I think I've a little idea about that question, I remember old similar low values in the F-35 and F-22 radars, and I think it was associated to an hypotetical LPI (Low Probability of Interception of the radar emissions, paper rules), but I don't known if that is reflected in the mechanics of the computer game (I supposse it's not).
May 15, 200818 yr Low probability of interception (LPI) means low probability of the bad guy detecting your radar. It wouldn't mean a low probability of detection (PD), i.e. low radar performance. So, no, that's not it.
