The presence of the advanced weapons shifted the delicate balance of power, as it put nearly all aircraft operating from the Turkish side of the island at risk. When regular Turkish forces stormed the island a few months later, NATO was embarrassed. It had not been aware of Turkey's intention to reclaim Cyprus once and for all. Hand in hand with the economic boom in the NSC came military modernization and revitalization, funding for which was fuelled at least partly by an unprecedented level of arms exports. The NSC would no longer sit idly by while its national interests were decided by others. It launched a major attack against Turkey in June 1995. The NSC did not believe NATO would intervene in the Cypriot affair after having been snubbed by its Turkish partner and after the beating it had received in the Baltic conflict a year earlier. The NSC was wrong.
     
    Pound the enemy as much as you like, you cannot seize and hold territory from ships at sea. You have to put troops on the ground. The amphibious force now approaching Turkish shores, codenamed "Lionheart", must be protected. The amphibious landing will be accompanied by a major airborne assault on Cyprus. It is expected that the NSC will be pulling out all the stops to destroy the assets before they can reach their objective. (Released August 2000).

    The Tin Man missions comprised a series of attacks on key NSC-occupied bases in Cyprus and Turkey. The objective is to suppress enemy air defences and airfields in preparation for the liberation of these areas from NSC occupation. (Released August 2000).

    The first mission of the NATO task force, now known as Task Force Scarecrow, upon arriving on station between Cyprus and Crete, was to secure air and surface supremacy. This will be difficult. By now, the Turkish military is essentially non-existent, and will not be able to provide much support. Do not attack land-based targets and do not attack surface targets unless they are inside the declared exclusion zone. Submarines may be attacked upon detection. (Released August 2000).

    The move to seize the Bosporous-Dardenelles was a mistake. The prospect of a modernized, ambitious New Soviet navy with a front yard on the Eastern Med was too much for NATO to bear. The US Sixth Fleet, standing off Italy and observing the conflict in Turkey from afar, has now been called into action. The task force will be entering an extremely hostile zone. Yesterday the NSC launched a major airborne assault upon the Turkish contingent in Cyprus, and all indications are that the island will be firmly under NSC control by tomorrow. The ROE remains tight - do not fire unless fired upon. (Released August 2000).

    Pleased that NATO had thus far remained only a verbal combatant, the Kremlin became blinded to the original objective - the liberation of Greek Cyprus. They suddenly realized that here was a golden opportunity to finally rid themselves of the Bosporous-Dardenelles chokepoint. To do so, it would be necessary to invade and claim at least a portion of Turkish territory. An amphibious assault has been launched to carry out the mission. (Released August 2000).

    Heeding the lessons learned as an observer of the 1991 Gulf War, the NSC pounded Turkish military bases and command facilities with air strikes for the first few days of the conflict. By 11 June 1995, most Turkish bases in the north of the country were either destroyed or severely damaged. NATO was protesting loudly against NSC actions, but as of yet no major strategic moves had been made. This scenario examines the difficulty experienced by the Turks in their attempt to defend the northern half of their country while confined to bases in the south. (Released August 2000).

    The first scenario examines the opening NSC attacks on Turkey. While Turkish forces are at full readiness and deployed in combat formations, they are primarily oriented towards the operation in Cyprus. By the time they become aware of NSC intentions late in the day on 2 June 1995, it is much too late. Witness the power of the new Soviet military machine. (Released August 2000).

    Canada and Spain had quarrelled before about the right to fish resources on the continental shelf off Newfoundland. Fortunately that dispute had largely been verbal in nature. But now, in the 21st century, with global resources growing ever smaller, the Spanish were back ... in force. Instead of heeding a warning from the Canadian government to stay outside a newly declared 300 nm EEZ, the Spanish refused to recognize the new boundary and sent warships to escort their fishing fleet. The Spanish have deployed their light carrier Principe de Asturias to the Grand Banks. In response, the Canadian Armed Forces have
    reinforced air assets at St. John's and Shearwater. Spanish intentions are unknown, but it is expected that they will use the carrier to provide an umbrella over their fishing fleet. (Released September 2000).

Spanish Navy vessels are patrolling inside the Canadian 300 nm EEZ, maintaining contact with their fishing fleet and shadowing Canadian Fisheries surveillance vessels. Efforts at diplomacy are underway but both sides seem determined to have it their way. The Canadian government has dispatched a naval group to show its fortitude. (Released September 2000).

    This scenario is intended to investigate the challenges and difficulties posed by the currently ongoing Operation Enduring Freedom, that is, if only certain realities were different. In this scenario, which some might describe as worst case, Pakistan has refused to grant the USA access to its airspace, and furthermore, has allied with Afghanistan in the protection and sponsorship of the infamous terrorist Osama Bin Laden.     It occurred to me that there aren't many HC/HC97/HC2002 scenarios which focus on helicopter combat, particularly helo vs helo warfare in the virtual absence of fixed wing aircraft. Hence HELO. In this scenario, you are commander of a joint US/UK force operating inside the war ravaged Balkans. Your force controls the airports at Sarajevo and Mostar, but little else. A British Royal Navy task group centred around HMS Ocean is enroute with reinforcements, and a force of eight C-130 Hercules airlifters are sitting on the tarmac at Souda awaiting your confirmation that the area is secure. The enemy is well equipped with Hind gunships and assault helos, and enemy ground troops are heading in your direction. They have every intention of kicking you out of the region. Get the Ocean task group safely to Beachhead Freedom, and the Hercules safely into Sarajevo. Time is of the essence. (Released April 2003).

It never again fully trusted its European neighbors, although it participated alongside them in the conflicts that followed with Bangladesh, India and the New Soviet Confederation (NSC). With the US and NSC effectively removed from participation as a major players on the world stage, the EU was was the only remaining "superpower". Rivalries grew between its members in mid 2002, especially between France and the UK, and France officially withdrew from the EU later that year. On the surface, it appeared the disagreement was being
    fueled by the commonly held belief that France was failing to abide by the spirit of the 1998 Code of Conduct on foreign arms sales, but some believed the dispute had much deeper roots. By February 2003, the UK and France were battling each other with economic sanctions and embargoes, and each stepped onto the slippery slope to war once more. (Released July 2000).

    The Russians have launched a massive attack throughout the Norwegian Sea theater, seizing a beachhead near Orland about halfway down the coast of Norway. The Norwegians are still in the fight, but it is doubtful for how long. The enemy has followed up their first wave of attacks with the deployment of not one, but two, very large carrier battle groups. Intel indicates that both Kuznetsov and Varyag have put to sea, together with a large number of escorts, including nuclear powered battlecruisers and ASW carriers. At least one of these CVBGs is expected to bolster the beachhead in Norway, while the other may threaten Iceland or even the North Atlantic. Arrayed against the gathering Russian storm cloud, the US Navy has advanced a two pronged defence. The Mobile Offshore Base Mitchel has forward deployed to a large fjord in eastern Greenland, together with a modified Air Expeditionary Wing. The Wing will have its hands full in defending against the two Russian CVBGs and in supporting our counter-attack. And, in the south, we are pushing ahead with a plan to retake Norway. A PHIBGRU has been rapidly assembled and is now heading north for the Gap. It is critical that the group successfully reach its objective. (Released September 2002).

    Sweden is taking brave steps to hold back the Russian offensive in the Baltic Sea. The odds are stacked against their success. The USAF has sent forces into the theater to help turn the tide, and the British have deployed the first of a new class of aircraft carriers formerly known as the CVF (modeled by the Saratoga). With an air wing of F/A-18E Hornets (the British JSF was cancelled in this timeline), including several new EA-18G Growler (modeled by the EA-7L), the British hope to act quickly to save the Swedes and open the door for the follow-up American flyers. Time is not on your side, as intel reports that a Russian PHIBGRU has been assembled and is already enroute. (Released September 2002).

    An enemy force of no less than 8 Russian and European carriers, supported by numerous surface escorts and submarines, are heading west to assault two critical BLUE bases at Keflavik and Lajes. Opposing them you have at your disposal three carrier battle groups centred around the US carriers George Washington, Harry Truman and Ronald Reagan. Land based air support will be minimal. Defend the shore bases and destroy the enemy carrier force. (Released April 2003).

    It is late 2002, and the prospect of war in the Persian Gulf is once again considered very likely. The US has already deployed large forces to the theater in preparation for what looks to be an inevitable conflict with Iraq, and the buildup continues. The political landscape, however, is very different from what it was in 1991. Both Saudi Arabia and Turkey, key Coalition partners in Operation Desert Storm, have this time refused to permit American forces to deploy troops at their installations or launch offensive operations from their soil. A handful of Gulf nations, and a naval force centred around the ageing carrier USS Constellation, are presently the only platforms from which US and British forces may engage the enemy. If Saddam decides to act first, will it be enough ? (Released March 2003).

    The previous months saw a marginal victory for the Allied forces in a bid to retake the Med and contain the European Federation's newly rebuilt Black Sea fleet. Unfortunately, two new carrier groups slipped through the hastily gathered Allied mission and reports have these rogue groups seeking refuge somewhere on the southern coast of Turkey. A number of other Russian, Turkish and Arab destroyers and frigates remain poised and regrouping into patrols in the Aegean. Spain remains a steadfast supporter of the Federation. Up until recently a Spanish carrier group and a small Russian carrier have been on maneuvers in the Black Sea with other Black Sea Fleet units. Apparently, within the past week they have sailed south through the Bosporus and into the Dardanelles. They appear to be forming up as the center group for the Federation destroyer and frigate patrols. Outside these patrol rings are a number of submarines on picket. To the best of intelligence estimates, the Allies can expect an attack of Sunburn missiles on Tanagra from Sovremenny, Udaloy and Dergach naval units. By all accounts, it is clear that the Federation will also attempt to take out Salamis and Souda in order to regain control of the central Med and the gates to the Black Sea.

    The European Federation Moves into the North Sea

    The joining of Continental Europe with Russia has created an economic power that continues to expand rapidly. It has created the largest standing army in the world; and with the old Soviet Navy rebuilt and combined with the rest of Europe's navies, the Federation now boasts one of the strongest naval forces, second only to an American Navy that has been on a recent down-sizing trend. The Russian Bear arises once again in its new-found union with the E.F. However, the latest setback is the joining of France with French naval assets to the E.F. The addition of French carriers and air power now increases the Federation's naval power projection. The European Federation has decided it can no longer tolerate American and British warships operating in the waters north of Iceland. The real reason is economic, namely the oil fields in the North Sea. Last month we saw the E.F. sieze the Baltic Sea, claiming it a protected waterway. The E.F is now making the move on the North Sea.

    With the door closing quickly, Allied Forces are trying to extract naval assets from the Baltic. Allied naval exercises were a disaster, with the Federation chosing the perfect opportunity to disrupt and fragment Anglo-American naval forces into a retreat with a coordinated attack on their war games in conjunction with an attack on their vital bases - taking out Cherbourg and circling the wagons around remaining French naval units. The Anglo-American force uses a new Mitchel-class carrier with the Foch, a Clemenceau-class carrier; these form an operational base for the Allied effort to keep the door open and bring the Jeanne D' Arc and the Invincible south to the protected waters around Denmark. Supported by two American carrier groups, the Allies must bring home the Jeanne D' Arc and take out St Petersburg to insure a victory. Likewise, the Federation will target Copenhagen, the Mitchel carrier, and try to prevent the Jeanne D'Arc from arriving on-station.
