-air refueling and medical evacuation capabilities to its six participating nations (Belgium, the Czech Republic, Germany, Luxembourg, The Netherlands and Norway). Asia-Pacific Taiwan has launched the first of a new class of multimission amphibious ships that can carry troops and equipment to its offshore and South China Sea islands. The vessels can also conduct surface warfare missions with anti-ship missiles. The landing platform dock, named Yu Shan after Taiwan’s tallest mountain, was launched at the shipyard of the state-owned shipbuilder CSBC Corporation in the southern Taiwanese port city of Kaohsiung on Tuesday. The launch ceremony was attended by Taiwanese President Tsai Ing-wen and Defense Minister Chiu Kuo-cheng, among other senior civilian and military officials.   8. Americas The US Navy announced a successful live-fire exercise of its Rolling Airframe Missile from the littoral combat ship USS Charleston on Monday. The launching of the SeaRAM missiles from the San Diego-based vessel was a part of exercises involving all of the ship’s weaponry, and occurred on Thursday, the Navy said. SeaRAM missiles, also known as RIM-116 RAM missiles, are lightweight, quick-reaction missiles designed to defeat cruise missiles and asymmetric air and surface threats. Equipped with Phalanx search-and-track radar and Electro Optic sensor, 11-missile pods are carried within launchers aboard the ship. The US Marine Corps (USMC) will acquire a pair of General Atomics Aeronautical Systems Inc (GA-ASI) MQ-9A Reaper medium-altitude, long-endurance UAVs and related systems. In a post released on the beta.sam.gov US government procurement website on April 12, the Naval Air Systems Command (NAVAIR) disclosed that it had awarded GA-ASI a $13.06 million contract modification related to the procurement of two Reaper air vehicles and other unmanned aircraft system (UAS) equipment. Middle East & Africa Greece’s Foreign Minister Nikos Dendias and National Defense Minister Nikos Panagiotopoulos will travel to Riyadh on April 20 to sign an agreement for the deployment of a Greek PAC-3 air defense missile system to the kingdom. Europe The Pentagon will send hundreds of additional troops to Germany to improve the ability of the US military to ramp up forces to defend allies, US Defense Secretary Lloyd Austin said Tuesday in a reversal of policy from former President Donald Trump. The move will station about 500 US additional troops in Germany while shifting some units to Belgium and Italy and bringing others back to the United States. Asia-Pacific Lockheed Martin won a $447.2 million order, which provides for the production and delivery of 12 MH-60R aircraft for the government of the Republic of Korea. According to a press release released by DAPA, a total of 12 MH-60R helicopters will be delivered to the Republic of Korea Navy by 2025, boosting anti-submarine warfare capability. As noted by Lockheed Martin, MH-60R is the most capable naval helicopter available today designed to operate from frigates, destroyers, cruisers and aircraft carriers. Work will take place in New York, Connecticut and Alabama. Estimated completion is in December 2024. Japan’s Defense Minister Nobuo Kishi has explained to a House of Councillors committee on April 12 on why the cost of upgrading the F-15J had gone up. Kishi says Japan has to spend more as the electronic warfare system that it choose for the upgrade faces parts shortages. Tokyo had wanted to buy 101 sets of the ALQ-239 Digital Electronic Warfare System (DEWS). It is now believe that they were told to switch to the new Eagle Passive Active Warning Survivability System (EPAWSS) instead.   9. The Navy's hate-hate relationship with its fleet of small ships would be a comedy if it were not so tragic. As recorded here in the opening years of this blog, one of the greatest errors of the last 40-yrs was the Navy's retreat from its exceptional riverine force it learned it needed the hard way in Vietnam. At the end of the 1990s, we disestablished the vestige of this once great capability in the Navy Reserve just a half decade before they would be desperately needed in Iraq. Untold numbers of American and allied personnel were killed and maimed because we invaded a nation whose central geographical feature were two great rivers that we could not, for years, gain effective control of. While we fought for each intersection and highway ashore, on the water the enemy had relatively free run of the Tigris and Euphrates with their lakes and tributaries. We still do not have the riverine forces we should have - for the same petty reasons the USAF does not have light attack aircraft - but we at least have a few bits in the took kit to use as needed Problem is, the simply don't have the top cover they need. Via our friend Chris Cavas; When it comes to big things the U. S. Navy has no problem with commitment. The service loves big aircraft carriers, big submarines, big ships – ships that travel on big oceans. It loves to think big – wide-open, transoceanic, blue water operations. Its shopping lists routinely include items costing in the billions of dollars – big bucks. But when it comes to the small stuff, forget it. While there are passing fancies, the passion soon flames out and Big Navy is on to the next Big Thing. The latest potential castoffs are some of the smallest ships in the fleet, if at 78-feet long they can be called ships at all. The Mark VI patrol boats began entering service in late 2014 and by 2018 a dozen of a planned fleet of 48 boats had been delivered. The craft were in response to an “urgent need” request from the U. S. Navy in Central Command for fast interceptors to protect big ships in the Persian Gulf from hundreds of small, fast vessels operated by Iran. ... on February 5 a service-wide message from the director of expeditionary warfare declared all 12 Mark Vis would be inactivated no later than September 30 of this year. Marine Major General Tracy King, the director of expeditionary warfare, told a Surface Warfare Association audience on Jan. 12 the craft “are very expensive to maintain.” Acknowledging the craft were “very valuable in assuring partners and allies,” he added, “our wargaming has told us we could probably better spend that money elsewhere.” Another example of the abuse of wargames. Again, you tell me what you want, I'll design a wargame to give it to you. Sorry, I'm not sold. As I read this AM, I'm not the only one; “The previously released message (February 5) has since been cancelled, which stops the inactivation of MK VI boats this year [2021]. We are not going to speculate on the program’s future. The PB22 budget request is pre-decisional.   10. Americas The US Air National Guard Air Force Reserve Test Center (AATC) is planning to modify two KC-135s to equip them with a new communications, sensors and defensive pod. While tentatively called the Gladiator Pod, it is expected to enter flight testing on a few KC-135s in 2023. AATC intends to pack communication, defensive, and sensor technologies inside the shell of a Multipoint Refueling System (MPRS) Pod. The MPRS consists of a single refueling pod mounted on each wing of a KC-135 to support probe and drogue refueling. The communication systems that will be packed inside the Gladiator Pod will allow the KC-135 to act as a data node and host on the Advanced Battle Management System (ABMS). Defensive systems will protect the tanker with limited fighter support. It was also disclosed that the KC-135 was able to receive off-board data from the Kratos Unmanned Tactical Aerial Platform-22 (UTAP-22) during a recent test China Lake. The US military’s ability to meet demands has largely degraded over the past two decades, according to a Government Accountability Office report. “GAO found that reported domain readiness did not meet readiness recovery goals identified by the military services,” it said. The report spotlighted “the effects of Hurricane Michael and its associated infrastructure limitations on the Air Force’s F-22 fighter jets; the effects of trained pilot shortages on the Army’s AH-64 attack helicopter; and the effects of limited depot repair capacity on the Marine Corps’ light attack helicopters.” Middle East & Africa According to media reports, Morocco has carried out its first drone strike in the Western Sahara. The Polisario Front announced that its police chief Addah al-Bendir had been killed “on the field of honor” in a separatist-controlled part of the disputed desert territory. The reported use of a drone strike to kill a senior Western Sahara independence fighter would, if confirmed, mark a turning point in the conflict, experts say. A Polisario official told AFP that Bendir had been killed by a Moroccan drone after taking part in a military operation near a sand barrier separating Moroccan and Polisario-controlled zones. Moroccan military expert Abdelhamid Harifi told AFP that “officially, Morocco doesn’t have armed drones — but it has a whole range of state-of-the-art unarmed drones.” Europe A US Air Force contract with British company BAE will see the firm support equipment for the fleet of F-16 aircraft in “more than 25 countries” through 2031. “From Boresighting avionics testing and vehicle management system tests to aircraft power, hydraulics, and electrical systems support, BAE Systems’ comprehensive approach is a key enabler for F-16 sustainment worldwide. The company will enhance aircraft supportability, reduce the logistics footprint, and minimize life cycle cost through the contract, which includes obsolescence management, logistics and sustainment, and on-base support and depot development”, it says in a press release. Asia-Pacific Korea Times quoted anonymous sources as saying the KAI FA-50 and Pakistan’s JF-17 are the finalists in Malaysia’s Light Combat Aircraft (LCA) competition. The report added that the JF-17 is in the lead as it “possesses a better mid-range weapons capacity.” Korea Aerospace Industries (KAI) has rolled out a prototype of the multirole fighter aircraft being developed for the Republic of Korea Air Force (RoKAF) under the Korean Fighter eXperimental (KF-X) programme. FC-1/ JF-17, armed (click to view full) The FC-1/ JF-17 Thunder is a joint Chinese-Pakistani project that aimed to reduce Pakistan’s dependence on western firms for advanced fighters, by fielding a low-cost multi-role lightweight fighter that can host modern electronics and precision-guided weapons. It isn’t a top-tier competitor, but it represents a clear step up from Pakistan’s Chinese MiG-19/21 derivatives and French Mirage III/V fighters. This positioning addresses a budget-conscious, “good enough” performance market segment that the West once dominated, but has nearly abandoned in recent decades. Pakistan has fielded JF-17s in squadron strength, with more on order and a Block II R&D program nearing completion. India’s competing Tejas fighter is overcoming project delays by looking to foreign component sources, but Pakistan and China remain out front with their offering, even though they began their project much later than India did. Pakistan and China have even set up a joint JF-17 marketing agency to promote export sales, which hasn’t paid off as quickly as they had hoped, but it would be unwise to count them out just yet… The JF-17 Thunder, aka. FC-1 Fierce Dragon JF-17 at IDEAS 2008 (click to view full) The JF-17/FC-1 is a $20 million class fighter designed as a co-operative venture between Pakistan and China to replace Chinese A-5C (massively modified MiG-19), F-7P (MiG-21+), and French Mirage 3/5 aircraft in Pakistan’s fleet. China also has options to produce them, but has made no firm decisions and seems unenthusiastic. It’s a comparable peer for India’s still-under-development LCA Tejas, Taiwan’s F-CK-1 Ching Kuo fighters, and South Korea’s F/A-50 Golden Eagle supersonic trainer & light fighter. F-20 (1980s) The design itself is fairly conventional, resembling a somewhat boxy F-20. A drag chute can be installed at the base of the rudder, in order to make landings easier and shorter. Power will be provided by the RD-93 derivative of the MiG-29’s RD-33 engine; it’s proven and widely used, but known to leave smoke trails. Future models may see the engine replaced with China’s WS-13, an RD-93 copy with some modifications. Avionics involve a modern “glass” cockpit of digital screens, using Chinese technologies, and commercial processors. Reports indicate that aircraft software coding was done in the commercial C++ language, rather than a military language like Ada. Farnborough array (click to view entire) Conflicting reports exist regarding its databuses: MIL-STD-1553, or the more advanced MIL-STD-1760. That will affect its range of usable weapons, and GPS-guided weapons in particular benefit from the -1760 databus. China’s KLJ-7 mechanically-scanned array serves as the radar, despite past media references to a deal with Thales, or to the Selex Galileo’s Grifo. Grifo already equips Pakistan’s F-7s (Grifo-7), and some of its Mirage III/Vs (Grifo M3/M5), and Selex Galileo’s own materials [PDF] describe the Grifo S7 as “The version selected for the JF-17 aircraft.” Even so, multiple reports from November 2010 consistently point to the Chinese KLJ-7 instead. the following table compares the JF-17 with India’s indigenous Tejas fighter, which has taken far longer to develop and isn’t quite in service yet: At present, the main questions concerning Pakistan’s JF-17s revolve around integrated sensors and weapons, rather than the aircraft itself or its performance. The Farnborough 2010 display showed Chinese air-air missiles, a LeiShi-6 guided glide bomb, China’s C802 anti-ship missile, and even a WMD-7 laser designator pod. Full status as a recognized multirole fighter, however, must wait until their ability to use precision laser guidance and/or GPS-guided ground attack weapons is confirmed. JF-17/FC-1: The Program PAF F-16A drops Mk.82s (click to view full) Sino Defense reminds us that the JF-17/FC-1 ‘Xiaolong’ has a long history. The site recalls that China signed a $550 million agreement with Grumman in 1986 to modernise its J-7 fighter (MiG-21 copy) under the “Super-7” upgrade project, with US and British firms competing to provide the engine and avionics. The project was canceled after the Tienanmen Square massacre, but Chengdu Aircraft Industry Corporation managed to continue the program with its own resources, and the project was eventually re-branded as FC-1 (Fighter China-1). The next big step forward for FC-1 came when the USA imposed military export sanctions in response to Pakistan’s nuclear program, and to Chinese-Pakistani transfers of ballistic missile components. With spares for its top-of-the-line F-16s in question, and additional F-16s removed as an option, Pakistan sought help from its Chinese ally. A joint development and production agreement was signed in June 1999, with China Aviation Import and Export Corporation (CATIC) and Pakistan each contributing 50% of the estimated $150 million in development costs. The design was finalized in 2001, with initial prototype flights beginning in 2003. A JF-17 did not fly with its full avionics suite until 2006, but testing and development appear to have progressed smoothly. Until political complications intervened. Unfortunately for India, the engine export understanding that they thought they had with Russia, was reversed by Russian autocrat Vladimir Putin. JF-17 production began in 2009, complete with Russian engines. Chinese J-7E (click to view full) Ultimately, Pakistan intends to induct 150-250 JF-17s into its air force, replacing most of its Mirage III/Vs, F-7s (Chinese MiG-21 copies), and A-5Cs (massively modified Chinese MiG-19 derivatives). The A-5s will retire more or less immediately as JF-17s enter service, and the Mirages are next in line for replacement due to their uncertain spares situation. The number of JF-17s requested could rise, and some reports place potential Pakistani orders as high as 300 aircraft. Even at the JF-17’s bargain price, however, Pakistan’s budgets will be hard-pressed to afford that many. In the short term, even reaching the desired goal of 150 JF-17s could prove challenging without external aid. China has remained on the fence regarding the program, with no PLAAF orders to date. Their air force appears to be more focused on their 4+ generation J-10 design, which offers more advanced capabilities and aerodynamics. The FC-1 remains a candidate to replace large numbers of PLAAF MiG-17s (J-5) and MiG-19s (J-6/ Q-5), if the PLAAF decides it needs to take steps to maintain the size of its force. If not, the FC-1’s role is likely to resemble the Northrop F-5’s. The USA sold them in large numbers to other countries, even as the USAF equipped itself with larger and more expensive designs instead. Stuck in Sichuan: The Saga The Pakistan Government had hoped to sign a deal to acquire 150 JF-17/FC-1 fighters in 2007, with 8 aircraft in service by year’s end. China had reportedly even bought 100 Klimov RD-93 engines from Russia for installing on JF-17s, with an option to contract for another 400 engines. In January 2007, however, Forecast International reported that Russia had refused permission for the transfer of its RD-93 engines, derived from the RD-33 that equips the MiG-29. According to FI the decision came only a few days after a visit to India by Russia’s Deputy Prime Minister and Defence Minister Sergei Ivanov, during which a number of joint defense projects were discussed and agreements were signed. January 2007, DID: “The military world has no shortage of irony. The defense industry has its moments too, as Pakistan just discovered. An aircraft whose development was driven by military sanctions from the US and Europe is now derailed by military sanctions [regarding its engines]. This leaves the Pakistani Air Force dependent on an alternative from… America. Meanwhile, the Chinese are left with no export launch customer for a plane they may now have to reluctantly buy themselves, instead of the favoured and more capable J-10. Somewhere in Delhi, champagne is pouring – but first, a bit of background.” Coincidence? Didn’t look like it. Replacement with another engine? Unless it’s a very close copy, that requires re-work of the entire fighter design and takes years. Just ask the Chinese J-10 project team. As it turned out, however, that wasn’t necessary. The arms market also features no shortage of change, and Russia eventually chose not prevent re-export of the RD-93 engines, in an announcement that caught even India’s diplomats by surprise. The RD-93 comes with some disadvantages, including a tendency to leave smoke trails, but tacit re-export approval removed a huge potential roadblock, and let the program proceed more or less on schedule. Updates and Key Events 2015 – 2021 Dubai 2013 April 13/21: LCA Korea Times quoted anonymous sources as saying the KAI FA-50 and Pakistan’s JF-17 are the finalists in Malaysia’s Light Combat Aircraft (LCA) competition. The report added that the JF-17 is in the lead as it “possesses a better mid-range weapons capacity.” September 17/20: Crash A Pakistan Air Force JF-17 has crashed near Pindigheb on September 15. The pilot ejected safely. Martin-Baker also confirmed it was a JF-17 by announcing on Twitter. The jet uses its PK16LE ejection seat. This was the first ejection from a JF-17. August 14/19: Skardu Air Base Indian media reports that Intelligence Agencies have spotted at least three Pakistan Air Force transport aircraft C-130 bringing equipment to Skardu Air Base. Pakistan is expected to deploy JF-17 fighter aircraft at Skardu Air Base. The Intelligence Agencies are keeping a close watch on the activity at the Base. In the past, Pakistan has used the Air Base to support its Army operations on the border with India. It has been one week since the Narendra Modi government made moves to end special status of Jammu and Kashmir under Article 370 of the Indian Constitution and bifurcate the state into two Union Territories and the situation between India and Pakistan is tense. March 13/19: Successful Test-Firing The Pakistan Air Force (PAF) successfully test-fired an indigenously developed range smart weapon from JF-17 multi-role fighter aircraft. The JF-17 Thunder is a single-engine, multi-role combat aircraft developed jointly by the Pakistan Aeronautical Complex and the Chengdu Aircraft Corporation of China. The PAF inducted its first JF-17 squadron in February 2010. The Thunder was part of media attention during recent hostility between Pakistan and India. It was recently reported by CNN that a JF-17 fighter jet brought down an Indian warplane in Azad Jammu and Kashmir. The report contradicted Indian claims that Pakistan used F-16s to down Indian planes. January 24/19: F-7PG crashes as PAF seeks to replace it A fighter jet F7-PG crashed near Mastung, Pakistan while carrying out a training flight today. The F-7PG aircraft is based on the Soviet-era Mig-21 and built by a Chinese aircraft manufacturer. It holds a bad service record in PAF (Pakistan Air Force) service with the majority of recent crashes involving the aircraft. Pakistan is currently the largest non-Chinese F-7 operator, with roughly 120 F-7P and 60 F-7PG. The PAF seeks to replace its entire fleet of F-7 with the JF-17 multirole fighter. All F-7P are planned to be retired and replaced with the JF-17 Thunder aircraft by 2020. It is currently unknown what caused today’s crash. Air Headquarters has ordered the formation of a board of inquiry to investigate the incident. December 12/18: Iran & Malaysia show interest An article by Defense World suggests that Iranian and Malaysian military officials may buy Pakistan’s JF-17 Thunder. Some talks were held on the sidelines of the IDEAS 2018 aerospace exhibition, which took place in Karachi late last month. The exhibition was attended by Iranian Islamic Revolutionary Guard Corps (IRGC) General Qasem Soleiman and Malaysian Royal Air Force Chief General Dato’ Affendi. The JF-17 is a Pakistani fighter jet with Chinese parts. The Thunder is a single engine, lightweight, multipurpose combat aircraft that can host modern electronics and precision-guided weapons. It costs $20 million per unit. Malaysia first voiced interest buying the jet in April 2018 during the Defence Services Asia (DSA) expo held in Kuala Lumpur. October 29/18: Nigerian buy Nigeria is making progress in its JF-17 fighter jet acquisition program. The country recently signed a $184.3 million contract with Pakistan that covers the production of three PAC/CAC JF-17 Thunder fighters. The Thunder is a joint Chinese-Pakistani project aimed at reduceing Pakistan’s dependence on western firms for advanced fighters, by fielding a low-cost multi-role lightweight fighter that can host modern electronics and precision-guided weapons. The fighter jet is a single engine, lightweight, multipurpose combat aircraft that costs $20 million per unit. Nigeria earmarked about $54 billion for the JF-17 program in its 2016 and 2018 budgets. April 20/18: Potential FMS-Malaysia Speaking to Jane’s on the sidelines of this year’s Defence Services Asia (DSA) expo being held in Kuala Lumpur, an official from the Pakistan Aeronautical Complex (PAC) has revealed that preliminary talks have kicked off that may see the JF-17 fighter sold to Malaysia. While stressing that no serious talks have started yet, the anonymous official said that PAC was will to form collaborative partnerships with local industry in Malaysia through which technologies could be transferred to facilitate either localised component manufacturing or maintenance, repair and overhaul (MRO). Rumours had surfaced that Malaysia was interested in the JF-17 in 2015, but these had been previously downplayed by its defense ministry. This time, if talks were to mature to a further stage, the JF-17 may offer a cost effective solution to the Royal Malaysian Air Force’s requirement for a twin-engine multirole combat aircraft. The RMAF program, which was announced more than a decade ago, has been hindered largely due to a lack of funds. January 10/18: Exports-Nigeria, Myanmar Nigerian budget documents for 2018 show that three JF-17 Thunder fighter aircraft will be procured from the Chengdu Pakistan Aeronautical Complex, making it the first export purchaser of the fighter to be publicly named. $36 million has been earmarked as partial payment for the purchase, and will also include support equipment and spares. While no official announcement has been names, a Pakistani air force official told FlightGlobal at last year’s Paris Air Show that a “contract had been signed” with an Asian country, and Chinese social media have shown a JF-17 in Myanmar air force markings, and the junta are expected to add 16 models to their inventory. Nigeria is also expected to buy two AgustaWestland AW109 helicopters in 2018, as well as undergoing depot maintenance for two Dassault Alpha Jets and a Lockheed Martin C-130H. May 31/17: Following its first order last June, Pakistan has ordered a second batch of the ASELPOD targeting pod from Turkish defense electronics firm Aselsan. The $25 million repeat order calls for a total of 16 pods to be delivered and will be installed on Islamabad’s fleet of JF-17 fighters. Originally developed by Aselsan for the Turkish Air Force, the targeting pod has already been used on the F-16 and F-4E 2020 aircrafts. The pod works by marking the target with a laser while being monitored with the camera allowing for pilots to fire spot-on shots with sensitive ammunition. May 25/17: The Aviation Industry Corporation of China (AVIC) has completed the development of an air-cooled active electronically-scanned array (AESA) radar that it will now propose as a possible solution to the Pakistan Air Force’s (PAF) JF-17 Block-III’s AESA fighter requirement. Design and development of the radar was conducted by AVIC’s 607 Institute, officially known as the China Leihua Electronic Technology Research Institute (LETRI), and have already developed the SD-10 beyond visual-range active radar-homing air-to-air missile for the PAF. The institute’s announcement on the Chinese micro-blogging site WeChat, stated that the AESA radar will help offset the internal space and power limitations of many in-service fighters, providing these aircraft with an AESA radar that is easier to integrate than liquid-cooled systems, such as the competing KLJ-7A offered by the Nanjing Research Institute of Electronics Technology (NRIET). May 2/17: The twin-seat variant of the JF-17 has conducted its maiden flight. Co-developed by Pakistan and China for use by the Pakistan Air Force, the JF-17B also utilises a dorsal fin containing an additional fuel tank, giving the twin-seater a fuel load comparable to the single-seat variant. Images of the fighter also show the addition of a vertical stabiliser, a larger size, and that it rises at a shallower angle from its predecessor. Flight testing of the low-cost fighter had initially been scheduled for late 2016, but Chinese sources have not given any reason for the delay. February 20/17: Sri Lankan media reports that Pakistan has offered an F-7 fighter for free in return for each JF-17 that Sri Lanka purchases from Islamabad. The report claims that in its efforts to push a deal for the fighter, Pakistan has hired a Singapore-based consultancy group to assist with the lobbying, and that attempts have been made to pay kickbacks to Sri Lankan defense ministry officials as well as high-ranking military personnel. February 6/17: Myanmar is in advanced discussions with the government of Pakistan to license-build the JF-17 fighter. The talks follow 2015’s purchase of 16 of the fighter’s Block II variant which feature air-to-air refueling capabilities and improved avionics from its predecessor. It has yet to be decided whether that model would be then built in Myanmar, or whether the newer Block III will be pursued. January 9/17: Budget details proposed by the Nigerian government have revealed that their acquisition of three JF-17 fighters from Pakistan cost $15 million. A total of $68.76 million has been earmarked for various “platform acquisitions … for counter air, counter surface, air ops for strategic effect and air support operations.” Out of the remaining funds, the Nigerian Air Force is building a fleet of 12 Mil Mi-35 air assault helicopters, and are interested in adding the EMB-314 Super Tucano to bolster close air support capabilities. November 17/16: Pakistan Aeronautical Complex (PAC) has said it will open up to allow the private defense sector to participate in programs such as the JF-17 Thunder fighter and Super Mushshak trainer. As well as looking for new design and development programs for upgrades to the aircraft, PAC is also entertaining the possibility of allowing collaboration on the manufacture of propulsion and industrial gas turbines. Benefits of opening up the domestic industry include using public funds that otherwise would have gone abroad as domestic stimulus and making it easier for foreign vendors to pick private firms in matters involving sensitive technology intellectual property, which could make transfer-of-technology and expertise easier to negotiate. November 9/16: Head of the Saudi Royal Air Force, Gen. Muhammad bin Saleh Al Qtaibi, has expressed his country’s interest in purchasing Pakistani aircraft. Al Qtaibi is on an official visit to Pakistan to discuss ongoing security issues in the region, but expressed Saudi intentions towards a hefty procurement of JF-17 Thunder multi-role fighters and Super Mushshak trainers. The Saudis already operate approximately 20 Super Mushshaks but the prospect of a significant export order for JF-17s from the Gulf kingdom adds to the fighter’s growing interest abroad. October 31/16: Qatar has been linked to the possible purchase of more JF-17 fighter and Super Mushshak trainer aircraft following the release of a statement from Pakistan Prime Minister Nawaz Sharif’s office. Mr. Sharif’s office also wishes to set up military cooperation and production of equipment in Qatar with the assistance of Pakistan and Turkey. He went on to say that Pakistan, Qatar, and Turkey can set up joint ventures for undertaking defence related manufacturing of military equipment. “Our relationship with Qatar means a lot to us and you can count on Pakistan as your closest ally and brotherly state,” he remarked. September 19/16: The Pakistani-Chinese JF-17 fighter will be making its way to Nigeria after a memorandum of understanding was signed at this year’s AAD. While the exact amount of the fighters has yet to be revealed, further details on the deal are expected to be announced in November during the IDEAS show in Karachi, Pakistan. Nigerian budget allocations released in January, however, earmarked $25 million for three JF-17s, with approximately half that amount made available for the acquisition of ten PAC Super Mushshak basic trainers. May 3/16: The Sri Lankan media has reported that Pakistan has offered its JF-17 fighter at $29 million each to the Sri Lankan Air Force (SLAF). Islamabad has been pressing the Sri Lankan government to replace its fleet of MiG-27 and Kfir fleets with its indigenous aircraft, but the deal has been met with opposition from India. Instead, it is thought that the SLAF will purchase fighters from Russia, believed to be in the price range of $20-25 million per aircraft. February 11/16: The Emir of Qatar will witness a display of the PAF JF-17 fighters as Pakistan’s Prime Minister Nawaz Sharif visits the country this week. A contingent from the Pakistan Air Force are in Doha preparing for the display, as Sharif, along with a high-level delegation, visits to commence a series of diplomatic talks. Areas where both Qatar and Pakistan may improve bilateral relations include energy cooperation, trade and investment, employment opportunities for the Pakistani workforce in Qatar, and in various defense related fields. While a number of Memorandums of Understanding (MoUs) are expected to be signed, an order for the JF-17 may be a bit premature as Qatar awaits the long delayed deal of Rafale fighters from Dassault. January 19/16: The visit of Pakistan Prime Minister Nawaz Sharif to Sri Lanka did not result in a purchase of JF-17 fighters. A Sri Lankan Air Force spokesperson said that while the fighter is still being considered, among others, a deal was never going to be signed alongside Sharif’s visit to Colombo. The JF-17 still seems to be the top choice for Sri Lanka which is looking to replace the Israeli Kfri jet currently in use. January 12/16: Following hot on the heels of Sri Lanka and Nigeria, Azerbaijan looks to be the next in line for an order of JF-17s from Pakistan. Following his recent trip to the country, Pakistan President Mamnoon Hussain said that a deal regarding the sale of defense products to Azerbaijan was just one of several areas in which both were looking to increase cooperation. The potential for increased Azerbaijani-Pakistani trade comes as Chinese officials signed a number of documents with the Caucasus nation in December. Beijing, Pakistan’s partner in the development in the JF-17 program, is looking to develop a “Silk Way” economic belt stretching along developing countries that encompass the historical trade route. January 8/16: Funding has been set aside for the Nigerian government to purchase three JF-17 aircraft. $25 million has been set aside for the acquisitions. The planned purchase of the Sino-Pakistan developed jet was announced as part of the federal governments defense budget for the 2016 fiscal year and follows the recent order by Sri Lanka for eight JF-17s. Funds have also been set aside to acquire two Mi-35 gunships ($58.2 million) and ten Mushak trainer aircraft ($10.3 million). The Nigerian Army will see $28 million spent on new equipment and trucks for armed personnel as they conduct operations against Boko Haram militants in the north of the country. January 7/16: Despite the recent rounds of rumors and will-they-won’t-theys, Sri Lanka looks set to purchase eight JF-17 fighters from Pakistan according to Pakistani news sources. Officials to Pakistan’s Prime Minister Nawaz Sharif said that a number of agreements were signed between both nations on his visit to Colombo on Tuesday. The agreements cover a wide range of defense, security, trade and counter-terrorism issues and included the provision of the aircraft to Sri Lanka. January 5/16: The recent heavy promotion by Pakistan of its indigenously produced JF-17 fighter has led to claims that export orders are on the increase. Despite this, Sri Lanka has claimed that it has not made a decision on whether they are to purchase the aircraft for themselves. Recent weeks have seen much ink used in reporting interest in the aircraft by both the Sri Lankan and Indonesian air forces, but as of yet, no official confirmation for orders have been issued. The JF-17 Thunder is co-produced between Pakistan and China’s Chengdu Aircraft Industry Corporation. December 30/15: While praising the abilities of the home made JF-17 Thunder fighter, Pakistan’s Air Chief Marshal, Sohail Aman has said that they are in negotiations with the US government to procure some of the latest F-16s. The announcement was made as the 16th JF-17 aircraft was unveiled and handed over to the Pakistan Air Force. Manufactured locally in cooperation with China, the JF-17 has been lauded as being able to compete with the best of other lightweight multi-role aircraft, and has been marketed heavily by Pakistan at recent air shows. While production for export seems to be on the increase, one wonders exactly why Islamabad is looking to purchase foreign made fighters ahead of locally produced ones, as well as planning to retire older aircraft simultaneously. December 23/15: Malaysia’s defense minister has said that his government is not interested in purchasing Pakistan’s JF-17 fighter as part of their air force modernization plans. The denial comes after a Malaysian diplomat was reported to have said that his country may look at procuring the JF-17 to help increase the amount of bilateral trade between the two nations. While Malaysia is looking to replace its fleet of F-5E/F and MiG-29 planes with a modern fighter, the Sino-Pakistan produced JF-17 had not been under consideration. December 22/15: Malaysia may consider purchasing Pakistan’s JF-17 aircraft as part of its current fighter replacement program. Malaysian High Commissioner to Pakistan, Dr. Hasrul Sani made the announcement citing the excellent relations both nations currently have in terms of defense cooperation. The sale would also see further increase in the bilateral trade between the two, which currently stands at over $2 billion per annum. Other options currently being considered are the Dassault Rafale, Boeing’s F/A-18 and Lockheed Martin’s F-16V. The interest in the JF-17 comes alongside the China-Pakistan Economic Corridor (CPEC) project which will see over $40 billion invested in Pakistan’s infrastructure and economic development. Dr. Sani stated that the whole region would stand to benefit from the CPEC project. November 24/15: Pakistan is to keep using the the Russian made RD-93 engine for its series of JF-17 fighters. The confirmation comes after hints made by Chinese officials that Pakistan would revert back to an original arrangement with China but Pakistan Air Force (PAF) officials are happy with the Russian engine. PAF officials have said that improvements to the JF-17 along with the reliability of the RD-93 engine has resulted in a number of interested parties. Russia on the other hand will be happy to see product solidarity due to economic sanctions over Ukraine closing many export markets. October 12/15: Sri Lankan Air Force officials are due to arrive in Islamabad in November to discuss a possible acquisition of JF-17 fighters, according to Pakistani press reports. Sri Lanka played down reports in June that the country was the first export customer for the JF-17, stating that a decision has yet to be made on a possible procurement of the fighter. 2010 – 2014 1st & 2nd squadrons stand up; Fatal JF-17 crash; JF-17 Block II production begins; Myanmar interested again; Saudi Arabia’s interest a puzzle. June 15/14: Myanmar. The government of Myanmar has stepped back from its close Chinese alliance in recent years, but reports indicate that they may be taking a second look at the JF-17. The junta recently bought more Russian MiG-29s instead (q.v. Dec 23/09), but MiG-29s are notoriously difficult to keep in service. The problem is a combination of short part lifespans, and byzantine Russian “service” procedures. “The Government of Myanmar is planning to acquire technologies from China and Pakistan to build JF-17 multirole combat aircraft at its own aircraft factory to boost its Air Force…. The force is plagued by serviceability issues due to lack of spare parts and trained manpower however introduction of JF-17 would mean that Myanmar Air Force will be investing in such areas to mitigate its short comings.” Production may be a stretch, but parts production and a local servicing depot may be doable. The report offers an existing force breakdown of 32 MiG-29B/SE as the modern force, plus 25 F-7Ms (Chinese MiG-21 knockoff) and 21 Nanchang A-5C (Chinese plane based on MiG-19 but heavily modified). A mix of 16 Chinese (K-8) and Serbian (Sokol Galeb) jet trainers are used for ground attack roles, as well as pilot training. Defense News begins a report in a very odd way, saying that “Contrary to speculation, development of the JF-17 aircraft continues apace…” We’re scratching our heads as to why anyone ever thought otherwise, given announcements re: Block II development and the jet’s clear importance to Pakistan. Indeed, Chief Project Director and Air Vice Marshal Javed Ahmed was quick to aver that the PAF’s 3rd squadron would be operational by year-end. Ahmed adds that avionics improvements are underway, using the words “situational awareness” but not specifically corroborating rumors of a helmet-mounted display. Near-term improvements will also reportedly focus on “integrating some additional smart and indigenously developed weapons”. The Chinese NRIET KLJ-7 will remain the fighter’s main radar, however, as possible substitutions won’t be considered until the program reaches Block III. An AESA radar, and the possibility of offering drop-in western radar & avionics for export, are both under investigation. On the other hand, former Pakistani Air Commodore Kaiser Tufail claims that the JF-17’s range is an issue, citing the frequency of flights with drop tanks and the averaged length of sorties. MiG-29s, which use a very similar engine, are known to have range issues, but the JF-17 uses only 1 engine. The Klimov RD-93 is less efficient than GE’s F404/F414, however, and public information gives the JF-17 fuel reserves and operational weight that are similar to the short range Indian Tejas LCA. After Saudi Deputy Defense Minister Prince Salman Bin Sultan visits Pakistan and tours the JF-17 production complex, the World Tribune reports that: “…officials said representatives of the ministry as well as the Royal Saudi Air Force were examining the feasibility of procuring JF-17 as part of cooperation with Islamabad. “This project could provide the kingdom with technology that could be used in future projects,” an official said.” Saudi Arabia is an important donor to Pakistan’s government, and there are persistent rumors that the Saudis even financed Pakistan’s nuclear program. On the one hand, JF-17 cooperation could make sense industrially. The Saudis tried to set up a local Eurofighter final assembly and check-out line with BAE, but the kingdom backed off when it became clear that this wouldn’t work. The JF-17 might be an easier starting point, and it would also fit with growing Saudi interest in defense equipment that requires zero American involvement. On the other hand, there’s no real hole in the RSAF that JF-17s need to fill. The RSAF’s F-5s are no longer frontline fighters; they and the Tornado F3 ADV interceptors have effectively been replaced by an order for 72 high-end Eurofighter Typhoons. The Typhoons already offer a potent non-American option, and the depth and breadth of the pre-existing Al-Yamamah partnership with Britain would make any cancellation a region-altering diplomatic event. Meanwhile, an in-progress order for 84 new Boeing F-15SA Strike Eagles is well underway, and contract penalties would make the order almost pointless to cancel at this point. The Saudis are already expanding their fighter fleet with these buys. They would have to either expand it further to accommodate the JF-17 – or become industrial partners, and then use JF-17s as a form of regional aid that isn’t subject to American ITAR regulations. Most likely: they do none of those things, while making an ally feel good by being publicly impressed, and holding some initial discussions that go nowhere. Pakistan Aeronautical Complex in Kamra rolls out their 50th JF-17 fighter, and reportedly launches production of the Block II variant with improved avionics, air-to-air refueling capability, and additional weapons. Flight International’s World Air Forces 2013 lists total Pakistan’s JF-17 orders as 70 planes, plus 50 more pending finalization. Meanwhile: “Prime Minister Nawaz Sharif…. mentioned the Pakistan China Economic Corridor project, which would link Gwadar to China through Khunjrab Pass and said that economic zones would be set up along the Corridor. The project would have far-reaching impact on the future of both countries, he added. Nawaz said cheap labour in Pakistan would also contribute to the smooth materialisation of projects with China.” Block 2 production is expected to continue until at least 2016, after which some sources say manufacture of Block 3 will begin. That variant may get a new engine, either an updated RD-93 or possibly a Chinese engine if one is ready. Block II begins Nov 19/13: Weapons. Flight International carries a report regarding a large Chinese precision strike missile. It’s hard to say how accurate such presentations are, but here’s the claim: “A full list of specifications for the CM-400AKG missile was played on a loop inside the AVIC exhibit stand at the Dubai air show; a marketing venue for the JF-17 fighter jointly developed between China and Pakistan…. News reports have indicated the CM-400 has entered service with the Pakistan air force. The AVIC video notes vaguely that the 910kg (2,000lb) weapon “can be carried by JF-17, etc”. It is usually compared with the Indian/Russian Brahmos high-speed cruise missile.” The CM-400AKG export variant of China’s YJ-12 missile supposedly has a reach of up to 130 nmi, in order to keep it within MTCR treaty limits. It flies at Mach 3+ and high altitude, using GPS/INS as base guidance within 50m CEP, with the ability to switch to Imaging Infrared for final targeting of moving items like ships, possibly augmented by L/S/X-band passive radar. Nov 14/11: A Pakistani JF-17 crashes in the mountainous Attock Distrct, killing Squadron Leader Muhammad Hussain. He had ejected successfully, but his parachute failed to open properly. Pak Tribune. Crash May 19/11: Shortly after American special forces killed Osama Bin Laden in a unilateral raid 40 miles from Islamabad, Pakistan announces a wide swath of major defense projects with China. The most consequential is that the deep water port of Gwadar in western Pakistan will be run by its paymasters, the Chinese government. Pakistan also wants the Chinese to build a naval base there, and no doubt expects to have its own ships use that facility alongside the Chinese PLAN. The flashiest aspect of the announcements involve the JF-17, with reports that China will be sending Pakistan 50 improved JF-17 fighters, with upgraded electronics. To date, JF-17s have rolled off of Pakistani manufacturing/finishing lines, but these will reportedly involve more Chinese manufacturing to speed delivery, arriving within 6 months. Reports say that China is financing the deal, though they differ on the terms, and how much of the cost China is absorbing. Some reports paint the fighters as more or less a gift. The interest in a batch of 50 more JF-17s isn’t a surprise, nor are the planned improvements (vid. Dec 22/10 entry). If deliveries do complete in that time frame, the end of 2011 will see Pakistan with over 92 serving JF-17s. India’s comparable Tejas will have over a year to go before the 1st squadron is formally inducted, and will still be waiting to conduct qualification tests of key weapons. PAF No. 16 Squadron at PAFB Peshawar becomes the 2nd operational squadron with the CAIC-PAC JF-17 Thunder. The ceremony also marks the retirement of the PAF’s A-5C Fantans, a heavily modified derivative of the MiG-19. The Panthers of 16 Sqn. were the 1st PAF squadron to covert to the A-5C in 1983, and the last to operate the type. AirForces Monthly. March 1/11: Aviation Week reports that Pakistan is in negotiations with the U.S. to get more Lockheed Martin F-16s, but also quotes PAF Air Chief Marshall Rao Qamar Suleman as saying that indigenous projects will remain a priority. As part of that effort, Pakistan intends to eventually field a supplementary datalink, which would work alongside the Link 16 systems carried by the F-16s and communicate with the JF-17 fleet. With respect to the JF-17s: “Rao says Pakistan will have the second squadron of JF-17s enter operation at the end of March while simultaneously phasing out all of its Nanchang A-5s… “As for the Chengdu F-7s and Dassault Mirages, we will phase these out as we get JF-17s,” Rao says. “Some of Pakistan’s Mirages are the oldest in the world,” he says, adding that some were built in 1967. Phasing out the older Mirages is a top priority. The Mirages are difficult and costly to maintain because no one is producing spare parts for these aircraft anymore, he says. “We are getting secondhand parts, but we don’t know the history of these spare parts we are getting. It’s a flight safety issue and a nightmare for me,” he adds.” Jan 26/11: Iraq. JF-17s for Iraq? Government spokesman Ali al-Dabbagh tells a press conference that the Council of Ministers has approved the purchase of 18 F-16s, and budgeted an unspecified sum. Prime Minister Nouri al-Maliki who is also the acting Defense Minister, would negotiate the deal’s final parameters. There has been talk of a $13 billion weapons buy, which would include the existing DSCA request for F-16IQs, but no confirmation as yet. The USA will reportedly deliver the F-16s to Iraq within 2-3 years, but in the meantime, and even for some time thereafter, Iraq will not be able to police its own airspace effectively. The French are presenting a complementary offer of upgraded Mirage F1s, and DJ Elliott reports that the Iraqis may also be looking at a 3rd option: China & Pakistan’s JF-17 Thunder. Aviation Week reports that about half of the 42 JF-17s Pakistan has ordered (q.v. March 7/09) are now in place, and one squadron is operational. PAF officials now plan to set up a 2nd unit. The focus, as is true in all initial inductions, is on getting all staff familiar with the equipment. Fully qualifying crews for air-to-air and air-to-ground missions will be the next step. PAF Air Commodore Junaid told the magazine that the government hopes to order a second batch of 50 fighters in 2011, with undefined “enhanced features,” though the avionics package fielded on the baseline JF-17 has reportedly been a positive surprise. Reports from Pakistan indicate that the PAF’s JF-17s will be equipped with Chinese radars and SD-10A/PL-12 medium range air-to-air missiles, thanks to a recent contract with China. The Thales/MBDA ATE consortium had been seen as front runners for a $1.2 billion contract to equip the first 50 Pakistani JF-17s with radars and missiles, and could stand to reap another EUR 15 million or so per plane thereafter. In April 2010, however, Le Monde reported that the French government had refused to clear the deal. That’s not surprising, since France has a $4+ billion contract to build submarines for India, is competing in the $10-11 billion M-MRCA fighter competition, and wants to sell equipment like frigates and missiles in future. France isn’t in the same geo-political position as the USA, which means retaliation for a defense sale of that magnitude is more likely. France’s DCNS still won India’s Scorpene submarine contract, despite building Agosta AIP submarines for Pakistan, but the French government evidently decided not to chance it this time. PAF Chief Air Marshal Rao Qamar Suleman told The Nation in an exclusive interview that “PAF has no plans to install Western devices and weapons on the aircraft for the time being.” Pakistan’s The Nation || Agence France Presse | India’s Hindustan Times | Russia’s RIA Novosti | India’s Sify. July 5/10: Engines & Egypt. India isn’t the only party with reservations about Russian engine exports for the JF-17. United Aircraft Corp. CEO Mikhail Pogosyan publicly opposes the sale of 100 RD-93 jet engines to China, citing the threat of FC-1/JF-17 competition against the MiG-29. He says that said the re-export of technologies should be approved by the original manufacturers to avoid unfair competition, but Rosoboronexport’s position is that re-export rights is a government decision with no manufacturer input. RIA Novosti adds that: “A Russian aircraft industry source said the FC-1 is inferior to MiG-29 in performance, but sells for about $10 million, while the price of a MiG-29 is about $35 mln. MiG-29s are currently competing with FC-1s in an Egyptian tender on the delivery of 32 fighters. In addition, Egypt has launched negotiations with Pakistan on the licensed production of FC-1 aircraft. Russian Federal Service for Military-Technical Cooperation (FSMTC) approved the re-export of RD-93 engines to Egypt as part of the FC-1 fighter package in November 2007.” Feb 18/10: 1st squadron. The Associated Press of Pakistan reports that a contract for 42 co-produced JF-17s has been signed in Islamabad by China’s CATIC and the Pakistani Air Force, financed by “seller’s credit.” Production capacity is listed at 15 aircraft in the first year, rising to 30 aircraft per year thereafter. Pakistan has been flying 8 aircraft to work out tactics, techniques, and procedures, and expects to stand up the first JF-17 squadron before the end of 2009. The aircraft will be based at Peshawar, alongside existing Chinese-made Q-5/A-5C “Fantan” fighters that are a hugely modified Chinese derivative of the MiG-19, and their accompanying JJ-6/FT-6 MiG-19 trainers. The article adds a quote from Air Chief Marshal Tanvir Mehmood Ahmed. He reiterated that cooperation on China’s canard-winged J-10/FC-20 is also progressing, with first deliveries to Pakistan expected in 2014-15. CATIC’s President MA Zhiping reportedly added that the first FC-20 aircraft built under that agreement would fly in 2009. APP | Pakistan’s The News. 42 JF-17 Block I Jan 1/09: Industrial. Associated Press of Pakistan quotes Pakistan Aeronautical Complex (PAC) chairman Air Marshal Khalid Chaudhry HI (M) T Bt re: the JF-17 project, and PAC’s work more generally. The report was triggered by briefings associated with a visit from Sheikh Aftab Ahmad, head of the Standing Committee of the National Assembly on Defence Production. Air Marshal Chadhry reportedly said that PAC has the capability to manufacture 75% of the JF-17’s avionics, and 58% of its air frame. The firm is currently deepening its experience and earning revenue by overhauling about 180 aircraft engines and 60 aircraft per year, including work undertaken by PAC’s Mirage rebuild factory that helps maintain Pakistan’s aged Mirage III/V fighters, and refurbishes scrap Mirages from other countries in order to keep overall fleet numbers up. High-tech avionics machinery recently imported “from various developed countries” is extending PAC’s capacity, and so has a $15 million contract from Boeing for aircraft parts. Nov 28/08: Exports. Pakistani Ministry of Defence Production Secretary Shahid Siddiq Tirmizi claims that as many as 8 countries have shown interest in buying the JF-17 Thunder fighter. Azerbaijan, Sudan, and Zimbabwe are 3 countries that have been linked to export interest in the past. The News International. A Pakistan Defense article widens that potential field to include Algeria, Bangladesh, Egypt, Iran, Lebanon, Malaysia, Morocco, Myanmar, Nigeria, and Sri Lanka. Nov 20/08: Pakistani Chief of Air Staff ACM(Air Chief Marshal) Tanvir Mahmood Ahmad says that aid the first JF-17 squadron would be inducted into the PAF fleet in the first quarter of 2009. His accompanying announcement that another 36 high-tech combat aircraft (FC-20, probably a version of China’s J-10) would be inducted into the PAF fleet by 2010 got even more attention, but that didn’t come to pass. Jane’s Defence Weekly reports that: “Pakistan and China have established a joint marketing organisation to promote international sales of their JF-17 ‘Thunder’ fighter aircraft, the head of the main Pakistani arms export agency has told Jane’s. Major General Muhammad Farooq, director general of Pakistan’s Defence Export Promotion Organisation (DEPO), described the JF-17 in early April as an ideal “choice for countries which are mindful of their finances.” March 19/08: An article in Pakistan Defence claims that the Pakistan Air Force (PAF) now has 8 JF-17 Thunder aircraft, after 6 more planes were received this March. All 8 will be used for testing and evaluation; the aircraft hasn’t been formally inducted into service yet. Serial production has begun, and Pakistan’s Air Cheif Marshal reportedly said that about 60% of the airframe and 80% of the avionics would be manufactured in Pakistan by 2010, with production capacity rising to 25 aircraft per year by 2011. If true, it seems likely that deals with significant industrial offsets may be in the cards, as the article also claims that negotiations have begun with British, Italian, and French defense firms over potential avionics and other systems; France has reportedly offered its RC-400 radar and MBDA MICA missile. Finally, the article claims that that: “Thirteen countries have so far expressed interest in purchasing the JF-17 aircraft are Azerbaijan, Zimbabwe, Bangladesh, Myanmar, Egypt, Iran, Lebanon, Malaysia, Morocco, Nigeria, Sri Lanka, Algeria and Sudan.” Jan 22/08: Industrial. According to India Defence, Pakistan’s national TV reports that it has begun in-country manufacturing of the JF-17 fighter. About half of the on-board equipment and avionics will be manufactured in Kamra, Pakistan, with the rest coming from China. PakAF Chief of Air Staff Ahmed reportedly committed to 15 aircraft built in 2008 and 20 in 2009, with the goal of building 25-30 per year. FC-1/ JF-17 (click to view full) Nov 29/07: Exports. The IWPA reports that: “Azerbaijan is currently negotiating with Pakistan for the purchase of 24 Chinese-made JF-17 Thunder combat planes, worth between 16 and 18 million dollars each.” In February 2009, however, Azerbaijan’s APA files a report that says the parties are still in talks, rather than under contract. Nov 13/07: Jane’s Defense Weekly quotes Pakistani Chief of Air Staff, Air Chief Marshal Tanvir Mahmood Ahmed as saying that the Pakistan Air Force will have an operational capability with JF-17 Thunder light fighter aircraft by the end of 2008, and expects to have its first 8 aircraft under a “small batch order” within the next few months. “Speaking to Jane’s at the Dubai Air Show on 12 November, ACM Ahmed dismissed concerns over the Russian RD-93 engine that powers the joint Sino-Pakistan aircraft as “an issue created from here and there.” April 26/07: Engine OK. India Defence relays a report from the Russian newspaper Kommersant, which said that Vladimir Putin himself had personally supervised and signed a “Sino-Russian Fighter Assembly Agreement” which included joint assembly of JF-17 fighter aircraft with RD-93 engines, and their supply to third countries. Kommersant added that: “This permission will enable the supply of 150 Chinese JF-17 fighter aircrafts to Pakistan, and help implement the contract for the supply of Russian engines worth USD 238 million.” Kommersant added that “the permission does not imply Pakistan’s inclusion in the list of countries with which Russia has direct military-technical cooperation.” The question is whether Russian military-technical cooperation would be required under the Sino-Russian agreement. Meanwhile, the Indians appear to have been blindsided. The Press Counsellor of the Indian Embassy in Moscow Ramesh Chandra told Kommersant that “the Embassy was not aware” of the permission for re-export. See India Defence | India’s domain-b. Building off the least worst compromise of making a cruiser from a Spruance Class destroyer in the last quarter of the 20th Century, we coasted in the "peace dividend" 1990s by ignoring a century of shipbuilding experience by not having the replacement class of warship building as the last of the previous class was finishing up. A bit more than a decade and a half later, the absolute Monty Python skit that was CG(X) blew up the second best option. That leaves us in the 3rd decade of the 21 Century facing a young and building Chinese Navy with ... this as reported by the exceptional Megan Eckstein over at USNINews. A plan to keep the Navy’s guided-missile cruiser fleet operating through the end of the 2030s is struggling as the ships show there’s a very real cost in time and money to keep old platforms around for the sake of having a larger fleet. ... The Navy has for almost two decades struggled to figure out what kind of platforms should replace these CGs as the air defense command ship for the carrier strike group, and several efforts have been canceled or postponed along the way. To buy more time to find a replacement, the Navy modernized 10 cruisers beginning in the 2000s to extend their lives and give them the newest combat capabilities. A second cruiser modernization program that began in 2015 aimed to do the same to seven more. At sea and in the air (the sub bubbas are actually doing OK), our procurement and acquisition people and process has failed the Navy and the nation is serves ... but despite decades of fail, what is being done to change or fix it? In a budget environment where the military services are increasingly looking to “divest to invest,” or rid themselves of legacy gear to free up money for new equipment aimed at a high-end future fight, the cruiser fleet may not see much support in the upcoming budget cycle, two admirals told USNI News. ... A new plan will be released in conjunction with the Biden administration’s Fiscal Year 2022 budget request, but Vice Adm. Jim Kilby, the deputy chief of naval operations for warfighting requirements and capabilities (OPNAV N9), suggested it would be hard to find support in the budget for an old ship that’s increasingly hard and expensive to maintain and operate. “This job is more complex than I think the Navy anticipated for all the reasons Adm. Americas According to the US Navy, Naval Surface Warfare Center Dahlgren Division has completed five weeks of integrated test evaluations of the AN/TPS-80 Ground/Air Task-Oriented Radar (G/ATOR) system. The Dahlgren Division, based in Virginia, performed interoperability testing with the G/ATOR system, preparing first by verifying the command’s infrastructure functionality, including power accessibility, radar data recording abilities and data analysis capabilities. The G/ATOR system, made by Northrop Grumman, is designed to detect low-observable targets with low radar cross sections such as rockets, artillery, mortars, cruise missiles and drones. Northrop Grumman is designing a new radar instrumentation system for the B-1B bomber under a $2.3 million contract. The current radar instrumentation system is over 10 years old and faces diminishing manufacturing sources for components. Northrop will be producing new single board computers, ethernet-based protocol, high-speed data lines, and solid-state drive data collection units for installation on the two instrumented B-1Bs at Edwards Air Force Base. Work is scheduled to being later this year. Middle East & Africa Elbit won a contract by the Israeli Ministry of Defense last year to pursue a program to develop an airborne laser weapon system. A new video posted by Elbit shows the laser mounted on a Hermes 900 unmanned air vehicle. The aircraft has been modified with canards, probably due to the increase weight on the nose to house the laser turret or to improve pitch stability in order to have a stable beam. Europe Babcock International and BAE Systems have been awarded a five year contract extension by the Ministry of Defense to continue in-service support to the Royal Navy’s 4.5 Mk8 Medium Calibre Gun (MCG). The agreement is worth $58.9 and will see the continuation of in-service support to the 4.5 MCG across 19 Type 23 Frigates and Type 45 Destroyers as well as HMS Collingwood. Technology to protect emerging wideband receivers from interference, enabling their use in contested and congested environments, is being developed by BAE. According to BAE Systems, the British company will design mechanisms for the US Defense Advanced Research Projects Agency (DARPA) that protect emerging wideband receivers from interference, enabling their use in contested and congested environments.   15. Prince Philip passed today after a long and full life defined by service and duty. I first posted this years ago when he left his official duties, but thought it was the right thing to do to bring it back. As a nod to his service - serving as men of privilege and education should - let's take a moment today to recognize a good XO. Hargreaves was a yeoman aboard the destroyer HMS Wallace on which Philip, son of Prince Andrew of Greece, had been appointed first lieutenant - second-in-command - at the age of 21. In July 1943, engaged in the Allied landings in Sicily, the ship came under repeated bombardment at dead of night and its crew realised that they would probably lose their lives. It was then Philip conjured up a plan to throw overboard a wooden raft with smoke floats that would create the illusion of debris ablaze on the water. As he hoped, the German plane was fooled into attacking the raft while the Wallace sailed to safety under cover of darkness. Hargreaves recalled the terrifying events of that night on the website: 'It was obvious that we were the target for tonight and they would not stop until we had suffered a fatal hit. It was for all the world like being blindfolded and trying to evade an enemy whose only problem was getting his aim right. There was no doubt in anyone's mind that a direct hit was inevitable. 'There was no question but to accept that on the next run or the one after that we had little chance of survival. I had been through so much that the feeling of anger and frustration was as great as the fear I and everyone else felt. 'It was less than five minutes after the aircraft had departed and - if the previous space in time was approximately the same - we had about 20 minutes to come up with something. We couldn't steam far in that time, not even far enough to make the aircraft think we had moved.' He continued: 'The first lieutenant [Philip] went into hurried conversation with the captain, and the next thing a wooden raft was being put together on deck. Within five minutes they launched a raft over the side - at each end was fastened a smoke float. When it hit the water the smoke floats were activated and billowing clouds of smoke interspersed with small bursts of flame gave a convincing imitation of flaming debris in the water. 'The captain ordered full ahead and we steamed away from the raft for a good five minutes and then he ordered the engines stopped. The tell-tale wake subsided and we lay there quietly in the soft darkness and cursed the stars, or at least I did. Quite some time went by until we heard aircraft engines approaching. 'The sound of the aircraft grew louder until I thought it was directly overhead and I screwed up my shoulders in anticipation of the bombs. The next thing was the scream of the bombs, but at some distance. The ruse had worked and the aircraft was bombing the raft. I suppose he was under the impression that he had hit us in his last attack and was now finishing the job. 'We lay there waiting for him to leave, which he did, and, in view of the solitary attacks so well spaced apart, we were convinced he would not return. It had been marvellously quick thinking, conveyed to a willing team and put into action as if rehearsed.' Speaking from his home in Westport in Ontario, Canada, Hargreaves told The Observer: 'Prince Philip saved our lives that night. I suppose there might have been a few survivors, but certainly the ship would have been sunk. He was always very courageous and resourceful and thought very quickly.   16. Americas The F-15EX variant of the F-15 series of US Air Force fighter planes, was renamed the Eagle II in a ceremony on Wednesday at Eglin Air Force Base, Florida. Lt. Gen. Duke Richardson announced the official designation in a rollout of the plane, which will replace the aging F-15C/D fleet. The US Air Force accepted its first F-15EX from manufacturer Boeing on March 11. The US Air Force (USAF)/Lockheed Martin AGM-183A Air-launched Rapid Response Weapon (ARRW) conventional hypersonic glide weapon prototype failed its first booster vehicle flight test on April 5, according to a statement. The ARRW failed to complete its launch sequence and did not deploy from its Boeing B-52H Stratofortress heavy bomber carriage aircraft. The B-52H flew over the Point Mugu Sea Range near California, intending to fire the ARRW booster test vehicle. Instead, the weapon returned with the B-52H to Edwards Air Force Base (AFB), California. Middle East & Africa The Israeli Air Force (IAF) announced the arrival of its new Oron intelligence-gathering aircraft after it landed at Nevatim Air Base. The Oron is a Gulfstream G550 business jet that will have its mission systems installed over the next two years, the IAF said. This process will be led by Israel Aerospace Industries (IAI) in collaboration with the Ministry of Defense’s Directorate of Defense Research and Development (DDR&D), the IAF, the Intelligence Directorate, and the Israeli Navy. Europe Four Greek pilots have started their training on flying the Rafale. Three of them flew the Mirage 2000 previously while the other one flies the F-16. The four of them will later become instructors to help train the next batch of eight pilots. The Cyprus National Guard carried out a joint training exercise with Israel on April 5 to April 6. Exercise ONISILOS GEDEON 2021 involves the Tor M1 air defense missile system and Israeli F-15s and F-35s. Asia-Pacific According to Reuters, Taiwan’s Defense Ministry reported a new incursion by China’s air force into the island’s air defense identification zone, made up of eight fighter jets and two other aircraft, one of which flew through the strategic Bashi Channel.   17. There are but a few options here, none of which speak well of our Navy or its leadership – but we have to look at where this is with clear eyes. I have tried to be as clean-slate optimistic as possible with the CNO, Admiral Gilday. On a lot of actual Navy issues, I find him incredibly well informed, intelligent, and thinking in the right direction – but that is only part of his job. Another part of his job is to be a good steward of the position of the CNO, the Navy’s apolitical stance in line with our national traditions, and to ensure that all his Sailors can expect fair and equal treatment and consideration under his command. In the last respect, I can no longer give what I otherwise consider good man and exceptional officer the benefit of the doubt. He has become a willing accomplice to division, sectarianism, and the radicalization of our Navy. He has positioned himself and his Navy as supporters of sectarianism and division for one of a few reasons: 1. He is trying to keep the worst people circling around the Beltway – the diversity industry and its DOD/DON embedded nomenklatura – at bay, sated, and leaving him alone so he can pursue “the important things.” 2. He is terrified that he will find himself in the center of some Star Chamber trial for not being “part of the solution” and being made another example of leading a systemically racist organization, not being an ally, and needing to be removed. 3. He is a true believer. In the zero sum game that is accessions and promotions, he believes that one of the primary considerations need What ever reason, the results are the same and the negative effects on our Navy will be long lasting. I don't really have to say all that much more, I'll let the CNO tell you for me. He is looking at offering Navy advancement exams in multiple languages. He is open to different standardized testing requirements based on self-identified race. That sets a hell of a precedent. Go to the 51:15 mark. He knows this, but I'll put it here anyway: if he goes forward with this, he is laying a minefield for himself and his Navy in the future. Here's why. For a simple example: if you have three cohorts and they are approved based on different gate requirements for objective standards that predict performance (they do). Group-1 has to break 100. Group-2 break 90. Group-3 only 75. At every point and milestone, if they are evaluated and promoted based on performance and objective criteria, Group-1 will always do better, be selected more often, and simply do their job better ... on average ... than Group-2 and Group-3. The "crisis" of difference not only never ends, the ongoing crisis is baked in at the very beginning. As a byproduct, your organization will also perform less well because you have more people with lesser ability to do the needed job dragging average performance down. If you set up different standards you also encourage an already existing problem to get worse; identification fraud by people who should be in Group-1 trying to be evaluated as Group-2 or 3. You also force the growing number of mixed-race people to "pick a side" when they are not one or the other. Forcing people to classify themselves like this in order to position themselves for advantage is cancerous and unethical ... but it is encouraged by this system. This doesn't make one from many ... this makes many from one. If people who promote this evil are allowed to expand their world view, it metastasizes throughout the system. Since the middle of the '00s I've warned here about the growing number of billets being dedicated to the diversity industry nomenklatura - growing in number and power. They have no desire to fix any problem, only to keep them active. That is how they justify their paycheck and very existence. Well meaning leaders have given in year after year to their demands for more billets and more power out of fear, fellow travellership, or at worst - simply to make them go away and be someone else's problem. They advance and advance with little to no pushback. They wait for a ripe time - and then they push extra hard. There was no time since the early 70s where racial tension was higher than this summer. As the "time was ripe" the embedded diversity bullies made their move across a wide front. Another example made it my way this month, this time from USNA. What do you notice about this? Fully in line with the CNO's efforts in the first part of this post; meritocracy is identified as a barrier. How much longer will we allow this cancer to go unopposed? I will finish this DivThu with this reminder: this is Trump's Navy doing this. This is Trump's CNO. This is Trump's diversity and inclusion nomenklatura. Except for his last few months, his government did nothing to push back against this cadre driven by sectarianism and feeding off of division. Next time those who support a color blind nation where people should be judged by the content of their character and not the color of their skin decide to back a candidate, pick better.   19. Americas Universal Propulsion Company won a $10.9 million contract for the manufacture of up to 5,000 cartridge initiators and thrusters used in V-22 and CV-22 aircraft. This contract includes a five-year base period with no options. The V-22 Osprey is a joint-service, medium-lift, multimission tilt-rotor aircraft developed by Boeing and Bell Helicopters. Boeing is responsible for the fuselage, landing gear, avionics, electrical and hydraulic systems, performance and flying qualities. Work will take place in California. Estimated completion will be by March 2026. The XQ-58A flew its sixth flight on March 26 and this time the drone opened its weapons bay door in-flight for the first time. A ALTIUS-600 small drone was then released from the weapons bay. Alyson Turri, demonstration program manager, added that the XQ-58A flew higher and faster during this flight. Middle East & Africa The UK has confirmed it is to establish a joint operating unit with Qatar for the BAE Systems Hawk advanced jet trainer (AJT) aircraft as part of a wider military co-operation agreement signed by the two countries on April 1. The unit, which will be based at Royal Air Force (RAF) Leeming in England, will operate the Mk 167 (T2 in RAF nomenclature) variant of the Hawk recently acquired by the Qatar Emiri Air Force (QEAF) in support of its Eurofighter Typhoon procurement. The updated defense agreement will also see the RAF deploy a Voyager aircraft to Qatar to periodically provide air-to-air refuelling training for the Qatari Emiri Air Force. Europe BAE Systems won a $21 million contract from the UK Ministry of Defense. The contract is to support the Common Missile Warning System (CMWS) over the next four-and-a-half years. “The UK Ministry of Defence has been a key partner on CMWS for decades,” said Christopher Austin, BAE Systems’ director of Threat Detection Solutions. According to the company, the system alerts crews to incoming threats and commands automated countermeasure dispensing, ensuring survivability of the aircraft and its crews. The Pentagon said that it’s aware of Russian military activity in the Arctic and that it is committed to protecting US interests in the region. “Without getting into specific intelligence assessments, obviously we’re monitoring it very closely,” John F. Kirby, the Department of Defense press secretary, said during a press conference. “Obviously, no one wants to see the Arctic as a region become militarized.” One day prior, CNN had reported on satellite images by space technology company Maxar that document Russia’s build-up of military equipment and the testing of weapons, including that of a Poseidon 2M39 torpedo, in the Arctic. Asia-Pacific The runway reconstruction project at Hsinchu air base, Taiwan is progressing ahead of schedule and the Mirage 2000 jets can return to their home base after May. The air force says the project is now 83.9 percent completed and 7.67 percent ahead of schedule. I don't know who lead it will be or what crisis will cause it, but at some point we will realize that the golden calf idol of a procurement process we seem to think is a god is not only false, it is evil. An entire generation going or two of acquisition professionals have grown up in a system that consistently fails the nation. It doesn't have to be this inefficient or this ineffective, but it is. Latest datapoint is the overthinking and self-doubt is the replacement for the Super Hornet. We have individuals who know what needs to be done - and if they had their way we would be a long way down the road to a modern fighter to replaced the butched-up 1970s runner-up that we have now ... but our self-imposed and voluntary system we work under won't let them. The amount of time this takes is simply gobsmacking - but we don't change. Example. This sounds correct and sound. The Navy is leaning toward replacing its fleet of Super Hornets with another manned fighter that will work with emerging unmanned aircraft concepts under the umbrella of the service’s Next Generation Air Dominance program. Yes, that could have been said a decade ago and more - as a matter of fact it was, however ... Rear Adm. Gregory Harris, who leads the chief of naval operation’s air warfare directorate (OPNAV N98), said Tuesday that the aircraft following the Super Hornets will “most likely be manned,” but that the Next Generation Air Dominance program will include a mix of both manned and unmanned platforms. “As we look at it right now, the Next-Gen Air Dominance is a family of systems, which has as its centerpiece the F/A-XX – which may or may not be manned – platform. It’s the fixed-wing portion of the Next-Gen Air Dominance family of systems,” Harris told attendees at a Navy League breakfast. Is that clear? Sound confident? Of course not. Harris knows what we need ... but ... “But we truly see NGAD as more than just a single aircraft. We believe that as manned-unmanned teaming comes online, we will integrate those aspects of manned and unmanned teaming into that,” he continued. “Whether that – we euphemistically refer to it as our little buddy – is an adjunct air-to-air platform, an adjunct [electronic warfare] platform, discussion of could it be an adjunct advanced early warning platform. We’ll have to replace the E-2D [Advanced Hawkeye] at some point in the future, so as we look to what replaces that.” The Navy has been inching toward a family of systems approach for NGAD over the last several years. USNI News previously reported the service was leaning toward a manned fighter aircraft as part of the NGAD family of systems. The Navy last year quietly stood up its NGAD program office. He can't see the future through a cloud of good idea fairies, snake oil salesmen, rent seekers, and people hanging on long enough to maximize their retirement. The system we have is so ossified and impeded by accretions, we can't just fiddle with it - it needs to be ripped up by the root and thrown in a chipper. DOD/DON won't do it either - Congress must act. Our acquisition systems isn't just not fit for purpose, it is an obstacle to producing the weapons our nation needs to win ... or even have a chance to win.   21. Americas Raytheon won a $79.4 million deal for Small Diameter Bomb Increment II (SDB II) lot integration and test. This contract effort will deliver all-up round (AUR) test vehicles, perform AUR-level assembly, checkout, testing and systems integration testing; and prepare for production cut-in and fielding for the multiple engineering changes needed, including National Security Agency (NSA) cryptographic modernization, Global Positioning System (GPS) military code, mitigation of part obsolescence, and design changes evolving from production and/or operations. SDB II’s capabilities include the ability for the weapon to be employed in three primary attack modes, each with a subset mode, for a total of six engagement modes. A dual band, two-way weapon data link for in-flight target updates and status reporting allows post-launch control of the weapon by the launching aircraft, a Joint Terminal Attack Controller (JTAC), or a third party. Work will take place in Arizona. Estimated completion is April 1, 2023. Argent Technologies won a $8 million deal for engineering, technical, administrative and programmatic management support for total life cycle management of the various aircrew escape systems managed under the Joint Program Office for Cartridge Actuated Device/Propellant Actuated Device tri-service charter. Work will take place in Texas and is expected to be finished by September 2025. Middle East & Africa The eighth edition of Cybertech Global, an international cyber event that that until now had only been held in Tel Aviv, will take place this week in Dubai, United Arab Emirates. The event on April 5-7, which begins this morning and ends on Wednesday, will be held under the sponsorship of the local government, and be attended by senior officials from the highest level. Delegations from more than 50 countries will participate in the event, as will hundreds of Israelis. Thousands of visitors are expected to come to Cybertech Global Dubai, which will include a conference and exhibition of the global cyber industry that will be the largest of its kind ever held in the Gulf region. Among the participants will be the Director of the Israel National Cyber Directorate, Yigal Unna, and his Emirati counterpart, Dr. Mohamad al-Kuwaiti. The Acting Director of the US Cybersecurity and Infrastructure Security Agency, Brandon Wales, will also participate. Europe The UK’s New Medium Helicopter Programme will see four of the medium-sized helicopters currently in service across the armed forces replaced by one new helicopter. It is understood that the helicopters will be operated jointly by the Army and RAF under Joint Helicopter Command. Work on the programme is at an early stage with effort primarily focused on developing and refining key user requirements. Asia-Pacific Korea Aerospace Industries (KAI) had a press conference last week and the company revealed that it hopes to export two T-50TH advanced jet trainers to Thailand this year. President and CEO Ahn Hyun-ho made the revelation. Thailand had declared last year that it will not buy two more T-50TH jets to increase its fleet to 14 aircraft. He added that an export of three Surion helicopters to Indonesia was scuttled after Jakarta slashed its military budget due to COVID-19. Japan’s Mitsubishi Heavy Industries (MHI) has concluded an agreement with Mitsui E&S Holdings to take over the latter’s ‘naval and governmental ships business’, which includes the development and construction of autonomous underwater and autonomous surface vehicles (AUVs and ASVs). The deal, which was announced on March 29, is the result of formal negotiations between the two companies that began in June 2020. The latest iteration of the People’s Republic of China’s highly successful island hopping campaign in the Southwest Pacific has brought us to another round of the US national security nomenklatura and chatterati pounding away at their keyboards trying to figure out not just what is going on, but what China’s goals are. Everyone continues to talk each other in circles, your humble blogg’r included. Towards the end of last week it started to dawn on me that perhaps part of the problem is that “we” continue to think ourselves in to the same intellectual box canyons. As a result, at the end of each iteration we don’t make progress and the Chinese get more islands. The last decade saw the Chinese get the low hanging fruit with little substantive pushback or consequences, effectively creating a new normal in the South China Sea concerning who controls what. There really is nothing new here. As a matter of fact, it is old school, “This is mine, do something about it." mentality. As the saying goes, the mighty do what they will, the weak suffer what they must. OK, there I go again – the usual intellectual box canyon. It sounds right, makes sense, explains a lot, but at the end of the chain, it just does not “feel right.” Why? Let’s go back to the “old school” comment above and pick at it. Is that really “old school?” Am I suffering, as many other US natsec people may be, from an unfortunate byproduct of playing “Risk” too much? The Risk-Trap seems to get us in a lot of trouble trying to figure out what is going on in the real world. The game is all based on grabbing bit of territory in a manner to gain world conquest. It also sounds right, makes sense, explains a lot, but at the end of the chain, it just does not “feel right.” I mean, is Irkutsk really that important? Really? I don’t think Risk is all that popular in China, and perhaps that is the problem; cultural context. Old school, especially in the Chinese context, is OLD. I always try to keep in mind that they have a continuous culture going back 3,000 years just with the written word. Only the Jewish people have a longer record. The USA is less than a 10th of that age. Our military history is also dramatically different, and it is there that I am trying to look at what the Chinese are doing in a different context. It is much more than China being a continental power while – contrary to Army fever dreams – the USA is a maritime and aerospace power. No, much deeper than that. Though flavored with the "people’s army" insurgency foundation that is the modern Chinese military (even their navy is the People’s Liberation Army Navy), the Chinese military tradition, habits, and reference points go back thousands of years steeped in the fundamental nature of steppe warfare. Where the only American experience in steppe (Great Plains) warfare was a few decades at the end of the 19th Century against … well … a people who immigrated from the Asian steppes over 10,000 years earlier, the Chinese for thousands of years faced Mongols, Manchurians, and other people who inhabited the grasslands and deserts on the periphery of the Han heartland. What are the characteristics of steppe warfare? Raids, Probes, and Scouting Parties. Light, fast moving parties crossing empty spaces to isolated pockets of important terrain, cities, and resources. First in small groups to check the reaction, strength, and resiliency of the locals, and if the odds look right, sending for larger forces to take what is worth taking, plundering what is worth plundering, and laying waste to anything that might encourage the previous inhabitants to come back. Perhaps we need to be thinking and studying more about that cultural reference as we try to get our minds around what is happening in the Western Pacific. As the great philosopher Lloyd Cole encouraged, lean over on the bookcase if you really wanna get straight. Because I’ve already read his entire canon twice, at first I thought of Hopkirk's works, specifically "Setting the East Ablaze" & "Foreign Devils on Silk Road." Where to go from there? This weekend led me down the rabbit hole of bits and pieces elsewhere of the Mongol conquests – and to the Russian experience with the same, especially their 17th and 18th century expansion of the Russian Empire in to Central and Eastern Asia. From there, I found a gold mine of “I wish I didn’t have a paying gig so I could read all of these this week” list from the University of Michigan’s Erik Hildinger’s article Nomadic Steppe Warfare. In the article he has a simply fascinating reading list. I need more bookcases. The subject of nomadic steppe warfare is narrow enough that no general work of any depth seems to have been written exclusively on this topic apart from Hildinger 1997. However, there are useful chapters or passages on the campaigns and tactics of various nomadic warrior societies in other general works on the history of warfare, notably Keegan 1994, Jones 1987, and Lot 1946. Grousset 1970, monumental and easily available, although primarily a general political history, touches on the details of steppe-style warfare in its first chapter. Although these last four works do not treat nomadic steppe-style warfare in exhaustive detail, they are informative as to its general characteristics and, by contrasting it with the more familiar aspects of warfare as practiced by sedentary peoples, they are helpful. Davies, Brian L. Warfare, State and Society on the Black Sea Steppe, 1500–1700. London: Routledge, 2007. As the title suggests, this book covers more than steppe warfare, though it has sections of some specificity regarding the equipment, tactics, and strategy involved in this area. Lithuanian, Russian, Polish, and Crimean Tatar interests are covered. It appears to be the only book-length treatment in English to focus on Russia’s expansion to the south. Di Cosmo, Nicola. Warfare in Inner Asian History, 500–1800. Handbuch der Orientalistik 8. Leiden, The Netherlands: Brill, 2002. Detailed academic study of warfare with, and between, nomadic peoples and their empires. There is a good deal of emphasis on Chinese responses to nomadic opponents, and a section dealing with the Manchu integration of the Mongols into their state in as they prepared to conquer China. Drews, Robert. Early Riders: The Beginnings of Mounted Warfare in Asia and Europe. New York: Routledge, 2004. DOI: 10.4324/9780203389928 A brief general history by a well-known academic. It treats the domestication of the horse, its use in warfare, steppe-style tactics, and the author’s view of the aims of those who practiced nomadic warfare. Grousset, René. The Empire of the Steppes: A History of Central Asia. Translated by Naomi Walford. New Brunswick, NJ: Rutgers University Press, 1970. Treats briefly the essential military characteristics of the steppe warrior, though with some exaggeration about the practical range of the composite bow. Though dated, the book is still useful and was long a standard text on the history of the many steppe tribes of central Asia. Now superseded by Sinor 1990 (cited under Modern Works Treating Specific Peoples). Hildinger, Erik. Warriors of the Steppe: A Military History of Central Asia, 500 B.C. to 1700 A.D. New York: Sarpedon, 1997. Apparently the only general history of nomadic steppe-style warfare. It contains chapters dealing with nomadism, the essential combination of horse and bow, strategy and tactics, and the activities of the most significant of the nomadic warrior societies, or those settled societies that retained or adopted their military techniques. Jones, Archer. The Art of War in the Western World. Urbana: University of Illinois Press, 1987. Chapter 2, “The Diversity of the Medieval Ways of War,” treats briefly, but perceptively, the Mongol approach to war from a primarily strategic and logistical viewpoint. Keegan, John. A History of Warfare. New York: Vintage, 1994. Chapter 3, “Flesh,” discusses in some detail the various aspects of nomadic life that work to mold nomads into successful warriors. Lot, Ferdinand. L’art militaire et les armées au Moyen Âge. Paris: Payot, 1946. Several chapters treat the more significant nomadic warrior societies with whom the West had contact. The work is long (two volumes) and detailed. There is unfortunately no English translation. Warfare is downstream from culture. Perhaps we all need to do a better job of getting to know the Chinese military culture, and then we can get a better grasp of what they are doing as Chinese, and not what we think they are doing as if they were Americans.   23. Americas The US Navy will establish its second CMV-22B unit and the first squadron for the East Coast, at NAS North Island this fall. The squadron will eventually relocate Naval Station Norfolk in 2023. So far, 18 C-2A pilots have completed their transition to the CMV-22B. The goal is to have 115 C-2A pilots eventually. A new effort at synchronizing US Air Force maintenance and fighter squadrons is paying dividends, according to the branch’s Air Combat Command. The Combat Oriented Maintenance Organization, attempted first at Shaw Air Force Base, S.C., in 2020, reduces the maintenance organizational structure, among other benefits, it said in a press release. Middle East & Africa The 9th Air Expeditionary Task Force-Levant was formally inactivated in a ceremony at Ali Al Salem Air Base, Kuwait, the US Air Force announced on Friday. The ceremony on Thursday ended the involvement of the task force in the air campaign against Islamic State forces in Iraq and Afghanistan, with NATO and other allied partners. Europe The UK-led Typhoon proposal being prepared for Finland’s HX contest pledges to add the nation to the Eurofighter industry consortium, while offering in-country final assembly, engine production and sovereign control over mission data, Jane’s reports. Speaking during a 31 March media briefing outlining the campaign’s key points, UK minister for defence procurement Jeremy Quin said the four-nation Eurofighter group discussed Helsinki’s potential inclusion during a meeting earlier in the month. Asia-Pacific Japan has decided to bed down its F-35Bs at Nyutabaru Air Base in Miyazaki Prefecture, Yomiuri reports. The jets will train at a Field Carrier Landing Practice facility that Japan is building for the US military at Mageshima island. Just south of Nyutabaru Air Base. India’s Economic Times reports that a team from the Royal Malaysian Air Force (RMAF) will be visiting Bengaluru within the next two months to evaluate the Tejas fighter.   24. The last year has seen a growing bi-partisan consensus that the United States and the People's Republic of China are in competition to set the global order for the next century. After a year to firmly set in the minds of national security leaders on both sides of the aisle, we find ourselves at a moment when Congress and the Executive branch of government are both in the mood to strengthen our nation and expand job opportunities by opening the door for more spending. Why haven't we seen the logical connection between the two? To explain the importance of this moment in time is returning guest poster, Bryan McGrath. Bryan, over to you. In a speech in Pittsburgh Wednesday, President Biden announced what the Washington Post termed a “…$2 trillion jobs, infrastructure, and green energy proposal…”. With the simple title of the “American Jobs Plan,” Biden’s proposal is under fire from those concerned with its cost and from those who believe it does not spend enough on their priorities. It is not the purpose of this essay to take a position on the merits of the plan or its likelihood of passage but to point out that despite its significant cost and claims of working to provide for good jobs, not a penny is devoted to the good jobs building a larger Navy would create and sustain. This is particularly troubling given that the last large-scale recovery/jobs program (2009 American Recovery and Re-investment Act) also failed to capitalize on the strategic “two-fer” offered by putting more Americans to work building warships. The Obama Administration can be forgiven its 2009 oversight, as it clearly had not brought China into sharp relief as a competitor/adversary. But no such grace is available now, as the Biden plan’s White House Fact Sheet plainly addresses the strategic competition, stating “The American Jobs Plan is an investment in America that will create millions of good jobs, rebuild our country’s infrastructure, and position the United States to out-compete China.” A key part of that competition is military, and the central element of the military competition is naval. Ignoring both the national security benefit of a naval building program and the economic and industrial benefits of the good jobs it would produce is a mistake that can still be rectified. In so doing, the President could gain support for a bill that will likely prove popular with an American public for whom higher corporate taxes and higher individual tax rates on high earners are not central concerns. This symbiotic relationship between a powerful Navy and a prosperous nation was first laid out for Americans (and the world) in the late 19th Century by Alfred Thayer Mahan, and was reinforced this week in the Proceedings of the U.S. Naval Institute by author Nicholas Lambert. The essay, entitled “What is a Navy For,” is one of the most persuasive bits of writing on this subject since Samuel Huntington’s 1954 “National Policy And The Transoceanic Navy” and though Lambert’s piece mentions China only once—in the caption of a photograph—it is clear that Lambert is reminding a new generation of the relevance of Mahan’s thinking, and the special role that Seapower has in promoting our nation’s fortunes. Lambert explains Mahan this way: “State power, Mahan held, was a function of national wealth, and the generation of wealth derived from commerce. In modern times, the single most valuable font of commercially produced wealth was overseas trade. Following this logic, he reasoned that access to the sea (the “common”) was essential to national well-being; hence the need for a strong navy to guarantee access.” Writing in the late 19th Century, Mahan was responding to a set of strategic imperatives and fiscal challenges not unlike those facing America today. Here is Lambert again: “The dispute was so intense because it occurred during a period of social upheaval and economic depression—and against the background of a still more profound debate over the future shape of U.S. society. Simply put, there were competing fiscal demands. Some interests wanted the federal government to invest instead in national infrastructure (or the Panama Canal). Others demanded more generous pensions (especially for Union Civil War veterans). A large number thought the money would be better spent fixing societal problems at home—a down payment on a redistribution of wealth necessary to create a more equitable society.” Not only are more ships required to better compete with China, but additional infrastructure also to support those ships is needed. The Navy’s “Report to Congress on the Long-Range Plan for Maintenance and Modernization of Naval Vessels for Fiscal Year 2020” highlights “highlights a shortage of dry docks for surface ship maintenance and the need to improve existing infrastructure at public and private yards to keep up with newer classes of ships, as well as the need for process improvements to allow private shipyards and the supply chain to grow their capacity and move faster to respond to a growing fleet size.” Additionally, in 2018 the Navy proposed a 20-year, $21B initiative to overhaul its four public shipyards. Called the “Shipyard Infrastructure Optimization Plan,” recent press reports point to dissatisfaction in Congress with the pace of the plan. The Navy is reticent to move faster, citing considerable work that must continue to be done in these yards that would be disrupted with a faster pace. Perhaps then, one solution to put some of the resources from the American Jobs Plan into addressing ship repair and modernization infrastructure improvements, to include standing up an entirely new public yard? And while the President’s bill is silent on the Navy, his party has not been. Rep. Elaine Luria (D-VA), a former nuclear-trained Naval Officer, recently wrote a letter to the President making an eloquent plea for “…a National Defense Strategy, that acknowledges and prioritizes the maritime nature of the current strategic environment” while also directly stating “Now is not the time to cut our defense spending—reality requires that we spend more to meet our defense needs.” Obviously, the Navy is funded by annual defense appropriations, but that should not preclude additional targeted funding flowing to the Navy as part of this China responsive jobs initiative. China is in the midst of an unprecedented peacetime naval buildup, a buildup that threatens freedom of the seas in the Western Pacific and beyond. The President has proposed a plan designed to achieve several important goals, including job creation and out-competing China. It is important for him to remember that the engine of our national power is an economy that provides for the kinds of investments in infrastructure, health care, and clean energy he desires. American Seapower underwrites that economy in a way that no other element of military power does or can. He should listen to Representative Luria about directing a maritime-based National Defense Strategy, and he should make a down-payment on it by adding a naval building and infrastructure program to his American Jobs Plan. It will be far more difficult for legislators to oppose his plan if it is not only popular with the American public but also helps to rebuild the Navy. They've found her; USS Johnson (DD-557); A team of ocean explorers has found the wreck of World War II Fletcher-class destroyer USS Johnston (DD-557) which played a critical role at the Battle off Samar, Navy History and Heritage Command said on Thursday. Victor Vescovo, explorer and retired Navy officer, in the manned submersible Limiting Factor located Johnston‘s bow further down a cliff face at 21,180 feet. He said he is committed to respecting the final resting place for many of its crew, but will provide the Navy with all sonar data, imagery and field notes from his expedition. The background; Steaming straight for "Taffy 3" were four battleships (including the Yamato), eight cruisers (two light and six heavy), and eleven destroyers. Lieutenant Robert C. Hagen, Johnston's gunnery officer, later reported, "We felt like little David without a slingshot." In less than a minute, Johnston was zigzagging between the six escort carriers and the Japanese fleet and putting out a smoke screen over a 2,500-yard (2,300 m) front to conceal the carriers from the enemy gunners: "Even as we began laying smoke, the Japanese started lobbing shells at us and Johnston had to zigzag between the splashes.... We were the first destroyer to make smoke, the first to start firing, the first to launch a torpedo attack...." For the first 20 minutes, Johnston could not return fire as the enemy cruisers and battleships' heavy guns outranged Johnston's 5-inch (127 mm) guns. Not waiting for orders, Commander Evans broke formation and went on the offensive by ordering Johnston to speed directly toward the enemy—first a line of seven destroyers, next one light and three heavy cruisers, then the four battleships. To the east appeared three other cruisers and several destroyers. As soon as range closed to within ten miles (16 km), Johnston fired on the heavy cruiser Kumano—the nearest ship—and scored several damaging hits. During her five-minute sprint into torpedo range, Johnston fired over 200 rounds at the enemy, then under the direction of torpedo officer Lieutenant Jack K. Bechdel, made her torpedo attack. She got off all 10 torpedoes, and turned to retire behind a heavy smoke screen. When she came out of the smoke a minute later, the Kumano could be seen burning furiously from a torpedo hit. Her bow had been blown completely off, and she was forced to withdraw. Around this time, Johnston took three 14 in (356 mm) shell hits from Kongō, followed closely by three 6 in (152 mm) shells—either from a light cruiser or Yamato—which hit the bridge. The shells resulted in the loss of all power to the steering engine and all power to the three 5 in (127 mm) guns in the aft of the ship, and rendered the gyrocompass useless. A low-lying squall came up, and Johnston "ducked into it" for a few minutes of rapid repairs and salvage work.[1] The bridge was abandoned and Commander Evans, who had lost two fingers on his left hand, went to the aft steering column to conn the ship. At 07:50, Admiral Sprague ordered destroyers to make a torpedo attack: "small boys attack". Johnston, unable to keep position with her damaged engine, and with her torpedoes already expended, nonetheless moved to provide fire support for the other destroyers. As she emerged from a smoke screen, she nearly collided with the destroyer Heermann. At 08:20, Johnston sighted a Kongō-class battleship—only 7,000 yards (6,400 m) away—emerging through the smoke. The destroyer opened fire, scoring multiple hits on the superstructure of the much larger ship. The return fire from the battleship missed clearly. Johnston soon observed Gambier Bay under fire from an enemy cruiser, and engaged the cruiser in an effort to draw her fire away from the carrier. Johnston scored four hits on the heavy cruiser, then broke off as the Japanese destroyer squadron was seen closing rapidly on the American escort carriers. The Johnston engaged the lead ship until it quit, then the second until the remaining enemy units broke off to get out of effective gun range before launching torpedoes, all of which missed. Then, Johnston's luck ran out; she came under heavy fire from multiple enemy ships, and right when it was most needed, the damaged remaining engine quit, leaving her dead in the water. Some time into the battle, a Japanese battleship, Kongō, fired two rounds from her main cannons. One round punched through the thin side armor of Johnston and cut a hole through the engine room. Her speed was cut in half. The enemy ships closed in for an easy kill, pouring fire into the crippled destroyer. Johnston took a hit that knocked out one forward gun and damaged another, and her bridge was rendered untenable by fires and explosions resulting from a hit in her 40 mm (2 in) ready ammunition locker. Evans, who had shifted his command to Johnston's fantail, was yelling orders through an open hatch to men turning her rudder by hand. At one of her batteries, a crewman kept calling "More shells! More shells!" Still the destroyer battled to keep the Japanese destroyers and cruisers from reaching the five surviving American carriers. "We were now in a position where all the gallantry and guts in the world couldn't save us, but we figured that help for the carrier must be on the way, and every minute's delay might count.... By 9:30 we were going dead in the water; even the Japanese couldn't miss us. They made a sort of running semicircle around our ship, shooting at us like a bunch of Indians attacking a prairie schooner. Our lone engine and fire room was knocked out; we lost all power, and even the indomitable skipper knew we were finished. At 9:45 he gave the saddest order a captain can give: 'Abandon Ship.'... At 10:10 Johnston rolled over and began to sink. The Japanese destroyer Yukikaze came up to 1,000 yards (910 m) and pumped a final shot into her to make sure she went down. A survivor saw the Japanese captain salute her as she went down, considering her an honorable enemy. That was the end of Johnston. Crewmen from the destroyer escort Samuel B. Roberts spotted Evans at the fantail, asking "isn't that their captain", waving to them with what they did not realize was his only good hand. From Johnston's complement of 327 officers and men, only 141 were saved. Of the 186 men lost, about 50 were killed by enemy action, 45 died later on rafts from wounds, and 92 men—including Cmdr.
