Enable instant turns in HC2017.006+. This will not clear or disable
existing gradual turns but it will make all new turns instantaneous.

Bump for

InstaTurn 20171123 HC 2017.007+

Adds MessageLog entries for friendly turns where InstaTurn

overrides the default game heading change behavior.
