Scenario used: Cannot attack unknown SAM.hpq

Long Description: Enemy unit is shown in Unit display but player cannot attack it. When F1 attack button is depressed, the enemy unit does not appear as a possible target choice.

 

Sequence to reproduce:

1. Order air group AGA to attack with F1

2. Only ZTA appears as a target. The SAM site does not even register

Expected behaviour: All eligible targets should appear in target list

Observed behaviour: Not all eligible targets appear in target list
