"The Weedhopper ultralight is an American high-wing, tractor configuration, tricycle gear, two-axis control ultralight aircraft originally developed by John Chotia during the height of the 1970s ultralight boom and introduced in 1977. The aircraft is available as a kit for amateur construction and can be assembled in 25-30 man-hours" --Wikipedia

The exact range seems to vary by model (from 50 to 120 miles), so it might be best to just use the average, which seems to be about 75 miles.

The most common ultralight in the world, with more than 13,000 built. It could easily show up in a scenario being used by terrorists/insurgents/spies/etc. trying to gather intelligence or escape from a hot zone, etc. It's also easy to hide because you can take it apart and put it in a trailer, storage unit, etc. and then reassemble it. Equally likely is that some idiot and/or journalist will fly into a war zone, possibly by accident, and add to the general "noise" the combatants are trying to deal with.

It can take off from a very short runway, or a grass field, so I'm assuming it can take off from any STOL airfield--even a 3,000-foot runway is much more than it needs. It could probably even take off from a carrier or an amphibious assault ship, although they might need some kind of netting to catch it when it tries to land again since it does not have an arrestor hook.
