Herman Hum pointed out that the PS Emilio Jacinto does not appear to have any fuel in its database listing, which means the ship is unable to move. This was in "Celebes Sea Slam"; I simply replaced the PS with another Philippine ship so the problem should no longer exist. I'm not sure if this was one freak event or if it is a more widespread problem (I have not found it in other ships, but I may have just missed it), but I thought I should mention it to people. In fact, as I understand it, a number of police agencies around the world use various types of Boston Whaler for this exact purpose.
