I like Dilbert very much from his start on comic strips.

That story remembers me a very curious non-fiction book of Martin Caidin (was also science-fiction and aviation writer, and proud owner of a Me Bf-108B !!!) When War Comes (Spanish edition Cuando Estalle la Guerra), about Atomic War and post-Atomic War World.

In the book it's almost the same idea:

"Q - What is the more important item in a backyard family Atomic Shelter?

A - The defensive weapons, to prevent the neighbors without family Atomic Shelter to occupe your personal Atomic Shelter".
