November 15, 201510 yr The only one that really bothers me is, "5. A major wargame should be part of a program that lasts at least one year." If you build up the capabilities over a number of years (which suggests a multi-year string of programs, even worse than a single year), individual major wargames should be able to be assembled and executed in a timely manner. They don't have to be so unique and resource-intensive that they price themselves out of the work.
