What's that big presence in Russia in the 1990s or am I reading the map incorrectly?

I wouldn't call it a 'big' presence, but there were some US personnel in Russia during the 1990s who were involved in securing and decommissioning nuclear facilities. Looks to have peaked around 2000, and the figure in 2007 is quoted as 72.
