1. BACKGROUND
1.1 What is a Brown Water Navy? Well, first of all, it's not a Blue Water Navy! Right now, the only real blue water navy is the US Navy. The Russians will have one again, soon. The British and the French have the makings for one. And the Indians want one. A blue water navy can use any of the oceans, any of the time, for as long as it wants; until, that is, it is challenged by another blue water navy. In short, they are not on a short leash. A Brown Water Navy is.
1.2 A Brown Water Navy must operate close to its ports. Its vessels are simply not equipped, and do not have the staying power, for long duration patrols far from home. However, this does not automatically mean they are nothing more than cutout log canoes! Their vessels can be tailor made to operate and fight in coastal waters -- the brown, shallow waters close to most things important to politicians and other would-be Rulers of the World. In fact, within limits, they can trade staying power for fire power!
