Of interest for databases, at  current times (12/2022) only the US and Australian F-35 are equipped with the ALE-70 active towed decoy (and flares, as F-35 apparently has not chaff decoys):

I'm ignorant on towed decoys, can the parent aircraft generally reel them back in and use them again or are they one-time use mechanisms?

Not idea, but I think both modes, system dependant (In fact some as Ariel or ALE-50 are implemented in the DB from years ago).

Or at least persisting towed many minutes each time, after each single release.
