DID - GE To Provide T-64 Engine Cores For CH-53E | Dutch Frigate Joins UK Carrier Strike Group | South Korea Buys 36 Attack Helicopters
Americas Northrop Grumman Systems won a $195 million contract modification to a previously awarded fixed-price incentive (firm-target) contract (N0001918C1037). This modification exercises options to provide support services to include non-recurring engineering, software support activity and product support in support of E-2D Advanced Hawkeye (AHE) Lot 9 full rate production (FRP) aircraft. In addition, this modification adds scope to procure one E-2D AHE CV-22B variation in quantity aircraft Lot 10 FRP aircraft. The E-2D Advanced Hawkeye (AHE) is the newest variant of the E-2 aircraft platform. It features a state-of-the-art radar with a two-generation leap in capability and upgraded aircraft systems that will improve supportability and increase readiness. Work will take place in Florida, New York, California, Indiana, Illinois, France, and Massachusetts. Estimated completion date is in February 2026. General Electric Aviation won a $21.6 million deal, which provides for 10 T-64 engine cores for the CH-53E aircraft as part of the T-64 Engine Reliability Improvement Program. The T64 is a turboshaft engine with a maximum power of 3,229 kW (T64-100) for applications on medium-size transport helicopters, such as the Sikorsky CH-53. Work will take place in Massachusetts, Vermont, North Carolina, Kentucky and Ohio. Estimated completion will be in December 2022. Middle East & Africa The USS Dwight. D Eisenhower Carrier Strike Group is participating in Operation Inherent Resolve with new airstrikes, the Navy said on Wednesday. Missiles were launched by Carrier Air Wing 3 against Islamic State positions in Iraq and Syria from the strike group’s position in the Eastern Mediterranean Sea, the Navy statement said. The air launches came after IS took responsibility for an attack this week at Palma, Mozambique. “Our Strike Group is ready and capable of providing direct, long-range combat operational air support from the Eastern Mediterranean Sea,” Rear Adm. Scott F. Robertson, commander of Carrier Strike Group 2, said in a statement. Europe A Dutch frigate will join the UK Carrier Strike Group for its initial deployment in May, the British Defense Ministry announced on Wednesday. Led by the aircraft carrier HMS Queen Elizabeth, the strike group will travel from the North Atlantic Ocean, to the Mediterranean Sea and through the Suez Canal to the Indian Ocean and then the Indo-Pacific region. Asia-Pacific South Korea’s Defense Acquisition Program Administration (DAPA) says the defense project promotion committee has approved the purchase of around 36 attack helicopters. The budget allocated is $2.81 billion and the deal will be concluded by 2028. Boeing won a $1.6 billion modification that provides for the production and delivery of 11 P-8A Lot 12 production aircraft; nine for the Navy and two for the government of Australia. The P-8 has two variants: The P-8I, flown by the Indian Navy, and the P-8A Poseidon, flown by the U.S. Navy, the Royal Australian Air Force and the United Kingdom’s Royal Air Force. The RAAF has acquired the Boeing aircraft through the Foreign Military Sales process and will receive a variant designed and produced for the U.S. Navy called the P-8A Poseidon. Ukraine demanded on Thursday that Russia halts escalating military tensions and reaffirms its commitment to a ceasefire in the eastern Donbass region. Gregory Harris, who heads the Air Warfare Division, said the service is unlikely to adopt the small aircraft carrier concept. “I believe the L Class ships operating with the F-35B fit that bill,” Harris was quoted as saying. L-class ships include the Wasp- and America-class amphibious assault ships (LHDs and LHAs). The Navy is preparing to launch a formal review — called an analysis of alternatives — that will look at options for a light aircraft carrier and the type of ship that replaced the Ford Class. The USS Gabrielle Giffords successfully launched the Naval Strike Missile earlier this month, the Navy announced on Tuesday. According to a Navy press release, the Giffords launched the missile as part of shipboard operational testing and evaluation March 19. “The recent missile launches were a great accomplishment for Gabrielle Giffords and the LCS community,” Cmdr. Michael Piano, commanding officer of Gabrielle Giffords’ Blue Crew, said in the release. Middle East & Africa According to Jane’s, the Turkish Ministry of National Defense has supplied US-made M60 tanks to the forces that were loyal to Libya’s Government of National Accord (GNA), which has now been superseded by the Government of National Unity that was endorsed on March 10 in key milestone for the country’s peace process. The Libyan military never operated the M60 but Turkey, the main supporter of the GNA in its war with the rival Libyan National Army (LNA), has large numbers of M60A1s and M60A3s. Europe General Atomics Aeronautical won a $13 million deal for the United Kingdom MQ-9 Second Operating Location Alternate Reaper (SOLAR). Production of one MQ-9 Reaper Block 1, Lynx Synthetic Aperture Radar, Embedded Global Positioning System Inertial Navigation System, and United Kingdom specific modifications will be performed stateside and is expected to be completed July 1, 2021. Britain’s defense ministry announced plans this week to reduce emissions, scale up its transition to renewables and to prepare for geopolitical threats posed by climate change. The department put out a press release Tuesday detailing several steps to address climate change, on the heels of a report outlining its climate change and stability approach. The Ministry of Defense wants to contribute to Britain’s goal to reach net zero carbon emissions by 2050 and to increase use of recycled materials for fuel and components as well as advancing maintenance methods to reduce waste and its carbon footprint. Asia-Pacific Raytheon Missiles and Defense won a $130 million contract modification to exercise options for fiscal 2021 for the Rolling Airframe Missile Block 2/2A Guided Missile Round Pack, spare replacement components and recertification. The RIM-116 Rolling Airframe Missile (RAM) is a small, lightweight, infrared homing surface-to-air missile in use by the German, Japanese, Greek, Turkish, South Korean, Saudi Arabian, Egyptian, Mexican and US Navies. This deal combines purchases for the U.S. government (66%); and the governments of Japan, Turkey and United Arab Emirates (34% combined) under the Foreign Military Sales (FMS) program. DID - Rolls-Royce Contracted With V-22 Engine Support | Lebanon To Sell Hawker Hunters | Japan Resumes F-5 Flights
Americas Lockheed Martin won a $67.5 million contract modification to exercise an option for the Advanced Electronic Guidance and Instrumentation System (AEGIS) — Combat System Engineering agent efforts for the design, development, integration, test, and delivery of the Advanced Capability Build 20. The Aegis Combat System is an American integrated naval weapons system developed by the Missile and Surface Radar Division of RCA, and now produced by Lockheed Martin. Work will take place in New Jersey. Estimated completion date is December 31, 2021. Rolls-Royce won a $26.5 million modification, which exercises an option that provides for the production and delivery of eight AE1107C engines for the Navy and four for the Air Force in support of the V-22 Osprey. The V-22 Osprey is a joint-service, medium-lift, multimission tilt-rotor aircraft developed by Boeing and Bell Helicopters. Boeing is responsible for the fuselage, landing gear, avionics, electrical and hydraulic systems, performance and flying qualities. Work will take place in Indiana. Estimated completion will be in December 2022. Middle East & Africa According to Defense News, Lebanon is putting up five Hawker Hunters for sale and Airborne Tactical Advantage Company (ATAC) is one of the three companies that have indicated their interest. These jets have been withdrawn from service since 2010. Brig. Gen. Ziad Haikal, told Defense News that the sale is to restructure the training fleet. Europe The Royal Air Force has temporarily halted Hawk T1 operations while an investigation is carried out into a recent crash. The MoD said the pause in operations was a “precautionary measure while investigations were ongoing”. Earlier this week it was announced the RAF would retire its fleet of 76 T1 jets as part of a defence review. Asia-Pacific Taiwan will resume flights for the Northrop F-5 fighter next week, Air Force chief of staff Huang Chih-Wei told legislators. The fleet was grounded after two jets collided in mid-air on March 22. Airbus has delivered Singapore’s first H225M helicopter and flight tracking information shows the rotorcraft arrived at Paya Lebar airbase on the morning of March 22. It was loaded on board the cargo plane at Marseille on March 20 and made a stop in Mumbai before proceeding to Singapore. At last, our great mercantilist nightmare has ended (almost, kind of). The mammoth cargo ship blocking one of the world’s most vital maritime arteries was wrenched from the shoreline and finally set free on Monday, raising hopes that traffic could soon resume in the Suez Canal and limit the economic fallout of the disruption. Salvage teams, working on land and water for five days and nights, were ultimately assisted by forces more powerful than any machine rushed to the scene: the moon and the tides. The ship was ultimately set free at around 3 p.m., according to shipping officials. Horns blared in celebration as images emerged on social media of the once stuck ship on the move. When I refer to "training" in the title, I'm not talking about all the efforts afloat and ashore to get EVER GIVEN out of the way, but of the opportunity for navalists and mercantilists to review the good points of the Maritime Gods of the Copybook Headings when it comes to choke points. The Suez Canal handles around 12% of global trade, making it an essential point of passage. Each day of blockage disrupts more than $9 billion worth of goods, according to Lloyd’s List, which translates to about $400 million per hour. Some ship operators have already decided to re-route their vessels, anticipating that the Ever Given won’t be dislodged soon. Sending ships around the Cape of Good Hope adds more than a week of sailing, while also increasing costs. Our planet if full of these choke points that by being open to all, keep houses warm and bellies full throughout the world. They do not stay open on their own. Manmade accidents like what happened with EVER GIVEN or even natural disasters will happen now and then ... but the real danger comes from a hostile power or entity blocking free passage. DID - Lockheed Wins Army’s $2.8B GMLRS Deal | RSAF Tornado Fighters Deployed To Pakistan | Final F-16 Arrived in Romania
Americas Lockheed Martin Missiles and Fire Control won a $2.8 billion contract for Guided Multiple Launch Rocket Systems (GMLRS) Alternative Warhead rocket pods, GMLRS Unitary Warhead rocket pods, Low-Cost Reduced Range Practice rocket pods, cybersecurity services, integrated product support and other services. The company describes the Guided MLRS as a “rapidly-deployable, long-range, surface-to-surface, precision-strike capability.” It is fired from both the MLRS M270 family of launchers and the High Mobility Artillery Rocket System (HIMARS) launchers. Six Guided MLRS rockets per launch pod, with 2 pods carried by the M270 launchers and 1 pod carried by the HIMARS launchers. Estimated completion date for work under the contract is October 31, 2024. Northrop Grumman Systems won a $98.9 million contract modification, which increases the scope and provides for one additional low rate initial production Lot Five MQ-4C Triton unmanned aircraft system. The order brings LRIP Lot 5 to three Tritons and, counting orders of the four previous LRIP lots, the Navy has ordered a total of 15. The service plans to procure a total of 68 production Tritons. The Navy has taken delivery of three LRIP 1 Tritons so far, in addition to its two prototypes used for development and testing. Work will take place in California, Texas, Maryland, Utah, West Virginia, Mississippi and North Dakota. Estimated completion will be in January 2025. Middle East & Africa Royal Saudi Air Force (RSAF) Tornado fighters have deployed to Pakistan for exercise Aces Meet 2021-1. The US Air Force will participate in the exercise, which takes place over a two-week period at Mushaf air base. Europe The final Lockheed Martin F-16 Fighting Falcon combat aircraft acquired by Romania from Portugal was delivered to the eastern European nation on March 25. NATO’s Allied Air Command announced that the 17th aircraft was delivered to Borcea Air Base. This completed an order that commenced in 2016 when Romania acquired 12 F?16AM/BM Block 15 fighters (nine single-seat and three twin-seat), with a further five F-16s (four single-seat and one twin-seat) following for a final tally of 17. The Italian Air Force is arming its Eurofighter Typhoon fighter jets with new GBU-48 bombs, AMRAAM 120 missiles, and IRIS-T missiles, as well as Litening pods made by Rafael Advanced Defense Systems, to locate targets and direct guided munitions. The Aviationist website reported that the GBU-48 Paveway is a new 454kg GPS and laser-guided munition. Italian Air Force commanders said that Eurofighter Typhoons were originally intended mainly for missions to maintain aerial superiority, but starting from last year the planes were equipped with new and advanced software enabling them to carry out air-to-ground attacks. Asia-Pacific Indian Air Force fighters participated in a Passage Exercise between the Indian Navy and Theodore Roosevelt Carrier Strike Group (CSG) on March 28. “In a first, enhancing Jointmanship, Indian Air Force fighters were also included in the Exercise affording IAF an opportunity to practice Air Interception / Air Defence with US Navy close to Indian Coast,” Indian Navy said. DID - Sikorsky Wins $94M Black Hawk Medevac Helicopter Production Option | First Nigerian JF-17 Delivered | Royal Navy Welcomes Madfox
Americas Sikorsky won a $94.3 million deal to support an option exercise of six Program Year 5, Lot 45 HH-60M aircraft. The HH-60M Black Hawk features an integrated MEDEVAC equipment package kit intended to support casualty evacuation missions at daytime or nighttime or even in extreme weather conditions, according to the service branch. The branch exercised an option under a previously awarded contract to procure lot 45 HH-60M choppers for the fifth year of the aircraft procurement effort. Work will take place in Connecticut. Estimated completion date is July 31, 2022. Rockwell Collins won a $16.9 million order, which upgrades the E-6B Mercury mission computer from a 32-BIT to a 64-BIT Linux-based operating system, resulting in an increase to capability and reduced threat vulnerabilities. The principle mission of the E-6 Mercury is to connect the national command authority with the US Navy’s nuclear missile force carried aboard at-sea ballistic missile submarines. The E-6 is a militarized version of the commercial 707 civilian airliner and carries a very low frequency communication system with dual trailing wire antennas. Work will take place in Richardson, Texas and is expected to be finished in March 2023. Middle East & Africa A video circulating online shows a JF-17 being unloaded from a Pakistan Air Force Il-76. The fighter is believed to have been delivered to Makurdi. The Nigerian Air Force has ordered three JF-17s from Pakistan and these have been manufactured, with registrations NAF-720, NAF-721 and NAF-722. In 2018 Pakistan’s Economic Coordination Committee (ECC) approved a $184.3 million sovereign guarantee for the production of three Pakistan Aeronautical Complex (PAC)/Chengdu JF-17 fighters, according to the Pakistan Express Tribune. Ethiopian Prime Minister Abiy Ahmed said Friday that Eritrean forces agreed to withdraw troops from the Ethiopian border after five months of conflict. “The Ethiopian National Defense Force will take over guarding the border areas effective immediately,” he wrote in an official statement posted on Twitter. “Eritrean troops fighting in Ethiopia’s Tigray state systematically killed hundreds of unarmed civilians in the northern city of Axum on 28-29 November 2020, opening fire in the streets and conducting house-to-house raids in a massacre that many amount to a crime against humanity,” reported Amnesty International in February. Europe The Royal Navy has officially welcomed a new autonomous vessel named Madfox into the fleet. The vessel is operated by ‘NavyX’, the Royal Navy’s experimentation group. Over the next few months, the Royal Navy says that NavyX will carry on its work with the Uncrewed Surface Vessel, while also examining how these vessels can deliver across the range of military operations including surveillance and force protection. Asia-Pacific Philippine Defence Secretary Delfin Lorenzana said in a statement late on March 27 that he will be sending the FA-50 to fly over hundreds of Chinese vessels anchored at Whitsun Reef in South China Sea. “Our air and sea assets are ready to protect our sovereignty and sovereign rights,” Lorenzana said. DID - VH-92A Being Tested | Sikorsky Contracted For Delivering 25 Black Hawks To Saudi Arabia | Japan Commissioned Final Soryu Class
Americas HMX-1 and the White House Military Office is testing the VH-92A at Joint Base Charleston this week. The military says this is part of operational testing for Marine Helicopter Squadron One. It is unknown how much longer the process will last. The new Marine One, also referred to as VH-92A, is the next-generation presidential transport helicopter being developed for the US Marine Corps (USMC). Scheduled to enter service this year, the VH-92A helicopter will provide safe and reliable helicopter transportation for the US president and vice president. Raytheon won a $35.9 million deal, which provides for the procurement of follow-on software system architecture and design, software analysis, coding, integration and testing, and associated software and systems engineering in support of the MQ-8 tactical control system. The Fire Scout air vehicle is a Schweitzer 333 helicopter based on the proven design of the Schweitzer 330 commercial lightweight manned utility helicopter. A benefit of selecting the commercially available design is that Schweitzer company based in Elmira, New York has an established worldwide spares and support infrastructure. Work will take place in Virginia and California. Estimated completion is in March 2026. Middle East & Africa Sikorsky won a $99.9 million contract modification for 25 modified UH-60M Black Hawk aircraft in support of the Saudi Arabian National Guard. As with a previous order for 17 UH-60Ms for the SANG and Royal Saudi Land Forces Airborne Special Security Forces (RSLFASSF) announced in January 2018, it is unclear if this deal represents additional or previously announced platforms. Work will take place in Connecticut. Estimated completion date is October 31, 2024. Europe France will offer its anti-air frigate Jean Bart and anti-submarine destroyer Latouche-Tréville if the French naval industry is select by Greece to build new warships for the Hellenic Navy. This will be a stop-gap solution that Team France – Naval Group, Thales, MBDA – is offering to Greece while it waits for the new frigates to be built. According to Defense News, the Czech Air Force has selected the Airborne Missile Protection System from Bird Aerosystems to protect its Mi-17 fleet. Under the contract, of which the value was not disclosed, Bird Aerosystems will provide additional AMPS missile verification systems with the MACS. The contract builds on a different deal announced in September 2020 for the company to upgrade the AMPS previously provided to the Czech Air Force and prepare it for future installation of the MACS. Asia-Pacific The Japan Maritime Self-Defense Force (JMSDF) commissioned its 12th and final Soryu Class diesel-electric attack submarine (SSK) in a ceremony held on March 24 in Hyogo Prefecture in west-central Japan. Named JS Toryu (with pennant number SS 512), the 84-m-long boat was inducted into the Escort Division 6 of Escort Flotilla 2, which is homeported at the Yokosuka naval base in Kanagawa Prefecture, shortly after being handed over by shipbuilder Kawasaki Heavy Industries (KHI) at its facility in Kobe. It is time to return to a topic no one likes. It is one of the most damning of the military service and its leaders; the abuse of Command Investigation and the Inspector General process. Sadly, they often degrade to the lowest motivation from one or two of the players involved. If not properly led and managed, they can quickly devolve in to Star Chamber, Kafkaesque nightmare that no one gets out of alive. The more I've seen of them, the firmer I hold that no one can survive one intact. If you dig enough, you will run in to something or someone that can give and investigating body enough to destroy in a day what took decades to build. I give to you another example, this time from the USMC. If you read this like I do, you come away with more questions coming out than going in, and you definitely run. Time to take a snapshot via Todd South Marine Corps Times. You've had a full and successful career and are set up for Major Command; Following multiple combat deployments after 9/11, by early 2017 Mann had been asked to take over 25th Marine Regiment ― one of only two infantry regiments in the Marine Corps Reserve. The colonel had accepted the job, overseeing more than 4,500 Marines spread across 23 sites in 11 states and overseas, knowing it would be a different kind of assignment. A tough but important job - a crown jewel for our best ... and two months after taking over; ...he learned about two equal opportunity complaints from a Marine sergeant in the headquarters company administrative section, which predated his tenure. We have a NCO, been there a few years, who has a couple of EO complaints already under their belt. The first of those EO complaints, in August 2016, coincided with a command climate in which Marines claimed there was hostile work environment and that the section, “unhealthy and rife with conflict.” Look at that again. Having picked apart a few Command Climate Surveys, you cannot automatically assume that those at the top are the ones responsible for creating a section "rife with conflict" - they are responsible for fixing it, but may not have created it. Hard to tell, but the rest of the story may flesh that out. Though the Marine sergeant’s supervisors listed in those previous complaints had since left the unit, he nevertheless counseled leadership within the section and said he was clear with his expectations. The EO complaints and the climate survey may not be directly related, but in any event, we have people who "were" the issue who were now gone. That should clear the problem if that were it, right? Better yet, Col. Mann did exactly the right thing out of Leadership 101. How will that work out? Remember though, this isn't a happy story. By late summer, the same Marine sergeant in headquarters company who had made two previously resolved EO complaints before Mann took over, was serving on limited-service status at a civilian doctor’s direction. The Marine had suffered a health-sensitive medical incident that put the Marine on limited status. Air conditioning wasn’t working at the time at the Fort Devens, Massachusetts, site of the admin section’s office. The command allowed the Marine sergeant to wear physical training gear instead of the Marine’s uniform to work. They put portable air conditioners in the office and had previously allowed the Marine to work at an air conditioned site closer to the Marine’s residence, which was out of state. If you served on active duty long enough, you should be at the point in this story where you can feel what is going. On July 26, 2017, regimental Sgt. Maj. James Boutin told the Marine sergeant that the Marine needed to be wearing the uniform of the day while on duty. The Marine was in physical training gear instead. At the time of the brief interaction, Boutin did not know that the Marine was under medical orders. Who could ever think that Sgt. Maj Boutin did anything substantially wrong here? Then, after having difficulties tracking down the Marine during duty hours, headquarters staff visited the Marine’s residence on Aug 1, 2017. Time to make a couple of assumptions here. Like all assumptions, they could be wrong, but you have to make them with what you have at hand. "The Sergeant" in question here is your Mk1-Mod0 administrative burden ... and "The Sergeant" was UA. [Editorial Note: at the point in the article it is clear that some post-modern journalistic decision was made to spot-weld a new grammatical structure that is as obvious as it is clunky; all steps are being made not to make a gender specific reference to "The Sergeant." No "he" or "she" or any other pronoun used to describe people for centuries since Chaucer. From here on out, I am going to refer to "The Sergeant" as T.S.] The sergeant’s officer-in-charge, “decided independently to override a medical chit and recall the sergeant to duty, exceeding his authority, and misrepresenting his decision as the commanding officer (Mann’s) decision,” according to a subsequent investigation. The officer sent enlisted Marines to the sergeant’s residence to instruct the sergeant to return to work. Mann, though unaware of the incident at the time, told Marine Corps Times that while the incident was handled poorly, the Marine was never denied medical care and all medical chits were honored. From what I can tell, T.S. was never authorized to work from home ... so ... yeah, UA ... and while not perfect in 20/20 hindsight, what was done on balance was fully inside the lines. So, you know where this is going, right? The next day, Aug. 2, 2017, the Marine sergeant reported for duty, was counseled and then made a “for your eyes only” request mast to Whitman, commanding general of 4th Marine Division. ...and there we go. The Aug. 4, 2017, request mast launched a command investigation, ordered by Whitman. Due to the nature of the request, Mann was not aware at this point of either the incident that had triggered the request nor the request itself. See a pattern? The subsequent investigation placed blame on the actions of the sergeant’s immediate supervisors and “did not recommend any adverse action be taken” against Mann, according to both the original 2017 investigation and a recent ruling by the Department of Navy Board for Correction of Naval Records. That is an important point ... in hindsight ... but that is not what happened. Mann and Boutin said that Whitman didn’t hold them at fault for the incident would follow the recommendations of the investigating officer, which included counseling of the Marines directly involved and further education and training on EO and medical issues for members of the staff. But on Oct. 4, 2017, Whitman returned from his talk with McMillian and told the three Marines they were fired. “I was asked to clear my office space, put on my civilian gear and that was it,” Mann said. “I never put on a uniform again except for my retirement in 2019.” There you go. Lt. Gen McMillian, USMC. There's your player. I've seen some take their experience in the Star Chamber lying down ... others, no. Mann disputed his subsequent adverse fitness report, which dropped him from the very top of the promotion pile to the lowest possible category of “unsatisfactory” for promotion. The colonel filed multiple rebuttals to the three-star’s decision, all were rebuffed. Mann countered McMillian’s reasoning directly in his rebuttals. “Fundamental fairness suggests that a board selected regimental commander be relieved for actual facts that create a clear understanding of the senior commander’s loss of confidence ― I do not feel that has occurred in this instance,” Mann wrote. The relief was based on the command investigation out of the request mast, McMillian wrote in his fitness report remarks to Mann. Yet the investigating officer “never directed that (Mann) be a subject of the investigation or that my performance regarding the incident at hand be specifically investigated,” Mann wrote in his rebuttal to McMillan’s fitrep remarks. Because of the nature of the request mast, Mann didn’t know what had happened involving the sergeant until he was being fired. He essentially reconstructed the event after the fact as he was fighting for his career. “The Investigating Officer’s exhaustive investigation does not contain a single finding, opinion or recommendation specific to my performance, actions, conducts or decisions as the Commanding Officer; nor does it suggest dereliction or neglect on my part,” Mann wrote. McMillian stated that the investigation itself was enough reason to consider Mann’s conduct as commander. In his response to Mann’s rebuttal, McMillian rejected Mann’s reasoning and reiterates that, “the Commander is responsible and accountable for all things the command does and fails to do.” True. Command is command ... but ... still amazing. Let's check in with Sergeant Major Moutin. The fired sergeant major, Boutin, filed a 22-page rebuttal to the report but told Marine Corps Times in March that it had gone nowhere. “It devastated me,” Boutin said. “It devastated my family. I have dedicated my entire life to the Marine Corps.” During nearly 30 years, Boutin had served his entire time as an infantryman, seeing five combat tours, and never having had any bad paperwork, he says. This is what his Corp did for him; The sergeant major stands by his interaction with the Marine sergeant. The sergeant was not in the assigned uniform of the day and he corrected the situation by telling the sergeant to wear the appropriate uniform, though Boutin was unaware of the Marine sergeant’s medical condition or limited work status at the time. He was not involved directly in the subsequent house visit. But he was fired, along with the personnel officer and Mann because he was part of leadership, he said. Boutin had envisioned completing a full 30-year career before saying goodbye to the Corps. “I didn’t even get a handshake on the way out the door,” Boutin said. Read the whole thing. Americas The Department of Defense awarded contract options this week to two companies to create a final prototype for a transportable advanced nuclear microreactor. BWXT Advanced Technologies and X-energy, both of which won contracts last year to develop portable nuclear reactors, will continue that work under the new options, according to a Pentagon press release. The teams are working under a Strategic Capabilities Office initiative called Project Pele. One of the two companies may be selected by the Pentagon to build and demonstrate a prototype once design review and environmental analysis are finished early next year, according to the Pentagon. The Missile Defense Agency on March 23 awarded Northrop Grumman and Lockheed Martin contracts worth a total of $7.6 billion to develop technology for the Next Generation Interceptor, which will replace aging ground-based interceptors and serve as the first layer of defense against intercontinental ballistic missiles aimed at the homeland. Lockheed Martin received a total of $3.693 billion with a performance period through August 2025, while Northrop Grumman was awarded a total of $3.932 billion with a performance period through May 2026. The funding for the contract is limited to $1.6 billion through fiscal 2022. Middle East & Africa According to Defense News, two Saudi companies, Intra Defense Technologies and Advanced Electronics Company, are developing the medium-altitude, long-endurance drone under license from the Ankara-based defense company Vestel Savunma. EurAsian Times could not independently confirm the reports. Karayel is a surveillance, reconnaissance, and combat UAV system designed and developed by Vestel for the Turkish Armed Forces. After the co-production, the Karayel drones will be renamed ‘Haboob’ in Saudi Arabia. Europe Organization for Joint Armament Cooperation has awarded the development of the SAMP/T NG (New Generation) for France and Italy. The new ASTER Block 1 NT missile which as a new seeker and computer will be used. It will be fired from a new launcher and the system will use a new multifunction rotating Active Electronically Scanned Array radar for detection. OCCAR has awarded the contract, by delegation of DGA and SGD, to the Franco-Italian consortium eurosam; backed by its three shareholders MBDA France, MBDA Italy and Thales. Asia-Pacific South Korea’s Defense Acquisition Program Administration (DAPA) has denied that it had informal talks with the British government on the transfer of aircraft carrier technology. The Telegraph had earlier reported that Babcock, BAE Systems and Thales held informal talks on the transfer of Queen Elizabeth-class technology to South Korea to help Seoul build its first aircraft carrier. Another anonymous official to Yonhap that the talks could have been between companies from both countries. He added that the carrier project is yet to select companies to participate. Japan is preparing to have its F-35A fleet take up scramble duty. Americas Boeing won a $9 million deal, which provides correction of deficiency software builds for increment three acoustics integration and testing for the P-8A aircraft. The P-8A Poseidon, the US Navy’s maritime patrol aircraft, is capable of broad-area, maritime and littoral operations, and is also successful at search and rescue. Equipped with state of the art radars, sensors and a new air-to-air refuel capability, the P-8A is scheduled to receive periodic future enhancements to keep pace with the ASW threat. The P-8A Poseidon is responsive and interoperable with traditional manned forces and evolving unmanned sensors. Work under the new contract will take place in California and Maryland. Estimated completion will be in February 2024. Sikorsky Aircraft won a $90,7 million cost-plus-fixed-fee contract for engineering, analysis, test, and technical support services for the H-60 product line. Bids were solicited via the internet with one received. The Black Hawk is the Army’s front-line utility helicopter used for air assault, air cavalry, and aeromedical evacuation units. It is designed to carry 11 combat-loaded, air assault troops, and it is capable of moving a 105-millimeter howitzer and 30 rounds of ammunition. Work locations as well as funding will be determined with each order. Estimated completion date is March 25, 2026. Middle East & Africa Jordan made public a defense agreement with the United States that allows free entry of US forces, aircraft and vehicles onto the kingdom’s territory. Foreign Minister Ayman Safadi told parliament that the defense accord was “the fruit of long negotiations”, according to AFP. The agreement was signed in January and the government approved it last month, but in an exceptional move it bypassed parliament. The royal decree was published in the official journal this week. The terms of the agreement, published on Jordanian news site Ammon, stipulate that “US forces may possess weapons and circulate with them on Jordanian territory while exercising their duties”. Europe The UK Royal Air Force will retire its fleet of Lockheed Martin C-130J/C-130J-30 Hercules transport aircraft earlier than planned, the Ministry of Defense (MoD) disclosed on March 22. According to the Defense Command Paper released the week after the UK’s Integrated Review, the RAF’s one remaining short-bodied C-130J C5 and 13 long-bodied C-130J-30 C4 variant Hercules airlifters are to be withdrawn from service in 2023, some 12 years earlier than planned. Asia-Pacific Taiwan disclosed on March 22 that it will be fitting teh Martin Baker Mk16 ejection seat on its F-5 Tiger fleet. The information was given to local reporters during a press briefing by the Air Force on the fatal collision of two F-5Es that day. Maj. Gen. Lin Chih-Hung, head of Air Force Logistic Command, said the new seats will be arriving to the island by end of the year. Media outlets in Taiwan also reported that one of the F-5E pilots who ejected during the Mar. 22 accident had suffered head injuries which lead to internal bleeding. An earlier crash of the F-5E in October last year killed Capt. Lo Shang-hua. It was found that he had suffered injuries from the ejection. This lead to calls to replace the ejection seat on the F-5. According to local media, the Indian Navy commissioned its eighth and final Mk IV landing craft utility (LCU) platform ordered from state-owned shipyard Garden Reach Shipbuilders and Engineers (GRSE) in September 2011. Thinking and planning are easy. Words can have flexible meaning and an artful planner can devise all sorts of trap doors, detours, and branches to allow their ideas a certain degree of flexibility. Math, however, is hard. Budgets are even harder. They are math with personality. We have reviewed the challenges of what we’ve come to call “The Terrible 20s” for over a decade. Now that we find ourselves here, what does this upcoming decade hold now that we no longer see the 20s dimly through the haze, but can see its details in sharp relief? The first step in solving a problem is to admit it. That is easy for individuals as it only takes one entity to take the step – it is much more difficult for institutions. Sometimes it can be impossible for government institutions. We’ve chronicled the myriad of challenges faced by our Navy and others raised the alarm for years, getting traction now and then, seeming to simply scream in to the void the rest of the time. We may be getting some traction. I offer to you a document that everyone here needs to take time to read sooner more than later, The 2020s Tri-Service Modernization Crunch by Mackenzie Eaglen and Hallie Coyne from the American Enterprise Institute. At just 73 pages, it is easily digested, but let me get a few pull quotes for you to ponder ahead of time. The opening two paragraphs of the Executive Summary take no prisoners and puts decision makers on report. Just solid. President Joe Biden’s new administration and the 117th Congress must respond to a uniquely difficult political and fiscal environment; as part ofthis mandate, they will be charged with addressing the enduring mismatch of US defense strategy and resources, which contributes to ongoing supply and demand imbalances regarding requests for forces by combatant commanders. Since these challenges have been growing unchecked for years, the coming decade looms large as the US military is facing a massive spending spike to pay for modernization bills across the Navy, Marine Corps, Air Force, and Army that have been ignored, deferred, or inadequately considered. Although this was foreseen and forewarned, insufficient action has been taken. Resolution requires political courage, persistence, innovation, risk, and resources. Fleets of ships, aircraft, vehicles, and other equipment are reaching the end of their service lives, hitting the edge of their upgrade limits, and losing combat relevance. As great-power competition accelerates, the United States is offering a free and open window of opportunity and advantage to its adversaries. Unless policymakers take concrete steps now, defense leaders will continue America’s sleepwalk into strategic insolvency and its consequences. The aptly named “Terrible 20s” have arrived. …and yes, our “Terrible 20s” has officially broken in to the general lexicon. ...there is no easy way out of this fiscal bind for the US military. Rather, now is the time for effective mitigation strategies, urgent worst-case scenario planning, hard choices, and political leadership. 100% unalloyed truth. It would be rude if I didn’t take a moment on behalf of the Front Porch (you regulars know that you are part of CDR Salamander as much as I am) to thank the authors for the hat tip; In 2016, popular military blogger and Navy Cmdr. CDR Salamander (ret.) coined the phrase “Terrible 20s” to describe the modernization challenges before the US military this coming decade. He offered an ominous overview of the next 10 years as “that horrible mix of debt bombs, recapitalizing our SSBN [ballistic missile submarines] fleet, and the need to replace and modernize legacy aircraft, ships, and the concepts that designed them.”2 It is a bracing and accurate summary of the following analysis. In this case, the first step in addressing the problem is reminding the policymakers that it exists. The second step—incumbent on leaders in Congress, at the Pentagon, and in the White House—is being honest about the consequences. The third is generating the willpower and spending the political capital to pay for it. * That last part cuts to the bone. Since the dawn of the Age of Transformationalism 20 years ago and through the socio-political posturing of the tenure of Mullen, Roughead, and others - how much political and institutional capital have we poured down rabbit holes for reasons of vanity or personal picayune projects? This is such a powerful report, but to avoid falling in to a long blog post, let’s fast forward on to the Navy section for a bit before I send you along to read the whole thing. Of all the services, Navy leadership usually best articulates the severity of its approaching crunch. The sea services possess significant advantages in both an analytical and legislative context. Armed with long-range shipbuilding forecasting, a dedicated congressional naval caucus, and a 355-ship goal enshrined in executive and legislative policy, Navy leadership began sending up flares about the modernization crunch years ago. Annually, the CBO also sounds the alarm. If the Navy received the same average annual amount of funding (in constant dollars) for ship construction in each of the next 30 years that it has received over the past three decades, the service would not be able to afford its 2020 shipbuilding plan. . . . CBO’s estimate of $31.0 billion per year for the full cost of the plan is almost double the $16.0 billion the Navy has received in annual appropriations, on average, over the past 30 years for all activities funded by its shipbuilding account. This unified effort delivered results, or at least generated awareness, in the past. True. With receptive ears, after a few FY, a new administration can move the needle in a positive direction if they so wish. One example, see what happened when Trump took over from Obama; What about the Biden Administration? In the Navy’s case, its short-term 2020s procurement crunch centers on shipbuilding, partly because the Navy’s aviation modernization is largely wrapping up, relatively speaking. After dropping to only 271 battle-force ships in 2015,152 the smallest Navy since World War II, the service is challenged by the twofold task of replacing its aging submarine and destroyer fleet while procuring enough ships to work toward the 355-ship goal set in its 2016 Force Structure Assessment (FSA) and confirmed by the Trump administration’s National Defense Strategy and the FY18 NDAA. This is a known unknown, hopefully they will ignore the petty, “Trump was for it, so we can’t be” reflex. GAO and others have expressed concern about the poor state of the Navy’s four remaining shipyards. 161 After years of underinvestment, it is unclear if the shipbuilding industrial base, already struggling to maintain the Navy’s current force, could keep up with the demands of a larger fleet.162 These issues make the 355-ship goal appear largely unrealistic and put the Navy at risk of creating a hollow force of poorly maintained and undermanned ships. Meanwhile, the Chinese navy has been expanding both its size and its shipbuilding capacity, growing its navy by over 27 percent and its commercial shipbuilding by 60 percent from 2007 to 2017, now far surpassing American industrial capability with no signs of slowing. This is what I worry about the most today. We have so many “must do” areas overdue at the same time. We are here because of 20-years of failure to have a proper understanding to stewardship that requires hard work now so others later will harvest the rewards later. Instead, we chased short term talking points and the petty praise of the moment. As we’ve discussed here and over on Midrats, this maintenance leg of our maritime power – it absolutely cannot be ignored any more. I would rather have money put to this than building more ships. DID - Boeing Inducts First Growler for Block 2 Upgrades | IAI Completed Barak Live-Fire Tests | Aircraft Carrier Tech Offered To Korea
Americas General Dynamics Electric Boat Corp. won a $2.4 million contract modification to exercise an option for the construction of one Block V Virginia Class submarine with Virginia Payload Module. Electric Boat Corp. will continue to subcontract with Huntington Ingalls Industries – Newport News Shipbuilding. The Virginia-class is a nuclear-powered cruise missile fast-attack submarines (NSSN New SSN), currently in service in the United States Navy. Designed by General Dynamics’s Electric Boat (EB) and Huntington Ingalls Industries. The US Navy has been procuring Virginia (SSN-774) class nuclear-powered attack submarines (SSNs) since FY1998, and a total of 34 have been procured through FY2021 (FY Fiscal Year). Since FY2011, Virginia-class boats have been procured at a rate of two per year. Contract work will occur in Virginia, Rhode Island, California, Connecticut, Maryland, Arizona, Pennsylvania and other areas within and outside the US through February 2030. Boeing has inducted the first US Navy (USN) EA-18G Growler electronic attack (EA) aircraft earmarked for the Block 2 upgrade process. Announced by the manufacturer on 19 March, the milestone saw the first Growler enter the modernization programme at Naval Air Station (NAS) Whidbey Island in Washington state. Previously known as the Advanced Growler, the Growler Block 2 enhancement is based on the F/A-18E/F Super Hornet Block 3 upgrade that is now in its early stages. Features common to both aircraft comprise 10 × 19 inch large-area display (LAD) cockpits and conformal fuel tanks (CFTs), while the Growler will also receive enhancements to the mission systems including the Next-Generation Jammer (NGJ) and EA sensors improvements related to the Electronic Attack Unit (EAU) Surrogate Processor (ESP), AN/ALQ-218(V)4 RF receiver system, and AN/ALQ-227(V)2 communication countermeasures. There will also be networking and crew-interface improvements. Middle East & Africa Israel Aerospace Industries (IAI) completed a series of successful live-fire tests of the Barak air defense system. The tests were carried out to evaluate the system’s capability to deal with a range of scenarios and threats, including the interception of a ballistic target by the Barak ER (extended range) interceptor. The Barak ER missile, part of the Barak family of interceptors developed by IAI, is capable of intercepting ballistic and non-ballistic threats at a range of 150 kilometers. The extended range is made possible in part by adjusting the interceptor and the missile system’s MMR radar to a 150 km range, according to the company. Europe The size of the British Army will be reduced as part of a move towards automation and cyber warfare. The downsizing will leave the British Army at 70,000 troops. Numbers in the regular Army will be reduced to about 70,000 soldiers, but it is understood that this will be achieved as people leave the forces, rather than redundancies. Defense Secretary Ben Wallace told BBC One’s Andrew Marr Show he was making decisions in the context of an increased defense budget. Prime Minister Boris Johnson said overhauling the armed forces would make them “more valuable” to the UK’s allies and act as a deterrent to the nation’s “foes”. Asia-Pacific The Telegraph reports that Babcock, BAE and Thales are hoping to sell their aircraft carrier technology to South Korea. According to the article, officials from the UK’s Department for International Trade have begun informal discussions with their South Korean counterparts on which areas Britain could participate in. The Aircraft Carrier Alliance is a partnership of BAE, Babcock, Thales and British Ministry of Defense which built the two Queen Elizabeth-class aircraft carriers for the Royal Navy. Two F-5Es had a mid-air collision off Taiwan’s Pingtung County at around 15:06 local time on March 22. The crash on Monday was the third such incident in the past half-year, at a time when the island’s armed forces are having to intercept Chinese aircraft on an almost daily basis. One of the pilots was found unconscious in the sea but could not be resuscitated and was pronounced dead at the hospital. Rescuers were still searching for the remaining pilot. DID - India & Israel’s Barak-8 SAM Development Project(s)
Barak-8 concept (click to view full) Over a development timeline measured in decades, India’s indigenous “Akash” and “Trishul” programs for surface to air missiles have failed to inspire full confidence. Trishul was eventually canceled entirely. Akash had a a long, difficult development period, but seems to have found customer acceptance and a solid niche in the rugged terrain of the northeast. India still needed longer-range advanced SAMs to equip its navy and army, however, and decided to try to duplicate the success of the partnership model that had fielded the excellent Indo-Russian PJ-10 BrahMos supersonic cruise missile. In February 2006, therefore, Israel and India signed a joint development agreement to create a new Barak-NG medium shipborne air defense missile, as an evolution of the Barak-1 system in service with both navies. In July 2007 the counterpart MR-SAM project began moving forward, aiming to develop a medium range SAM for use with India’s land forces. Both missiles would now be called Barak-8. In between, “India to Buy Israeli “SPYDER” Mobile Air Defense System” covered India’s move to begin buying mobile, short-range surface-to-air missile (SAM) systems for its army, based on the Python and Derby air-to-air missiles in service with its air force and naval aircraft. These projects offer India a way forward to address its critical air defense weaknesses, and upgrade “protection of vital and strategic ground assets and area air defence.” This DID FOCUS article will cover the Barak-8 and closely related programs in India, Israel, and beyond. The Barak, and Barak-8 Genesis: Barak-1 Barak Components (click to view full) Barak is a supersonic, vertically-launched short range air defense system, with an operational range of about 10 km/ 6 miles. That pushes it past the standard ranges of shoulder-launched options with naval counterparts, like the MBDA Mistral/SIMBAD or Saab Boofors’ RBS-70, but short of other small vertical launch options like the RIM-162 Evolved Sea Sparrow. Its closest western competitors on the international market are probably Raytheon’s horizontally-fired Amero-German RIM-116 Rolling Airframe Missile, and MBDA’s flexible Crotale VT-1/NG. Key attributes include a compact 8-cell vertical launching system that weighs just 1,700 kg, coupled with an equally compact 1,300 kg fire control system. This makes it easier to install in small ships, and to retrofit into older vessels. Barak-1 reportedly in service with at Israel, Chile, India, Singapore, and Venezuela. Barak launch (click to view full) India bought over $300 million worth of these missiles as a substitute for the indigenous but long-delayed Trishul (“Trident”) missile project, and Barak systems now equip India’s lone aircraft carrier INS Viraat, all 6 Project 16/16A Godavari/ Brahmaputra Class 3,850t frigates, 2 of 6 Rajput Class 4,974t destroyers, and the 3 new 6,200t Shivalik Class frigates. Current missile stocks aren’t adequate to cover that, and readiness requires regular training launches against live targets. Barak-1 missiles are also supposed to be part of upgrades to India’s 3 Delhi Class 6,200t destroyers, in order to remove the hole created by the Russian SA-N-7C ‘Gollum’ air defense missile system’s limited firing arc. Barak-1 missiles are also supposed to be part of upgrades to India’s 3 Delhi Class 6,200t destroyers, in order to fix the SA-N-7C ‘Gollum’ air defense missile’s limited firing arc. The missile’s fast response time, effectiveness against missile threats, and compact size are considerable assets, but they are currently offset somewhat by its short range. Next-Gen: Barak-8 Barak 8 display (click to view full) The Navy’s Barak-NG/ LR-SAM project aimed to give India’s naval defenses a much longer reach, with the intention of eventually making it India’s primary naval SAM. The project was later renamed Barak 8, and aims to deliver 60-70 km/ up to 42 mile range, thanks to a dual-pulse solid rocket motor whose second “pulse” fires as the missile approaches its target. This ensures that the missile isn’t just coasting in the final stages, giving it more than one chance at a fast, maneuvering target. The missile’s most important feature may be its active seeker. Instead of forcing its ship or land-based radar to “paint”/illuminate its target at all times, the Barak 8 can be left alone once it is close to its target. This is an excellent approach for dealing with saturation attacks using older ship radars, which can track many targets but illuminate just a few. It’s also very useful for land-based systems, which will survive longer against enemy anti-radar missiles (ARMs) if they can turn themselves on and off to confuse enemy seekers, without worrying that they will lose all of their effectiveness. That kind of performance vaults the Barak 8 past widespread options like the RIM-162 ESSM, or entries like VL-MICA on land. Though the Barak-8 may compete globally with those systems, a better comparison would be naval missiles like Raytheon’s SM-2 Block IIIA and MBDA’s Aster-15, or land-based options like the Patriot. The Barak 8’s active seeker would even give it a performance advantage over the SM-2, and corresponds more closely to the SM-6 currently in development. The naval Barak-8 reportedly maintains its principle of using compact launchers and systems. Its ancillary capabilities will always depend on the radar and combat system aboard its ship. One wild card is the Barak’s potential use in a point defense role against ballistic missiles, a role that can be played by some of its more advanced competitors on land or sea. This capability is implied in the land-based system’s name, but hasn’t been discussed publicly, or validated in publicly announced tests. The land-based Barak 8 Air and Missile Defense (AMD) system includes several components: RAFAEL supplies the Barak-8 interceptor missile, which remains vertically launched. The battle management, command, control, communication and intelligence center (BMC4I) is produced by the MBT Division of IAI’s Missiles, Systems, and Space Group; it offers both stand alone operation for a single fire unit, and joint task force coordination (JTC). IAI ELTA Systems Ltd. supplies the Land-Based Multi-Function Surveillance, Track & Guidance Radar (LB-MF-STAR), a rotating S-band digital Active Electronic Steering Array (AESA) Radar System that can deliver an accurate, high quality arena situation picture, and extract low radar cross section targets like stealthy cruise missiles, even in the toughest environmental conditions. The naval MF-STAR is expected to be part of Israel’s next-generation missile frigates. In Israel, the Barak-8 is slated to equip its next-generation frigates, and may find its way to other roles. India expects to field the missiles on land and sea. Beyond those 2 countries, export prospects beckon for a missile that may offer a value-priced naval alternative to Raytheon’s Standard-2 and MBDA’s Aster-15. According to Defense News, the Barak-8 project features funding from American military aid dollars, as well as Indian cooperation and private/governmental funding in Israel. An Israeli source, on the other hand, has told DID that the USA has no claim on the Barak-8’s intellectual property. DID has been unable to verify he exact situation; but if the USA has no IP or significant American-made components in the Barak AMD system, it would have implications for both procurement funding sources and export policy. India’s Barak Programs The Navy: LR-SAM Engagement profile (click to view the rest) India has 2 different programs that could use the new longer-range Barak missile. The naval Barak-NG, or LR-SAM deal, was the first. Signed in 2006, it’s worth INR 26.06 billion (about $591 million at then-conversion) as of December 2009. India’s Navy has decided as a matter of policy that it will only mount medium-long range surface-to-air missile systems on future warships, as opposed to depending on short range systems that might protect a ship, but don’t offer layered defense for the rest of the fleet. This was an early sign of its transition to a more of a “blue water” navy that can reach into high-threat areas, and a logical complement to India’s establishment of a serious carrier force beginning with INS Vikramaditya (ex Admiral Gorshkov). Hence the 2006 Barak-NG naval agreement, which gives India an upgraded version of a familiar system, extends India’s technological capabilities, fosters economic ties and integration at sub-component levels, and helps the Israelis build a new system that meets some of their own emerging requirements. The new system would reportedly have a range of 50-60 km. Making that happen required some loosening of bureaucratic constraints on India’s defense industry. Based on projections of need and the high cost of air defense systems, India’s Ministry of Defence began initiatives under which Indian state-owned agencies can forge joint co-development and co-production ventures with foreign companies. The rationale is that under these partnerships, much of the underlying technology will remain in India. Israel has risen to become one of India’s largest defense industry partners, and may be on its way to surpassing Russia as India’s largest partner. That rise, India’s previous positive experiences with Barak, and the opportunity to help develop new technologies instead of buying them, all led India toward Israel for its next-generation naval SAM partnership. Israel Aerospace Industries will be the key partner, and will contribute most of the applicable technology, just as Russia did for the BrahMos by offering its SS-N-26 Oniks missile as the base platform. 2011 Barak-8 materials show Indian firms contributing the dual-pulse rocket motor, associated motor arming/safing mechanisms, and the pneumatic actuation system. On the other hand, India Defence reports that IAI and its Israeli partners have agreed to transfer all relevant technologies and manufacturing capabilities to India. The LR-SAM project is now slated for completion by December 2015, which would be about a decade from its 2005 project approval to fielding. Israel will be ahead of that schedule, as they began steps to field Barak-8 in their navy in mid-2013. Land-Based: MR-SAM SA-3 (click to view full) The Barak-8’s follow-on project involves a land-based system, intended to replace old Russian systems. Most reports place MR-SAM’s desired capabilities at 70 km/ 42 mile range effective range, with 360 degree coverage, plus the ability to engage multiple targets simultaneously. As The Times of India put it, in 2007: “The project is crucial because, as highlighted by TOI earlier, there are still “many gaping holes” in India’s radar network and the armed forces only have near-obsolete air defence units like Russian Pechora [DID: upgraded SA-3], OSA-AK [DID: SA-8B, scheduled for interim upgrades], and Igla [DID: SA-16 shoulder-fired] missile systems. Sources peg the MR-SAM project as an extension of the ongoing DRDO-Israel Aerospace Industries (IAI) project, launched in January 2006 at a cost of $480 million, to develop a supersonic 60-km Barak-NG (new-generation) missile defence system for Navy.” India Defence and the Israeli newspaper Ha’aretz also reported that MR-SAM would be an extension of work done on the Barak-NG deal, and this seems to be the general consensus. SA-8 (click to view full) The DRDO Defence Research and Development Organisation (DRDO) will be the ‘prime developer’ for the MR-SAM project, which will reportedly have a Rs 2,300 crore (INR 23 billion, about $445 million at signing in 2009) indigenous component within an estimated Rs 10,075 crore (INR 100.75 billion, about $1.95 billion at signing) total. The 4-5 year project aims to provide India’s military with 9 advanced air defense squadrons, each with 2 MR-SAM firing units. Each MR-SAM unit, in turn, would consist of a command and control center, an acquisition radar, a guidance radar, and 3 launchers with 8 missiles each. MR-SAM’s total would therefore be 10 C2 centers, 18 acquisition radars, 18 guidance radars, and 54 launchers, armed with 432 ready-to-fire missiles. Some reports have placed total missile orders as high as 2,000, which would add a significant reserve stockpile to replenish missiles in any conflict. Indian sources estimated a 4-year, $300 million System Design & Development phase to develop unique system elements, and produce an initial tranche of the land-based missiles. As of its approval by the Cabinet Committee on Security in July 2007, MR-SAM surpassed the BrahMos project in size, and may be the largest joint defense development project ever undertaken between India and any other country. The MR-SAM project reportedly has a “probable date of completion” by August 2016, which would be around 7 years from its 2009 approval. Contracts & Key Events 2014 – 2021 In service in Israel; DRDO challenges; Successful intercept test. Empty (click to view full) March 23/21: Live-Fire Israel Aerospace Industries (IAI) completed a series of successful live-fire tests of the Barak air defense system. The tests were carried out to evaluate the system’s capability to deal with a range of scenarios and threats, including the interception of a ballistic target by the Barak ER (extended range) interceptor. The Barak ER missile, part of the Barak family of interceptors developed by IAI, is capable of intercepting ballistic and non-ballistic threats at a range of 150 kilometers. February 15/19: Talks with Colombia Defense contractor Israel Aerospace Industries (IAI) is in talks with Colombia for the sale of Barak-8 missile systems. Barak-8 is an Indian-Israeli surface-to-air missile designed to defend against any aircraft, helicopters, anti-ship missiles, and Unmanned Aerial Vehicles as well as ballistic missiles, cruise missiles and combat jets. Barak-8 incorporates a state-of-the-art phased array multi-mission radar, two-way data link, and a flexible command and control system, enabling users to simultaneously engage multiple targets day and night and in all weather conditions. The missile was tested for the first time in mid 2018 when it intercepted a small drone simulating an enemy craft. The system extends the range of Israel’s aerial defense. It is being jointly developed by the Defense Research & Development Organisation, IAI, Israel’s Administration for the Development of Weapons and Technological Infrastructure, Elta Systems, Rafael and other companies. According to reports, one of the catalysts for Colombia’s interest in advanced air defense systems is the crisis in Venezuela. IAI did not want to comment on the issue. February 4/19: IAI provides naval MRSAM Israel Aerospace Industries (IAI) signed deals worth $93 million to provide India with naval Medium Range Surface-to-Air Missile (MRSAM) systems. The contracts were signed with the Indian Navy and Cochin Shipyard Limited. The company will supply complementary systems for the Indian Navy’s Barak-8 air- and missile-defense system. The MRSAM system is jointly developed by India’s Defense Research and Development Organization in close collaboration with IAI’s Elta, Rafael and additional companies in both countries. It is used by Israel’s navy as well as by India’s naval, air and ground forces. Each MRSAM system includes several state-of-the-art systems such as digital radar, a command and control system, tracking radar, interceptors with advanced homing seekers and mobile launcher systems. October 25/18: Protection Israel Aerospace Industries (IAI) is being contracted to supply India’s navy with additional air and missile defense systems. The deal is worth $777 million and covers the delivery of several Barak-8 systems for seven Indian warships. The navalised Barak-8 project aims to give India’s naval defenses a much longer reach, with the intention of eventually making it India’s primary naval SAM. The missile can fly to ranges of up to 42 miles, provides 360° coverage and can engage multiple targets simultaneously. State-owned IAI, Israel’s largest defense firm, said worldwide sales of the Barak-8 system now totalled more than $6 billion. India, which has longstanding territorial disputes with neighbors China and Pakistan, has signed several big-ticket defense deals since Prime Minister Narendra Modi came to power in 2014. July 4/18: New family member Israel Aerospace Industries (IAI) is adding a new missile to its Barak family. The Barak-MX is a modular and scalable networked air/missile defense system that links various sensors, launchers and Barak effectors in a single architecture that can be scoped and optimized to meet specific customer mission requirements. Barak MX is essentially a building block solution. It enables one to retain the central C2 capability but adds longer-range air defense sensors and Barak effectors to scale up the system. The Barak Battle Management Center (BMC), which creates and manages a unified multi-senor aerial picture, coordinates the force operation networks and manages the launch arrays. Barak BMC is available in mobile, transportable and stationary versions. The interceptors are vertically launched and support 360° coverage, quick reactions, short minimal ranges and active high-end RF seekers for targets with low radar cross sections and high maneuverability. March 30/18: More missiles please Israel Aerospace Industries and Rafael Advanced Defense Systems have been contracted by the Indian Ministry of Defense to supply additional Barak-1 short-range surface-to-air missiles. The contract is valued at $70.5 million and includes 131 Barak-1 shipborne, point defense missiles to be delivered to the Indian Navy. May 22/17: Israel Aerospace Industries (IAI) has been awarded an additional contract by the Indian government to supply air and defense missile systems for four ships of the Indian navy. Valued at an estimated $630 million, the agreement will include local state-owned firm Bharat Electronics Ltd, who will serve as the main contractor on the project under New Delhi’s “Make in India” initiative. The deal follows a $2 billion one signed with IAI last month to supply India’s army and navy with missile defense systems. The Barak-8 system is a joint development effort between IAI, India’sDefence Research & Development Organisation (DRDO), Israel’s Administration for the Development of Weapons and Technological Infrastructure, Elta Systems, and Rafael, while Bharat produce the system’s missiles. April 9/17: The Indian government has given the go ahead for the $1.8 billion purchase of the Medium Range Surface-to-Air Missile (MRSAM) from Israel Aerospace Industries (IAI). A land-based version of the Barak-8, the MRSAM was developed by IAI and India’s Defense Research and Development Organization (DRDO) in collaboration with Rafael and IAI/Elta, and worked with various Indian companies including BEL, L&T, BDL and other private vendors, and will be operated by the Indian Army. The company will also supply additional LRSAM air & missile defense systems for the first build in India Indian aircraft carrier. March 2/17: Israel and India will co-develop and produce a medium-range surface-to-air missile for the Indian Army. Contracts for the deal are expected to be awarded later this month with the value of the project estimated at over $2.5 billion. Known as the MRSAM, development of the missile will be undertaken jointly by India’s DRDO, Israel Aerospace Industries (IAI), and will be produced by state-owned Bharat Dynamics Limited (BDL) in partnership with other state-owned and private defense companies. It does, however, remain unclear who will own the Intellectual Property Right (IPR) for the missile as well as the ownership of the data package for the technology. July 5/16: India successfully tested the land version of its Barak-8 anti-air missile twice on Friday at India’s Integrated Test Range. Conducted by a team from India’s DRDO and Israel’s IAI, naval versions have already been fitted and tested aboard Indian Navy warships. The long-range rocket can identify and hit an air target within a range of 70 kilometers, or some 43.5 miles. January 4/16: India has completed its first naval test of the Barak-8 long range surface to air missile (LRSAM). Developed jointly between the Indian Defence Research & Development Organization (DRDO) and IAI Israel, the recent test follows November’s successful testing on board an Israeli naval platform. The maiden firing consisted of the missile intercepting aerial targets at extended ranges up to 70km. Apart from the missile, the system includes a Multi Functional Surveillance and Threat Alert Radar (MF STAR) for detection, tracking and guidance of the missile. When completed, the missiles will be fitted on board all Kolkata class destroyers and major warships in the Indian Navy. November 30/15: The Israeli Navy has announced the successful first test of the Barak-8 air defense system. The interceptor missile was launched from a Sa’ar-5 Corvette against a UAV target representing a threat against a ship at sea. The system has been jointly developed with India and aims to cater for the long range missile defence for both countries with India also planning to test the system before the end of the year. It is hoped that the system will have reached initial operational capability within the next two years. November 16/15: India’s Barak-8 will be test-fired between now and the end of the year after it was announced that preparations are being made on board the INS Kolkata for the test which the Navy hope to have installed on all future warships and retrofitted on its current Kolkata class destroyers. Mar 2/15: Indian interest renewed for MRSAM. Defense News reports that an Indian Defence Ministry official confirmed that the medium-range (MRSAM) variant is a go for joint development with Israel, with an initial expected order of $1.5 billion. Rafale and IAI would work with Indian firms Bharat Dynamics Tata Power SED and Larsen & Toubro. Nov 10/14: Testing. A successful test of the Barak-8 “Air & Missile Defense System” acquires an incoming target drone using the system’s radar, fired the missile to an interception zone, and had the missile successfully acquire and kill the target using its own seeker. Indian officials were there, including DRDO chief Dr. Avinash Chander, and Israeli and Indian releases both pronounced their satisfaction with all aspects of test performance. The Israelis already have the missile deployed, so they’re happy. What the releases didn’t say, is whether DRDO’s rocket booster was used in the test (Aug 14/14). It’s likely that they did, and the next step is warship trials for India. DRDO hopes to begin deliveries by the end of 2015. Media reports indicate that India’s new 7,500t air defense destroyer INS Kolkata, which is set to be commissioned on Aug 16/14, will be armed with Barak-1 missiles until the Barak-8s arrive. The article doesn’t explain whether the vertical launchers are compatible, or whether the Barak-1 has been integrated yet with the IAI Elta MF-STAR active array radar that equips the new destroyer class. With respect to the Barak-8s: “The missile is ready, but [DRDO’s] boosters to propel the missile [upon launch]… have failed.” Hence the importance of the forthcoming tests, if DRDO can get its rocket boosters to Israel (q.v. Aug 11/14). Meanwhile, India is likely to have 3 Kolkata Class destroyers ready to go by the time they’re done testing the Indian LR-SAM. They’ll need to do something in the interim. India’s Business Standard explains how the recent battles in the Gaza Strip are affecting the LR-SAM program, which was already 2 years late: “The DRDO confirms that the rockets, filled with highly combustible propellant, were despatched [sic] on a commercial airline, Korean Air, for trials in Israel. After the rocket motors reached Seoul – Korean Air’s global hub, from where they were to be routed onwards to Tel Aviv – the launch of Israeli airstrikes on Gaza on July 8 caused Korean Air to cancel all flights to Tel Aviv…. Consequently, a crucial and secret sub-system of the world’s most advanced anti-missile defence system has been languishing in a Korean Air warehouse in Seoul.” Actually, the cancellation came on July 20/14, after Hamas rockets struck near the airport. Note that Iron Dome is programmed to ignore rockets that don’t threaten its priority areas, and many airlines have already reassessed the situation and resumed flights. Korean Air, on the other hand, won’t begin flights to Tel Aviv again until Aug 28/14. India’s DRDO is “monitoring the situation,” and could choose to request help from India’s Air Force, whose IL-76 heavy jet transports could pick up and deliver the missiles. Once the Premier Explosives Ltd. rocket motors are delivered, they will be integrated with the IAI-built front section, and then undergo full homing trials at an Israeli range. After that, warship trials will begin, and DRDO hopes to begin deliveries by the end of 2015. By then, 3 new Project 15A Kolkata Class destroyers, and the aircraft carrier INS Vikramaditya, will all be waiting to receive their primary air defense weapons. A Sa’ar 5 Eilat Class corvette has already been outfitted with IAI Elta’s MF-STAR S-Band AESA radar, and Barak-8 air defense missiles. The other 2 are set to follow. The MF-STAR, or “Adir,” has been bought by India for its new Project 15A Kolkata Class destroyers. They are also expected to employ the Barak-8. AK Antony and the Defence Acquisitions Council (DAC) clear the Indian Navy’s intent to buy 262 more Barak-1 missiles, in order to replenish their fast-dwindling stocks. The paper adds: “The naval LR-SAM, approved in December 2005, is now slated for completion by December 2015. Dec 17/13: Update. India’s Ministry of Defense provides updates regarding a number of DRDO projects, including LR-SAM. The development program’s original delivery target was May 2011, but the Probable Date of Completion is now December 2015: 4 1/2 years late, and well after it becomes fully operational in Israel. Sources: India MoD, “DRDO Projects”. Nov 14/13: Stall. India’s LR-SAM and MR-SAM projects are stalled, even as Israel moves to deploy the Barak-8 at sea. The Barak-8 was supposed to be delivered for LR-SAM by 2012, and is supposed to go to the IAF as MR-SAM by 2017. Unfortunately, drawings for components aren’t enough to let Indian firms produce them properly, and: “Frankly speaking, right now, not much is going on in the joint venture due to various issues between the two sides. Expecting Israel to share its technology with India is unfair. But such things should have been clarified before the joint venture was entered into,” said an official…. DRDO officials are also attributing the delay to a complicated and long procedure involving shuttling between India and Israel for various stages of development of a system etc… [DRDO] also reportedly found itself helpless on problems in propulsion system and other related issues while a significant number of parts or systems are yet to be tested following a delay in manufacturing.” So, to sum up: contract terms that didn’t provide clear mechanisms to enable Indian production from the baseline they’re actually at, Indian DRDO bureaucracy sitting in the way of development and not delivering on key items, and manufacturing issues that have created Indian testing delays. While Israel fields the missile. DRDO Director General Avinash Chander wouldn’t comment on LR-SAM, which is already late, but he said MR-SAM remained on schedule for 2017. India may give the Barak-8 LR-SAM’s date of probable completion as 2015, but Israel intends to have the missile installed on its 3 Sa’ar 5 Eilat Class corvettes before the end of 2013. The move is reportedly being made in response to Syria’s deployment of SS-N-26/ P-800 Yakhont supersonic anti-ship missiles, with a range of up to 180 miles. Some of the missiles reportedly survived a major Israeli strike, and Hezbollah’s leading role in the Syrian Civil War sharpens concerns about a transfer to Iran’s 21st-century Condor Legion. Incoming supersonic missiles will compress the Barak-8’s range, but its 60-70 km base range remains a large improvement over the Barak-1’s base 10-12 km. Arming the Eilat Class with the navy’s first wide-area air defense technology is a good backup move while Israel looks to determine the true state of Syria’s P-800 missiles, and if necessary, to target them for a final strike. Israel HaYom | UPI | China’s Xinhua. Israel deploying Barak-8 March 18/13: An India MoD release offers a list of late DRDO projects, along with a voluminous list of excuses. Credit of some kind is due for not using “the dog ate our blueprints,” but every other issue one normally expects in projects of this nature can be found. LR-SAM is one of the listed projects, and its Probable Date of Completion has slipped from May 2011 to December 2015. Dec 18/12: LR-SAM. India’s MoD offers quick year-end reviews for a number of key programs. With respect to LR-SAM, it says that: “Control and Navigation Tests (CNT) for LRSAM, a joint development Programme between DRDO and Israel Aerospace Industry (IAI), to develop an Advanced Naval Air Defence System for Indian Navy) were conducted on 16th and 18th July 2012. All Planned mission objectives were fully met in both the tests. The missiles showed good navigation and control performance. DRDO is the Prime Development Agency and IAI the design authority for supply, installation and final acceptance.” Development was pegged at 5 years under the original 2006 LR-SAM deal, so they’re late. MR-SAM isn’t mentioned, but LR-SAM missile tests are also effectively MR-SAM missile tests. Dec 5/12: LR-SAM MoU. Israel Aerospace Industries and India’s state-owned Bharat Electronics Ltd. sign a memorandum of understanding (MoU), concerning their cooperation on future LR-SAM ship-defence system projects. IAI already has a number of arrangements in place with Indian firms. Under this MoU, BEL will function as the Lead Integrator, ultimately taking over DRDO’s role once the missile is developed, and will produce major sub-systems. IAI will continue to act as the system’s Design Authority, and to produce sub-systems as a main sub-contractor of BEL. IAI. Feb 26/12: Azerbaijan. Israel and Azerbaijan sign a government to government deal for a range of military equipment, including UAVs and “missile defense systems.” The Caspian Sea’s gas and oil resources are increasing tensions in the region, and Russia’s recent hostility with Georgia has also roiled the waters. From 2008 to the present, SIRPI’s database confirms that Israel has become a significant supplier of military equipment to Azerbaijan, including artillery, UAVs, and anti-tank and anti-ship missiles. Russia and Ukraine are even more significant suppliers, transferring attack helicopters, artillery, missiles, armored vehicles – and long-range S-300 air defense missile systems. Subsequent reports from SIRPI indicate that this $1.6 billion deal may contain up to 75 Barak-8 missiles, and an EL/M-2080 Green Pine long-range radar. That diversity of long-range systems would complicate planning for an attacker, and offers some insurance. Israel may even get more than just money from this. Depending on that Green Pine radar’s positioning, it should be able to see a long way into Iran’s airspace. Ha’aretz | News.Az. Azeri deal? SLAMRAAM test (click to view full) June 3/11: Industrial. Livefist shows an India DRDO presentation that helps break down technology responsibilities within the Barak-8. Indian firms will contribute the pneumatic actuator, dual-pulse rocket motor, and motor arming/safing technologies. April 13/11: MR-SAM gap-filler RFI. IANS reports that India’s MoD has issued a request for information (RFI) from global and domestic missile manufacturers, asking them if they could supply the medium range air defense missile within a short time-frame to the Indian Air Force (IAF), for defense of vital installations. Submitted systems must be capable of all-weather, all-terrain, day/night operation with a 3.5 km altitude ceiling, and able to engage multiple targets that include a range of aerial enemies. The RFI is ahead of a tender for the purchase of medium-range surface-to-air (MRSAM) missiles, and the emergency buy would reportedly be over and above the 18 MR-SAM units that India is buying from Israel in the 2009 deal. The near-term timeline would appear to disqualify the Barak-8, preventing tri-service acceptance. Obvious Air Force contenders would include India’s own Akash, and offerings from MBDA (VL-MICA), Kongsberg/Raytheon (SLAMRAAM/NASAMS, possibly Patriot PAC-3 as well), Russia (TOR-M2E, SA-20/S-300 PMU2 possible), and IAI/RAFAEL (Spyder MR-SAM variant, complementing the SR-SAM variant India has already ordered). Akash SAM exhibit (click to view full) Aug 9/10: Defence Minister Shri AK Antony updates the status of various missile programs, in a Parliamentary reply to Shri SB Wankhede and Shri AP Shivaji. Trishul and Akash aren’t mentioned at all; the former presumably owing to its cancellation, the latter because it may no longer be a development program. LR-SAM’s ballistic flight trials was undertaken in May 2010. MR-SAM’s preliminary design has been carried out, along with “pre-tender briefing to all prospective vendors.” Feb 2/10: Akash up, opportunity down. India increases its Akash SAM buy to 1,000, and will deploy them in the rugged terrain of the northeast as SA-3 replacements. The INR 42.79 billion (about $925 million) contract will buy 6 squadrons of Akash medium-range surface-to-air missiles (SAMs) from state-run Bharat Electronics Ltd (BEL). This 750 missile order follows an INR 12.21 billion (about $250 million) order for 2 initial squadrons with 250 missiles total, back in January 2009. Delivery under this order is expected between 2012-2015, stabilizing Akash as a shorter-range complement to the MR-SAM and affirming the IAF’s confidence. That confidence doesn’t endanger the MR-SAM project, but it removes the expansion possibilities that would have been created by full cancellation, or a limited 2-squadron Akash program. Defence Minister Shri AK Antony offers a program update, in a written Parliamentary reply to Shri Asaduddin Owaisi: “Defence Research Development Organization (DRDO) has undertaken joint development of missiles, Long Range Surface-to-Air Missile (LRSAM) for Indian navy and Medium Range Surface to Air Missile (MRSAM) for Indian Air Force with M/s Israel Aircraft Industries (IAI), Israel. The cost of project for LRSAM is Rs. 2606.02 crore and cost of project for MRSAM is Rs. 10075 crore. Both the missiles being developed are comparable in performance and cost to missiles available in their class in the world market.” Given conversion rates at contract time, that means $1.95 billion for MR-SAM, and $560.8 million for LR-SAM. DID - Supporting the USA’s F-5 Aggressor Fighters, 2008 – 2014
Top Gun, redux (click to view full) In the 1980s movie Top Gun, the revolutionary “MiG-28s” operated by the enemy air force were actually painted F-5E Tiger IIs, derived from a family of fighters whose design concept dates back to the mid 1950s. The F-5 family of aircraft were produced in large numbers, as they were an extremely popular export item. Many are still operated by countries around the world, and the US Air Force used them for many years as “aggressor” aircraft in Dissimilar Air Combat Training (DACT). They remain excellent for simulating similarly small, low profile adversaries like the MiG-21s and MiG-19s that gave American pilots such trouble over Vietnam. Or the IAF MiG-21s that caused trouble in the 2004 – 2005 COPE India exercises, for that matter. “F-5Ns” are still routinely flown by American Navy and Marines adversary squadrons in training exercises, where they simulate small, low-cross-section (and hence hard to spot) enemies. Keeping them in service requires maintenance contracts – and some timely help from the Swiss also came in handy. This article covers a multi-year maintenance & support contract from 2008 – 2014, as a representative time period. Contracts and Key Developments F-5N at Key West (click to view full) Unless otherwise noted, The Naval Air Systems Command in Patuxent River, MD manages the contracts. March 23/21: Collision Two F-5Es had a mid-air collision off Taiwan’s Pingtung County at around 15:06 local time on March 22. The crash on Monday was the third such incident in the past half-year, at a time when the island’s armed forces are having to intercept Chinese aircraft on an almost daily basis. One of the pilots was found unconscious in the sea but could not be resuscitated and was pronounced dead at the hospital. Rescuers were still searching for the remaining pilot. July 31/19: Logistics Support PAE Aviation and Technical Services won a $50.4 million contract modification for organizational, selected intermediate, and limited depot maintenance and logistics support for the F-5F and F-5N aircraft. The F-5 is a supersonic light fighter. The F-5N is a single seat, twin-engine, tactical fighter and attack aircraft providing simulated air-to-air combat training. The F-5F is a dual-seat version, twin-engine, tactical fighter commonly used for training and adversary combat tactics. The aircraft serves in an aggressor-training role with simulation capability of current threat aircraft in fighter combat mode. The F-5F Tiger II and F-5N Freedom Fighter are used by the Navy and Marine Corps for adversary training purposes. They serve as proxies for third-generation Soviet-era fighters due to their small size, maneuverability and relatively primitive sensor gear compared to modern aircraft like the F/A-18. PAE will perform work in Nevada, Arizona, and Florida. Estimated completion date is in July next year. July 29/14: Sikorsky Aerospace Maintenance in Stratford, CT receives a $7.9 million firm-fixed-price contract modificatio, exercising an option for organizational, selected intermediate, and limited depot-level maintenance for aircraft operated by adversary squadrons. All funds are committed immediately, using FY 2014 US Navy O&M budgets. Work will be performed at the NAS Key West, FL (40%); NAS Fallon, NV (30%); and Marine Corps Air Station, Yuma, AZ (30%), and is expected to be complete in October 2014 (N00019-09-C-0024). April 29/14: Sikorsky Aerospace Maintenance in Stratford, CT receives a $7.9 million modification to a previously awarded firm-fixed-price contract, exercising an option for adversary squadron organizational maintenance, selected intermediate maintenance, and limited depot-level maintenance. Their platforms include the F-5, but also include F-16s. All funds are committed immediately, using FY 2014 maintenance budgets. Work will be performed at the Naval Air Station (NAS) Key West, FL (40%); NAS Fallon, NV (30%); and the Marine Corps Air Station, Yuma, AZ (30%), and is expected to be complete in December 2014. A new contract was started in April 2014 under similar terms as previous F-5 awards. DID will not be covering the new contract, and coverage of this representative period ends as the FY 2009 multi-year contract does (N00019-09-C-0024). March 20/13: Sikorsky Aerospace Maintenance in Stratford, CT receives an $8.2 million firm-fixed-price contract modification, exercising an option for organizational, selected intermediate, and limited depot-level maintenance for USN adversary squadrons. Work will be performed at Naval Air Station (NAS) Key West, FL (40%); NAS Fallon, NV (30%); and Marine Corp Air Station Yuma, AZ (30%), and is expected to be completed in June 2013. $10 million in FY 2013 Operation and Maintenance, Navy Reserve contract funds are committed obligated at time of award, all of which will expire at the end of the current fiscal year, on Sept 30/13 (N00019-09-C-0024). Dec 28/12: Sikorsky Aerospace Maintenance in Stratford, CT receives a $23.3 million firm-fixed-price contract option for organizational, selected intermediate, and limited depot-level maintenance for 44 F-5 aircraft operated by US Navy adversary squadrons. $10.4 million is committed immediately, and all contract funds in the will expire at the end of the current fiscal year, on Sept 30/13. F-5E Aggressors (click to view full) Feb 7/11: Northrop Grumman Systems Corp. in St. Augustine, FL receives a $16.7 million contract modification to provide continued life cycle support services for a total of 11 F-5 series aircraft in support of the Commander, Naval Reserve Forces Command, Norfolk, VA. Life cycle support services include all levels of aircraft maintenance including depot level maintenance; emergency repair; aircraft modification; engineering; logistics; program management support; technical advisor services and associated materials and services as may be required. Work will be performed in St. Augustine, FL, and work is expected to be complete on Jan 31/12. The Fleet and Industrial Supply Center Norfolk’s Contracting Department in Philadelphia, PA manages this contract (N00189-09-D-Z052). Despite the implied FY 2009 date in that contract number, this is its 1st DefenseLINK announcement. Dec 22/10: Sikorsky Aerospace Maintenance in Stratford, CT receives a $22.7 million firm-fixed-price contract modification, exercising an option for organizational, selected intermediate, and limited depot-level maintenance for 44 F-5 aircraft operated by USN/USMC adversary squadrons. Work will be performed at Naval Air Station (NAS) Key West, FL (40%); NAS Fallon, NV (30%); and the Marine Corp Air Station, Yuma, AZ (30%), and is expected to be complete in December 2011. Northrop Grumman Corporation signs an agreement adding Astronautics Corporation of America in Milwaukee, WI to its F-5 Worldwide Sustainment Team, alongside Northrop Grumman Technical Services and RUAG Aviation in Emmen, Switzerland. Under the terms of the agreements, the team will market F-5 aftermarket support, modifications and upgrade programs to countries flying the aircraft. Northrop Grumman. Jan 11/10: Sikorsky Aerospace Maintenance in Stratford, CT receives a $34.7 million modification to a previously awarded firm-fixed-price contract (N00019-09-C-0024), exercising an option for organizational, selected intermediate, and limited depot-level maintenance for 44 F-5 aircraft operated by American adversary squadrons. Work will be performed at the Naval Air Station (NAS) Key West, FL (40%); NAS Fallon, NV (30%); and the Marine Corp Air Station, Yuma, AZ (30%), and is expected to be complete in December 2010. Swiss F-5E (click to view full) May-June 2009: US Defense Acquisition University’s Defense AT&L Magazine runs “Sharpening the Spear Through Innovative Acquisition: The F-5 Adversary Program” [PDF]. It describes the US Navy and Marine Corps’ purchase of 44 Swiss F-5s from 2003-2005, in a “reverse Foreign Military Sale.” Switzerland had originally purchased 70 F-5E/Fs from the USA in the late 1980s, but sharp cuts to the Swiss Air Force had left them with surplus planes. The Swiss aircraft had far lower flight-hours per airframe (average flight hours: 2,500) than American aggressor training squadron F-5Es (average flight hours: 7,000). They also added a number of useful improvements: an improved inertial navigation system, new radar warning receiver capability and chaff /flare capability, added anti-skid capability, improved airborne radar capability, and standardized cockpit configuration. With Northrop Grumman’s close cooperation, the entire program was accomplished within a $43 million budget, avoiding a situation in which 73% of the Navy and Marines’ F-5 aggressor aircraft were expected to drop out of service by FY 2007 due to spiraling maintenance costs. The ex-Swiss planes can be identified by their new designation: F-5N. Dec 17/08: Sikorsky Support Services, Inc. in Stratford, CT received a $6.6 million modification to a previously awarded firm-fixed-price contract for organizational, selected intermediate, and limited depot-level maintenance for 44 F-5 aircraft operated by the Adversary Squadrons based at Naval Air Station (NAS) Key West, FL; NAS, Fallon, NV; and Marine Corps Air Station, Yuma, AZ. Work will be performed in Key West, FL (40%); Fallon, NV (30%); and Yuma, AZ (30%), and is expected to be complete in February 2009. Oct 22/08: NAVAIR’s Support and Commercial Derivative Aircraft program office is upgrading the Navy’s F-5N Adversary aircraft with new avionics, and expects to save an estimated $20 million in future costs. Jay Bolles, Adversary Integrated Product Team lead: “The cost to repair the older INS and buying a new, more capable system was about the same so the decision was made to go with the newer, more reliable system… The funding for the entire $6.1 million upgrade program was split between the U.S. Navy Reserve, which fly the F-5Ns, and the Support and Commercial Derivative Aircraft program office.” Northrop Grumman’s new LN-260 inertial navigation system and new display bring a multi-function touch screen capability, a radar display, INS functions, embedded Global Positioning System (GPS) and a new fiber optic gyro. Aug 25/08: Sikorsky Support Services, Inc. in Stratford, CT received a $10.5 million modification to a firm-fixed-price contract (N00019-01-C-0109) that began in 2001, in return for another year of organizational, selected intermediate, and limited depot-level maintenance for 44 F-5 aircraft operated by the USA’s adversary squadrons based at Naval Air Station (NAS) Key West, FL (40%); NAS Fallon, NV (30%); and Marine Corps Air Station, Yuma, AZ (30%). Maintenance may be marginally easier this year, thanks to a smart NAVAIR program involving the F-5’s internal batteries. Work is expected to be completed in December 2008, and contract funds in the amount of $3 million will expire at the end of the current fiscal year on Sept 30/08. For those no longer on active duty or civilian employee of DOD, you haven’t had a chance yet to received your “extremism training.” Thanks to the Salamander underground, we now have a copy for everyone. On a scale of 1 to 10 where a “1” is a solid, well done presentation, and a “10” is an intellectually sloppy, ham-fisted, neo-zampolit led struggle session, I will give this a 6 … edging towards a 7. It was a huge lost opportunity. Officially, this was in response to the storming of the Capitol on 06 JAN. For those who did not catch my comments at the time, you can read them here and here. There would not have been a standdown without that event, but a broader net was thrown, which is understandable. Here is the rub; for most of the American public – which is reflected in the broad sweep of DOD uniformed and civilian personnel – the lived experience of extremist activity over the last year was not limited to the events of January. In their hometowns and that of family and friends, for months they saw Federal court houses attacked, police stations burned, entire cities shut down, businesses destroyed, people raped and murdered in lawless areas, and even “autonomous zones” set up in major cities – including Washington DC - with armed groups enforcing their diktats. These were politically driven just like as the attack on the capitol … but you don’t see that in the training, anywhere. This was an intentional oversight and mistake By not reflecting the reality of political violence as experienced by all servicemembers and only focusing on one part of it, it validates the opinion of those who claim DOD has become politicized. Combined with such things as the Chief of Naval Operations endorsing the writing of an anti-American, sectarian, and hyper-political writer such as Kendi, it undermines the entire Chain of Command’s attempt to maintain a standing of a non-political, neutral, and broad visioned organization. This is another own goal and lost opportunity. By not speaking to the full reality, we opened the door for bad actors to exploit the laughably obvious gap. Some troops have drawn equivalencies between the Jan. 6 riot at the U.S. Capitol and last year's protests for racial justice during recent stand-downs to address extremism, worrying the military's top enlisted leader. In a Thursday briefing with reporters at the Pentagon, Ramón "CZ" Colón-López, the senior enlisted adviser to the chairman of the Joint Chiefs of Staff, said that some troops have asked, when the Jan. 6 riot is brought up, "How come you're not looking at the situation that was going on in Seattle prior to that?" He said that is one example of the mindset many military leaders are encountering, and he is "concerned about the way that some people are looking at the current environment." "This is coming from every echelon that we're talking to," he added. Colón-López said the confusion some younger troops have expressed shows why the training sessions on extremism are needed. No, they are not confused – you are blinkered. By refusing to try to understand their concerns and directly address them, you are failing as a leader. Read it all folks. Some of the young’uns even threw a spanner in the works and had a facilitator or two get flustered by asking very fair questions about the unbalanced presentation. BZ. DID - F-35A Carried Out First In-Flight Drop Of JSM | Ofek Gets New Seats | DoS Approves Hellfire II Missiles Sale To Korea
Americas The US Air Force has decided to add an active duty component to the 168th Air Refueling Squadron at Eielson Air Force Base. The move will add four additional KC-135s and up to 220 additional active duty personnel. This will make the squadron a total force unit as it increases the total KC-135 aircraft to 12. The personnel will be reassigned from within the Air Force. F-35A, AF-1, has successfully carried out the in-flight release of the Joint Strike Missile (JSM) over at Edwards Air Force Base last month. Forsvarsmateriell, the Norwegian Defense Material Agency, was responsible for conducting successful test drops of the JSM missile from the F-35A in the desert at Edwards Air Force Base in California in February. Kongsberg Defense & Aerospace (KDA) is developing the JSM. The testing took place as part of the programme to integrate the JSM into the F-35, under the JPO (Joint Program Office) which is responsible for the F-35 cooperation programme, and is carried out in close cooperation with US authorities. Middle East & Africa According to Israel Defense, Israeli company Mobius Protection Systems, which specializes in the design, development and manufacturing of life-saving, energy-absorbing systems for military vehicles, announced that earlier this year it received another order from the IDF to supply its seats for the new Ofek armored personnel carrier. The Israeli heavy APC is based on the chassis of the Merkava Mk.2 and Merkava Mk. 3 main battle tanks. Europe USS Dwight D. Eisenhower arrived in Souda, Crete on March 20 and Greek Prime Minister Kyriakos Mitsotakis will board the ship on March 23. The vessel approached pier K14 with the help of four tug boats at about 11 a.m. According to press reports, Prime Minister Kyriakos Mitsotakis is expected to visit the US aircraft carrier on Tuesday. Asia-Pacific The US Department of Defense announced an $11.4 million contract to Foster-Miller for MK 2 Man Transportable Robotic System series systems and Talon systems to Australia.The services under this contract cover the production of systems, depot level repair parts, initial spares kits, consumables, repair parts and approved accessories. The MTRS provides a stand-off capability to locate, identify and clear landmines, unexploded ordnance and improvised explosive devices. It can also be equipped with chemical or biological weapons sensors as a scanning device. It is controlled by a remote handheld device and can be integrated with several platforms, allowing commanders to coordinate a larger search for threats. The Republic of Korea has decided to buy a batch of US-made AGM-114R multi-purpose Hellfire II missiles. The US military’s Defense Security Cooperation Agency issued a press release on March 19, 2021, that announced that the State Department has made a determination approving a possible Foreign Military Sale to the Republic of Korea of AGM-114R Hellfire missiles and related equipment for an estimated cost of $36 million. The potential sales, announced on the website of the DSCA, involve hundred eighty-eight AGM-114R Hellfire missiles. Also included are AGM-114R spare parts; US Government and contractor engineering, technical, and logistics support services; repair and return; storage; and other related elements of logistical and program support. DID - Up to $1B+ for Hellfire II Missiles
Latest updates: New 2011-2014 contract; Long-lead buy for AGM-114Rs under previous contract. Hellfire II cutaway (click to view full) Hellfire I/II missiles are the USA’s preferred aerial anti-armor missile, and are widely deployed with America’s allies. All use semi-active laser guidance as their base mode. They equip its helicopter fleets (AH-64, AH-1, OH-58D, MH-60S/R), AH-64 and S-70 helicopters flown by its allies, and even Australia and France’s Eurocopter Tiger attack helicopters. Range is officially listed as 9,000 meters, or about 5.6 miles. While Hellfires lack the fast-jet launch capabilities – and correspondingly extended maximum range – of the UK’s MBDA Brimstone missiles, Lockheed Martin’s missile has carved out unique niches as tripod-launched coastal defense assets in Norway and Sweden, and as the guided missile integrated into American UAVs like the MQ-1 Predator family. This article covers the current set of contracts, which began in 2008: Lockheed Martin’s Hellfires Contracts and Key Events [updated] Appendix A: A Sticky Situation – Lockheed’s 2008 (I)TAR Baby Appendix B: Additional Readings Lockheed Martin’s Hellfires AGM-114K-A warhead (click to view full) Hellfire II missiles come in several variants. The AGM-114K is the basic Hellfire II missile; it uses a shaped-charge HEAT(High Explosive Anti-Tank) warhead that can destroy armored vehicles, or punch into buildings. The recently-introduced AGM-114K-A variant adds a blast fragmentation sleeve to the HEAT warhead’s anti-tank capability, giving it added versatility against unarmored targets in the open. The AM-114M version was originally developed for the Navy; its warhead is solely blast fragmentation, which is effective against boats, lightly armored vehicles, etc. The AGM-114N variant uses a thermobaric (“metal augmented charge”) warhead that can suck the air out of a cave, collapse a building, or produce an astoundingly large blast radius out in the open. AGM-114P onto MQ-9 (click to view full) A new AGM-114R “multi-purpose” Hellfire II is headed into production/ conversion. It adds some guidance and navigation improvements, and goes one step further than the K-A variant: it’s intended to work well against all 3 target types: armored vehicles, fortified positions, or soft/open targets. The “Romeo” will become the mainstay of the future Hellfire fleet, used from helicopters and UAVs, until and unless Hellfire itself is supplanted by the JAGM program. Hellfire systems product manager US Army Lt. Col. Mike Brown: “One of the most noticeable operational enhancements in the AGM-114R missile is that the pilot can now select the [blast type] while on the move and without having to have a pre-set mission load prior to departure… This is a big deal in insurgency warfare, as witnessed in Afghanistan where the Taliban are fighting in the open and simultaneously planning their next attacks in amongst the local populace using fixed structure facilities to screen their presence.” Two more Hellfire variants feature key changes that aren’t related to their warheads. The AGM-114L “Longbow Hellfire” adds a millimeter-wave radar seeker, which makes it a “fire-and-forget” missile. It’s integrated with the mast-mounted radar on AH-64D Apache helicopters, and AH-1 Cobra family attack helicopters have been tested with different add-ons that would give them similar capabilities. The AGM-114P variant is modified for use from UAVs flying at altitude. That requires greater environmental tolerances, as the difference between temperature at launch altitude and near the target can be well over 100 degrees Fahrenheit. The AGM-114P’s 3-axis inertial measuring unit (IMU) gives it a 360-degree targeting capability, making it easier to fire from UAVs that lack a helicopter’s swivel and point maneuverability. Its unique features will also be present in the new AGM-114R, which will succeed it. Contracts and Key Events Hellfire II tripod (click to view full) The common denominator in this article is the contract: W31P4Q-08-C-0361. Hellfire Systems LLC in Orlando, FL is a Lockheed Martin/ Boeing joint venture, and is the only source of Hellfire missiles. The US Army Aviation & Missile Command in Redstone Arsenal, AL manages these contracts, unless otherwise noted. March 22/21: Korea The Republic of Korea has decided to buy a batch of US-made AGM-114R multi-purpose Hellfire II missiles. The US military’s Defense Security Cooperation Agency issued a press release on March 19, 2021, that announced that the State Department has made a determination approving a possible Foreign Military Sale to the Republic of Korea of AGM-114R Hellfire missiles and related equipment for an estimated cost of $36 million. The potential sales, announced on the website of the DSCA, involve hundred eighty-eight AGM-114R Hellfire missiles. Also included are AGM-114R spare parts; US Government and contractor engineering, technical, and logistics support services; repair and return; storage; and other related elements of logistical and program support. August 28/20: UK The US State Department has authorized a British purchase of three hundred and ninety-five AGM-114R2 Hellfire missiles for an estimated cost of $46 million. The required certification notifying Congress about this possible sale was delivered by the Defense Security Cooperation Agency. The UK Government had put a request for the acquisition of the 395 missiles and this request also included technical assistance, publications, integration support, and other related aspects regarding logistics and program support. The proposed sale will not only support the foreign policy but also the national security objectives of the US Government by bolstering the security of a Nato ally. Furthermore, the acquisition of these missiles is expected to help the UK to replace expiring and unserviceable missiles and bolstering its capability to meet current and future threats. The missiles are also expected to help maintain its ability to carry out missions across a wide range of military operations. These missiles will also be easily inducted by the UK into its armed forces. December 18/19: MD 530G Block II MD Helicopters intends to upgrade its MD 530G Block II scout attack helicopter with an integrated weapons system made by Elbit Systems that would make the aircraft capable of carrying and firing Hellfire missiles. The addition of the AGM-114 Hellfire semi-active laser-guided missile would give the MD 530G an anti-tank and anti-armor capability it does not currently have. The Elbit Systems upgrade package for the MD 530G is to include a helmet display and tracking system, weapons management system and mission management system, says MD Helicopters. The MD 530G’s current standard configuration includes unguided rocket pods and mini-guns. April 29/19: New Procurement Lockheed Martin won a $723.5 million contract modification to procure a variety of Hellfire II missiles for the US Army as well as three allies. The air-to-surface missiles will be produced for Lebanon, the Netherlands and France as part of Foreign Military Sales. All Hellfire II variants have been used successfully in Operation Iraqi Freedom, with more than 1,000 missiles fired to date. With more than 22,000 rounds delivered since production began in 1994, Hellfire II has been successfully integrated with a wide array of platforms, including the US Army’s Apache and Kiowa Warrior helicopters, the US Marine Corps’ Cobra, the US Navy’s Seahawk helicopter, the UK’s Apache attack helicopter, the Eurocopter Tiger and the US Air Force’s Predator and Reaper unmanned aerial vehicles. Lockheed Martin will perform work in Florida, with an estimated completion date of September 30, 2022. April 9/12: An $8.75 million firm-fixed-price contract to buy long lead parts for the Hellfire II Romeo RX. Work will be performed in Orlando, FL, with an estimated completion date of March 31/14. The bid was solicited through the Internet, with 1 bid received by U.S. Army Contracting Command in Redstone Arsenal, AL (W31P4Q-08-C-0361). Aug 1/11: A $159 million firm-fixed-price, unfinalized contract begins the 2011-2014 buy of up to 24,000 AGM-114N/P/Q/R Hellfire II missiles (W31P4Q-11-C-0242). March 28/11: Lockheed Martin announces the 6th and final proof-of-principle test for the new AGM 114R HELLFIRE II successfully concludes at Eglin AFB, FL, using ground launch in lock-on after launch mode from 2.5 km away. The missile penetrated the brick-over-block target, and successfully detonated with the specified fuze delay. U.S. Army Lt. Col. Mike Brown, HELLFIRE Systems product manager at the Army’s Joint Attack Munition Systems project office: “The AGM-114R baseline design is now defined and allows us to go into system qualification… The R model remains on cost and on schedule, and meets all performance objectives.” March 14: A $38.6 million firm-fixed-price contract covers an in-line production configuration change of 2,600 Hellfire II AGM-114P2 missiles, for use from UAVs. Work will be performed in Orlando, FL, until the end of FY 2013: Sept 30/13. One sole-source bid was solicited with one bid received (W31P4Q-08-C-0361). Sept 10/10: A $20.1 million firm-fixed-price contract to transition the new air-to-ground AGM-114R Hellfire II Romeo missile into the current Hellfire II missile production line. Work will performed in Orlando, FL with an estimated completion date of Sept 30/13. One sole-source bid was solicited and 1 bid was received (W31P4Q-08-C-0361). Aug 30/10: An AGM-114R hits and “destroys” a stationary M-60 tank target 6.4 km down range, in the missile’s 3rd proof-of-principle flight test. The missile was ground launched, with a flight profile designed to simulate airborne launch from a UAV. The missile was launched in lock-on-after-launch mode, with a high trajectory. It used its inertial guidance to fly to the approximate location of the target before beginning its search, and struck the target within inches of the laser aimpoint. Lockheed Martin. Aug 26/10: A 3-year, $14.4 million firm-fixed-price, indefinite-delivery/ indefinite-quantity contract for Romeo Phase 3 engineering, which will re-configure existing Army AGM-114K2 and AGM-114N missiles to the AGM-114R configuration. Work is to be performed in Columbia, SC with an estimated completion date of Sept 30/13. One bid was solicited with one received (W31P4Q-08-C-0361; Serial No. 1765). July 26/10: The Longbow, LLC joint venture in Orlando, FL received a $39.5 million cost-plus-fixed-fee contract for engineering services supporting the Hellfire and Hellfire Longbow missiles. Work is to be performed in Orlando, FL (50%); Baltimore, MD (25%); United Arab Emirates (10%); and Taiwan (15%), and will run to Sept 30/12. One bid was solicited with one bid received by the U.S. Army Aviation and Missile Command, AMSAM-AC-TM-H in Redstone Arsenal, AL (W31P4Q-10-C-0256). This contract is not in the same series as the other entries; it is offered as a one-time reminder that all equipment buys come with associated engineering service support contracts, as part of their operations and maintenance costs. Taiwan and the UAE are already Hellfire customers; the UAE uses them on its AH-64 attack helicopters, while Taiwan became a customer in 2005. June 23/10: A $22 million firm-fixed-price contract, exercising a FY 2010 option for 331 Hellfire II missiles. Work is to be performed in Orlando, FL, with an estimated completion date of Sept 30/13. One bid was solicited with one bid received (W31P4Q-08-C-0361). May 10/10: An $84.5 million firm-fixed-price contract, exercising a FY 2010 option for 1,253 Hellfire II missiles. See also March 26/10 entry. Work is to be performed in Orlando, FL, with an estimated completion date of Sept 30/13. One bid was solicited with one bid received (W31P4Q-08-C-0361). May 6/10: A $15.8 million firm-fixed-price contract to add the new AGM-114R Hellfire II Romeo missile into the current missile production line. As noted above, this variant is designed to offer a “tri-mode” warhead that can be effective against armored vehicles, fortifications, and targets in the open. Work is to be performed in Orlando, FL, with an estimated completion date of Sept 30/13. There’s only one maker of Hellfire missiles; 1 bid was solicited by the U.S. Army’s AMCOM Contracting Center at Redstone Arsenal, AL, with 1 bid received (W31P4Q-08-C-0361). April 29/10: Alliant Techsystems announces $32 million in follow-on production sub-contracts from Lockheed Martin for about 7,100 Hellfire II missile rocket motors, and 2,200 AGM-114N metal augmented charge (thermobaric) warheads. The motors and warheads will be built at its manufacturing facility in Rocket Center, WVA. ATK was awarded the HELLFIRE II baseline sub-contract in November 2008 to produce and deliver rocket motors and warheads. This represents the first option, with deliveries scheduled to run from April 2011 – July 2012. A second option could be awarded in late 2010. Dating back to HELLFIRE I in the 1980s, ATK has produced nearly 80,000 HELLFIRE rocket motors and over 6,400 MAC warheads. In addition, ATK manufactures the copper liner for the AGM-114K’s main shaped-charge high-explosive anti-tank (HEAT) warhead. April 8/10: Lockheed Martin announces success in its 1st live warhead proof-of-principle (POP) flight test, conducted at Eglin Air Force Base, FL. The test featured a lock-on-after-launch engagement of a stationary target board at 1.6 miles/ 2.5 km, launched with a low trajectory suitable for a military operation in urban terrain. The multi-purpose, multi-stage warhead was set with a delayed fuze that allows the missile to penetrate the target before detonating. The AGM-114R’s multi-purpose warhead and electronic safe, arm and fire, or (ESAF) module were the critical technologies being tested. March 26/10: Hellfire Systems in Orlando, FL received a $268.75 million firm-fixed-price contract modification, exercising FY 2010 options for 3,955 Hellfire II missiles. Work is to be performed in Orlando, FL, with an estimated completion date of Sept 30/13. US Army Contracting Command, AMCOM Contracting Center, Redstone Arsenal, AL manages the contract (W31P4Q-08-C-0361). Feb 18/10: The US Army announces that its MQ-1C ER/MP UAV has successfully completed a series of tests with a HELLFIRE II UAS missile variant, whose 360-degree targeting ability allows UAVs that lack a helicopter’s instant maneuverability to put missiles on target faster. Testing began on Nov 22/09, and took place at Naval Air Weapons Station, China Lake, CA, following cooperation from General Atomics-Aeronautical Systems, Inc.’s Software Integration Laboratory, the company’s El Mirage Flight Test Facility in El Mirage, CA, and Edwards Air Force Base, CA. The tests began with dry runs and an inert test missile, followed by a successful “cold” pass using a live missile to verify lock-on, followed by “hot pass” firing. November and December involved testing in various conditions, from varying altitudes, against stationary or moving targets. Tests recorded 9 successful shots, which helped pave the way for the MQ-1C UAV’s February 2010 Milestone C production approval. Iraq performance, 25ID’s 25 CAB, 2006-2007 Aug 18/08: Hellfire Systems in Orlando, FL received a $356.7 million firm-fixed price contract for Hellfire II High-Energy Anti-Tank missiles. Work will be performed in Orlando, FL, and is expected to be complete by Oct 31/11. Contract funds will not expire at the end of the current fiscal year. The US Army Aviation & Missile Command, Redstone Arsenal, AL manages the contract (W31P4Q-08-C-0361). The DefenseLINK release is almost certainly referring to the AGM-114K Hellfire II missile, but Lockheed Martin spokespeople add that the contract also includes options for up to 200 training missiles, for additional orders in FY 2009 and 2010, for Foreign Military Sales buyers, and for up to 1,200 variant conversions. If exercised, those options could increase the contract’s value to over $1 billion, and secure Hellfire missile production until 2013. To date, American forces have fired more than 6,800 Hellfires in Iraq and Afghanistan, and Lockheed Martin has delivered more than 22,000 rounds since Hellfire II production began in 1994. Lockheed Martin discovered that efforts to sell 460 more Hellfire missiles to the UAE in 2003-2004 had crossed the line, by failing to get proper ITAR approvals beforehand for certain discussions, and by divulging classified missile-related information to a UAE Air Force officer in response to questions. The UAE was already a Hellfire customer at that time for its AH-64A Apache helicopters, but that does not remove the procedural requirements, and weapon export requirements are taken very seriously by all concerned. Lockheed Martin discovered the mistakes itself, and informed the US Department of State, which manages ITAR. The final settlement involves a $4 million fine, with $1 million of that suspended if Lockheed Martin meets certain criteria for improved internal compliance measures. Zeebrugge. If you have been there or to its inner city Brugges you know what a beautiful and peaceful place it is - as most all of Belgium is today. In 1918 though, Belgium was a nightmarish slaughterhouse where the bodies of millions were blended into the beaten earth - where like Okinawa and Iwo Jima over a quarter century later - the living earth would move with a blanketed mass of maggots. In one of history's subtle hints she will give you early if you wish to listen, Britain found herself on the edge of starvation due to a threat few understood or even knew of at the beginning of the war - the submarine. Something new, unexpected and decisive needed to be done. By 1918, the Great War had entered a decisive phase. While Russia had been knocked out of the war, its place had been taken by the United States, which now provided a fresh pool of manpower and industrial capacity to the Allied cause. The transfer of these resources however was threatened by the continuing war at sea and the U-Boat menace that also threatened Britain's link with the continent. The early advance by the German Army in 1914 had meant that the Belgian ports of Ostend and Zeebrugge had been overrun and with the expansion of the port facilities, the Germans were in a position to threaten the very lifeline that supplied the Allied armies in France. The two ports were connected by a canal network with the city of Brugges that also gave access to the open sea. Brugges in turn, was connected to Germany by the railway network and partially completed U-Boats were shipped from Germany, to be finished at Brugges and then make their way to the open sea by means of the canal system. The canals formed a triangle and inside this, the Germans had built a series of airfields from which they conducted air raids on Britain and fortified the entire length of the coast with light and heavy artillery batteries. The Royal Navy did not attempt to bombard these ports until 12 May 1917 when it bombarded Zeebrugge in order to put the lock system out of action and used a smoke screen to hinder German observation. While the bombard failed in its task, the Germans stepped up defensive measures and as the war progressed, the front line drew ever closer to Ostend, bringing it within range of the Royal Marine heavy howitzer battery in France, forcing the Germans to transfer many of its facilities to Zeebrugge. One of the objectives for the Third Battle of Ypres (Passchendaele) was the expulsion of the Germans from Flanders and to capture the ports of Zeebrugge and Ostend. The battle however failed to achieve the intended breakthrough and so any attempt to expel the Germans from these ports or to deny them the use of these facilities meant that any future attempt would have to made from the sea. The mounting losses in the war at sea caused the Royal Navy to look at the problem. A suggestion by Admiral Keyes that the ports might be blocked by sinking a ship in the entrance was initially rejected but as the war dragged on, the Royal Navy returned to the idea and it was decided that it might be done with the use of several ships, although the exact position would have to be chosen with care so that it would not be possible to get around the ships or to dredge around them to create additional channels and their bottoms would have to be blown to sink them as quickly as possible and prevent drifting. So, as it is often done in this line of work, the word went out. Volunteer for a mission you have no idea about - odds are you won't come back. You will be trained quickly, sloppily with a pick-up team. You execute. As the ships were approaching the entrance to the port, some protection would be afforded (in the case of Zeebrugge) by the Mole, which extended in an arc across the entrance to the channel. It was over a mile in length and some 100 yards wide, having extensive storage facilities and hangers for seaplanes. A railway connected the Mole to the shore and was used to transfer men, equipment and stores. As the planning for the operation got underway, a special Royal Marine battalion (mainly volunteer) was formed in February 1918 to eliminate the battery that was situated at the end of the Mole and would threaten the block ships as they approached the canal. Lt Col F E Chichester was appointed to command the battalion but was succeeded by Major B N Elliott. The battalion consisted of a headquarters, a machinegun section, a mortar section, three rifle companies and medical support staff. The troops were to be conveyed to Zeebrugge in HMS Vindictive, assisted by the Iris and the Daffodil, two Mersey ferry boats that had been provided for this operation. Once they had reached Zeebrugge, Daffodil was to push Vindictive against the Mole until she could be secured and disembark the troops. The ships were modified for this task. Special ramps were fitted to Vindictive so that the storming parties could reach the Mole, while Iris and Daffodil had been fitted with ladders to that their parties could climb up onto the Mole. Vindictive was strengthened and armoured against the storm of fire she would receive and additional armament fitted so she could support the troops as the moved onto the Mole. By April 1918, the preparations for the raid had been completed, the men trained for their tasks and the shipping collected for the operation. Three block ships were to be sunk in the Zeebrugge canal entrance, HMS Thetis, HMS Intrepid and HMS Iphegenia. The first time the force sailed, 11 April 1918, the weather conditions changed as they neared Zeebrugge, which forced a postponement, but on the eve of St George's Day, 22 April 1918 the force sailed and during the passage, Admiral Keyes signalled "St George for England". Commander Carpenter on the Vindictive replied, "May we give the dragon's tail a damned good twist." By 23.20 on 22 April, the monitors had opened fire on Zeebrugge. Twenty minutes later, the motor launches that had accompanied the force began to make the smoke screen. One minute after midnight, St George's Day, Vindictive arrived alongside the Mole after which Daffodil arrived alongside her to push her against the Mole. By this point the smoke screen had begun to lift and the defensive fire was intense. In the approach to the Mole, many of the ramps fitted to Vindictive were damaged and only two could be used to allow the storming parties to disembark on the Mole. The ladders fitted to Iris were damaged as well and so the troops had to transfer to Vindictive to land. Once on top of the Mole, they had to endure intense German machinegun fire in order to get to the battery and while they failed to knock it out, they prevented it from firing on the blocking ships and so succeeded in their mission, something for which they suffered heavy casualties for. The distraction caused by the motor launches and Royal Marines enabled the block ships to approach the canal entrance without too much difficulty. Thetis ran into problems when one of its propellers got caught in a net, forcing her to collide with the bank. She had to be sunk some distance from the entrance but performed admirable work in helping to direct the remaining two ships into the canal entrance itself. Both Intrepid and Iphigenia were able to be sunk in the correct positions, thus blocking the canal. Two submarines, C1 and C3 were packed with explosives and rammed into the viaduct, demolishing it, thus isolating the Mole from the shore. The crews from the submarines and the block ships were picked up by the motor launches despite heavy fire from the German batteries. By 00.50 on 23 April the recall had sounded and by 01.00 the survivors were all aboard. A quarter of an hour later, Vindictive had cleared the protection of the Mole and was undergoing intensive fire from the Germans but managed to come through it. The raid on Ostend at the same time proved to be a failure but another attempt was tried the next month and Vindictive was used as a block ship in that operation. The Royal Marines had been on the Mole for just an hour and the force had displayed such courage and devotion to duty that it gave great encouragement to the Allied forces at such a dark hour in the war. The 4th Royal Marine Battalion was awarded two Victoria Crosses with another six being awarded for the action at Zeebrugge and three being awarded for the actions at Ostend. At Deal, on 26 April 1918, a ballot was held as to who should receive the awards, with Captain Bamford and Sergeant Finch winning. In order that the gallantry of the battalion would be remembered, it was decided that no other marine battalion should be named the 4th. In a day where entire nations ponder abandoning the battle against an existential threat to their very existence due to a number of casualties suffered at Zeebrugge in a matter of minutes, it can make you wonder if we can even try to understand what these men did and why. We can try. That is what the study of history is. That is why what we have done to the study of history from elementary school through college and as adults is a crime in itself and a shame on our culture. And in the end; Much was made of the raid. Keyes was knighted, and 11 Victoria Crosses were awarded. The Germans, however, made a new channel round the two ships, and within two days their submarines were able to transit Zeebrugge. Destroyers were able to do so by mid-May. Did it make a difference? Of course it did. Did the pundits of the day nit-pic it to death? No, they understood that war from the Strategic to the Tactical is a dark room you step in to. No, it has only been nit-pic'd once the pundits were safely behind the wall of freedom that those who bled built. Americas Northrop Grumman won an $11.4 million contract modification for the exercise of Options Two, Three and Four of the Minuteman III Launch Control Center Block Upgrade production program. The LGM-30G Minuteman intercontinental ballistic missile, or ICBM, is an element of the nation’s strategic deterrent forces under the control of the Air Force Global Strike Command. Work will take place in Utah. Estimated completion date is July 17, 2023. The US Marine Corps is now able to download data from an airborne RQ-4 unmanned aerial vehicle after verifying the capability during a field exercise held at Bouge, North Carolina last month. The 2nd Intelligence Battalion of the II Marine Expeditionary Force overcame a hardware failure to obtain the information in a communications denied or degraded environment. Middle East & Africa Textron Aviation Defense LLC won a $12.5 million for the Iraq Air Force Peace Dragon Program. This modification adds the six months to Option Year Three of the multi-year basic contract. Work will take place in Wichita, Kansas and is expected to be completed March 31, 2021. The modification involves Foreign Military Sales to Iraq. Europe The Italian Navy is replacing its Teseo or OTOMAT Mk2/A anti-ship missile with a new design designated as Teseo Mk2/E. This new missile is also capable of attacking land targets and the Italian Navy will Mk2/A version onboard FREMM and Horizon class frigates with the Mk2/E. The new multi-purpose Offshore Patrol Vessels being build will be armed with this missile. The US Defense Security Cooperation Agency announced on March 16 that the State Department has made a determination approving a possible Foreign Military Sale to the Government of Norway of Javelin FGM-148 Missiles and related equipment for an estimated cost of $36 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on March 16. The Government of Norway has requested to buy 120 Javelin FGM-148 missiles, and 2 Javelin FGM-148 Missiles Fly to Buy. Also included are 24 Javelin Block 1 Command Launch Units (CLUs) retrofit kits; spare parts; publications and technical documentation; personnel training; US Government and contractor engineering, technical and logistics support services; and other related elements of logistical and program support. The estimated total cost is $36 million. Asia-Pacific Taiwan is preparing to induct the F-16V into service with a ceremony later this month. The event will invite President Tsai Ing-wen as guest-of-honor. The ceremony will be held at Chiayi air base and so far, the base has more than 22 F-16Vs. As everyone here is probably aware ... the drivers of sectarianism, division, and strife think they have the wind at their back and are on the march. There were some minor victories here and there for those who desire unity, equality, and a just society based on individual character - but make no mistake, the forces of division are on the march again. Those who desire to move to a point of unity for the citizens in our little experiment is self governance have for too long given the benefit of the doubt to people we should not have. We have let people slowly back away from the vision of a unified nation as best outlined by MLK over half a century ago, and now we find ourselves re-segregating along sectarian lines. We have allowed our institutions of higher learning and government - from the Ivy League to the CNO's office - create cells that instead of doing what is good and just - ensuring equality under the law and fair treatment - are working to promote division and establish parallel structures to steer people in to easily controlled and manipulated segments based on something at its base both useless, and beyond their control; their race and ethnicity. Though there are a few well meaning people in this line of work, on balance this is done for the most base of reasons; power and money. Too many hills have been surrendered to the diversity industry by people who hoped well meaning people who had good ideas meant well. They don't. In the cost benefit analysis, those hills were "not worth fighting for." Now the forces of division own much of the high ground and have those who desire unity surrounded. People forgot the basics; if you hold the high ground and someone is willing to fight you for it - it is worth fighting for. You may not know what plans they have for it - but they do. Once you figure it out after they have it, getting that ground back will be harder than it would be to defend it in the first place. Stand up and fight sectarianism whenever you can. When you can't, slow roll it. Embarrass it. Make it responsible to its own internal contradictions. Use the same tools it does, but use them to push back. If you don't, such hate producing structures as below will multiply and multiply, further fracturing our polyglot nation. We are better than this. If we desire a better future for our posterity, we will work to reject this. Columbia University is planning to hold six additional graduation ceremonies for students according to their race and other aspects of how they identify. The New York City school's website details graduation ceremonies for Native, Asian, "Latinx" and Black students taking place for Columbia College, Columbia Engineering, General Studies and Barnard College at the end of April. Another dubbed "FLI Graduation" is for "first generation and/or low income community." The school also hosts a "Lavender" graduation for the "LGBTIAQ+ community." Institutions of higher learning such as Columbia are where, in the legacy structure, this nation gets it's "leaders" from. When you look at what is going on here and other of our top institutions, you need to understand that these habits and world views will find their way in to our society writ large. It is time that we consider what kind of education graduates of such universities are getting today, regardless of what they may have produced in the past, and act accordingly. If you have a stake in these institutions or others, it is time to stand up where you can, push back when you have the ability, and demand a better way. Yes, they will call you names. Yes, they will impugn your character.
