Red tends to shoot its ARMs in salvoes, so while shutting down the radars won't do anything to help your radars survive an initial salvo (all ARMs in HCE have memory), it does keep Red from shooting more. There are productive ways of helping a database author if one is interested in using the DB. There are also completely unproductive - and rather, destructive - methods. You can find plenty of those elsewhere. We only deal in the former here, and not the latter.
