Even now Arab sentiment and careful negotiations with the Federation may reap a fruitful agreement on a joint participation in the control of the Mediterranean Sea. By holding bases at the entrance, specifically Gilbraltar and some naval ports, the Federation begins to consolidate its power base in the Mediterranean. There are some who believe that Italy grows weary, and may draw back from their membership in the Federation, but only if 1.) Spain stays out of the Federation - an important partner to acquire if the Federation expects to maintain control of the Straits of Gilbraltar, and 2.)
