I guess I should have qualified my statement to refer specifically to NATO or Western nations, but in any event, Topol-M and Bulava are both ballistic missiles. The Chinese are in a whole other category. They come up with new stuff - whether stolen ... cough, borrowed, technology or adaptations of existing systems. Sorta goes without saying.
