October 10, 201213 yr MTCR was aimed at export of missile technology to prevent proliferation. Agreement on a prohibition of possession of the technology did not come until later, and the nuclear states were exempted. As far as South Korea goes, it was always seen as a special case by the US who brokered its admission. Just more adjustment of the 'special case' by those in control.
