HC Next Gen/H3 Paper Conversion

HC Next Gen

This project will result in the next generation of Harpoon Classic.

The goal is to create a flexible and extensible gaming platform.

Harpoon 3 Paper forms the initial ruleset. Once that is implemented we'll restore compatibility with HCE including database and scenario converters.

Project leads are TonyE and Miller7219 hopefully with copious support from everyone else.
